CITY OF CHULA VISTA, CALIFORNIA
Held Tuesda~ December 27, 1955
The Council met in the Council Chambers at the City Hall on the above
date at 7:00 P.M with the following Councilmen present:
Councilmen Rader, DeGraaf, Smith, Mansell, DeWolfe
Absent: None
Also present: City A~m~ uistrator Wade, Principal Engineer Johnson, City
Attorney M. Campbell.
Mayor Smith led the salute to the Flag
~B~DS FOR SEWER - West of Broadway between K. Street and L. Street
Principal Engineer Johnson reported the low bid submitted for inst~llation
of sewer west of Broadwa~ between K. Street and L. Street was from Pace Construction
Company for $3476.00, or approx~.mtely $4.97 per foot. In view of the fact property
owners indicated they would participate in the installation only if the cost did not
exceed $3.50 per foot, City Administrator Wade was directed to notify the people of
the bid to see if they still cared to continue with the project.
~FOR SEWER - H. Street between Corte Maria and Hilltop Drive.
Principal Engineer Johnson presented the following bids received for
installation of sewer on H. Street between corte Maria and Hilltop Drive:

City Administrator Wade was directed to notify the interested parties of the results
of the bids to see if they cared to continue with the project.
~IL SERVICE RECOMMENDATIO~
A letter was read from the Civil Service Commission recommending that
Section 12, Rule 2 of Civil Serwice Rules be amended by adding class of Chief-of-part~
and a~usting salary ranges of ~strument Man and Engiueerin~ Aid.
It was moved by Counc11-~u DeWolfe, seconded by Councilman Rader, and
carried, that Section 12 of Rule 2 of the Civil Service Rules be amended by adding
the class of Chief-of-party as Class No. A-8 at salary range 23 as recommar~ed.
Coancil~an DeGraaf and Co~mc21man Mansell voted no. It was suggested the instrument
man and engineering aid be kept in their present bracket.
APPOINTMENT OF ADDITIONAL ~E~S TO HARBC~ COMMISSION
It was moved by Counc~],~n Mansell, seco~ad by Councilman DeWolfe, and
carried, that membership on the Harbor Commission be increased from five members to
seven members. ·
Mayor Smith submitted the names of 0rley E. Hitchcock and W. R. Seacord and
Councilman Rader the name of ~. lliam G. Taylor as nominees for membership on the
Harbor Commission.
It was moved by Coun~il'm~u Rader, seconded by Counci2~an DeWolfe, and carried,
'that Orley E. Hitchcock be appOinted a member of the ~g Commission, his term
to expire June 30, 1959.
It was moved by Councilman Rader, seconded by Council.~- DeGraaf, and
carried, that William G. Taylor be appointed a member of the U~arb$~ Commission,
his term to expire June 30, 1958.
.~// INTERIM C0~TTTEE MEETING on Transportation Problems
A letter was read from the Joint Interim Committee on Transportation
Problems, giving notice of hearings to be held in San Diego and requesting that a
representative from the Council attend.
Mayor Smith appointed Councilman DeGraaf as Council representative to attend the
meeting, and asked that he delegate which street officials he wished to accompany him.
ICE REQUESTED ON DRAINAGE PROBLEM
A letter waS read from J. T. Lareau, 174 "E" Street, asking advice on the
draina~ge problem across his property. Mayor Smith referred the letter to City
nistrator Wade to investigate and report back to the Council at the next meeting.
OV~gNT OF MANKATO STREET by Banister Comparo. ordered
A letter was read from Johm M. Cranston, Attorney for J. W. Banister Co.,
declining to accept Scheme 1 of plan No. 5 for improving Mankato Street, as reco,.a-nded
by the Council. The letter outlined two propositions that would he acceptable to
the Banister Company.
It was moved by Counc4~,~n Rader, seconded by Councilman Mansell, and
carried, that the Banister Compan~ be notified to improve all of Mankato Street now
under their ownership, in comp]lance with the original zone variance, and install
sidewalk- and curbs on the North side.
It was moved by Councilm-, Mansell, seconded by Counc~lm~ DeWolfe, and
carried, that certified copies of excerpts from planning Commission Minutes pertaining
to the Mankato Street matter be prepared for members of the Council, City Attorney,
City Administrator, and that one copy be sent to the Attorneys for the Banister Cm.
At the request of the City Attorney, Mayor Smith directed City Administrator
Wade to send a copy of the notice to the Banister CompanF, to the Bonding Company.
6~-'~XPLANATION ON USE OF NEW TRUCK for Sewer Department requested
Councilman Rader asked for an explanation on why the truck budgeted and
purchased-for the sewer department was taken over by the street department.
City Administrator Wade requested, a~d was granted, time until the next
regular meeting to make a report on the matter.
F/OPPOSITION to Car Pool voiced
Counci~m-n Rader went on record as being opposed to the manner in which
the City car pool is being handled, chiefl~ because City e~ployees were driving the
cars home at night.
City Administrator Wade stated it was his opinion the pool was being handled
as efficiently as it could be, and that cars being taken home were by employees on
emergency call.
POLIC"f ON SIDEWALK, CURB, AND GUTT~L~ Installation Recinded
Councilman ganeell stated that after much study, he was of the opinion
action t~M-_n at a previous meeting to require the installation of curbs, gutters, and
sidewalks in blocks where seventy percent were already installed, w~s a bit draStic
and should be recinded. It was suggested a good policy would be to take each c~%se
on its own merit, educate the people of the desirability and saving to the City as a
whole if they would install their improvements and offer t& improve the shoulders
property owners paid for the materials.
It was moved by Counci~man DeWolfe, seconded by Councilman Mansell, and
carried, that the City Administrator and City Engineer, with help from the Planning
Co~mission, notify property owners on all streets that have fifty percent or more of
their improvements in on either side of the street, in a special letter, of the City,s
desire for curbs, gutters, and sidewalks, including the City,s attractive offer to
complete the'shoulders; and that the Council,s previous motion to require improvements
where seventy percent were already installed, be recinded. The motion carried by
the following vote, to-wit~
