Public Comments: Public comments may be submitted to the Board of Ethics in the following ways: •In-Person comments during the meeting. If you wish to comment on one of these items, you may do so at www.chulavistaca.gov/boardmeetings. or submit an electronic comment per the instructions on page one of this agenda. 4.1.Approval of March 16, 2022 Regular Meeting Minutes 4 Recommended Action: Approve Minutes 4.2.Discussion and action to appoint a Board of Ethics member and alternate Board of Ethics member to serve on an interview panel for current and upcoming vacancies on the Board of Ethics. Pursuant to Chula Vista Municipal Code Section 2.28.050(A), the Board of Ethics will appoint one Board of Ethics member and an alternate member to assist in reviewing Board of Ethics member applications, interviewing selected applicants, and recommending to the City Council one applicant for each available seat on the Board of Ethics. Recommended Action: Appoint Board of Ethics member and alternate Board of Ethics member. CALL TO ORDER A regular meeting of the Board of Ethics of the City of Chula Vista was called to order at 5:18 p.m. 2. ROLL CALL Chair Guerrero called the roll. 3. PUBLIC COMMENTS There were none. 4. ACTION ITEMS 4.1 Discussion and Action on BOE Complaint 2022-01-A, Including Conducting Prima Facia Review or Other Actions Pursuant to Chula Vista Municipal Code Sections 2.28.090 and 2.28.110 2022-05-18 BOE Agenda Page 4 of 5 2 Deputy City Attorney McClurg presented and explained Prima Facia review procedure. The following public comment was heard: Delia Dominguez Cervantes spoke in support of the complaint that she submitted. Discussion ensued. Chair Guerrero made a motion that a Prima Facia showing as to the Complaint was made. Moved by Chair Guerrero Seconded by Member Torres A Prima Facia showing as to Complaint 2022-01-A was made. Yes (4): Member Barragan, Member Salzman, Member Torres, and Chair Guerrero Result: Carried (4 to 0) Based on the consensus to move forward, discussions continued regarding how the Board will proceed with holding a Probable Cause Hearing. OTHER BUSINESS 5. STAFF COMMENTS City Attorney Googins thanked the Board members for their attendance. 6. CHAIR'S COMMENTS Chair Guerrero thanked everyone for their attendance. 7. BOARD MEMBERS' COMMENTS Board members Barragan and Salzmann stated that they were happy to be meeting back in person. 8.
