HomeMy WebLinkAboutcc min 1964/12/15 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY G8UNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday December 15, 1964 An adjourned regular meeting was held in the Council Chambers by the City Council on the above date at 7:00 P.M. with the following Councilmen present: Councilmen McMains, McAllis~er, Sparling, McCorquodale, Anderson Absent: None Also present: Principal Civil Engineer Harshman, City Attorney Lindberg, Administrative Officer Ross, Director of Planning Warren, Assistant Administrative Officer Stenberg Mayor Sparling led the pledge of allegiance to the Flag and asked for a moment of silent prayer. Statement: The City Clerk hereby states that he did post within twenty-four hours of adjournment, as provided by law, the order of adjournment of the adjourned regular meeting of December 15, 1964. RESOLUTION NO. 3587 - Co~mnending Mrs. Hazel Goes Cook - Member of the Board of Education Offered by Councilman McCorquodale, passed and adopted by the following vote, to-wit: AYES: Councilmen McCorquodale, Anderson, McMains, McAllister, Sparting Noes: None Absent: None jj~UBLIC HEARING - Bonita Village Annexation No. 2 This being the time and place, as advertised, for a public hearing on the proposed Bonita Village Annexation No. 2, Mayor Sparling declared the hearing open. No one~ishing to be heard either for or against the proposed annexation and the Clerk having received no written protests, the Mayor declared the hear- ing closed. ORDINANCE NO. 913 - Approving Bonita Village Annexation No. 2 - First reading It was moved by Councilman McMains, seconded by Councilman McAllister, and carried that Ordinance No. 913 be placed on its first reading and that reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen McMains, McAllister, Sparling, McCorquodale, Anderson Noes: None Absent: None ~Z~UBLIC HEARING - Permanent zoning of portions of Jonathan Manor Annexation This being the time and place, as advertised, for a public hearing on the proposed permanent zoning of a portion of Jonathan Manor Annexation to R-1 and C-i-D, Mayor Sparling declared the hearing open. No one wishing to be heard either for or against the proposed zoning and the Clerk having received no written protests, the Mayor declared the hearing closed. ORDINANCE NO. 914 - Permanent zoning of portions of Jonathan Manor Annexation - First reading It was moved by Councilman Anderson, seconded by Councilman McCorquodale, and carried that Ordinance No. 914 be placed on its first reading and that read- ing of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen Anderson, McMains, McAllister, Sparling, McCorquodale Noes: None Absent: None ~/~UBLIC HEARING - Amendment to zoning ordinance - Off-street parking development and maintenance This being the time and place, as advertised, for a public hearing on the proposed amendment to the zoning ordinance pertaining to development and mainten- ance of off-street parking, Mayor Sparling declared the hearing open. No one wishing to be heard either for or against the amendment and the Clark having re- ceived no written protests, the Mayor declared the hearing closed. ORDINANCE NO. 915 ~ Amending zoning ordinance - Off-street parking development - First reading It was moved by Councilman McMains, seconded by Councilman McCorquodale, and carried that Ordinance No. 915 be placed on its first reading and that read- ing of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen McMains, McAllister, Sparling, McCorquodale~ Anderson Noes: None Absent: None ORDINANCE NO. 911 - Regulating youth dances - Second reading It was moved by Councilman Anderson, seconded by Councilman McAllister, and carried that Ordinance No. 911 be placed on its second reading, that reading of the text be waived and the ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen Anderson, McMains, McAllister, Sparling, McCorquodale Noes: None Absent: None ORDINANCE NO. 912 - Relating to control of litter - Second reading It was moved by Councilman McMains, seconded by Councilman McCorquodale, and carried that Ordinance No. 912 be placed on its second reading, that reading of the text be waived and the ordinance adopted. The motion carried by the fol- lowing vote, to-wit: AYES: Councilmen McMains, McAllister, Sparling, McCorquodale, Anderson Noes: None Absent: None RESOLUTION NO. 3588 - Finding competitive bids impractical for the purchase of Library Shelving Offered by Councilman Anderson, passed and adopted by the following vote, to-wit: AYES: Councilmen Anderson, McMains, McAllister, Sparling, McCorquodale Noes: None Absent: None RESOLUTION NO. 3589 - Accepting bid and awarding contract for metal shelving Offered by Councilman McCorquodale, passed and adopted by the following vote, to-wit: AYES: Councilmen McCorquodale, Anderson, McMains, McAllister, Sparling Noes: None Absent: None RESOLUTION NO. 3590 - Approving final map of Princess Manor Subdivision No. 3 Offered by Councilman Anderson, passed and adopted by the following vote, to-wit: AYES: Councilmen Anderson, McMains, McAllister, Sparling, McCorquodale Noes: None Absent: None RESOLUTION NO. 3591 - Approving improvement agreement - Princess Manor Subdivi- sion No. 3 Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Spatting, McCorquodale, Anderson, McMains Noes: None Absent: None ~3ANUARY~5 SET FOR HEARING ON MR. DON NORMAN APPEAL The report of findings from the Planning Commission were submitted on the appeal of Mr. Don E. Norman to Commission action denying him a zone change for property 660 feet north of Southwestern Junior College on the west side of Otay Lakes Road. It was moved by Councilman McAllister, seconded by Councilman Ander- son, and carried that the matter be set for hearing January 5, 1965, at 7:00 P.M. SITE PLAN FOR QUALITY STEEL CORPORATION APPROVED City Planning Director Bruce Warren showed the plot plan proposed to be used by Quality Steel Industries on their site at 130 Bay Boulevard. The Plan- ning Commission recommended approval of the site plans subject to the construction within eighteen months of a building housing the production line amd that at the time the building is to be constructed, a landscape and site development plan be submitted to the Planning Director for approval. It was moved by Councilman Anderson, seconded by Councilman McCorquodale, and carried that the site plan be approved as per Planning Cormnission recommenda- tions with the exception that the buildings housing the production line be built within twelve months. ANUARY 5 SET FOR HEARING ON PREZONING OF BONITA VILLAGE ANNEXATION NO. 2 A recommendation was received from the Planning Commission that Bonita Village Annexation No. 2 be prezoned C-1-D. It was moved by Councilman McCorquo- dale, seconded by Councilman Anderson and carried that the matter be set for hear- ing January 5, 1965, at 7:00 P.M. CUSSION ON CITY'S PARTICIPATION IN SEWER EXTENSION Principal Civil Engineer Harshman stated a petition has been received from property owners on "H" Street east of Corte Maria for City assistance in the in- stallation of a sewer line. The petition requests that the City install the sewer with the property owners paying their share upon completion. It was moved by Councilman McAllister, seconded by Councilman McMains~ and carried that the City Engineer be directed to proceed with the preparation of specifications sub- ject to the property owners benefited bearing the cost of the engineering and sub- ject to an agreement between the City and the property owners requiring that the owners deposit their share of the costs prior to advertising for bids on the project. ~/.RIEPORT ON STUDY FOR PURCHASE OF WATER COMPANY Mayor Sparling and Councilman Anderson gave a joint report on their meetings with representatives from National City and the South Bay Irrigation District on the possibilities of purchasing the California Water and Telephone Company and forming one large water district. It was reported that each representative on the cormnittee favored and recom- mended one Municipal Water District covering all of the area served by the South Bay Irrigation District and the City of National City. OCLAMATION FOR OBSCENITY CONTROL ACTIVITIES DAYS APPROVED Upon presentation by Mayor Sparling, it was moved by Councilman McMains, seconded by Councilman McAllister, and carried that December 18~ 19 and 20 be proclaimed Obscenity Control Activities Days in the City of Chula Vista. REPORT OF FINDINGS ON REQUEST FOR TRAFFIC LIGHT A letter was read from the Safety Council stating that an investigation has been made on the request for a traffic signal at the intersection of Fourth Avenue and "D" Street. The findings of the investigation were that conditions do not warrant signalization of this intersection at this time. Letter filed. ~/4~qUEST FOR RE-HEARING ON CONDITIONAL USE PERMIT FOR CAR wASH A letter was read from Truman E. Anderson, Incorporated, requesting a re- hearing on their application for a coin-operated self-service car wash at Third Avenue and "K" Street, which was turned down by the Council at their meeting of December 1. City Attorney Lindberg reported that under the Code, the Council has the.authority to reject, as they did, such application for a conditional use per- mit but can reconsider such action if they so desire. -3- It was moved by Councilman McCorquodale, seconded by Councilman McAllister, and carried that the Administrative Officer nntify the applicant when the matter will be placed on the agenda for further consideration by the Council. ~BUS STOPS ON ROUTE 805 A letter was read from the State Division of Highways stating that if the Council is interested in having bus-loading facilities included i~-the construc- tion of Freeway 805, suggested locations and supporting data should be forwarded to the Division as early as possible. Referred to Administrative Officer Ross. ~f~ILER PARK ON TIDELANDS OPPOSED Mr. James McKay, owner of a trailer park at 4 Broadway, stated that there are twenty-three trailer parks in Chula Vista which allocate spaces for travel trailers, few of which are used, and suggested that to allow a travel trailer park on the tidelands would be poor business. Councilman McMains informed Mr. McKay that the park proposed for the tide- lands was to be of a temporary nature for overnight campers and was in no way in- tended to be a permanent trailer park. ADJOURNMENT Mayor Sparling adjourned the meeting at 8:40 P.M. until December 22 at 7:00 P.M. City Clerk
