REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF

Held Tuesday November 27, 1956
The Council met in the Council Chambers at the City Hall on the
above date at 7:00 P.Mo wi~h the followinE Councilmen present:

HE~OLUTION No. 1906 - Giving Notice of proposed *'~' Street Annexation
Offered by Councilman ~&, r~d in full, passed, adopted and

ORDINANCE No. 559 - Approving annexation of Naples Street School site-
Second reading
It was moved by Councilman Smith, seconded by Councilmen Dillon,
and carried, that Ordinance No. 559 be placed on its second readinE;
that re&dinE of the text be waived, and the Ordinance adopted. The
motion carried by the followinw vote, to-wit:

BID AWARDED ON FIN~ TRUCE
Purchaser-Analyst Hens stated n thorough study had been mede of
the bids received on the new Fire Truck submitted at the last meeting,
and in view of the fact the Albro Company, low bidder, had not met bid
requirements, he recomaended that the bid be awarded to the ~eaErave Co°
It wes meved by CouncZl~ ~Zth, seconded by Councilman ~Molfe,
and carried, that the bid of the ~a~rave Company in the ~ount of
$24,925.6~ be accepted and City A~Zn~mtrator Wade authorized to enter
into a contract w~th the ~mpany. ~e ~tAon carried by the follow~ng
vote, to-wit:V

AWARDED ON PATROL CARS
Purchaser-Analyst Ross reported receiving the following bids on
three nee Patrol Cars:
Acme Chevrolet $7092.48
South Bay Chevrolet 6553.72
Fuller Eotors 6665.40
M~. Ross explained the Fuller bid was for Ford Interceptors, scientifically
designed for police work.
Councilman Rader ~oved that Er. Rose investiEate to see if the
Police Dept. needs the increase of one car, and hold up awarding of the
bid until the report is made. The motion died for lack of a second.
It wan moved by Councilman DeWolfe, seconded by Councilman Seith,
and carried, that. the bid of Fuller Motors be accepted in the a~ount
of $6,665.40 and that an additional $365.40 be appropriated from
unappropriated surplus of the General Fund to cover the amount over that
budgeted for the cars.
The motion carried by the following vote, to-wit:
AYES: Councilmen Smith, DeGraaf, Dillon, DeWolfe

It vas moved by Councilman DeWolfe, seconded by Councilman lander,
and carried, that Hr. Roes make an exhaustive study of Police car mileage
and need for an additiona~ Patrol Car, and have the information ready
at the next regular me~ng.
ISCUSSION ON A~UI ON OF PROPERTY AT HILLTOP DilVg & VISTA WAY
City Ad~nistrator Wade asked auth9rity to negotiate further with
owners of tb~ triangular pl~ce of property at Hilltop Drive and Ylata Way
which the C.~ ~s desirour of obtii~ing, and if terms cannot be reached,
he asked au~hority to proceed with condemnation.
It w~m moved by Councilman DeWolfe, seconded by Councilman Dillon,
and carried, that the City Administrato~ be authorized to negotiate with
the owners of the property, and if np;mgreement can be reached, that he
continue with condonation proceedin~.
.City Attorney H. Campb,ll adviBed that the matter would have to
csme back to the Council bef~j~O condemnation proceedings could start.
~/OOFF-STREET PARKING ORDINAN~
After discussing the proposed off-street parking Ordinance,
Councilman Rader moved that the Ordinance bo referred back to the
Planning Commiaa~on with the recommendation that all areas zoned C-1 or
M-1 prior to January 1, 1956 bo included in the Central Business District.
The m6tion died for lack of a second.
Councilman hith was oppomed to the off-street parking Ordinance
in any form. Councilman DmWolfe was of the opinion more parking meter
money should bo earmarked for purchase of additional parking lots.
It was moved by Councilman Smith, seconded by Councilman Hider,
a~d carried, that the off-street parking Ordinance bo killed.
~//~URVKY ON DO~NTOWH DEVELOPMENT
David Phair, 8ecty. of the Downtown Association, advised the Council
that the Downtown Association had engaged the services of Hohr', Adams
and Plourde, Consultants, to conduct a survey for recommendations on
development of the downtown district. The survey had boon completed and a
study group was being formed to go over the survey. Mr. Phair asked that
one or two Councilman meet with the group. Mayor DoGraaf stated he
would appoint sommone to attend the meetings.

City Administrator Wade filed with the Council, a supplement to
the original recommendationn and proposals on the Council sidewalk, cubb
and gutter policy to be followed in the future. It was suggested a
study be made of the supplement for action at the next meetlng.
RESOLUTION No. 1908-Vacating and closing a portion of Hilltop Drive
Offered by Coumeilman Rader, read in full, passed, adopted and
approved by the following vote, to-wit:
AYES: Councilmen Rader, Smith, DeG~'aaf, Dillon, DeWolfe
Noes: Nrme
Absent: None
Mr. C. B. Smith of the San Diego Gas & Electric Company withdrew
,hie Company's protest to the closing.
HACK THE ATTACK CAMPAIGN
A letter was read from DeGraaf Austin, Chairman of the San Diego
Co~nty '*Back the Attack" campaign on traffic accidents, urging that the
City form a local committee to work with the County Committee on this
worthwhile project. The letter was referred to the Safety Council.
The motion carried by the following vote, to-wit:
AYES: Councilmen Smith, DeGraaf, Dillon, DeWolfe
Noes: Councilman Eader
Absent: None
It was moved by Councilman DeWolfe, ascended by Councilman lieder,
and carried, that Mr. Ross make an exhauntive study of Police car mileage

Councilman Rader moved that the Ordinance be referred back to the

RVEY ON DOWNTOWN DEVELOPMENT
David Phair, 8ecty. of the Downtown A~sociation, advised the Council

and Plourde, Consultants, to conduct a survey for recommendations on
development of the downtown districts The survey had been completed and a
study group was being formed to go over the survey. Mr. Phair asked that
one or two Councilmen meet with the group. Mayor DoGraaf stated he
would appoint someone to attend the meetings.
SIDEWALK, CURB. AND GUTTER REPORT
City Administrator Wade filed with the Council, a supplement to

A letter was read from DeOraaf Austin, Chairman of the San Diego

CENSUS
A letter was read from T. W. Fletcher, Assistant to the City
HanaKer of San Diego, informing the Council that San Diego was having
a Special Census taken, and inquirinE if there might be a possibility
Chula Yista might be interested in conducting one at this tiM. City
Administrator Wads was of the opinion a c~naua for Chula Yista would
not be practical this year. Ko action taken.
~DRAINAGE PROB~2~ - Third Avenue Extension
A letter was read fro~ Harold S. Young informing the Council that
he and other property owners on Kimball Thrrace were taking to court
the ~atter of the drainage problem at t~e rear of their properties,
allegedly caused by the development of Thtrd Avenue Extension. The
letter was filed.
ANGK OkDER - Civic Center m~odeling Job.
City Engineer ~loyd reported the re.oval of tee small petitions
in the Police D~pt. had been deleted from the alteration plans for
which the contractor had given a credit of $75. Hr. Floyd explained
alterations in the Finance office, not includinK the lights, authorized
at a previous meeting, would cost approzi~ately $398°
It was waved by Councilman Dillon, seconded by Councilman DeWolfe,
and carried, that the change order be approved and $333° allocated fro~
the Building Fund (l-l~-D) for the proposed alterations to the Finance
office. The notion carried by th~ following vote, to-eli:

~JIO~TEB~LLO STREET CUL-DE-SAC
'City Engineer Floyd reported that property owners on Montebello
Street were r®queating that the City straighten their street whore the
old cul-de-sac was left when the street vie exteaded. Mr. Floyd
estimated the cost would be approximately ~600. The Council was of
the opinion some compromise might be reached whereby the City could
remove and grade and the property owners replace the work. Kb action
taken.

City Attorney M. Campbell r®queeted authority to send a letter to
munster Fred Kraft requesting that he introduce a bill a~ending all the
Tidelands Grants to the City of Chula Vista. It was moved by Councilman
Smith, ascended by Councilman bWolfe, and carried, that the City Attorney
be authorined to zend the letter aa requested.

~NIOR ENGINEER AUTHORIZED
City ,Engineer Floyd asked authority to hire a Junior Engineer
and elevate others in the department until examinations can be held.
It was moved by Councilman ~qmith, seconded by Councilman Dillon, and
carried, that the City Engineer be authorized to advertise for a Junior
Engineer. Mr. Floyd was directed to work with City Administrator Wade
and prepare a chprt showing Just how he plans on shifting personnel in
his department to higher positions pending enamina~tons. The chart is
to be prepared and sent to the Council for study prior to next meeting.
L. STREgT OPENING
Councilman bith, upon inquiring on the progress of the L. Street
opening program, vas informed ney charts would be ready for presentation
at the next meeting.
Councilman Smith asked if the matter of car wamhinE in the housing
project had been investigated. City Administrator Wade reported provi-
sions were once provided for car washing at the project but were not
too satisfactory, and he would not recommend they revive the plan.
~/~Ke CONSERVATION PROGRAM
Mayor DeGraaf reported he had appointed Attorney James Duberg to
serve on the water conservation program.
~/~VIC CENTER FLOODLIGHTS
Councilman Rader recommended that flood lights be installed to
light up the two new wings on the Civic Center, and suggested City
Engineer Floyd obtain an estimate of the cost for presentation at the
next meeting.
INTERPRETATION ON BaY CORRIDOR
It vas moved by Councilman Racier, seconded by Councilman 8mith,
and carried, that the City Administrator draft a letter to State Attorney
General Brown requesting an interpretation as to the legality of the
Bay Corridor.
~//VISTA SOU&~E AUDITORIUM
Councilman Rader stated he was unaware that the auditorium at
Vista Sq*a~e had been closed and was being used for storage space, and
roc~nded something be done to reactivate the building for more
,important uses.
RESIGNATIONS REOUEST~D
Councilman hder ~ec~nded to the Council that City Idmlniatrator
Wade, Police C~!ef~oberts, and Housing Manager Stanley be requested to
hand in their rNt~ations due to the current unrest within the City.
No action taken.

Mayor DeGraaf adjourned the meeting at lO&20 P.M. sine die.
