A letter was read from ?2~e Planning Commission recommending the appointment of Ed Cnlnan. It was moved by Councilman Smith~ seconded by Councilman DeWolfe: and carried: that the matter be held over until the next meeting. ~UEST FOR PURCHASE OF LOT '~A" ROSE VIE','~ SUBDIVISION A letter was read from L. T. Brewer a~d Fr,~mnk ~Jag,'~iora requesting that Lot "A" of Rose View Subdivision be deeded back to them who in turn would sell the so, ne to Oliver S. Abe. A letter was read from the Pla:ming Co,remission recormaending that the lot be retained by the City. It was moved by Councilman Smith~ seconded by Counc~lm,~n DeGraaf~ and carried: that no action be taken on the request. REQUEST TO RETAIY ~ACK TOP IN SIDE, MLK AR2{A Attorney Robert Andreen: representing A. W. Burnnarm: requested that the Council give permission to leave the asphalt: already installed contrary to ordinance~ in front of the premises at 330 Bay Blvd. He proposed to enter into a contract with the City whereby the asphalt would be replaced with concrete when Bay Blvd. is f_mproved. The City Attorney stated that the Council had no other choice than to require the asphalt to be removed. It ,Nas moved by Councilman Smit?b seconded by Councilman De~Yolfe~ and carried that 5!r. Burrmann be requested to remove the asphalt in front of bis premises at 330 Bay Blvd. RESOLUTION NO. 1982 - Approving tidelands lease with San Dieco Gas & Electric Co. Frank DeVote: of the Gas ~ Electric Co.:explained the ]_case in detail. PLICATION FOR Ci~D PDO~ LICENSE An application was read from Giles Phillips and To A. LcKenzie: Jr. to take o~r and operate the ca~J room at 2~9~ Broadway. The matter was referred to the Chief of Police for investigation and report to the Council. REPORT ON NEED FOR 5VO I~2TE~IEDIATE CLERKS IY POLICE DEPT. Administrative Officer Fulwiler repot±ed that after having talked with the Chief of Police on his need for Intermediate Clerks he would recommend that the Council approve the recommendation of the Civil Service Commission that the posit~on of Junior Clerk neu, budgeted fer the police department be reclassified !o Intel~:~,ediate Clerk~ with no additional appropriation of funds. It was moved by Councilman Smith: seconded by Councilman DeWolfe~ and carried, that the recommendation of the Civil Service Com~ss~on to recL ss~f~ the position of Junior Clerk in the Police Department to Inte~,ediate Clerk be approved. ~/~{~PORT OF ATTO.~fEY ON REQUEST FOR ~,'AI~E OF LICENSE FEE In response ~o a request from the Optimist Club to waive the business license fee for a circus they planned on sponsoring for the benefit of boys work an opinion of the City Attorney was read. It ;vas the Attorney's opinion that the Council was without power to waive the fee as requested bp the club. Dr. Oren Snit}~: president of the ~_ub withdrew his request. It was moved by Councilman Smith: seconded by Councilman Rader: ~md carried~ that Section 41 of Ordinance No. hO~ be reviewed for possfb]e redrafting. ~TE RAISE FOR SANITARY SERVICE APPROV7~) Adm~inistrative Officer Fu!l'~iler ~-esented a s~m:ary of the request of the Chula Vista Sanitary Service For a rate increase for services rendered, and an extension of their franchise. It was moved by CounciDaan Rader that the Council approve for the duration of the franchise a 2~ increase on both dwelling hot, scs and trailer spaces. The motion died for lack of a second° It was moved b~ ~ n~ ~ou ~klms~ DeTolfe, seconded by Co~mcil?~an Smith ~d carried, that the Ch~la V~sta Sanitary Service be authorized to charj, e a fee of $1.00 e~ch for trailer spaces and $1.!~0 for dwelling houses. CounciLman Rader proposed that Councilman De~7olfe be appointed ~ayor. Councilman De'7olfe declined stating he was in no position to accept at this Lime due to a pending hunting trip. Councilman Rader questioned the paying of the Y~ayor $7~j.80 for a triI~ to San Francisco to confer wJ th Attorney Generkl !~rown ~and asked that the matter be placed on the agenda for the next meeting.
