COUNCIL OF THE CITY OF CHULA VISTA, CALIF~RIA Held Wednesday December 14, 1955 The Council met in the Council Chamber~ at the City H=ll on the above date at 7:0O P.M with the following Councilmen preseut: Councilw~u Rader, DeGraaf, Smith, Nansell Absent: Counc~lw~u DeWolfe Also present: City Administrator Wade, City Engineer Floyd, Purchaser-Analyst Ross ylr Smith led the salute to the Flag on Safety Program from J,,~!or Woman,s Club A letter was read from the chula Vista Junior Woman's club as~n~ that the Mayor give his official endorsement to their Safety Program for the coming holiday season. The City Clerk was d~rected to write a letter of endorsement. ~/~ORDEN FLOOR COMPANY-Agrees to repair Gymnasium floor. A letter was read from Recreation Director Fulwiler outlining the repairs the Worden Floor Company has agreed to make to the Gymnasi~ floor at no cost to the City. The Council was of the opinion that if the work agreed upon met with the approval of the Recreation Commission, it would be agreeable to the Council. REQUEST for Ordinance covering Disorderly conduct A letter was read from police Chief Roberts requesting the adoption of an ordinance covering disorderly conduct. It was moved by Councilman M-n-ell, seconded by Councilman Rader, and carried that City Administrator Wade amd the City Attorney draft an ordinance along the limes of one used in the City of San Diego. RESOLUTION No. 1798 - Providing for payment of an allowance ~o Mayor Smith Offered by Councilman DeGraaf, read in full, passed, adopted and approved by the following vote, to-wit: A~S: Counc~l~u Rader~ DeGr-~*, Smith, Mansell Noes: None Absent: Councilman DeWolfe CoU~ DeWolfe arrived at this time, 7~30 P.M ~ITION for Sewer on H. Street A petition was submitted by property owners requesting that the City install a sewer main on H. Street between Corte Maria and Hilltop Drive, the City to he reimbursed upon hook-up to the main. It was moved by Counci~m-n Smith, seconded by Councilman DeGr~=*, and carried, that if property owners on H. Street between Corte Maria and Hilltop Drive can agree to pay for seventy-five percent of the footage at completion of installation of the ,~ n, the City will absorb the cost of the other twenty-five percent of the main, upon satisfactory financial arrangements for repayment with owners of the twenty-five percent. ~/DISPOSITION OF IMPROV~t~.NTS - Boy~ club Lease in Vista Sq .~re City A~m~uistrator Wade recom.~uded that 'the City incur no expense in removing the buildings from the property dedicated to the Boy~, club in Vista Square. It was moved by Councilman DeWolfe, seconded by Councilman Rader, and carried, that the land dedicated for a Boys, club he conveyed for use, with the vacated build- ings March first, but does not apply to the buil~ugs on the Northerly 25 feet of land to be conveyed at a later date, said vacated buildings to be removed on or before acquisition of the Northerly 25 feet at the t~w~_ of liquidation of the entire project. CQuIsITION of Hilltop Fire Station Authorized A letter was read from the County Board of Supe~-~isore, directed to the Public Housing Aamt~istration, notifying them that the County is willing to relinquish its right to purchase the Fire Station in Hilltop village, in favor of its acquisition by the City of chula Vista. It was moved by Councilman Mansell, secor~ed by Councilman DeWolfe, and carried, that City A~ml nlstrator Wade be instructed to proceed with negotia~ons for acquisition of the Hilltop Fire Station. ONTINUED DISCUSSION on "H" Street Sewer project After further discussion on the petition for sewers on H. Street between Corte Maria and Hilltop Drive, it was moved by Councilman DeWolfe, seconded by Councilman Rader, and carried, that t~e for~er motion should he revised to read that cash to cover cost of installation of the sewer main for at least seventy-five percent of the front footage must be in the hands of the City Finance Officer prior to installation of the ,~tn. SCHOOL TAXES Discussed Councilman DeWolfe gave a review of his and Councilman Mansell,s meeting with ~r. J. C. Lauderbach, Supt. of the City School District, pertaining to the High School taxes. Prolonged discussion followed on the subject. No action taken. i../ PARKING LOT recommended for old Library site Councilmn Rader recommended that the City Engt~er and City A~mf nistrator start the preparation of plans for a parking lot on the old Library site, as long as the school does not intend to relinquish their hold on the proper~y. No action taken. P~EQUEST for Curb Return at Broadway and I. Street City Admimistrator Wade read a request from the City School District request- ing that the City install curbs, gutters, and sidewalks along City property at the Northeast corner of Broadway and I. Street. It was moved by Councilman Rader, seconded by Counctlm=n DeWolfe, and carried, that curbs, sidewalks, and gutters be installed at the Northeast corner of Broadway and I. Street, and that ~he shon__~der he paved. The motion carried by the following vote, to-wits AYES~ Councilmen Rader, DeGraaf, Smith, DeWolfe Noes: Councilman Mansell Absent ~ None /4~UEST for Junior Patrol City Administrator Wade submitted a request from the City School District for a Junior Safety Patrol at the intersection of Fourth Avenue and F. Streets. It was moved by Councilman Mansell, seconded by Councilman DeWolfe, and carried, that the request he referred to the Safety Council for recommendations and that Police Chief Roberts be present at the time the reco-..~ndations are submitted to the Council. ~/MANKATO STR~-i' Improvemant discussion City A~ nistrator Wade reported he had an offer from Mr. Mueller to appraise the-property proposed to be condemned for the alignment of Mankato Street for $500. plus $100. for appearance in Court. As the Banister Company had agreed to pay up to $301. only for the a~aisal, the matter was dropped. It was moved by Councilma~,~?Af, seconded by Councilman Rader, and carried, that the Banister Compa~ema 1 of Plan No. 5 for ~w~revement of Mankato Street, as reco,m~ded by'the Council, and that they be notified to reply to this request prior to the meeting of December 2?th, if possible, as to their intentions. ~ If the Banister ComDa~y deol~ed to accept Scheme 1 of plan No. 5, it was suggested the Council use the bond, posted by the Banister Company, to condemn and improve the street as shown in Scheme 2, plan 5. ~OPRIATION Authorized for standardization of Hose Threads A letter was read from Fire Chief Lee requesting an appropriation of $159.90 for the purpose of standardization of hose threads. It was moved by Councilman Mansell, seconded by Councilman DeGraaf, and carried, that the request be granted, and that $159.90 be appropriate~ from unappropriated surplus, General ~und, to pay the cost. The motion carried by the foll.'~'ing vote, to-wit: Councilmen Radsr, DeGraaf, Smith, Mansell, DeWolfe None None AYES: Noes: Absent: recomm~ation~ A letter was read from the Civil Service Co...~ ssion commenting and making recommendations pertaining to a trainee program, including college students, to be ~w~loyed as Drafting Ai~ in various departmente. No action taken. A letter was read from the civil Service Co...t~sion recozmaending that Section 12, Rule 2 of G~vil Sec'vice Ru2es be amended by adding class of Chief-of- party, and adjusting salary ranges of Instrument Man and Engineering Aid. It was moved by Councilman Rader, seconded by Councilm-u Mansell, and carried, that the recommendation be tabled until the next meeting for further study. ~SCUSSION on Sewer Installation - Broad,ay between K. St. and L. St. ,C~ Engineer Floyd reported he had received estimates from contractors of $4.50 per foot to install sewer between K. St. and L. St. West of Broadway. Property u.~f~rs indicated they were willing to pay for the installation if it did not exceed $3.50 per foot. It was moved by Councilman Mansell, seconded by Councilw~u DeWolfe, and carried, that City Engineer Floyd draw up plans for the project, and obtain bids to submit at the December 27th meeting. ~d~ESOLUTION - Dedication of Eight Easements for sewer purposes West of Broadway bet~een K. St. and L. St. Offered by Councilman Rader, this Resolution failed to pass by the follow- ing vote, to-wit: AYES: Councilman Rader, Smith Noes: Councilmen DeGraaf, Mansell, DeWolfe Absent: None OIL FOR SHOUI~ on Fifth Avenue between H. St. and I. St. authorized At the request of the City School District, it was moved by Counci~-~u Rader seconded by Council.~n DeGraaf, and carried, that oiling of the shoulder on the East side of Fifth Avenue from H. St. to I. St. be authorized. It was suggested appointment of additional members be held over until the December 27th meeting at which t~m~ each Councilman could submit hasps of persons willing to se~v~. i APPOINTMENT of Members to Annexation Co~w,,!ttee Mayor Smith appointed the foll~wing as ~embere of an Annexation Committee: Counci]-~ DeGraaf, Chairman, Jack perrine, Harold (Pat) Walsh, J~s Duberg, and Mrs. Norma Roberts. ~APPOINTMENT~ of Members to Industrial Development Com=~ttee Mayor Smith appointed the following as members of an Industrial Development Committee: Robert M~lee, Gordon Pin~-]~ C. D. Matthews, Lester Wright, James Lister, M. M.
