1. CALL TO ORDER
A regular meeting of the Human Relations Commission of the City of Chula Vista
was called to order at 6:05 p.m. in Council Chambers, located in City Hall, 276
Fourth Avenue, Chula Vista, California.
Commissioner Lake joined the meeting at 6:08 p.m.
Commissioner Olaoye joined the meeting at 7:04 p.m.

3.1 Presentation and Update on Outreach and Housing Efforts for
Unsheltered in Chula Vista

Chula Vista Homeless Outreach Team, including Angelica Davis and
Sergeant Ernesto Pinedo, presented on the City's outreach efforts and
discussion ensued.
No action taken.
3.2 Presentation by the Asian Pacific Islander Initiative Regarding the
Rapid Response Network
Item was continued to the next meeting of the Human Relations
Commission.
4. PUBLIC COMMENTS
Margaret Baker, Chula Vista resident, submitted an electronic e -comment
regarding the Commission's role with regard to the Technology and Privacy
Advisory Task Force.

5.3 Discussion and Updates From Ad-Hoc Subcommittees
Commissioner Baber, on behalf of the Data Sharing Technologies/ALPR
Sub-Committee, shared several recommendations for the City Manager
on selection process for Technology and Privacy Advisory Task Force and
discussion ensued.
Commissioner Lake will gather more information from JoAnn Fields from
the Asian Pacific Islander Initiative to share with the Commission at the
next meeting.
5.4 Discussion and Possible Action Regarding the Commission's
Participation at Chula Vista's Earth Day Celebration on April 9, 2022
Commission discussed participation and due to conflicting schedules,
consensus was reached to not participate at this year's event.
After further discussion regarding public outreach, the Commission
reached consensus to discuss a survey effort at their next meeting.
Commission discuss and take action as appropriate.

Chair Branch shared an announcement about an upcoming Webinar hosted by
the League of Women Voters of San Diego on surveillance and privacy: "A Day
in the Life of Your Data: What Voter Need to Know about Surveillance
Technology”: April 6, 5:30-7 pm

Maritza Johnson, PhD, a digital technology expert and founding director of the
Center for Civil Digital Society at USD, will be interviewed by Jessica Traynor,
who is director of Good Research. The fireside-chat-style presentation, followed
by a Q & A, will cover topics such as: data and technology, the data lifecycle,
why today’s approaches are problematic, and what we can do about it.
8. COMMISSIONERS' COMMENTS
Vice Chair Kean-Ayub discussed a proposed Arkansas law denying gender
affirming health to any child under 19. Idaho Governor denied a similar law and
California Senator, Weiner has proposed a law declaring California a sanctuary
state for parents and families of trans kids. Vice Chair also urged people to call
and state their support for this effort.
Commissioner Custodio-Tan would like to discuss at a future meeting an incident
from the County of San Diego Human Relations Commission in November of
2021 to reflect on the Commission's processes and discourse.
Commissioner Felix apologized about a comment about "government
stonewalling" and thanked everyone for continuing to water the seed to amend
Chula Vista Charter to remove "qualified elector" as a requirement to participate
on Boards and Commissions.

CODE OF CIVIL DISCOURSE
We, the City Council of the City of Chula Vista, believe that the
respectful and constructive airing of different points in view is critical to the
civil and successful conduct of City business.
Therefore, in our conduct of City business, and
in our interactions with the community,
we pledge as follows:
We will promote an inclusive environment where diverse
perspectives are shared and considered;
We will listen attentively and ask questions to
understand other’s options;
