HomeMy WebLinkAbout2022-04-14 ACOC Agenda Packet REGULAR MEETING OF THE MEASURE A CITIZENS' OVERSIGHT COMMITTEE Meeting Minutes October 14, 2021, 6:00 p.m. Chula Vista Police Department, Community Room 315 Fourth Avenue, Chula Vista Present:Committee Member Becotte, Committee Member Bruzee, Committee Member Cromer, Committee Member Ficacci, Committee Member Hobson, Committee Member Rivera, Committee Member Roberts, Committee Member Strong, Committee Member Volland, Chair Stucky Absent:Committee Member Guillen, Vice Chair Anaya Also Present:Administrative Services Manager Alegre, Budget and Analysis Manager Prendell, City Attorney Googins, Fire Chief Muns, Police Captain Collum, Deputy City Attorney Carnahan, Secretary Bravo Others PresentCrime Lab Manager Shen, Director of Finance Schoen _____________________________________________________________________ 1.CALL TO ORDER A regular meeting of the Measure A Citizens' Oversight Committee of the City of Chula Vista was called to order at 6:04 p.m. 2.ROLL CALL Secretary Bravo called the roll. 3.PUBLIC COMMENTS 1 B&C -No Public Comments 4.PRESENTATIONS 4.1NEIGHBORHOOD PROTECTION UNIT PROGESS UPDATE (DEPUTY CITY ATTORNEY CARNAHAN) The mission of the Neighborhood Protection Unit is to enhance the quality of life within the community by responding to the community demands for safety and security. The first area of focus has been criminal enforcement, which provides support for Chula Vista Police Department involving violations of the Chula Vista Municipal Code. Second is Gun Violence Restraining Orders, and finally Community Engagement. 4.2FY 2020-21 MEASURE A FINANCIAL UPDATE (BUDGET MANAGER ED PRENDELL) Budget overview provided by department, budget category and division for the Police Department and Fire Department 5.ACTION ITEMS 5.1FY 2019-20 ANNUAL REPORT OF THE MEASURE A COC Moved byCommittee Member Volland Seconded byCommittee Member Hobson Review report, provide comment and recommend presentation to City Council Result: Carried 5.2CONSIDERATION OF PROPOSED AMENDMENTS TO THE MEASURE A PUBLIC SAFETY EXPENDITURE PLAN Consideration of the proposed amendments to the Measure A Public Safety Expenditure Plan to add one Police Captain, one Equipment Mechanic, one Forensics Specialist, three Property & Evidence Specialists, one Property & Evidence Supervisor and three Senior Police Records Specialists in fiscal year 2021/2022 based on anticipated sales tax revenue. Because additional staffing is needed to meet the operational need of the Police & Fire Departments, staff is requesting to fund the following positions listed above. Moved byCommittee Member Ficacci Seconded byCommittee Member Becotte 2 Committee consider proposed amendments, provide comments, and recommend for City Council approval Result: Carried OTHER BUSINESS 6.STAFF COMMENTS Capt. Collum was proud to announce for the first time in 20 years the Police Department has met their priority 2 call metrics for response times. Budget and Analysis Manager Prendell discussed the City Manager recommended to record a reserve policy to the COC, to ensure the necessary financial safeguards in place in the event of a recession period, that the funding is protected. 7.CHAIR'S COMMENTS Chair Stucky discussed the success the Police Department and Fire Department have had in utilizing the Measure A COC funds.
