CALL TO ORDER A regular meeting of the Civil Service Commission of the City of Chula Vista was called to order at 5:17 p.m. in Conference Room #B129, located in Building C, 276 Fourth Avenue, Chula Vista, California. 2. STAFF COMMENTS Director of Human Resources Chase highlighted the department's continued hiring and recent accomplishments: • In the last month, onboarded 49 new employees including 12 in the police academy. • Completed labor negotiations with five (5) of the labor groups and currently in negotiations with IAFF. 6. DISTINGUISHING CHARACTERISTICS The supervisor level recognizes positions that perform full, first-line supervisory responsibilities including planning, assigning and evaluating the work of subordinates and are responsible for work unit within a section or department. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Finance Manager. Exercises direct supervision over professional, technical and clerical personnel. ESSENTIAL FUNCTIONS – Functions may include, but are not limited to, the following: Plans, develops and oversees payroll and accounts payable operations and activities; ensure compliance with State and Federal laws. Plans, develops, and oversees general ledger accounting, capital assets, and grant accounting activities; ensures compliance with State and Federal laws. Plans, assigns, supervises, reviews and evaluates the work of subordinate staff performing a variety of financial accounting and audit functions. Coordinates the preparation of the City’s Annual Comprehensive Financial Reports, State Controller’s Report, federal and state grant reports, and other financial reports as necessary. Reviews, analyzes, and reconciles revenue and expenditure transactions and documents. Processes, controls, reconciles and audits payroll documents, records and files. Reviews department fiscal operations, cash and securities, inventories and contracts, lease agreements and franchises. 2022/04/07 CSC Agenda Page 6 of 10 CITY OF CHULA VISTA Oversees the processing of invoices for payment and cash receipts; oversees the development and maintenance of accounts payable, cash receipt procedures, and automated systems. Oversees preparations of bi-weekly payroll, including time entry, printing of checks, preparing reports and data for electronic deposits; complies with wage garnishments and levies; and resolves payroll issues with the Human Resources and Information Technology Services departments. Participates in the selection of staff; coordinates staff training; assigns work activities and projects; monitors work activities to ensure compliance with established policies and procedures; conducts performance evaluations; recommends discipline; implements discipline procedures as directed. Evaluates operations and activities of assigned areas; implements improvements and modifications; participates in the design and installation of financial accounting forms and automated systems and procedures; prepares various reports on operations and activities. Recommends and implements goals and objectives for assigned areas; establishes performance standards and methods; develops and implements policies and procedures. Assists with budget preparation and administration; prepares cost estimates for budget recommendations; monitors and controls expenditures. Monitors current City Memorandum of Understanding (MOUs), FLSA and IRS regulations for payroll compliance; responds to complex inquiries regarding payroll procedures, MOU interpretations and tax related filing and deductions. Performs cost accounting and cost allocation procedures for the accurate recording of project/program costs in order to maximize cost recovery through fee setting or fund transfer and provide adequate disclosure. Prepares, analyzes, and reconciles a variety of complex financial records and statements; prepares and records special transaction reports and journal entries. Reviews and approves bank reconciliation for City’s bank and trustee accounts; reviews monthly investment reports. Develops, implements, and maintains internal controls to ensure the accuracy of capital asset records. Conducts departmental or business audits and prepares reports regarding findings; reviews external City and other related entities’ audit reports. Participates in the City’s continuous improvement processes and events. MINIMUM QUALIFICATIONS Knowledge of: Principles of governmental accounting, budgeting, and public finance. Generally accepted accounting principles, practices, and procedures. Methods and techniques of financial analysis and report research and preparation. Auditing principles and techniques. Reporting laws and requirements of various State and Federal agencies, insurance, and financial firms. CalPERS and their payroll reporting requirements. Basic business data processing principles and applications. Modern office practices and procedures. Computer equipment, and software applications related to assignment. Financial mathematics. Principles and practices of supervision, training, and performance evaluations. English usage, spelling, grammar, and punctuation. Ability to: Plan and direct assigned accounting functions. Perform complex and advanced accounting work in the maintenance of financial records. Prepare comprehensive and clear financial statements and reports and maintain accurate fiscal records. Analyze, reconcile, and comprehend complex financial records, statements, and reports. Prepare written reports and make recommendations. Exercise good judgment in the application and interpretation of policy, regulations and procedures related to assignment. Communication effectively to different audiences, including elected officials, the executive team, and City employees at all levels of the organization. Provide technical assistance in specialized activities and follow up as required. Lead, develop, motivate, and evaluate assigned staff. Operate computer equipment and software applications related to assignment. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Work with various cultural and ethnic groups in a tactful and effective manner. Experience and Training Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Four years of professional accounting, preferably with a governmental agency, including one year of lead or supervisory responsibility. Training: Equivalent to a Bachelor’s degree from an accredited college in accounting or a related field such as finance, business administration or economics with at least 12 semester units or 18 quarter units in coursework such as Principles of Accounting, Intermediate and Advanced Accounting, Fund Accounting, Cost Accounting or Auditing. License or Certificate: Possession of a valid California driver’s license. Possession of a license as Certified Public Accountant is highly desirable. 2022/04/07 CSC Agenda Page 9 of 10 CITY OF CHULA VISTA Principal Accountant PHYSICAL DEMANDS On a continuous basis, sit at desk for long periods of time; intermittently stand and walk. Intermittently twist and reach office equipment above and below shoulders; use telephone, write or use keyboard to communicate through written means; use a computer keyboard on a regular and continuing basis; lift or carry up to 10 pounds. See in the normal vision range with or without correction to read typical business documents and computer screens; hear in the normal range with or without correction. WORKING ENVIRONMENT Primary work is in performed indoors in a carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level. There is some exposure to the external environment when going to outlying offices.
