The Council met ir. the Council Chambers at City Hall on the above date at
7 :O0 P.M. with the following Councilmen present:
Councilmen Rader~ Smith, DeGraaf, De~Volfe
Absent: Councilman Dillon
Also present: City Administrator Fulwiler, ~LUgmineer Floyds Planning Secretary

Payor DeGraaf led the salute to the flag.

It was moved by Councilman Smiths seconded by Co~mcJXman De¥(olfe~ and carried~
tb~t the minutes of the Council ~,geetings for August 13th and 27th be approved: copies
having been sent to each Councilman.
~,PUHLIC t~ARI}JG - Proposed rezoning of West side of Broadway bet, veen I and J Streets.
This being the time and place: as advertised, for a public hearipg on the pro-
posed rezonLng of the West side of Broadway between I ~d J Streets from R-1 to C-2s
~layor DeGraaf declared the hearing open and called for protests from the audience.
Several in the audience discussed the variance but there were no outright protests.
Mayor DeGraaf declared the hearing closed. The 31erk reported no rritten protests
were received. The Council took no action.
PUBLIC HEARING - Hilltop Highlands Amnexation
Th~s being the time and place, as advertised for a public hearing on t!~e pro-
posed Hilltop Highlands Annexations Mayor DeGraaf called upon those in the audience
wishing to be hear~. There being no one wishing to be heard, the l~ayor declared the
hearing closed. The Clerk reported that he had received protests fro~: owners of
~ll.6 % of the value of the territory proposed to be annexed.
It was moved by Councilman DeJ;olfe~ seconded by Councilman Smith, s~ud carrieds
that in as ?~ch as protests of ~.6 % were filed on the date of the hear~ g that no
further proceedgngs shall be helc~ for one year.

~LETTER OF RESIGNATION
A letter was read from O,A.~xelson, tendering his resignation from the
Planning Commission. It was moved by Councilman DeWolfe, seconded by ~ '

directed to write a letter of appreciation for his efforts and also those of his
u'ife for assistin~j in the library.
&~REQUEST FOR ?~AiVER OF BUSINESS LICEkS~ ~ FEE
A letter was read from the Opt~mist~ Club requesting that the Co~mcil waive
the license fee for the Circus they plan ~o sponsor, funds ~f which ~'~ere to go for
boys work.
It was moved by Councilman Rader, seconded by Councilman Smith, and carried,
that the City Attorney be directed to check the ordinance to o~e~ if there was a legal
way in which the fee could be waived and that the Club obtain permission from the
C~hief of Police for staging the event, the report to be ready for the next meeting~

A letter was read from the National City Nome Protective Lea~j~e, Inc. support-
~1 in:5 the Council in Sheir stand and action challenging the legality of the Bay Corridor.
LETTER OF T~J~MKS
A letter was read f~"om the Fletcher Hills Parent Teachers Association express-
lng appreciation to the local police department for assistance in escorting an air-
craft through the City en route te their school playgrounds.
~FFER OF NATIVITY FIGURES
A letter was read from the Catholic Daughters of America, Court of St.5~argaret,
offering to the City for display purposes a life size set of Nativity figures.
It waa moved by Councilman Smith, seconded by Councilman DeWolfe, and carried, that
a letter of acceptance and appreciation be sent to the organization for their
generous offer.
~?AY-AS-YOU-SEE TELE¥ISION
A letter was read from Skiatron TV, Inc. requesting advise as to the status of
an application they filed with the City for a franchise to operate a closed eireuit
TV system. It was moved by Councilman Smith, seconded by Councilman DeWolfe, and
c~arried, that a letter be sent to the firm informing them that the Council cared to
/take no action at this time.
~BID AWARDED FOR, .qOMPRESSOR
Bids from five companies were submitted for purchase of a 1~5 cfm compressor
for the sewer division, Sk,o00 having been budgeted for that purpose. It was moved
by Councilman Smith, seconded by Councilman De. Wolfe, and ca~ried, that the bid of
The Construction Machinery Co. for a Chicago Pneumatic be acceptod for %he total
cost price of $3898.5~. The motion carried by the following vote, to-~it: --

[//PLANNING CONSULTA~T ENGAGED FOR "E" STREET ZONING
Administrative Officer Fulwiler stated he had contacted three consultants on

the proposed "E" Street rezoning, one of whom would accept the job for $50 more than
was authorized by the Council.
It was moved by Councilman Smith: seconded by Councilman Rader, and carried~
that an additional $50 be added to the $500 authorized at the
mee ~lng of Au~mst 27th
and that the tot~ml amount be appropriated from the Planming fund. The motion
carried by the following vote, to-wit:

LETTER OF RESIGNATION - Councilman Dillon
Mayor DeGraaf read a letter from Councillor_sm Dillon tendering his resJgnatlon
from the Council effective in~nediately~ for reasons of poor health. It was moved
b,v Councilm&n Smith~ seconded by Councilman DeWolfe, and carried~ that the resi,~na-
tion be accepted and that a letter of appreciation for his service be sent.
It was agreed that appointment of a new co,mucilman ~ould be ~e].d over until
the meeting of October ~ 19_g7.
~REQUEST FOR ELI~D~ATION OF TRAFFIC ISLA}]~
Mrs. LaFon ~cKenz~e stated the traffic islana~ errect~d in fromt of her oroperty
at 102 ~nd 106 K Street had de-~,alued the property $1000 and she requested th~at the
island be taken out and a four way stop made at the intersection of First and K
Streets. The mat~er was referred to the Administrative Officer.
~D,RA,!~AGE PROBLEM AT ~ROAD'~fAY A~ ! STREETS
John Freeman stated there was a drainage problem connected with the proposed
improvement of the west slate of Proadway~ by property owners ~tween I and J Streets,
and asked if the drainage ditch could be run across I Street. ~[ayor DeGraaf suggest-
ed the Engi~leers ~ake up the drainage problem when Broadway ~s finally improved in
that block.
~'APPROPRIATION TO THE U~RBOR
Wes l~ohr~ Consultant on industrial development of the 2ay front~ requeste~ that
the Council make some assurance as to their plans to go a~ead with the l~ob~ Adams~
Pleurae plan for bay development in order that the Santa Fe RoRo will budget funds
for their part in the proposed development~ and that an appropriation to the
Harbor fund would go far to establish the sincerity of the Council to proceed with
the development. It was moved by Councilman Smith, seconded by Councilman Rader~
and carried, that $20~O00~be appropriated from the unappropriated surplus of the
general fund and transferred to the Harbor Fund. The motion carried b~ the follow-
ing vote, to-wit:

Councilman Rader stated that he would like placed on the agenda for the next
meeting the matter of the policy of the Council pertaining to rotating the position
of Mayor.

Mayor DeOraaf read a letter from .7.Ray Coyle~ representinf~ the South Bay
Irrigation District~ expressing regret upon the interpretation of the intent of a
Resolution adopted by the Soot~h Bay Irrigation District pertaining to San Dmeao
armexation in the South ~ay area and water problems.
