HomeMy WebLinkAboutcc min 1956/04/10 MINUTES OF A REGULAR ~TING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, California Held Tuesday April 10, 1956 The Council met in the Council Chambers at the City Hall on the above date at 7:00 P.M. with the following Councilmen present: Councilmen Rader, DeGraaf, Smith, Mansell, DeWolfe Also present: City Administrator Wade, City Attorney M. Campbell, City Planner Scherer, City Engineer Floyd, purchaser-Analyst Ross Mayor Smith led the salute to the Flag APPROVAL OF COUNCIL MINUTES It was moved by Councilm=u Rader, seconded by counc~lm~u DeGraaf, and carried, that the Minutes of the Council meetings for March 13th and 2?th he approved, copies having been mailed to each Councilman. CCEPTANCE "E" STREET WIDENING PROJECT OF It was moved by Councilman Rader, seconded by Councilman DeGraaf, and carried, that the "E" Street widening project be accepted as recommended by the Engineering Depa~aent. The motion carried ~y the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, .~,~th, Mansell, DeWolfe Noes: None Absent: None Ordinance No. 544 - Approving Hobart Properties Annexation - Second reading It was moved by Councilman Rader, seconded by Councilman DeGraaf, and carried, that Ordinance No. 544 be placed on its second reading, and that the reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, DeGr-~, Smith, Mansell, DeWolfe Noes: None Absent: None After reading of the title, it was moved by Cou~cilm~n Rader, seconded by Councilman DeGraaf, and carried, that Ordinance No. 544 be adopted. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Smith, Mansell, DeWolfe Noes: None Absent: None Ordinance No. 543 - Approving the installations of sidewalks, curbs, and gutters Second reading It was moved by Councilman Rader, seconded by Councilman DeGraaf, and carried, that Ordinance No. 543 he placed on its second reading, and that the reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Smith, ManSell, DeWolfe Noes: None Absent: None After reading of the title, it was moved by Counc~lm~ Rader, seconded by Counct~m-n DeGr~*, and carried, that Ordinance No. 543 be adopted. The motion carried by the following vote, to-wit: AYES: 0ouncilmen Rader, DeGraaf, Smith, $~nsell, DeWolfe Noes: None Absent: None RESOLb~ION No. 1837 - Approving tentative map of Whittington subdivision No. ~ Offered by Council,~u DeGree*, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Councilme~ Rader, DeGraaf, Smith, Mansell, DeWolfe Noes: None Absent: None Resolution No. 1838 - Approving tentative map of Robin Hood No. 2 Offered by Oounot 1~ DeGraaf, read in full, passed, adopted, and approved by the following vote, tower: AYES: Councilmen Rader, DeSraaf, Smith, Mansell, DeWolfe Noes ~ None Absent: None Resolution No. 1839 - Giving notice of proposed Casey Annexation Offered by Councilman DeGraaf, read in full, passed, adopted, and approved by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Smith, Mansell, De~olfe Noes: None Absent ~ None ~Request for TRAVEL AT.!~WANCE A request was made for $100. to re4mhurse Juvenile officer Kelly for travel allowance for attendance to the Governors, Conference in Sacramento on Juvenile delinquency. It was moved by Councilman DeGraaf, seconded by Councilman DeWolfe, and carried, that $100. be allocated as requested from unappropriated surplus of the General Fund. The motion carried by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Smith, Mansell, DeWolfe Noes: None Absent: None Resolution No. 1840 - Approving tentative map of patricia Circle Subdivision Offered by Counc2l-~ Rader, read in full, passed, adopted, and approved by the following vote, to-wit: AYES: Councilmen Rader, DeGraaf, Smith, Mansell, DeWolfe NO$~: None : No ne CE OF COMMISSION ~ERS CRITICIZED Councilm-- Rader stated that in his opinion it was an unfair practice for Commissioners and Committeemen to work against members of the Council who are running for election, and that if they were not satisfied with the policies of the il, they should be gentlemanly enough to resign their positions. NE RESIGNS FROM CO~UNITY RELATIONS CO~TTEE Councilmem DeGraaf reported the resignation of Mr. Jack H. perrins from  e Commu~ity Relations Committee. No action taken. DRCHASE OF HEAVY EQUIPMENT RECO~NDED Councilman Mansell suggested that surplus funds be used to purchase new heavy equipment for the Public Works Dept. The matter was held over until the next meeting. ~TATE~R~NT BY COUNCILMAN MANSELL The following statement was made by Councilman Mansell, with his request that it be recorded word for word: "I took office under trying circumstances. I was green and inexperienced. I know I made mistakes, but I have tried to protect my fellow Councilmen. I ~ow I stepped on some toes, but I did the best I could, and wouldn,t change ar~thing I did". IN~ DIRECTED to check Pavement at L. Street Overpass Mayor Smith asked City Engineer Floyd to check the rough pavement near the old traffic signal preemptors on the Freeway south of the "L" Street Overpass; take the matter to the CA~ fornia State Highway Commission; then report his findings to the Council. ADJOURNMENT Mayor Smith adjourned the meeting to April 17, 1956 at 7:00 P.M. City of chula ~lsta, California
