In January 2022, the Chula Vista Bayfront Financing Authority (CFBFFA) designated the first Wednesday of each month as their new day to hold their regular meetings in the Council Chambers. The Safety Commission wishes to change its meeting day to the second Thursday of each month in order to utilize the Council Chambers, City Hall – Building A, 276 Fourth Avenue. RECOMMENDATION: That the Safety Commission adopt the resolution. DISCUSSION: Municipal Code Section 2.44.030 provides for a change in meeting day upon adoption by the Board/Commission of a written resolution, which adoption shall be recorded in the minutes of the Board/Commission and a copy of which resolution shall be forwarded to the City Council. FISCAL IMPACT: None. 2022/03/10 SC Agenda Page 4 of 39 RESOLUTION NO. SC-2022 - ____ RESOLUTION OF THE SAFETY COMMISSION OF THE CITY OF CHULA VISTA CHANGING THE DAY OF REGULAR MEETINGS WHEREAS, the Safety Commission designated the first Wednesday of each month as the day for the Safety Commission to hold its regular meetings; and WHEREAS, Municipal Code Section 2.44.030 provides for a change in meeting day upon adoption by the Board/Commission of a written resolution, which adoption shall be recorded in the minutes of the Board/Commission and a copy of which resolution shall be forwarded to the City Council; and WHEREAS, the Safety Commission wishes to change its meeting day to the second Thursday of each month in order to utilize the Council Chambers, City Hall – Building A, 276 Fourth Avenue. NOW, THEREFORE, BE IT RESOLVED that the Safety Commission of the City of Chula Vista, pursuant to Municipal Code Section 2.44.030, does hereby change the day of its regular meetings to the second Thursday of each month. PASSED, APPROVED, and ADOPTED by the Safety Commission of the City of Chula Vista, California, this _____ day of ________________, by the following vote: AYES: Commissioners: NAYS: Commissioners: ABSENT: Commissioners: Chair ATTEST: Florence Picardal, Secretary 2022/03/10 SC Agenda Page 5 of 39 SAFETY COMMISSION STAFF REPORT Item 5.2 Meeting Date 3/10/22 ITEM TITLE: Resolution of the Safety Commission of the City of Chula Vista Approving an Update to the Truck Route Map for the City of Chula Vista SUBMITTED BY: City Traffic Engineer A review of the existing City’s Truck Route Map determined that an update is necessary due to the opening of Heritage Road. RECOMMENDATION: That the Safety Commission adopt the resolution. DISCUSSION: In accordance with the Chula Vista Municipal Code (CVMC) Chapter 10.64, the City of Chula Vista maintains a network of roadways designated as “truck routes” on which vehicles of weight in excess of 10,000 pounds can operate unless exempted by CVMC 10.64.020 and CVMC 10.64.030. This network is documented in Schedule VII in the Register of Schedules maintained in the office of the City Engineer in accordance with the CVMC; however, it is most widely depicted as a map for the public to access. Upon completion of recent land development projects in the Otay Ranch area, Traffic Engineering staff reviewed the map and determined that several new road segments were appropriate to add to the map based on their functional classification and construction. This item proposes a new map to reflect these changes. CONCLUSION: As new arterial roads open to and in commercial areas of the City, it is appropriate to classify them as truck routes and document them in this way. FISCAL IMPACT: The truck route designation requires the roadway segment to have ‘Truck Route’ signs installed. Installation of the signs will be performed by Public Works under existing programmed capital improvement budgets. Attachments: 1. Existing Truck Route Map 2.
