The City Council met in the Council Chambers at City ~all on
the above date at 7:00 P.M. with the following CouncilmU present:
Councilmen Radsr, S~ith, DeGraaf, Dillon, DeWolfe
Absent: None
Also p~esent: City Planner Scherer, City Administrator Wade, City
Engineer Floyd, City Attorney M. Campbell, Purchaser-
Analyst Ross, and Secty. Clerk Saunders
Nayor DeGraaf led the salute to the Flag.
~_AFETY COUNCIL RECO~ZENDS GRAND J~RY II~ESTIGATION ON FREEWAY ACCIDENTS
Kyle Stewart, Chairemn of the Safety Council, reviewed the urgent
need of a station at the border to check for driven under the influence
of intoxicating liquor, in order to cut the traffic accidents on Montgomery
Freeway. As long as local agencies did not wish to accept the responsibil-
ity, it was reco~aended by the Safety Counci! that the ~atter be referred
to the County Grand Jury for investigation.
It was ~oved by Cod~eil~an S~rl~th, seconded by Councilman Rader, and
carried, that the reco~endation~.~f the Safety C~cil be accepted and
forwarded to the County Grand Jury for their inVesti~ation and reconmend-
ation.

RATIFICATION OF FINANCE COMMITTEES' APPROVAL AND PAYMENT OF WARRANTS
Councilman DeWolfe reported that the Finance Committee had gone
over the Warrants and recommended that they be paid. It was moved by.
Councilman D~Wolfe, seconded by Coun~ilman Dillon, and carried that
Narrants Numbers 12991 through 13039 and Warrants Numbers 4 through
158 be approved for payment. The motion carried by the following
vote, to-wit:

L/OFF-STltE~T PARKING ORDINANCE
An off-street parking ordinance as proposed by the Planning
Commission was presented to the Council for discussion, with the
recommndation that it be adopted.
A letter was read from the Chula Vista Downtown ~esociation
objecting to the boundaries set up by the Planning Commission for a
'Central Business District".
A pmtitioa was filed by property owners on Landis Avenue and
Church Avenue between E. Street a~d G. Street requesting that properties
fronting on tho~e streets be i~l~l~m41 in the "Cm~ra~ Business District"
and eliminated from the offm~treet parkin~ ordinance.

Mayor ~Graaf referred the ordinance to the City Attorney for
study and redrafting for further discussion by the Planing Co~ission.
A letter was read from the Chula Vista ~tty School District
requesting that the Naples Street School site be annexed to the City
of Chula Vista.
It was m~ved by Councilman Dillon, seconded by Councilman Smith
and carried, that the request be referred to the Planning Commission for
recommmndattomm~.*
~,~qPPLICATION FOR MOVING BUILDING INTO
An application was read from Louls G. Wetsman to move a building
from San Diego to 316 K. Street.
It was moved by Councilman Smith, seconded by Councilman Rader,
and carried, that the application be approved, subject to Mr. Weisman's
meeting all provisions of the building code requirements.
~/' VISTA SQUARE SCHOOL ADDITION APPROVED BY PlaNNING COMMISSION
A letter vas read from the Planning Commission outlining
conditions upon which they approved plans for an addition to the Vlsta
Square School. City ~ngtaeer Floyd stated the District was willing to
co~ply. No Council action taken;

The annual report of the Planning Camisston for the year 1955-1956
was aub~itted to the Council and filed with the Clerk.
/DRAINAGE DITC~ PIt(]CLAIMeD A NAZA~D
John Murphy, 569 Parkway, rmq~mmted that an open drainage ditch
tn the 500 block, so, th of F. Street be replaced with a covered pipe,
as it was now s safety hazard. The matter was referred to the City
Engineer for Investigation and report.
~// HOUSING MANAGER REQUESTS CLOSING OF BUILDINGS
A letter was read from Carl Stanley, Housing Nanager, requesting
that three buildings, two of which are partially within the ares leased
to the Boys' Club, be permanently closed.
Nayor DeGraaf asked that a more complete report on the matter be
brought in at the next meeting.

A letter was read from the aa/sty Council requesting that their
original recommendation for parallel parking on both sides of Third Ave.
between Parkway and G. Street be approved.
After discussion it was moved by Councilman Rader, seconded by
Councilman Baith, and carried, that diagonal parking be permitted on both
sides of Third Avenue from Parkway to G. Street, but parallel parking be
retained on the Test side of Third Ave. from Eadronn to Parkway.

City Attorney M. Campbell asked to be excused from the meeting of August
38th. It wam afreed Mr. Campbell could be excused p~oviding a substitute
in available, if it is found one in needed.
