AYES: Counc~l~n Rader, DeGraaf, Mansell, ~mith, DeWo].fe Noes: None ~/' Absent: None PIANNING COMMISSION RECO~IDATIONB -Bank of America parking Lot A letter was read from the Planning Co-..~:ssion recon~nding that the City not purchase the Bank of America Parking lot at the corner of church Avenue and David:on St. A letter was read from the Chula ~ista Downtown Assn. going on record as being in favor of the purchase of the parking lot by the City. Mr. Eckhart, President of the Bank of America, stated a lease purchase agreeme~.$ could probabl~ be worhed out and asked that the Council have an appraisal made if they considered the asking price too high. The Counc~Ll,.~,a were divided in their opinions as to the need for the lot at the present t~,~, and asked that the matter be referred back to the Planning for a more thorough study. j'TRAFFIC SIGNALS AT NATIONAL AND I. STREETS Mayor Mausell stated that a traffic count at National Avenue and I. Street showed there was not sufficient tr~ffi~ to meet State requirements for use of gas tax money for signals and reco,m~_mded the Use of surplus f~uds on the project. Councilman Rader was of the opinion the City should hold up the installa- tion of curbs and gutters around the signals, in hopes they will he installed under a 1911 Act project. It was moved by Councilman Smith, seconded by Councilman DeWolfe, and carried, that $5000.00 be appropriated from unappropriated surplus to install traffic lights at National Avenue and I. None FIESTA REQUEST for Use of City Equipment - gr--~ed A letter was read from the Fiesta gro--~s ~ requesting use cf certain City Equip~nt for preparation of the grounde for the 1955-56 Fiesta. The matter was referred to the City Attorney, with the request that he obt~- a copy of a National City ordinance covering this sa~e problem, for presentation to the Council. PLANNING COJ~LSSION CONCURS ON ~w~ING DATE A letter was read from the Planning Co...t eaion concurring with the Council on the date of August 30th as the time for a Joint m~etin~ between the two bodies. ~DIRECTIONAL SIGNS TO PARKING LOTS walter P. Davis, Secty. Ch=~her of Commerce presented a plan prepared by the Ch'il= Vista Neon Sign Com[c~r for signs directing traffic to the City Parking lots, aa requested by the Council. It was moved by Councilman Smith, seconded by Councilman Rader, and ca~:~-led, that this assignment be turned over to the Purchaser-Analyst for study with Mr. Davis on other signs to determine which type would best serve the purpose, and to obtain prices. A letter was read from City Engineer Floyd reComnding the E. Street widen~2 project be delayed until February or March, 1956, as the Division of H~ghwa~s does not advise contracts for paving being let during the months of November through April. Mr. Floyd stated that bids would be considerably higher if the work is to be done during the winter months, due to the fact that State requirements would demand replace_ ~w~_~t of any base material that becomes saturated with water. It was moved by Councilman Rader, seconded by Councilman Smith, and carried, that the Engineering Departaent be ~m~tructsd to proceed with as much speed as possible on the E. Street widening project. ORDINANCE No. 531--- Repealing Ordinance No. 513 pertainin~ to one-wa~ traffic at Madrona and Landis Avenue - First reading. It was moved by Counctlw~n DeWolfe, seconded by Counc]l,~n Rader, and carried, that the Ordinance be introduced. The motion carried by the following vote, to-wits AYES: Councilm~n Rader, DeGraaf, ~-n-ell, Smith, DeWolfe Noes: None Absent: None A H0 IZ D FOR MA OR'S CO V mION It was moved by Co,~,-c_tlw~n Rader, seconded by Councilman Smith, and carried, that $150.00 be authorized to coVer expe~sas of the Mayor at the League of C~l~ornia Cities Convention in San Francisco. L~/PuRcHASE OF CHIP SPREADE~ AUTHORIZED Mayor Mansell stated the street depar+~aent had requested the purchase of a Chip Spreader with fnm4s left over from the purchase of the street grader. It was moved by Councilw~n P~er, secor~ed by Counci~,~n Smith, and carried that the Purchaser-Analyst be authorized to call for bids on a Chip Spreader, to be purchased with unused appropriated street department funds. The motion carried by the following vote, to-wits ATES: Councilmen Rader, DeGraaf, Mansell, Smit~, Dewolfe Noes: None Absent: None ADDITIONAL APPROPRIATION FOR CtYfC CENT~ IMPROV~.~TS AUTHORIZED City Administrator Wade requested an additional $400.00 to complete Civic Center improvements. It was moved by Counci/~an Smith, seconded by Councilman D,CTaaf, ,m4 carried, that $400.00 be appropriated from unappropriated surplus to complete Civic Center ~w~.rovements as requested. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Jtsent: None CHASE OF ~ MACHINE AUTHORIZED FOR HOUSING It was moved by Oouncilw~- Rader, seconded by Counci~_m._n DeWolfe, and carried, that $130.00 be appropriated from unappropriated surplus for the purchase of a key machine for the housing project, in order that l~st keys may be more economically replaced. The motion carried by the fo~lowing vote, to-wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smit~, DeWolfe Noes: None Absent ~ None SAFETY C~CIL RECO~t~.NDATIO~ T~-,-ck Routes - The Safety Council reco,-~-a-d that the truck route ordinance be -w~_nded to delete C. Street from ~tio~-I Avenue to Fourth Avenue, and Third Avenue Ertension from Fourth Avenue to E. Street, and that Fourth Avenue from C. Street to E. Street be included in the Ord_~uance. ~ The City Attorney was directed to anend the truck route Ordinance accor~-~ly. '~/ Speed limit signs - The Safety Cou~mil recommended additional speed ~,~t signs be posted on First Avenue. After discussion it was decided signs painted on the pavement with reflectorized paint would he more effective than signs at the sides of the street. It was moved by Counctlmn Smith, seconded by Council.mn Rader, and carried, that the Police Chief and City Engineer make a study to determins the best locations for painting the 25 mile speed zones on the pavement. ,Emergencies Don,t Wait Week" - The Safety Council reco,~ded City ~t~ipation in "Emergencies Don,t Wait Week". The Council concurred. · parking on Parkway - The Safety Council reco.m~n~ed no parking on South side of Parkway, East of ~evill. Theatre Alley. Counc~lmn Rader was of the opinion all of Parkway was hazardous, and it w~s suggested no action be taken on the reco,,w~ndation until something can be worked for Parkway as a whole. Stop Sign at Fifth Avenue and Flower Street - The Safety Council outlined reasons why it considered a stop sign unnecessary at Fifth Avenue and Flower ~treet. There seemed to be a difference of opinion as to whether the intersection was a hl~-d intersection or not. S~reet a~d J. Street East of Hilltop Drive should be repaix~d with money left from that allocated for use in claire Vista. Councilman DeGraaf thought Claire Avenue should be repaired first in hopes those living on the North side of I. Street might be induced to pave their portion of the street under the 1911 Act. It was moved by Councilman Rader, seconded by Councilman Smith, and carried, that the City Eng'-esr be authorized to proceed with the repairing of ~ South side of I. Street a~d J. Street East of Hilltop Drive immediately. The motion carried by the following vote, to-wit~ AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes ~ None Absent ~ None JSTREET REPAIR PROGRAM APPROVED City Engineer Floyd presented for approval the proposed program fm i~prow~8 The City Streets. It was moved by Councilm-u Smith, seconded by Counc-tl,~, Rader, and carried, that the proposed street repair program be accepted as recow~nded by the City Engineer. The motion caa~ied by the following vote, to-wit: AYES: Counc1~,~n Rader, DeGraaf, Maneell, Smith, DeWolfe Noes: None Dsent: None SPOSAL OF HOUSING DISCUSSED Counc~lm~n Rader proposed drafting a letter to the llth Naval District requesting release of three hundred feet of housing property fronting o~ National Ave. Counc~w~n DeWolfe was of the open'on the National Ave. frontage should be retained for the present, as values along the Avenue world probably rise, whereas land values for subdivision purposes would be more apt to decline. Councf~,~u De~ thought disposing of the back portion of the project first would he more feasible, as the buildings were less modern, and upkeep more costly. After iengt~ discussion it was moved by Councilman Rader, seconded by Counci~w~ Smith, and carried, that a letter be drafted to the llth Naval District stating that the City will, in the next sixty days, take steps to abandon the project three hundred feet back on National Avenue from H. Street to I. Street. Street, ~o hundred thirty feet being on Fifth Avenue and tw~o hundred feet on I. Street, ~d abandoned portion to be used for the sole purpose of a Boys, Club.
