CALL TO ORDER A regular meeting of the Human Relations Commission of the City of Chula Vista was called to order at 6:04 p.m. in Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California. 2. ROLL CALL Secretary Hernandez called the roll. 3. CONSENT CALENDAR 3.1 Approval of Meeting Minutes Moved by Vice Chair Kean-Ayub Seconded by Commissioner Godinez 2 Yes (8): Commissioner Custodio-Tan, Commissioner Godinez, Commissioner Lake, Commissioner Medina, Commissioner Olaoye, Commissioner Ratner, Vice Chair Kean-Ayub, Chair Branch Result:Carried (8 to 0) 4. PRESENTATIONS 4.1 Quarterly Automated License Plate Reader (ALPR) Program Update Captain Thunberg provided the quarterly report for the Automated License Plate Reader Program (ALPR). Pedro Rios, Chula Vista resident, spoke in opposition to ALPR Program specifics. Rudy Ramirez, Chula Vista resident, spoke regarding concerns with ALPR program. Norell Martinez, Chula Vista resident, spoke in opposition of this item and regarding concerns with ALPR program and investment in policing technology. Nancy Relaford spoke in opposition of this item and regarding concerns with ALPR program and the city's technology privacy policy effort. No action. 4.2 Update on Outreach and Housing Efforts for Unsheltered in Chula Vista Item continued to March meeting of the Human Relations Commission due to staff illness. 5. PUBLIC COMMENTS Margaret Baker, Chula Vista resident, submitted an electronic comment and Chair Branch read it aloud regarding community engagement concerns. Rudy Ramirez, Chula Vista resident, spoke regarding suggestions for the Commission to communicate its work. Nancy Relaford, Chula Vista resident, spoke regarding civic participation and meeting accessibility. Chair Branch requested to add on a future meeting agenda the issue of access to meetings, current technologies, and future plans for meeting accessibility. 3 6. ACTION ITEMS 6.1 Discussion and Updates From Ad-Hoc Subcommittees City Attorney discussed lawful forms of Ad-Hoc Subcommittees and suggested broader discussion at next meeting about subcommittees to refine objectives and duration. Margaret Baker, Chula Vista resident, erroneously submitted an electronic comment under this item meant for Item 7.1. Nancy Relaford, Chula Vista resident, spoke in favor of public safety subcommittees and thanked ALPR Ad-Hoc for their letter to City Manager. Norell Martinez, Chula Vista resident, spoke regarding housing issues and resource allocations. OTHER BUSINESS 7. STAFF COMMENTS Secretary Hernandez updated Commission on Library's efforts to promote Black authors during Black History Month and City Employee Spotlight. Additionally, after discussing the Bonita Vista High School incident where the school was tagged with the Police Department, they explained having sent out a Media Advisory requesting information or tips. Unfortunately, due the absence of cameras, there are no suspects to date. Anyone with information is encouraged to contact the Chula Vista Police Department. 7.1 Letter from City Manager, Maria V. Kachadoorian in Response to Commission's Letter Regarding the Automated License Plate Reader Program (ALPR) Margaret Baker, Chula Vista resident, submitted an electronic comment, which Chair Branch read aloud, regarding technology privacy policy effort. Norell Martinez, Chula Vista resident, spoke regarding concerns with City Manager letter and consultants advising on city's technology privacy policy effort. Rudy Ramirez, Chula Vista resident, spoke regarding privacy concerns on data collected by City. Commission discussion ensued and Chair Branch requested update on status of Police Advisory Commission, update on status of the Technology 4 and Privacy Task Force, and a report from the Chief of Police, or designee, at the April or May meeting of the Commission. Agendize discussion regarding technology and privacy policy community task force, recommendation of an HRC member on the police advisory commission, and role of the Commission with respect to the ALPR program. CHAIR'S COMMENTS Chair Branch encouraged everyone to donate blood in this time of great need. 9. COMMISSIONERS' COMMENTS Commissioner Ratner encouraged everyone to donate blood at Terra Nova - Blood Bank site. Commissioner Medina asked regarding Commission members' email accessibility and considering if office hours are possible to gauge more feedback from community. Commissioner Godinez thanked all public speakers. 10.
