MEETING OF THE CITY COUNCIL OF THE CITY OF
Chula Vista, California
Held Tuesday October 18, 1955
The Council met in the Council Chambers at the City Hall on the above date at
7:00 P.M, wit~ the following Councilmen present:
Councilmen Rader, DeGrsaf, Mansell, Smith, DeWolfe
Absent: None
Also present: City Administrator Wade, City Planner Scherer, City Attorney
M. Campbell, purchaser-Analyst Ross, principal Engineer Johnson.

TREET WIDENING PROJECT - Bid awarded
Purchasing-Analyst Ross opened the following bids on the widenimg of E. Street
between Broadway and Third Avenue:

It was moved by Councilman Rader, seconded by Councilman DeWolfe, ar~ carried, that the
low bid of the Griffith Company be accepted, and that City Administrator Wade notify the
bidder to comply by execution of a contract. The motion carried by the following vote,
to-wit:
AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe

HOUSING DISCUSSION
Mayor Nansell reported he had met with Walter Davis of the Chamber of Commerce,
the M~ger of the First National Bank on Broadway, and Navy officials to discuss disposi-
tion of the Vista Square Housing project, and had invited Navy representatives to the
Council meeting for further discussion.
Lt~ Booth and Commsuder McDonald were present, and discussed at length the Navy's
stand on disposition of the project, and answered Councilm-u,s questions.
It was moved by Councilman Smith, seconded by Councilman Rader, and carried, that
a meeting be held at a later date for the purpose of formulating plans for disposition of
the Housing project once and for all.
Mayor Mansell set Tuesday October 25th at 7:00 P.M. for the meeting.
[-~C.~SA LINDA SUBDIVISION
City planner Scherer presented the tentative maps of Casa Linda Subdivision, along
with the recommendations of the Planning Commission. Commander Farrell voiced objections
to the proposed subdivision.
Paul Miller, Realtor, spok~ in favor of the proposed Subdivision, and Henry Algert
Surveyor stated the cost would be prohibitive to subdivide the property any other way
than was proposed.
Councilman Smith recommended a six foot solid fence be installed on the West line
of the Subdivision, and the Clerk was instructed to incorporate the recon~nendation in the
Resolution of approval.
RESOLUTION No. 1786 - Approving tentative map of Casa Linda Subdivision
Offered by Councilman Rader, read in full, passed, adopted and approved by the
following vote, to-wit:
AYES: Councilmen Rader, DeGraaf, Mansell, Smith, DeWolfe

Absent: None
/~CONTRACT TO INSTALL CHRISTMAS DECORATIOMS APPROVED
A proposal was presented from Hunt and Johnson, Commercial Displays, to install
the City Christmas decorations for the 1955 season.
It was moved by Councilm~nRader, seconded by Councilman Smith, and carried, that
the proposal of Hunt & Johnson be approved, and that $1150. be appropriated from
unappropriated, surplus to cover the cost. The motion carried by the following vote, to-wit:

A ~etter was read from Senator Kraft asking that a Committee be appointed to
meet at the Civic Center in San Diego at 9:30 A.M. October 24th, to discuss Bay development.
Mayor M~n~el! suggested that City Administrator Wade, Harbor Commissioner Keith Hall, and
himself atten~ the meeting, but that the Council meet first with the Harbor Commission at
2:00 P.M on. Thursday, October 20th, for discussion prior to the San Diego meeting.
~HooL TAX MEETING
Mayor Mansell read a letter from the Chl;l~ Vista School District requesting that
a City official attend a hearing at 2:00 P.M. on October 21st at the San Diego Civic
Center regarding ScDool District Tax a~d Bonded Indebtedness. Councilman DeGraaf said
he would attend.
~OR AUTHORIZED TO ATTEND BAY POLLUTION MEETING
Mayor Mansell read a letter from the State Board of Health requesting a representa-
tive attend the Board meeting on Bay pollution, to be held in BerMeley on Friday October
21st. It was moved by Councilman Rader, seconded by Councilman DeGraaf, and carried~
that Mayor Mansell be authorized to attend the meeting in Berkeley~ a~l that $150. be
appropriated from unappropriated surplus to cover expenses. The motion carried by the
following vote, to-wit:

Mayor Mansell Stated the Engineering Department requested that an ordinance be
drafted charging subdividers with the responsibility of erecting safety barricades at
street excavations during construction, or to require a fee if the City is to be responsible.
The matter was referred to City Administrator Wade to investigate and report back at the
next meeting.

It was recommended by Councilman Smith that Mayor Mansell draft a letter to the
Junior Chamber of Commerce complimenting them for their hard work in making the Fiesta
such a SUCC~SSe
~RECOM~NDATION THAT RECREATION HALS S. IDEWALK BE WIDENED
Counci~m~n Rader recommended tha~ the sidewalk on parkway in front of the new
Gymnasium be widened to six feet.
It was decided that the Council look over the area, and that a plot plan of
e~ommended improvements be ready for the next meeting.
FREEWAY SIGN Tu/~RO~HT UP TO DATE
Walter Davis, Secretary of the Chamber of Commerce, recommended that the City
Sign on the Freeway at the north entrance to the City be brought up to date. He had an
estimate of $90. from the Chula Vista Neon Sign Company to do the work.
It was moved by Councilman Smith, seconded by Councilman DeGraaf, an~ carried,
that the purchaser-Analyst be directed to have the work done, and that $90. be appropriated
from unappropriated surplus to cover the cost. The motion carried by the following vote,
to-wit:

OF COLOR ON CURBING IN FRONT OF GYMNASIUM RECOMMENDED
Councilman Rader recommended that the curbing in front of the Youth Center be
painted white instead of the present yellow to prohibit parking at night. The other
Co ~unci~meu concurred.

Counc~ !mmn Rader recom~mended that the first parking stall on Parkway ~t::e'f the
S~itle:~Atle~ should be eliminated for safety reasons. The matter was referred to the
Safety Council for study.
