HomeMy WebLinkAboutReso 2022-101RESOLUTION NO. 2022-101 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA (1) AUTHORIZING THE ACCEPTANCE OF A “HOUSING ACCELERATION PROGRAM” GRANT FROM THE SAN DIEGO ASSOCIATION OF GOVERNMENTS; (2) APPROVING THE SANDAG HAP AGREEMENT AND AUTHORIZING ANY OTHER REQUIRED AGREEMENTS; AND (3) APPROPRIATING FUNDS THEREFOR WHEREAS, in 2021, The San Diego Association of Governments (“SANDAG”) enacted the Housing Acceleration Grant Program (“HAP”) to provide grants and technical assistance to local jurisdictions to accelerate housing production as well as promote equity and sustainability in housing planning and production; and WHEREAS, HAP funds are providing $1,935,242.79 to seven local governments as part of a new, one year initiative to incentivize planning activities that will accelerate housing production, facilitate implementation of the 6th Cycle Regional Housing Needs Assessment (“RHNA”), and build local jurisdictions’ capacity to compete for funding statewide through the California Department of Housing and Community Development (“HCD”) Prohousing Designation Program; and WHEREAS, on November 19, 2021, SANDAG released a Call for Proposals to solicit proposals for HAP funds from eligible jurisdictions, with a January 21, 2022, deadline; and WHEREAS, the City applied for HAP funds to assist in the development of an Accessory Dwelling Unit (“ADU”) program; and WHEREAS, on March 8, 2022, SANDAG notified the City of its award of $180,719.68 in HAP funds for a one-year grant period to implement the “Chula Vista ADU Assistance” program; and WHEREAS, Chula Vista ADU Assistance will accommodate and promote the construction of affordable ADUs, particularly for special needs groups, seniors, and persons with disabili ties; and WHEREAS, the total program budget was $380,719.68 including $200,000 in matching funds from the City; and WHEREAS, the SANDAG HAP grant requires the execution of an Agreement with SANDAG referred to as “SANDAG HAP Agreement,” a copy of which i s on file with the City Clerk’s Office and references in the attendant staff report as Attachment 2. DocuSign Envelope ID: A5FA90CB-90A2-437E-B790-FB212D7DA2D9 Resolution NO. 2022-101 Page No. 2 NOW, THEREFORE, BE IT RESOLVED by the City Council, that it accepts a $180,719.68 HAP grant for a one-year period to implement the Chula Vista ADU Assistance program; and BE IT FURTHER RESOLVED by the City Council, that it approves the SANDAG HAP Agreement, in substantial form, subject to minor modifications approved or required by the City Attorney’s Office, and further authorizes and directs the City Manager or designee to execute said Agreement and any additional agreements necessary to obtain or implement the grant; and BE IT FURTHER RESOLVED by the City Council and the Chula Vista Housing Authority, that they appropriate funds, specifically $180,719.68 for the City of Chula Vista for the SANDAG HAP award over the one-year period for the Chula Vista ADU Assistance program.
