MEETING OF THE CITY OF CHI/LA VISTA,
Held Tuesda~ Jume 21, 1955

date at 7:00 P.M with the fo~owing Counotl,~n present:
Councilmen Rader, DeGra~*, Mansell, DeWolfe
Absent: Counc~lm-u Smith
Also present: City A~mi~strator Wade, City Finance Officer Grant, City Engine_er
Floydj City Attorney M. Campbell, City planner Scherer, and
Purchaser-Analyst Ross
Mayor Mansell led the salute to the Flag.
~IvlL S~RVICE CONTRACT - 1955-1956
Mr. Bryant Kearney, County Civil Service representative, was on hand to
answer questions regarding the proposed civil Service contract with the County for
1955-56. Mr. Kearney stated that the policy of the County was to take care of ~11
phases themselves rather than dividing the responsibilities between two different
agem~ies. He said the City Civil Service Commission in all cases establishes policy,
a~ the County acts only as technician. Mr. Kearney explained the reason for the
proposed raise in rates in the contract was due to the fact that the County lost
$485.87 on last years contract, and the County was desirous of at least breaking
e'~'er~e
RESOLUTION No. 1725-A - Approving Civil Set-vice contract with County for
fiscal year 1955-1956
Offered by Councilman Rader, read in full, passed, adopted and approved
by the following vote, to-wit:
AYES: Councilmen Rader, DeGr_~, Mansell, DeWolfe
Noes: None
Absent: Councilman Smith
~NW00D VILLAGE No. 6 - Tentative map
A letter was read from the Planning Commission approving the tentative
map subject to the Engineer,s check. A letter was read from the City Engineer
to the Planning COmmission reco,wm~uding that they approve the map providing that
North and South sewers lines be placed in streets rather than in rear lot easements.
Councilman Rader suggested the Council set a policy whereby no more
sewers would be allowed on easemsnts. City Engi~er Floyd stated a co=~romise
on Ke~wuod Village No. 6 could be made by having the subdivider extend the line at
each end of the subdivision so that the man-holes would be on City property.
It was moved by Counci~=n Rader, seconded by Counc~lma~ DeGraaf, and
cabal.led, that the map be tabled until the City Attorney is prepared to give a legal
interpretation as to the application of the present ordiru~nce to this map, and that
a new ordimance be drafted for the future, prohibiting the ~ of sewers on
private easemsnts.
~/~RESOLUTION No. 1729 - Approval of tentative map of Brown & Woolery No. 1
Offered by Councilman Rader, read in full, passed, adopted and approved
by the following vote, to-wit:
AYES: Councilman Rader, DeGraaf, Mansell, DeWolfe
Noes: None
Absent: Councilm~u Smith
~USToM BUILDERS No. 3 - Final map
It was moved by Councilman Rader, seconded by Councilm~n DeGr-~e, and
carried, that the final map and improvement plans of Custom ~,tlR~rs No. 3
subdivision be accepted subject to Engineering requiremsnts and upon the execution
by the ,,her of a contract with the City of Ch~,~ Vista for the ~n~tallation of
improvements ~mt_ the posting of a bond guaranteeing the performance thereof, which
contract and guaranty sh~11 be first approved by the City Attorney as to form and
legality.
The motion carried by the following vote, to-wit:
AYES: Counci],~n Rader, DeGraaf, Mansell, DeWolfe

~SUN VALLEY - Final map
Mayor Mansell asked that the map be he~d in abeyance one week pending
final check by the City Engineer. Councilman Rader asked that City Administrator
Wade instruct the City planner to wthhold all subdivision maps from the planning
Commission until they have received the final O. K. by the City Engineer.
INSURANCE Contract
In reviewing the two bids presented to the Council at the preceding meeting
Councilman Rader said in his opinion the contract should go to the low bidder, if we
were sure of getting the same protection. City Finance Officer Grant stated the
bids were on standard forms, and the same coverage would be a~tained regardless of
the compax~ receiving the contract.
Councilman DeWolfe was of the opinion that the services offered should be
considered when awarding the contract.
Mr. M. Gilbert Dudderer and Wm. Rippee spoke on behalf of the Farmers
Insurance Group, and A1 young for the Chul_-~ Vista Insurance Agents Association.
It was moved by Councilm~u Rader, seconded by Councilman Mansell, that the
bid of the Farmers Insurance Group be accepted. The motion failed to carry by
the following vote, to-wit:

Absent: Counci~m~n Smith
It was moved by Council-~n DeGraaf, seconded by Councilman DeWolfe, that
the bid of the Chula Vista ~nsurance Agents Assn. be accepted. The motion failed
to carry by the following vote, to-wit:
AYES: Councilm~n DeGraaf, DeWolfe
Noes: Councilmen Rader, Mansell
Absent: Councilm~n Smith
In the absence of Councilman Smith, it was agreed to hold the matter over
until the regular meeting in July, both insurance companies having agreed to a
thirty day binder.
ORDINANCE No. 522- Approving annexation of "Sun Valley" - second reading
It was moved by Council-mn DeGraaf, seconded by Councilm-n Rader, --d
carried, that the Ordinance be placed on its second reading, and that the reading
of the text be waived.
The motion caA-~-ied, by the following vote, to-wit:

Noes: None
Absent: Councilman Smith
After the reading of the title, it was moved by Councilman Rader, seconded by
Councilm-u DeGr~a~, and carried, that the Ordinance be adopted. The motion carried

It was moved by Councilman DeGr-~*, seconded by Councilm~u Mansell, and
carried, that the Ordinance be placed on its second reading, and that the reading of
the text be waived. The motion carried by the following vote, to-wit:

Introduction and adoptio~
It was moved by Councilman DeGraaf, seconded by Councilman Rader, and
carried, that Grdinance No. 526 be placed on its first reading. The motion carried
by the following vote, tower:
AYES: Councilmen Rader, DeGraaf, Mansell, DeWolfe
Noes: None
Absent: Councilman Smith
The Ordinance was thereupon read in full.
This being an emergency Ordinance, it was moved by Counctlm-u DeGraaf, seconded by
Councilman Deqolfe, and carried, that the ordinance he adopted.

RESOLUTION No. 1727 - Authorizing the investment of surplus funds
Offered by Councilman DeGraaf, read in full, passed, adopted and approved
by the following vote, to-wit:
AYES: Councilmen Rader, DeGraaf, Maneell, De~olfe
Noes: None
Absent: Councilman Smith
~POLICE CAR BIDS Mayor Mansell recomended all bids be rejected and resubmitted
calling $~r stock cars of 160 horsepower, as in his opinion cars with power packs
were not needed in the police d~nt.
Mr. Jim Spears of Fuller Mot~rs, stated his Fords were especi-]ly built for
police work, and were 188 horsepower without power accessories.
It was moved by Mayor Mansell, seconded by Councilman Rader, and unanimously
carried, that bids he resubmitted for police cars, and that the new bids call for
160 horsepower or more.
RESOLUTION No. 1728 - Approving improvement agreement for Custom Bn~lders No. 3
Offered by Councilman DeWolfe, read in full, passed, adopted and approved
by the following vote, to-wit:
AYES: Councilmen Rader, DeGraaf, Mansell, DeWolfe
Noes: None
Absent: Councilman Smith
CORRESPONDENCE
Letters were read from a group of school children thanking the Council for
the wonderful park and recreational facilities offered them.
~PLANNING COMMISSION RESIGNATIO~B
Mayor Maneell stated he had received letters of resignation from members
Farris, Henninger, Trook, and Young of the planning Commission, and that the terms
of members Perrins and Raitt expire on June 30th. The Mayor recommended that the
Council request the resignation of Chairm~n. Mohr ar~ start all over, inasmuch as the
resignations of the other members was apparently due to lack of harmony bebw~en
them and Chairm~n Mohr.
It was moved by Councilman DeWolfe, seconded by Councilman DeGraaf, and carried,
that due to the term expiration of two Co~m~-sioners, and the resignation of
other members, in fairness to everyone, a letter be written to Mr. Mohr requesting
his resignation, in order that the Council might at this opportune time, select
a new Commission.
The motion carried by the following vote, to-wit:
AYES: Councilmen Rader, DeGraaf, Mansell, DeWolfe
Noes: None
Absent: Councilman Smith
Member H. C. Farris, in the audience, stated his resignation was solely for business
reasons, and not because of discord with Chairman Mohr.
