APPROVAL OF COUNCIL MINUTES It was moved by Counc~l-=z Rader, seconded by Councilman Smith, and carried, that the Minutes of the Council moeti~gs for July 12the, 19th, and 26th be approved, with the clarification of the Minutes of July 26th pertaining to the curb a~d gutter project on Del Mar Avenue. Although the project will be completed ,,~er certain sections of the 1911 Act, Mr. Rader wanted it understood that it should not be confused with the re~,l.. 1911 Act proceed~_~gs contemplated for other projects within the City. 4/IPUBLIC ~EARI~G - Amending Zov!,8 ordinance No. 398 (definition of Signs) This being the t~ and place, as advertised, for a public hearing on amon~tnE the Zoning Ordinance with regax~_s to definition of signs, Mayor Maneell declared the public hearing open and ca'led for protests from the audience. There bsi~ no protests, either oral or written, the Mayor declared -~_.~e hearing closed. 0RDINA~CE No. 528 - Amending Zoning Ordinance No. 398 (definition of ~igns) First reading It was moved by Councilman Rader, seconded by Councilman DeGr-_-e, and carried, that Ordinance No. 528 be introduced. Councilman DeWolfe aA-A;ived at this time. ~0L~TION No. 1748 - Approval of tentative map - Valb~]l~ Subdivision After reaa1-8 the reco.m~datione of the planuing Co~mission, the Resolution was offered by Councilman S~ith, with the provision that t~e_ Northwest portion of ~hasta Street be paved amd reco~ndatione of the p~m~ Cow~.~ssion adhered to. City A~m~trator Wade was directed to contact the owner of the property to see if he is willing to negotiate,and report back to the Council. ORDINANCE No. 529 - Levyin~ tax rate for fiscal year 1955-1956 It was moved by Councilman DeWolfe, seconded by Councilman Rader, -~. ca.-A-led, that the Ordinance be introduced. Street, effective ~ept~_~her 12th and until the traffic light~ are i~st~tlled. The Council was in accord with the thipk~-8, of the Safety Council, a~d instructed City Administrator Wade to see that the Police Department follow through. ~ A letter was read recombine that a traffic reap be built at Montgosery Freewa~ a~d E. Street to facilitate truck traffic at the intersection. Mayor M--=e11 stated he would arrange · meeting with an official from the State Traffic E~gineer,8 offiee to see if sosethi~g could be worked out to e~te the hazard at the intereec%ion. A letter was read reco,m~ding the installation of parkimg lots East of the new Post Office, and North of the Library. The Council was of the op~on congestion did not warrant par~E Iota in the areas reoowa~_nded at this A letter was read reco~mitmg that the new truck route be posted. Councilman Rader reco~nded that the truck route be extended from C. Street to E. ~treet on Fourth Avenue. It was suggested that the Purchasimg Agent order t~e_ signs needed to post the route and that Councilman ~a~er,s recommendation be referred to tho Safety Council, with a request that they t-~- action prior to the Council,s next Regular mee+.~8, and that the route not be posted until that A letter was read advip4~8 the Council that the bus route on Second Avenue did mot constitute a safety hazard. The bus co~an~ having a franchise to use Second Avenue, the City Attorney st·ted there was nothing +-~e_ Council could do. It was suggested the people on ~econd Avenue ho so advised. A ~etter was read recommr~ting two hour parking on both sides of National Avenue between Chula Vista Street and H. Street. The City Attorney was instructed to prepare an Ordimance estab~4~hing a res hour parking zone on both sides of National Avenue from Chula V~sta Street to J. Street. REFLECTOR SIGN at end of Third Avenue recc~-,ended. Councilman Smith recommended a reflector sign be installed at t~e North end of Third Avenue where it turns into SeaVale, as a war-i-g to m~toriste. City Engineer Floyd was delegated to look into the matter a~d recommend an app~ate sign. 2 ~ REPAIP~ to Paving between the Railroad track on F. Street ordered Councilman S~ith stated the paving between the Railroad tracks on F. Street was deteriorating rapidly, and asked that it be repaired. City Engineer Floyd was delegated to contact the Railroad Co~pa~7 whose duty it is to keep the paving in repair alo~ their tracks. ORDINANO~ No. 530 - Intention to Vacate a~d close a portion of M~ss ~$treet It was ~oved by Council,~,- Rader, seconded by Councilman DeGraaf, and carried, that the Ordinance be introduced. The motion carried by the following vote, to-wits AYES: Counc~l-~n Rader, DeGraaf, Mansell~ Smith, DeWolfe Noes: Noue Absent: None The Ordinance was thereupon read in full. ORDINANCE - Locat~ sewer ~ in streets The Council requested that the City Attorney have this 0~ prepared for presentation to the Council at their Regular meting September 13, 1955. CLAIRE VISTA - 1911 Act Project Because at least sixty percent of the property owners in Claire Vista had not requested the installation of improvemnts u~er the 19J_l Act, t~e Council decided the best policy would be to drop ~he 1911 Act method of improv~-~ the Claire Vista area. City Engineer Floyd presented four alternate street i~provement projects that could be used toward ~p.~oving Claire Vista streets. The Council was of the op~on all possible should be dens to repair the streets in C.~re Vista, but that the rest of the City had to be considered at the same ti~e and f,~A were not available to do all the necessary repairs this y~ar. It was m~ved by Councilman Rader, seconded by Councilman ~mith, and carried, that a maxi~ of l~Lfteen thousand Dol~ ($15,000.00) of money appropriated for street repaArs be used to follow through on alternate No. 1, as submitted by the ~er, to construct the necessary concrete swails in the district, and ar~ additional repairs that the ~oney will allow, -~ that if it is found more money is available at a later date, additional repairs will be made. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, DeGr-~*, Manssll, ~mith, DeWolfe Noes ~ ~one Absent: None Mayor Mansell appointed Councilman Rader and Councilman DeGraaf to help the City En~m~_er determine w~ich streets in Claire Vista are most in need of repairs. ~/BOYS ' CLUB request A letter was read from the Boys, Club of Ch,,l~ Vista requesting a parcel of land in the Vista Square housing at the NortHeast corner of Fifth Avenue and I. Street for the erection of a Boys, club. It was moved by Councilman Smith, seconded by Council~n Rader, and carried, that the City Attorney be directed to prepare a fifty year lease on the property requested by the Boys, Club, with the proviso that i~ any +.~- the property ceases to be used as a Boys, club, it would revert back to the City. ~ ~TS TO Retirement Contract Autherized City Finance Officer Grant presented the Consulting Actuaries, su~ry of the valuation results under the a~endments to the Retiren~nt contract if adopted by the Council. The proposed amendments 1. Minimum se~-,ice retirement age for local safety members reduced from 55 to 50, the allowance to ~e discounted for ages at retirement u~der 55. 2. Retirement benefits based on highest average month~ compensation ear~hle during three consecutive years of ~embership 3. Death benefit for retired persons increased from $3oo.oo to $4oo.oo Additional cost to the City to adopt all three amenchaente would be $35.62, per month. It was moved 'by Councilman Smith, seconded by Oouncil~an Rader, and carried, that the City Attorney be directed to draw up a resolution authorizing the amendment to the contract, and that the City Finance officer be directed to execute said amendment for and on behalf of the City. City A~,~ uistrator Wade reviewed the necessity of obtaining an easement to the sewer trunk line in ~illtop V~la_ge, in order that the Subdividers to the East might tie on in the near future. It was moved by Councilman DeGraaf, ceconded by Councilman Rader, and carried, that City A~.A~istrator Wade be instructed to file a formal request with the p~blio Housing A~w~uietration to grant to the City an easement to the sewer trunk line in Rilltop Village. /~. A ballot was tahen, with Mr. Walters wi-n~-~ the appointment. Councilman Rader nominated Mr. ~dward ~asse to fill the unexpired ter~a of W. G. Taylor. There were no other nominations. The Council set Tuesday, August 30th at 7:30 P.M. as the ti~e for meeting Jointly with the planning Commission. REQUEST to Eliminate one-wa~ traffic at Landis Avenue and Madromt St. A letter was read from Chief-of-Po]ice Roberts requesting the repeal of o~dinanoe No. 513. It was noved by Counc'~l~,-. Rader, seconded by Counct~-~n DeOraaf, and ca~-~ied, that the City Attorney be instructed to prepare an o~dinanoe repe~4-S Ordinance No. 513. ~K~UEST for C-2 Zone on National Avenue A letter was read from the First National Bank on Nation~ Avenue requesting the area be zoned 0-2. M~yor Mansell said it would be taken under advisement. //.--' REQUEST for Sidewalks on F. Street A letter was read froa L. T. Petorson, 116 F. Street, stating fifty percent of the sidewalks and curbs were installed between Minor Avenue and Patricia St. on the South side of F. Street, and asked that the City install the rest, and place a lien against the properties as provided by law. It was moved by Councilman DeGraaf, seconded by Councilman S~ith, and that the City has the power to force willing to install them themselves. Councilman Reder voted No. . .REQUEST for Booth on Housing proper~ 'A letter was read fro~ the Fleet Reserve Association requesting a place in Vista Square for a booth during UBroadw~y Daysu. The letter was referred to City A~,~nistrator to taM~ up with the Broadway Association to see what plans they have for booths and the like, and make a reco~ndation to the Council. APPRAISAL ordered for old Library site It was moved by Councilman S~ith, seconded by Counct !=en Rader, and carried that tbe City A~,dnistrator be instructed to have the old Library site appraised, with the idea of disposing of it, in order to raise funds to apply to the cost of new Library. DIRECTIONAL SIGNS for Parking Lots It was moved by Counct~,~- ~aith, seconded by CoUnC~!,~n DeWolfe, and carried, that Walter P. Davis, ~ecty. of the Chamber of Commerce be directed to present at the next Council meeting, plans of s~itahle signs for directing traffic to the par~8 lots. LITTER in Streets and alleys d~cussed Mr. Walter Davis remarked abou% the littered condition of the City,s streets and alleys, and suggested a campaign be promoted to clean them up. It wus suggested the Mayor direct a letter to the ~,~= Vista Sanitary Service requesting that they instruct their help to take better care in collecting the trash~ =n~ not scatter it over the City. NE~ GAS pU~PS authorized City Engineer Floyd stated the gas pv~p at the Stench had been outiawed~ and ~he pump at the City Shop needed repairs. He recommended the purchase of a thousand gallon tank to be installed between t~e Police and ~Ire Departments for use of both~ a-~ the pure,base of t~x~e used gas pulpe. $750.00 would cover the cost.
