HomeMy WebLinkAboutcc min 1964/11/24 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday November 24, 1964 An adjourned regular meeting was held in the Council Chambers by the City Council on the above date at 7:00 P.M. with the following Councilmen present: Councilmen McMains, McAllister, Sparling, McCorquodale, Anderson Absent: None Also present: City Engineer Cole, City Attorney Lindberg~ Administrative Officer Ross, Director of Planning Warren, Assistant Adminis- trative Officer Stenberg Mayor Sparling led the pledge of allegiance to the Flag and asked for a moment of silent prayer. Statement: The City Clerk hereby states that he did post within twenty-four hours of adjournment, as provided by law, the order of adjourn- ment of the adjourned regular meeting of November 24, 1964. RESOLUTION NO. 3567 - Approving final map of Bonita Cove Subdivision Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Sparling, McCorquodale, Anderson, McMains Noes: None Absent: None RESOLUTION NO. 3568 - Approving improvement agreement for Bonita Cove Subdivision Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Sparling, McCorquodale, Anderson, McMains Noes: None Absent: None ~/zPLANS AND SPECIFICATIONS FOR SEWER SOUTH OF "K" STREET AUTHORIZED Administrative Officer Ross stated that Mr. and Mrs. Warren Hatz were owners of property fronting on Third Avenue between "K" and "L" Streets and were desirous of having the sewer line extended to serve their property. They ask that the City install the sewer and they will pay one half the cost up to $3,750.00, providing a ten-year contract is drawn up whereby the Hatz will be reimbursed from other property owners connecting to the line, that amount which they are paying above the amount which directly benefits their property. It was moved by Councilman McMains, seconded by Councilman McCorquodale, and carried that the City Engineer be authorized to prepare plans and specifi- cations on the sewer line preparatory to calling for bids and that a ten-year re- payment contract be drawn up in favor of the Hatz for presentation to the Council at a future date. RESOLUTION NO. 3569 - Giving notice of intention to annex Bonita Village Annex- ation No. 2 - December 8, 1964 set for hearing date Offered by Councilman McAIlister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Sparling, McCorquodale, Anderson, McMains Noes: None Absent: None RESOLUTION NO. 3570 - Accepting and dedicating Tri-County property for portion of Hilltop Drive Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Sparling, McCorquodale, Anderson, McMains Noes: None Absent: None RESOLUTION NO, 3571 - Approving agreement for "L" Street crossing between City of Chula Vista and San Diego and Arizona Eastern Railroad Offered by CoUncilman McAllister, passed and adopted by the following vete, to-wit: AYES: Councilmen McAllister, Sperling, McCorquodale, Anderson, McMains Noes: None Absent: None It was moved by Councilman McMains, seconded by Councilman McAllister, and carried that Administrative Officer Ross be directed that in any future applications to the Public Utilities Commission for authorization for street widenings or improvements at crossings that we do specifically request an apportionment of costs so that the railroad shall bear its share in relation- ship to its benefits which we would consider to be one half. RESOLUTION NO. 3572 - Approving use agreement for Loma Verde Park site Offered by Councilman Anderson, passed and adopted by the following vote, to-wit: AYES: Councilmen Anderson, McMains, McAllister, Sperling, McCorquodale Noes: None Absent: None RESOLUTION NO. 3573 - Approving special appropriation of $5,818.00 for purchase of City vehicles Offered by Councilman McMains, passed and adopted by the following vote, to-wit: AYES: Councilmen McMains, McAllister, Sparling, McCorquodale, Anderson Noes: None Absent: None RESOLUTION NO~ 3574 - Proclaiming rabies prevention week Offered by Councilman McCorquodale, passed and adopted by the following vote, to-wit: AYES: Councilmen McCorquodale, Anderson, McMains, McAllister, Sperling Noes: None Absent: None ORDINANCE NO. 908 - Approving rezoning of southeast corner of Fourth Avenue and Center Street - Second reading It was moved by Councilman McMains, seconded by Councilman McAllister, and carried that Ordinance No. 908 be placed on its second reading, that reading of the text be waived and the ordinance adopted. The motion carried by the fol- lowing vote~ to-wit: AYES: Councilmen McMains, McAtlister, Sperling, McCorquodale, Anderson Noes: None Absent: None PERMANENT ZONING OF PORTION OF JONATHAN MANOR ANNEXATION RECOMMENDED A letter was submitted from the Planning Commission recommending that a portion of Jonathan Manor Annexation be permanently zoned from interim R-1 to R-1 and C-l-d. It was moved by Councilman McCorquodale, seconded by Councilman Anderson, and carried that the matter be set for hearing on December 15, 1964 at 7:00 P.M. AMENDMENT TO ZONING ORDINANCE PERTAINING TO OFF-STREET PARKING RECOMMENDED A letter was submitted from the Planning Commission recommending that the zoning ordinance be amended to provide for paving and landscaping of areas used in supplement to con~nercial use. It was moved by Councilman Anderson, seconded by Councilman McCorquodale, and carried that December 15, 1964 at 7:00 P.M. be set as the time for a hearing on the recommended amendment. ~z/l CHRISTMAS LIGHTING PROGRAM APPROVED Administrative Officer Ross stated that a letter has been received from Charles Attal, Promotions Director of the Chula Vista Shopping Center, request- ing permission to parade a live elephant from "E" Street to "H" Street on Broad- way on November 27 in conjunction with their Christmas Lighting program. Santa Clans and possibly the Mayor are to ride on the elephant. It was moved by Councilman McCorquodale, seconded by Councilman Anderson, and carried that the /request be granted. ~REQUEST FOR BLOCK PARTY APPROVED Administrative Officer Ross read a letter from Mrs. J. Schurig requesting permission to hold a street ~arty at the dead end of Del Mar Avenue at San Miguel Drive on December 12 between the hours of 6:00 P.M. and 8:00 P.M. Also requested was one-way traffic entering on San Miguel Drive starting on December 12 and con- tinuing through January 1, 1965. It was moved by Councilman McMains, seconded by Councilman Anderson, and carried that the requests be granted. · ~,~DISCUSSION ON AMBNDMENT REGULATING TEENAGE DANCES Administrative Officer Ross reviewed and the Council discussed the pro- posed ordinance regulating teenage dances. A letter was submitted from the Parks and Recreation Commission recommending it be adopted with the modification that the senior teen or senior youth category of dances should be open to young people through the age of twenty years. If this change is authorized, the Ad- ministrative Officer suggested that the terms Youth dances, Junior Youth and Senior Youth be used in place of the teenage terms. Councilman Anderson sug- gested that there be an absolute segregation of junior youths and senior youths at dances. It was moved by Councilman McAllister, seconded by Councilman Anderson, and carried that the suggested changes be incorporated in the proposed ordinance for introduction at the next meeting. ~'S~EPS AUTHORIZED TO GET PARKLAND OFF COUNTY TAX ROLLS It was moved by Councilman McMains, seconded by Councilman McCorquodale, and carried that Administrative Officer Ross take steps to have the City's twenty-acre site at the Greg Rogers Park removed from the County tax rolls. G/~REqUEST FOR PORT DISTRICT TO MAINTAIN BOAT RAMP Councilman McMains stated that the City's beat ramp on the tidelands seems to be in bad shape and requested that the Administrative Officer contact the Port District to see what they plan on doing to maintain it. 'KEPORT ON MEETING OF STATE ASSEMBLY COI~ITTEE ON MUNICIPAL AND COUNTY GOVERNMENT City Attorney Lindberg reviewed his written report on a meeting with the State Assembly Cormuittee on Municipal and County Government, the purpose of which was to discuss the operation of the Local Agency Formation Cormuissions. The report included legislation of the Commission and its activities which is being proposed for forwarding to the Assembly Committee and our own local as- sembly representative. It was moved by Councilman McCorquodale, seconded by Councilman McMains, and carried that the Council's representatives be directed to meet with Assem- blyman Richard Donovan to urge and encourage him to give this serious consider- ation with a view towards preparing the necessary legislation to present to the next session of the Legislature. ~//KEqUEST FOR CLARIFICATION OF REPORTS A letter was read from A. Hom, owner of the Shangri-La, asking for a clarification on police reports that there have been several arrests, drinking and rowdiness during the teenage dances at the Shangri-La. He asked that he have the same privilege to operate as the City-owned recreation center. Re- ferred to Administrative Officer Ross. -3- ~.-~REQUEST FOR LIGHTS AND CROSSWALKS A letter was read from the Chamber of Cormnerce requesting that the street lights on "E" and "H" Streets between Montgomery Freeway and Broadway be improved with mercury vapor lights. Also that a feasibility study be made to create a crosswalk on Broadway and Roosevelt Street and also on Broadway between "H" and "I" Streets. Referred to Administrative Officer Ross for report back. ER OF RESIGNATION A letter was read from Sam Piety tendering his resignation from the Sister City Commission because he would be out of the city for four months. It was moved by Councilman McAllister, seconded by Councilman McCorquodale, and carried that Mr. Piety be authorized permission to miss the next four meetings of the Sister City Commission. FETY COUNCIL RECO~fl~ENDATION A letter was read from the Safety Council recommending a "No Parking At Any Time" regulation be placed on the south side of "I" Street from the west curb line of Corte Maria to a point seventy feet west. It was moved by Coun- cilman McCorquodale, seconded by Councilman McMains, and carried that action on the recormmendation be held over one week. LETTER OF APPRECIATION A letter was read from Mr. Manuel Kugler cormnending the Council and Parks and Recreation Commission for the presentation of the Don Cossack Chorus and Dancers. L/~REQUEST FOR SIDEWALK REPAIRS A letter was ;ead from Mrs. A. P. Gallupe, Jr., requesting that the City take steps to satisfactorily make permanent corrections to the broken and raised sidewalks on Whitney-Mankato Circle without removing the trees. Because of the traffic on this circle during the Christmas season, Administrative Officer Ross stated that he would have the City Engineer check to see if the walks can be fixed on a temprary nature for over the holidays and study a means to fix them permanently at a later date. ~r INFORMATION ON HIGHWAY DEVELOPMENT A letter was read from the State Division of Highways informing the Coun- cil of the Division's activities in regard to highway development in San Diego County during the past year. Referred to Administrative Officer Ross. NOTICE OF HEARING - DIVISION OF BAY TOLL CROSSINGS A letter was read from the U. S. Army Engineer District, Los Angeles, giving notice of a public hearing to be held on the application of the State of California, Department of Public Works, Division of Bay Toll Crossings for ap- proval of the location and plans for a highway bridge across San Diego Bay. Hearing to be held December 7, 1964 at 7:00 P.Mo in Community Concourse. ~/~EMBERS APPOINTED TO STUDY FREEWAY ROUTE Administrative Officer Ross stated that the National City Council has appointed two of its members to make a study on the routes proposed for the free- way down Sweetwater Valley to connect to Highway 101, and has asked that Chula Vista do likewise. Mayor Sparling appointed Councilman McAllister and himself to meet with the two Councilmen from National City, the National City City Man- ager and Administrative Officer Ross to study the proposed freeway routes. pz/'PRESENTATION OF TROPHY Mr. Niek Slijk, representing the Chamber of Commerce, presented a trophy which was awarded to the Junior Chamber of Commerce for their float in the Mother Goose Parade. -4- ~'LETTER OF APPRECIATION Mr. Niek Slijk read a letter from the San Diego & Imperial Counties Grocers Association expressing appreciation to Department heads for fixing the road to the Shangri-La restaurant in order that their eleven hundred members could reach the place for their conference even though a heavy rain preceded the ~eeting. ~DEDICATION OF PARKING LOTS Mr. Niek Slijk extended an invitation to all Councilmen to attend the dedication ceremonies for the new parking lots to be held November 30 at 7:30 P,Mo and to participate in the parade opening the Christmas season. ADJOURNMENT Mayor Sparling adjourned the meeting at 9:05 P.M. until December 1 at 7:00 P.Mo City Clerk
