The Police Department is requesting a double step increase for Carla Even effective on the pay period of March 27, 2022 due to the outstanding performance she has demonstrated. Attached for your review and information is a recent performance evaluation. Carla Even is scheduled to move to Step D effective March 27, 2022, but I am requesting the double step increase immediately to Step E upon ratification by the Civil Service Commission. Civil Service Rule 1.05 I(2) states: Merit Increases: Merit increases for outstanding performance may be provided by: (1) granting an employee's normal step increase before the regularly scheduled date (Early Step Increase) or (2) granting a double step increase at the time the employee's normal step increase is scheduled (Double Step Increase). F7xen an Early Step Increase is awarded, the employee will become eligible for consideration for any higher step afler the requisite period of service. All requests for step increases must be initiated by the Appointing Authority, recommended by the Director of Human Resources, approved by the City Martager, and ratified by the Civil Service Commission. The efjective date for merit increases will be the beginning of the pay period following approval. In cases where the exceptional merit increase has been denied by the Director of Human Resources and City Manager, the case shall automatically be brought before the Civil Service Commission for a final determination. Dispatch Manager Carla Even is justified in receiving an early steps increase due to the many responsibilities she has accepted above the duties of a Dispatch Manager. The Chula Vista Police Department operates a dispatch center with 28 dispatchers, 2 hourly call-takers, and five dispatch supervisors. The center handles over 300,000 calls annually, including 911 and other emergencies. This past year has been extremely challenging in maintaining safe operations and implementing COVID-19 protocols to ensure our dispatchers remained healthy and safe. Manager Even implemented immediate procedures ensuring their safety and has successfully maintained operations without a major outbreak in our 9-1-1 Center. Dispatch Manager Even is conmstent, dependable and accurate in carrying out responsibilities and has accepted additional tasks outside the expectations of dispatch manager. She is our agency CLETS Coordinator ensuring DOJ compliance including identifying changes needed in department operations, procedures and policies for required compliance including coordinating the DOJ requirement of radio encryption and AJ31 747. She is the Department Administrator for Blackboard Connect and RapidSOS and has taken an active role in the creation of the Real-Time Operations Center. 2022/03/03 CSC Agenda Page 6 of 8 Page 2 January 4, 2022 Carla Even Early Step Increase Dispatch Manager Even is consistent, dependable and accurate in carging out her responsibilities to a successful conclusion.
