CALL TO ORDER A special meeting of the Civil Service Commission of the City of Chula Vista was called to order at 8:02 a.m. in Conference Room #B129, located in Building C, 276 Fourth Avenue, Chula Vista, California. 2. ROLL CALL Secretary Ladron de Guevara called the roll. 3. ACTION ITEMS 3.1 CONSIDERATION TO APPROVE THE ADDITION OF THE FOLLOWING CLASSIFICATION TO THE CLASSIFICATION PLAN PER THE CIVIL SERVICE RULE 1.02 A (3) Human Resources Manager Dempster gave a presentation on the item. ADJOURNMENT The meeting was adjourned at 8:08 a.m. Minutes prepared by: Felipe Ladron de Guevara, Secretary _________________________ Felipe Ladron de Guevara, Secretary 2021/11/04 CSC Agenda Page 5 of 9 CITY OF CHULA VISTA DRAFT PROPERTY AND EVIDENCE SUPERVISOR DEFINITION To plan, organize, direct, and supervise the Evidence Control Unit (ECU) in the Police Department; to plan prioritize, assign, supervise, and review the work of staff responsible for receiving, processing, storing, safeguarding, releasing and disposing of police property, evidence and supplies; to ensure work quality and adherence to established policies and procedures; and perform other related duties as assigned. DISTINGUISHING CHARACTERISTICS This is the supervisory level class in the Property and Evidence Specialist series. The supervisory level recognizes positions that perform full, first-line supervisory responsibilities including planning, assigning, and evaluating the work of subordinates and is responsible for a program area within a work unit or department. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Crime Laboratory Manager. Exercises direct supervision over assigned staff. ESSENTIAL FUNCTIONS – Functions may include, but are not limited to, the following: Plan, organize, direct, and supervise the ECU in the Police Department; plan prioritize, assign, supervise, and review the work of staff responsible for receiving, processing, storing, safeguarding, delivering, releasing and disposing of police property, evidence and supplies; and monitor work activities to ensure compliance with established policies and procedures. Participate in the selection of staff; provide and/or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures. Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare and maintain various reports on operations and activities. Perform regular auditing of records, money, weapons, narcotics, and associated procedures; establish schedules and methods for providing assigned services; identify resource needs and review needs with appropriate management staff. Allocate resources accordingly, participate in the development of goals, objectives, policies, and procedures; make recommendations for changes and improvements when necessary. 2021/11/04 CSC Agenda Page 6 of 9 CITY OF CHULA VISTA Property and Evidence Supervisor 2 Participate in budget preparation and administration; prepare cost estimates for budget recommendations; monitor and control expenditures. Develop, coordinate, and present training to police department staff regarding property and evidence impound storage or destruction procedures, including new policies and procedures. Evaluate property and evidence storage needs and methods; develop recommendations to maximize storage efficiency, safety, shelving, and storage layouts to maximize storage and functionality of evidence. Review reports prepared by staff to determine ownership of property to return property to its rightful owner; make determinations for the proper disposal of evidence following established process. Review requests to transfer funds from the police department impound account to various individuals or criminal justice agencies. Respond to requests from staff, outside law enforcement agencies, and the public regarding the location and recovery of property and evidence; explain policies and procedures governing the release of evidence. Attend and participate in professional group meetings. Maintain awareness of new trends and developments in the field; recommend and implement new developments as appropriate into programs. Testify in court on behalf of the City regarding acquired evidence as necessary. Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. Perform other duties related to this position. MINIMUM QUALIFICATIONS Knowledge of: Methods, procedures, principles, practices, operations, and terminology used in property and evidence handling, recording, preservation, storage, and release; and, the criminal justice system. Policies, procedures, laws, rules, and regulations regarding the chain of custody of property and evidence. Records management and inventory techniques. Storage and inventory methods and procedures. Office management practices and procedures, including filing and the operation of standard office equipment. Proper and safe handling and storage of various kinds of hazardous materials. Applicable laws, codes, ordinances, and regulations. Basic mathematics. English usage, spelling, grammar, and punctuation. Computer equipment and software applications related to assignment. Ability to: Organize, implement, and direct the Police Department’s ECU. Supervise, train, and evaluate assigned staff. On a continual basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures. Maintain current knowledge of property acquisition, storage and release procedures, rules, and regulations. Effectively account for police property and evidence. Interpret and explain pertinent City and department policies and procedures. Develop and recommend policies and procedures related to assigned operations. Read and interpret laws, rules, regulations, court orders and court dispositions. Use initiative and sound independent judgment within established guidelines. Organize, prioritize, and coordinate work activities. Maintain accurate records and files. Coordinate multiple projects and complex tasks simultaneously. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Work with various cultural and ethnic groups in a tactful and effective manner. Experience and Training Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Three years of increasingly responsible property and evidence experience in a law enforcement agency including one year of lead or supervisory experience. Training: Equivalent to the completion of the twelfth grade. License or Certificate Possession of a valid California driver’s license. PHYSICAL DEMANDS On an intermittent basis, sit at desk for long periods of time; intermittently walk, stand, bend, squat, twist and reach while retrieving and/or returning files; perform simple grasping and fine manipulation; use telephone and use a keyboard to communicate through written means, review information and enter/retrieve data; see and read characters on computer screen; and lift 25 lbs. of weight. WORKING ENVIRONMENT Primary work is performed indoors in a carpeted and air -conditioned office environment with fluorescent lighting and moderate noise level. Some movement is required from office to office and there is exposure to the external environment when going to outlying offices and storage areas. Occasional exposure to hazardous items such as firearms, drugs, body fluids, and chemical while performing duties related to the storage and preservation of evidence.
