Campbell MAyor Mansell led the salute to the F~ag APPROVAL OF COUNCIL MINUTES It was moved by Councilman Rader, seconded by Councilmau Smith, and ca~-x-led, that the Minutes of August 9, 12, and 23 be approved, copies having been sent to each Councilman. OFFICE E~TRANCE DISCUSSION Postmaster Staklheber introduced Postal Inspector Short who presented plans for changing the steps and entrance to the new Post Office. The Council was firm in its stand that there should be an entrance on F. Street. It was moved by Councilm~ Smith, seconded by Councilman Rader, and carried, that the revised plans be accepted with a d~or on the South end of the bl~lding facing F. Street, said change to be made under the direction of the Post Office Inspector. ~/COUNTRY CLUB HIT~T.~ No. 3 - Final map It was moved by Councilman Smith, seconded by Councilman DeGraaf, and carried, that the fin~l map and improvemant plans of Country Club Hills No. 3 be accepted upon the execution by the owner of a contract with the City of ch,,1= Vista for the installation of improvemants and the posting of a bond guaranteeing the performance thereof, which contract and guaranty shall be first approved by the City Attorney as to form and leg=14ty. RESOLUTION No. 1758 - Deeding in fee, Lots A, B, and C of Sun Valley Offered by Councilman DeGraaf, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Counc~l,~n Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: Nons Absent: None RESOLUTION No. 1759 - Approving sewer repayment contract - Harold Starkey Offered by Councilman DeGr=_~*, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilmen Rader, DeGree*, Mansell, Smith, Dewolfe Noes: Nons Absent: None THIRD AVENUE EXTENSION - Nam~ change Discussed A letter was read from the planning Commission recommamafug changing of the r~.~ of Third Avenue Extension to Memorial Drive. Mrs. June Moeser, past president of the Junior Worn-ns club, and Mrs. John Neal, president, spoke in favor of the change. Attorney Albert Boyer, representing property owners on the drive, opposed the cb~-ge amd presented a petition of opposition signed by ten property owners. Mrs. Neal offered "P~lm Drive" as an alternate if Memorial Drive was not acceptable, which name was acceptable to Mrs. Davies, property owner, and opposed by Mr. Shapov, property owner. Mayor Mansell suggested a Committee be appointed to determine if another street could be chosen for Memorial Drive and the trees transplanted. The Council concurred. The Mayor stated a mamber of the Junior Womans Club and park Department would be called to serve on the Committee, which would meet in at least two weeks. ., ~/~AN~ OF ~X~RICA PARKING LOT A letter wm_s read from the planning Commission recom.~ that the City nst purchase the parking lot at Church Avenue and Davidson St. from the Bank of Mr. David pb~, representing Third Avenue Downtown Businessmen, appraised the Council of the future need for parking facilities for the downtown section. Dr. Griffin, Third Avenue property vw~er spoke in favor of the City purchasing the lot. It was moved by Councilman Smith, seconded by Councilm~n DeGra~_~, and carried, that final decision be deferred until it is decided what disposition will be made of the old Library site. ORDINANCE No. 531 - Repe~]~ng Ordinance No. 513 (One-way traffic at Landis & Madroma) Second reading It was moved by Councilman Smith, seconded by Councilman DeGraaf, and carried, that Ordinance No. 531 be placed on its second reading, and that the reading of the text be waived. The motion carried by the following vote, to-wit~ AYES: Council,~n Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None AbSent: None After reading of the title, it was moved by Counc~m~n Rader, seconded by Councilm~u DeGr--*, and carried, that the Ordinance be adopted. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: ~No~e Absent ~ None The Ordinance was thereupon read in full. ~..~911 Act Petitions Three 1911 Act petitions, filed with the Clerk, were presented to the Council for consideration. It was decided to table the petitions until the next meeting, at ,which the City Attorney was instructed to have estimated costS to the people of 19.11 Act proceedings for small projects. ~HO~E I~VING APPLICATION A letter was read from Cleto Fracchiolla, 430 Tb_ird Avenue, to move a duplex from that address to an H. Street address. It was moved by Councilman Smith, seconded by Councilman DeGraaf, and carried, that the application be approved, subject to ~. Fracchiolla meeting all prov~.~ions of the building code requirementS. ~/~TREET SHOULDER PAVING DISCUSSED City Engineer Floyd asked the Council to set a policy for him to follow in paving shoulders where owners have installed curbs and gutters. It was decided that the City should continue, for the time being, to pave the shoulders where curbs and gutters are installed in front of established residences, but to refrain from paving in front of new b~ild~ngs. ~QUEST FOR TECHNICAL ASSISTANT -Planning Dept. A letter was read from Lee Raitt, Chairman of the Planning Commission, reques+_.~ng the appointment of a Technical Assistant for the Department of Planning. It was moved by Counci~m~n Smith, seconded by Councilman DeGraaf, and carried, that the matter be held over until the next meeting. CouncilmAn Smith was of the opinion, and the Council concurred, that all requests for new employees should come through the A~m~nistrative Officer for his recommendation and approval° REQUEST FOR ADDITIONAL JUNIOR ENGINEER A letter was read from City Engineer Floyd requesting one additional Junior Engineer for the remainder of the fiscal year. It was moved by Councilm~n Smith, seconded by Councilman DeGraaf, and carried, that the Engineering Department be authorized to employ an additional Junior Engineer on a temporary basis, and that $3841.50 be appropriated from unappropriated surplus ~ cover the salary. The motion carried by the following vote, to-wit: AYES: Councilm,n Rader, DeGraaf, Maneell, smith, DeWolfe Noes: None Absent: None ~AFETY A not be COUNCIL RECOmmENDATION - Boulevard Stop letter was read from the Safety Council recom.~ding that boulevard stop signs placed at the intersection of Flower St. and Fifth Avenue. No action taken. OF PROTEST ON BUS SERVICE A letter was read from A. A. Winthrop, 248 G. Street protesting the poor hus service in chula Vista. Mayor Mansell suggested City Administrator Wade take the letter up with the San Diego Transit System. ~c~LAIM FC~ DAMAGES City Finance Officer Grant presented a ~m~ge claim from Isabella Moles for injuries received from fa~ltng A* a public alley. It was moved by Councilman Smith, seconded by Counc~lm~u Rader, and carried, that action be delayed until the next meeting, and that the Insurance carrier be notified in order that they might give their recommendations to the Council. pAYMENT OF BIT.TM After examination by the entire Council, it was moved by Councilm~ Smith, seconded by Counedlw~n DeWolfe, and carried, that Warrants Nos. 10787 thru 11067 be approved for payment. Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe None Absent: None CIVr~ SERVICE RECOMMENDATIONS /' A letter was ~ead from City Administrator Wade listing the doctors and optometrists recommended for examining City personnel and candidates for employmsnt with the City. It was moved by Councilman smith, seconded by Council-~, DeGraaf, and carried~ that the list be approved as recommended. A letter was read from th~ Civil Service Commlesion reco~mmnding that Section 7: Work Week of rule 2 of the Civil Se~-~ice Rules he amended by reducing the nor.~ work week of Chief Operator, Sewage Treatment pl~t; Operator, Sewage plant; Pmmp Operator; ~M~Jtnten-nce Man; poundmaster; and Kenne!,~n from ~ hours to 40 hours. It was moved by Counctlm~u Smith, seconded by Counc~lw~n DeGraaf, and carried, that the civil Ser?ice recommenda~ione reducing the work week for the six classifica- tions listed from 44 hours to 40 hours a week be approved, providing it can be done without e~ploying additional employees. RESOLbTION No. 1760 - Intention to approve amendment to Retirement Contradt Offered by Councilman Rader, read in full, passed, adopted and approved by the follow~ vote, to-wit: AYES= Counctl.~n Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None ABsent: Nons ORDINANCE - Amending Ordinance No. 398 (Definiti~mlS) - second reading planming Commission ~smber Raitt recommanded the ordinance be referred back to the Planning Cow~4ssiam for further study, as it was not their intention that the section on subdivisions be included in the ordinance. It was decided to hold the ord~n~nrCe over until the next meeting. ORDINANCE No. 533 - Amending Nos. 158 and 377 (Locating sewer w~tns in streets) First Reading. It was moved by Councilman Rader, seconded by Council.~n Smith, and carried, that Ordinance No. 533 be introduced. ORDINANCE - Ame-afng 0rdin~ce No. 474 (plumbing Ordinance)- First Reading This Ordinance would allow the use of Transite pipe for sewer lateral~ within the City. Councllm~u Rader exhibited pictures and a section of the tr~-aite pipe showing it to be defective. A representative of the Transite Co~pax~ spoke on behal~ of adoption of the Grdinanoe, and Bmtlding Inspector Grady was asked ~o explain reasons for the Ordinance. Both Mr. Reid and Mr. Golden, local plumbing contractors, recommended that the Council not adopt the Ordinance. It was moved by Councilman Rader, seconded by Councilman Smith, and carried, the Ordinance be filed. ORDINANCE No. 534 - Adoption by reference of Uniform Building Code, 1955 edition It was moved by Councilman DeGr~f, secon~led by Councilm~u Rader, and ca.-x-led, that Ordinance No. 534 be introduced. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: Nons Absent: None The Ordinance was thereupon read in full. ~C~ APPLICATION FOR CIVIC CENTER SITE City Administrator Wade read an application from the County of San Diego for a grant of additional land to the South and West of the present Court site for expansion of the Court and erection of a Health Center. It was moved by Councilman Rader, seconded by Councilman Smith, and carried, that the Council go on record as approvi~ deeP, nE of the requested land to the County, subject to the report of the City A~.~nistrator at the nsxt meeting. The motion ca~-~-ied by the following vote, to-wit: AYES: Councilmen Rader, DeGr~, Mansell, Smith, DeWolfe Noes: None Absent: Nons REQUEST FOR NEW WAT~ LINE AT HOUSING Housing Manager Stanley reported the water line in Mankato Street at Vista Square was breaking constantly and was in nsed of being replaced. Cost est~m~tes were placed at $4800. to $8000. It was moved by Councilman Rader, seconded by Councilman Smith, and carried, that request for bids for laying nsw pipe be delayed for sixty days. &/ADMINISTRATIVE OFFICER PRO TEN APPOIkfE~ City Administrator Wade reco.w~_nded the appointment of Fred Ross to act as Administrative Officer pro-tern in his absence. It was moved by Councilman Smith, seconded by Councilman DeGraaf, and carried, that Fred Ross be m~d Adm~ nistrative Officer pro-tern. Maintenance Funds appropriated City Administrator Wade said a sum not to exceed $250. was needed for maintenance expense of the new Library building. It was moved by Councilman Rader, seconded by Councilman DeGraa~, and carried, that a sum not to exceed $250. be appropriated from the Library fund, unappropriated surplus account. The motion carried by the following vote, to-wits AYES: Counc~l~n Rader, DeGraaf, Mansell, Smith, DeWolfe Noes: None Absent: None LETTER TO BOARD OF SUPERVISORS AUTHORIZED City Aamf nistrator Wade asked that the Council authorize him to write a letter to the Board of Supervisors requesting that the County re~buquish to the City, political Jurisdiction of a strip 12% feet in depth on the Country side of Hilltop from F. Street to I. Street, North side of I. Street from Hlllto~ Drive East to its terminus, and South side of J. Street from Hilltop Drive to Da2seth Subdivision, for 1911 Act purposes. It was moved by Counci~m~u DeGraaf, seconded by Councilman Rader, and carried, that the City Administrator be authorized to draft the letter to the Board of Supervisors as requested. Na~or Mansell asked authority to appoint an Industrial Development Committee to make a study of industries wanted in the City, where we want them, and what the City has to offer to industry. It was moved by Councilman Smith, seconded by Councilman DeGraaf, and carried, that the Mayor be authorized to appoint an Industrial Development Committee. ANNEXATION COMMITTEE Counc~l,~u DeGr_--~ suggested the Mayor appoint an annexation Committee. It was moved by Councilman DeGraaf, seconded by Councilman Rader, and carried, that the Mayor be authorised to appoint an annexation Committee. ~ SUPERIntenDENT for 1911 Act Mayor Mansell stated that, in his opinion, someone definitely should be designated as Street Superintendent for purposes of 1911 Act procedure only. It was moved by Councfl-~ Rader, seconded by Councilman DeGraaf, and carried, that the City Attorney be directed to prepare a Resolution naming Associate Engineer Ballard as Street Superintendent for all phases of the 1911 Act only. TRAFFIC REGULATC~Y SIGNS ~ REMOVED Councilman Smith qusstiomed .]~ the "No right turn on red sign~l, signs had been replaced after the Council bad ordered them down. City Administrator Wade stated the Safety Council had requested they be Neplaced. It was moved by Council~n Rader, seconded by Councilman DeGr.~f, and carried, that the signs be removed and not reinstalled until so recommended by Asm~-.istrator Wade and Chief Roberts, after a thorough study has been made. ~,~,$OMMITTEE APPOINTED TO STUDY SCHOOL LAND EXCHANGE Counc~l.~n DeGraaf suggested a Committee be appointed to study the proposed exchange of Vista Square property leased by the school for property owned by the school. Mayor ManSe11 appointed Councilm~- DeGraaf, Councilman De~golfe and A~m~nistrator Wade to serve on the Committee. ADJ0~ Mayor Nansell adjourned the meeting at 12:07 A.M. to Sept. 2?, 1955 at ?:00 P.M.
