REGULAR MEETING OF THE SUSTAINABILITY COMMISSION
Meeting Minutes

1. CALL TO ORDER
A regular meeting of the Sustainability Commission of the City of Chula Vista was
called to order at 5:02 p.m. in Conference Room C-101 located in Council
Chambers, 276 Fourth Avenue, Chula Vista California.

4. PUBLIC COMMENTS
Edgar Garcia founder of Green Seed Investments presented his proposal for a
solar farm on the Salt Creek Golf Course property.
Carolyn Scofield shared and update on the NET Metering rollout
5. PRESENTATIONS
5.1 UPDATE ON NEM 3.0 COUNCIL RECOMMENDATION FROM
OCTOBER SUSTAINABILITY COMMISSION MEETING
Commissioner Baugh shared the final draft of the letter addressed to the
California Public Utilities Commission that will be presented to City
Council. A request to council will be made to send a letter or resolution to
the CPUC that encourages solar for all customers and develops a path for
energy storage.
5.2 ACTIVE TRANSPORTATION UPDATES IN CHULA VISTA
Principal Civil Engineer Rivera provided updates on the Chula Vista Active
Transportation Plan. He shared information on the Main street bike facility
improvements which includes pavement rehabilitation and pedestrian
improvements. The project is expected to be completed by next year. He
continued by sharing an update on the Shared Micro -Mobility Device
Program, the one permitted operator, Bird, has approximately 300 electric
scooter devices deployed citywide and city staff is reviewing the permit
application of a potential second operator requesting to deploy an
additional 200 electric scooters. He next updated commission on the 1-805
Palm Avenue to Main Street Bike Trail Project. Cal Trans has looked within
the property they have and they can fit a two directional bike trail that goes
over the Otay River and end on the 805 offramp at Palm Avenue or Main
Street. Cal Trans has submitted this project for approval and currently is in
the project approval and environmental document phase. If the project is
not approved and you do not want to ride on the freeway shoulder, cyclist
need to go Beyer Way or go through Otay Mesa. Construction for this
project is expected to begin in late 2024 and would take eighteen to

twenty-four months to complete. He concluded by sharing an update on
the Bike Lanes on Broadway Event that took place in October 2nd in
conjuction with Clean Air Day.
5.3 BEAUTIFY CHULA VISTA RECAP
Sustainability Specialist Sanchez presented on the eighteenth annual
Beautify Chula Vista event that took place on Saturday, October 23 from
8:30am to 12pm. There were two sites available for volunteers, Marina
View Park or Discovery Park. The event had a total of 232 volunteers, 40
cubic yards of mulch was spread, 18 trees planted, 3,970 pounds of trash
collected, and 2,000 square feet of graffiti was removed. He also shared a
breakdown of the items collected and ended his presentation with a video
of the event.

6. STAFF COMMENTS
Environmental Sustainability Manager Wisniewski thanked the commissioners for
their work on NEM 3.0. She shared that the Climate Emergency Declaration
would most likely would be presented to council in January.
Environmental Services Manager Medrano shared that in lieu of a December
meeting the commission will tour the landfill composting facility. He continues to
share that the Zero Waste Program had completed the approval process and
was to be presented to council in a December 7th meeting.
7. CHAIR'S COMMENTS
Chair Mathias shared that Republic Services will has started to deliver the green
waste bins and that the next clean up event will be taking place on the 4th of
December.
8. COMMISSIONERS' COMMENTS
Commissioner Richeson explained that the Wildlife Advisory Group (WAG) is
responsible for overseeing the environmental impact that new development along
the Bayfront might cause. Most recently the WAG presented two items, one is
the palm trees along the RV park and the second the staging area for the RV
park.
