SPECIAL MEETING OF THE HUMAN RELATIONS COMMISSION
Meeting Minutes
December 6, 2021, 6:00 p.m.

Present: Chair Branch, Commissioner Baber, Commissioner Felix, Vice
Chair Kean-Ayub, Commissioner Medina, Commissioner Ratner,
Commissioner Olaoye
Absent: Commissioner Martinez-Montes, Commissioner Godinez,
Commissioner Lake
Also Present: Marketing and Communications Manager Anne Steinberger,
Felipe Ladron de Guevara, Secretary, Adrianna Hernandez

1. CALL TO ORDER
A special meeting of the Human Relations Commission of the City of Chula Vista
was called to order at 6:04 p.m. in the Council Chambers, located in City Hall,
276 Fourth Avenue, Chula Vista, California.
2. ROLL CALL
Secretary Hernandez called the roll.
3. CONSENT CALENDAR

Seconded by Commissioner Baber

5. ACTION ITEMS
5.1 Consideration of a Letter to City Manager Maria V. Kachadoorian
and/or City Council Regarding the Automated License Plate Reader
Program (ALPR)
Moved by Vice Chair Kean-Ayub

Commissioner Medina read the letter into the record.

6. STAFF COMMENTS
6.1 Welcoming City Update
Marketing and Communications Manager Steinberger provided an update
on the Welcoming America investigation and conclusion.
7. CHAIR'S COMMENTS
Chair Branch wished everyone happy holidays and new year.
8. COMMISSIONERS' COMMENTS
Commissioner Baber expressed concern regarding ethics of technology and
sought feedback on the Commission's role and contributions to the topic.
Commissioner Medina expressed a desire to have the Commission meet with the
consultant involved in the Citywide Data Privacy Initiative and to distribute the
ALPR letter to consultant.

Commissioner Felix spoke regarding the Brew Bar incident and would like to
discuss what the Commission could do to create safe spaces and perhaps invite
the Manager of Brew Bar to the January meeting to listen to his concerns.
Commissioner Ratner would like to follow up on a press conference at Bonita
Vista High School regarding anti-Semitic graffiti. She would like to know what
actions were taken and if the Police Department found the perpetrators.
Vice Chair Kean-Ayub would like to know what the Police Department is doing
regarding the 415-Disturbing the Peace violations at Brew Bar and how CVPD is
documenting the incident.
Commissioner Olaoye would like to address concerns regarding traffic issues in
herneighborhood and staff will connect her with the City's Engineering
Department. Marketing and Communications Manager, Steinberger will provide
an update in January regarding city efforts during Black History Month.

The meeting was adjournedat 6:36 p.m.
