Campbell, City Administrator Wade, City planner Scherer, City Engineer Floyd, Purchaser-Analyst Ross, City FinanCe Officer ~rant Mayor ~nith led the salute to the Flag. APPROVAL OF COUNCIL MINUTES It was moved by Counc~!.~- Mansell, seconded by Councilman DeWolfe, and unanimously carried that the meetings of November 8th and 15th be approved, copies having been ,~t led to each Councilman. RESOLUTION No. 1793 - Approval of tentative map of Dalseth Hills No. 2 offered by Counc~l~- DeWolfe, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Council,~-n Rader, De~raaf, Smith, Mansell, DeWolfe Noes: None Absent: None No. 5 - map It was moved by Counctlmu Rader that the map be approved, subject to the relocating of the sewer mains ~rom easements into the streets. The motion di~ for want of a secor~l. It was moved by Councilman De~aaf, seconded by Councilw~u DeWolfe, and carried, that the final map and' A~provement plans of E~nwood Village No. 5 be accepted upon the execution by the owner of a contract with the City of Chula Vista for the installation of improvements and the posting of a bond guaranteeing the performance thereof, which contract and bond shall be first approved'by the City Attorney as to form and legality. The moticm carried by the following vote, to-wit: AYES: Councilmen De~r-~e, Smith, DeWolfe Noes: Councilmen Rader, Mansell Absent: None RESOLUTION No. 1794 - Approving improvement Agreement - Kenwood V~l~ge No. 5 Offered by Councilman. Rader, read in full, passed, adopted and approved By the following vote~ to-wit: AYES: Counet~,-n Rader, DeGraaf, ~mith, Nansell, DeWolfe Noes: None Absent: None ~/~ID AWARDE~ FOR BOX CULV~T AT "G" STREET AND BROADWAY city Engineer Floyd presented the three following bids for construction of a box culvert at G. St. and Broadway: W. F. Nelson $ 10,499.12 Renick & Son ll,555o0~ It was moved by Councilman Rader, seconded By Counci~ De~a~f, and carried, that the low bid of W. F. Nelson for $10,499.12 be accepted and that $3500. be appropriated from unappropriated surplus of the ~eneral Fund to cover the cost of the installation. The motion carried by the following vote, to-wit: ATES: Councilmen Rader, DeGraaf, Smzith, Mansell, Dewolfe Noes: None Absent: None ~LANS PRESENTED FOR ADDITION TO SOUTH BAY MUNICIPAL COURT BUILDING Mr. Karl Weiger presented, for Ccuncil approval, the tentative plans for the new addition to the South Bay MUnicipal Court Building. It was moved by Councilmau DeGraaf, seconded by Councilman DeWolfe, and ca~-~ied, that the tentative plans be approved, and that the final map and specifications be submitted to the Council for approval when ready. UEST FOR INTOXT~lm~E~S A request was read from Chief of Police Roberts for the purchase of 200 into~tw-ters at $4.50 each. It was moved by Councilman Rader, seconded by Councilman DeGraaf, and carried, that decision be held over pending further investigation of this and other methods of determining the degree of intoxication of an individual and that the Chief bring the matter up at a later date. RESOLUTION No. 1795 - Shaffer Court - Approving tentative map Offered by Councilman DeWolfe, read in full, passed, adopted and approved by t~e following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Smith, Nansell, DeWolfe Noes: None Absent: None ITION FOR ANNEXATION - Gibson-Dudley City planner Scherer read a letter from the planning Commi~sicn approving the petition for annexation by Gibson-Dudley, providing all public improvements as required by the Department of public Works are either installed, or a bond is posted insuring their installation. Mr. Long, lealtor~ explained he was sure his clients would wish to withold posting of the bond until their zoning application had been approved. It was moved by Counc~lmau Rader, seconded by Councilman DeGraaf, and carried, that before any development is started on any portion of the area proposed to be annexed, a bond shall be posted for installation of improvements as recomm-uded by the planning Commission. Markert, 3.150 Bonita Mesa Road, National Cit~ The A letter was .read from ~ildred Reitz, requesting permission for the Greyhound Lines to park their Scenicruiser in front of the Atlas Travel Agency at 260 Third Avenue for one daT. Antrim, 64 Minor Avenue, emphasie~ng her belief that everything possible should be done to keep the City schools from becoming overcrewded. Letters from the Junior High School students and faculty w~rs received, thanking the Oouncil for oiling the shoulder on Fifth Avenue between G. Street and /~vidsonAStr%et, and requesting that the oiling be continued to Elder Drive. letter was read from Northwestern University announcing the opening of a four-week training program for Police Ma~a_~ement. The letter was referred to ty Administrator Wade. A letter was read from Assemblyman Luckel giving notice of a public bearing be held on a proposed new State Department of Water. No action taken. V ORAL CO--CATIONS Ralph Cook, 88 corte Maria asked that First Avenue between D. Street and Flower Street be surfaced. It was moved by councilman Rader, seconded by Councilman DeWolfe, and carried, that the City Engineer be directed to oil the berm and street as requested. PAYMENT OF BILLS After er-mt cation by the entire Council, it was moved by Councilman DeWolfe, seconded by Councilman Rader, and carried, that warrants Nos. ]1}!18 through 11636 be approved for payment. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Smith, Mansell, DeWolfe Noes: None Absent: None ORDINANCE - Regulating excavations in streets Frank DeVore, San Diego Gas & Electric CompaUy requested further study be made before the Ordinance is placed on its first reading. The Ordinance was held over for further consideration. ~/DISCU~SION ON BUS BENCH CONTRACT City Attorney N- Cmmpbell smm~rized the proposed bus bench contract as submitted by the C~lifornia Bench Com~a~. Mr. Anderson of the Beneh COml~y explained that approximately twenty percent of the benches proposed to be used would he used in the residential district, minus advertising. It was moved by Councilm~n Rader, seconded by Councilman Maneell, and carried, that the proposed contract be held up until the Chamber of Commerce can make a su~,~y of the citizens to determine if henches are wanted in residential districts. RESOLUTION No. 1797 - Requesting Counl~ pay costs of economic survey of San Diego Bay Offered by Councilman Rader, read in f~]l, passed, adopted and approved by the following vote, to-witf AYES: Counctlw~u Rader, DeGraaf, Smith, Mansell, DeWolfe Noes: None /~l~Sent: Nor~ L~a'ff,~ OF TRANSMITTAL REGARDING ANNEXATION Councilman Mausell read a resolution-petit~ion signed by home owners in palm City and Imperial Beach pertaining to dissatisffaction on their part on the proposed annexation of portions of the South Bay area by San Diego, and requesting that the Council draw up a letter of transmittal forwardi~ their resolution to Congressman Robert l~lleon. It was moved by Councilman DeWolfe, seconded by Councilman DeGraaf, and carried, that Counc~lm~ Mansell prepare a letter of tr=--mittal forwarding the resolution to Congressman Wilson.
