RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING THE QUARTERLY FINANCIAL
REPORT FOR THE QUARTER ENDING MARCH 31, 2022,
AMENDING THE AMERICAN RESCUE PLAN ACT
SPENDING PLAN AND APPROPRIATING FUNDS TO
ADJUST FOR VARIANCES THEREFOR
WHEREAS, the City Charter states that at any meeting after the adoption of the budget,
the City Council may amend or supplement the budget by a motion adopted by the affirmative
votes of at least four members; and
WHEREAS, staff has completed the budget review for the quarter ending March 31, 2022
and is recommending a number of budget amendments; and
WHEREAS, staff is recommending increasing $2,652,904 in expense appropriations to
various departments in the General Fund and increasing revenues appropriations by $2,587,350,
resulting in a negative net impact of $65,554 to the General Fund; and
WHEREAS, the Transportation Grants-Gas Tax Fund, 2018 Measure A Sales Tax Fund,
Advanced Life Support Program Fund, Federal Grants, State Grants, Environmental Services,
Central Garage Fund, City Jail, Chula Vista Municipal Golf Course, Development Services,
Transport Enterprise, and Sewer Service Revenue Funds will be positively impacted as a result of
decreased expenditures appropriations and/or increased revenue appropriations resulting from the
recommended changes; and
WHEREAS, the Special Revenue Endowment, American Rescue Plan Act of 2021, Chula
Vista Housing Authority, Public Educational & Government Fee, Open Space District #04, Open
Space District #06, Open Space District #09, Open Space District #20, and Living Coast Discovery
Center Funds will be negatively impacted due to adjustments that will add appropriations that will
be made from the available balances of these funds; and
WHEREAS, the recommended adjustments to the 2016 Measure P Sales Tax, 2017 CREBs
Lease Revenue Bonds, and 2017 Measure P Lease Revenue Bonds Funds consist of offsetting
adjustments between revenue and expenditure categories and are neutral resulting in no net impact
to these funds.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it does hereby amend the Fiscal Year 2021/22 budget and approves the following
appropriations and transfers:
