REGULAR ~ING OF THE CITY COUNCIL OF THE CITY OF
chula Vista, California
Held Tuesday February 28, 1956
The Council met in the Council Chambers at the City Hall on the above date
at 7:00 P.M. with the following Councilmen present:
Councilmen Rader, DeGraaf, Smith, Mansell
Absent: Councilman DeWolfe
Also present: City A~m~nistrator Wade, City planner Scherer, City Engineer Floyd,
City Finance Officer Grant, purchaser-Analyst Ross, City Attorney Campbell.

T FOR CLOSING OF WALNUT AVENUE
A request was read from Rehr Aircraft Corp. and W. Plass Owen for the closing
of~Walnut Avenue north of H. Street and the alley in Block A of Bay Villa Tract Resub-
~vision. Mayor Smith referred the matter to the Planning Comis.sion for recomemdations.

LEASES RENEWED ON PARKING LOT BUILDINGS
At the r~quest of lessors of the City b~ildimg located on the parking lot at
Church Avenue and Bavidson Street, the Council discussed the advisability of renewing
the leases or having the building vacated.
It was moved by Cou_~cilman Mansell, seconded by Councilman Rader, and carried,
that the leases be renewed for one year from the expiration date.
Discussion followed om the advisability of raising the rent before renewing
the leases.
It was moved by Councilman Mansell, seconded by Councilman DeGraaf, amd carried,
that his motion be recinded.
It was moved by Councilma~ Mausell, seconded by Councilman DeGraaf, and carried,
that the leases be renewwd on a year to year basis from the present expiratinn date, at
a rental to be established by the Administrative Officer, but not less than $75. per uni$
per month.

RAISE GRANTED to Miscellaneous Employee Group
A letter was read from the City Employees Miscellaneous group requesting that
the Council consider a five percent salary increase for all City employees, effective
March 1, 1956.
It was moved by Counc~l,~ DeWolfe, seconded by Councilman Mansell, and carried
that the civil Service rules be amended to increase the salary range for all classes of
positions other than the fire and law enforcement groups, five percent or one salary
range, effective March 1, 1956. This raise to apply -~o to the unclassified positions
of Finance Officer and City Librarian, but not to the City Aam~nistrator.
The motion carried by the following vote, to-wit:
AYES: Councilmen DeGraa~, Smith, Mansell, DeWolfe
Noes: Councilman Rader
Absent: None
It was moved by Councilman DeWolfe, seconded by Councilman Mansell, and carried
that the City Finance Officer be authorized to transfer $8000. from the unappropriated
surplus to the salary accounts of the following funds:
Ltb=ary $600., Park & Recreation $1~!0., planning $100., and General $~9~O.,Parkin~ Meter
The motion carried by the following vote, to-wit: $240.

MMENDATION~ OF PLANNING CO~SSION on Improvement of Mankato Street Approved
A letter, filed in the City Clerk,s office, was read outlining recow~endations
of the planning Commlssion for the improvement of Mankato Street from Third Avenue to
Garrett Avenue. City planning Commission chairman Lee Raitt reviewed the entire Mankato
Street problem, and answered questions from the Councilmen. Mr. J. M. Banister,
Developer, was called upon to give his views.
After lengthy discussion it was moved by Counc]lw~- DeGraaf, seconded by Councilman DeWolfe
and carried, that the recomm~ndatious of the planning Commission be accepted with the
additional requirement of a six foot setback on the south side of Mankato Street.
The motion carried by the following vote, to-wit:

ZONE VARIANCE APPEAL
Albert C. Boyer, Attorney-at-Law read an appeal to the action of the City
Planning Commission on a zone variance for his client, Sam Shapov. The main objection
of Mr. Shapov was the Commission's requirement that he pave "C" Street adjoining the
property in question. Mayor Smith set March 2?th at 7:00 P.M as the time for a public
hearing on the zone variance.
T FOR ABANDON]~T OF S~ALL PARCEL OF ~d Avenue and Madrona St.
A letter was read from Mark Money requesting that the City abandon a sm~11
parcel at Third Avenue and Madrona upon which a building has been standing since 1922.
The matter was referred to the. planming Commission for recommeudation.
Mr. I~.lton Balmr and Mr. Joseph ~deiroe brought al>, once more, the subject
of the dra~'~ge problem at Corte Ma..~a and Io Streets ~nd asked that the City do somethin~

Walter Davis, Secretary of the chamber of Commerce asked that the Mayor
appoint two Councilmen to sit with the Chamber of Commerce, the Dowm~o~m Businessmen,s
Assn., and the Broadway Assn. to study ways and means of financing capital improvements
in the City other than from current operating expenses.
Mayor Smith appointed Co'.,ncilma~ DeGrade and Council=~u DeWolfe to meet with
the groups, with Councilman DeGr~a~ as chairman.
purchaser-Analyst Ross reported that the City had a Ford pick-up w~rth $100.
that needed $175. wcr~of repairs and recommended disposing of the truck and replacing
it with funds availab~e~in the sewer capital outlay account.
It was moved by Councilman Mansell, seconded by Councilman DeWolfe, an~ carried
that purchase of the Pick-up he 'authorized, and that funds, not to exceed $2500. be
transferred from the Sewer Treatment pla~t capital outlay account to the Division of
Engineering to-cover the cost. The motion carried by the following vote, to-wit:

'm~ OF WALES PROPERTY at Shasta and Fourth Avenue for street purposes approved
A letter was read from Mrs. Georgina E. Wa~es accepting the offer of the
Cit~ to improve all around her lot at the corner of Shasta and Fourth Avenue in exchange
for a twenty-seventfoot strip of her ~rcperty to be used in the widening of Shasta St.
She also requested a ten fcc% set back variance on Shasta Street. Cost was estimated
by the City Engineer as $1500.
It was moved by Councilman DeGraaf, seconded by Councilman Rader, and carried,
that the City Administrator consummate the deal with Mrs. Wales, and that the plenmimg
Commission be notified to grant her a ten foot set back variance on Shasta Street.
Purchaser-A~!y~t Rcas reported he had contacted three comtes on the
erection of signs over Third Avenue ~ecting traffic to parking lots and had received
an esti,~te of $2500. from one company. The estimated cost of signs, installed, at
the side cf the street was $1050.
It was moved by Council~u DeGraaf, seconded ~y Councilma~ DeWolfe, and
carried, that $1050. 'be appropriated from the parking meter fund for purchase a~d
inst~llation of the two directional signs. The motion carried by the following vote, to-wit

~ REPORT ON WIDENING of F. Street at Post office
City Engineer Floyd reported an estimated cost of $7200. for widening F. Street
next to the Post Office, and an additional $500. if Fourth Avenue is widened back to the
post Office alley, said estimate to include installing a new drainage culvert which has

CEyinadequate for years. No action taken.
ANNEXATION The matter of the Casey Annexation was referred to the
Planning Commission by the Mayor, and the Engineers ware
directed to draw up the necessary maps.
POINTMENT OF MEMBER TO HARBOR COMMISSION
Ooullcilm_mu DeGraaf nominated Henry Algert as a member of the Harbor Commission.
No other ~a,~e were submitted. It was moved by Council,~ DeGraaf, seconded by Council-
man DeWolfe, and carried, that Mr. Henry Algert be appointed a member of the Harbor
Commission to fill the unexpired term of Keith Hall, said term to expire. June 30, 195~.
SAFETY COUNCI~L RECOMMENDATIONS
~A letter was read recommending a traffic count be taken at Fourth Avenue
and H. Street. No actiom taken.
~/~ ~ A letter was read recommending the Council take measures to eliminate the
hazard existing on the East si.de of Fifth Avenue between Casselman and "C" Street because
of the st~eep bank. Mayor Smith directed the City Engineer to make a survey and report
back~/- -~A letter was read reporting the hazard at Fourth Avenue and Davidson Street
had been e~mt~ated by the removal of shrubs in the par~-g.
Walter P. Davis, Secretary of the Chamt~r of Commerce reported a hazard
existed on the East side of Second Avenue at G. Stree~ due to a high bank, and suggested
the bank be lowered to comply with the Ordinance regulating the height of fences and
hedges. The matter was referred to the Safety Council.
~N. STREET DESIGNATED AS NEXT STREET TO BE WIDENED WITH GAS TAX FUNDS
It was moved by Councilmn DeGraaf, seconded by Councdlw~u Dewolfe, and
carried, that H. Street he designated as the next street to be widened with gas tax funds.
TAX MEETING WITH BOARD OF SUFE~WISORS
Mayor Smith appointed Councilman DeGraaf, City Administrator Wade, and City
Flnaace officer Grant to attend a~ meeting with the Board of Supervisors to discuss the
proposed sales tax ordinamce. The meeting is scheduled for 2:30 P.M. Thursday, March
15th, 1956 in the Board of SuperviSors Chambers at the Civic Center in San Diego.

~.~ALARY INCREASE RECO~I~.NDED FOR LIBRARY POSITIONS
A report by the Investigative Committee shewed that the Library was working
two short of requirements, am1 that it was almost impossible to get applicante for the
position of childrene Librarian and~Assistant Librarian because of the low pay scale.
It was moved by Councilman Mansell, seconded by Councilman DeWolfe, and carried, that
the Civil Service rules be -w~uded to increase the starting salary range of the
Childrene Librarian from range 18 to range 20 and that the s~wy range of Assistamt
Librarian be increased one re-ge.
