over reach, that will cost local

Most of Chula Vista s apartment
buildings were built in the "50's,
'60's and '70's. I disagree with any
proposal that would halt the
updating of this housing stock.
(Check with Naomi who does
apartment inspections for the City)
Tenants can move out of their
units anytime with just a 30 day
notice. During Covid, an owner has
not been able to give a notice to
vacate even for non‐payment of
rent. Normally an owner would
have to give a tenant in residence
for more than on year a 60 day
notice, 30 days more than they
give the landlord. Additionally, all
tenants being evicted are given
free legal advice by the Legal Aid
Society. Current Ca. Landlord
/Tenant laws are currently very
favorable to tenants rights with
the landlord bearing all of burden
of tenant turnover. This would be
clear if you every personally had to
do an unlawful detainer for non‐
payment of rent of any other court
issue. These costs are in the Oppose

I believe this ordinance will hurt
more than help tenants. Putting a
barrier between landlords and
tenants will result in landlord
taking aggressive measures faster.
Since communication is cut short,
tenants can't plead their case for
landlord to consider. Everything
will be done by the law and
paperwork and there will no
longer be a human interaction.
This will create more paperwork
for the landlord and force them to
be more diligent. This may help the
tenants in the short term but in
the long term, will be detrimental
to the landlord/tenant
relationship. Tenants will no longer
be a partner with the landlord but
will now become either an asset or

Landlords have rights too‐ they're
the ones taking the risk of owning

see that a vast majority of
landlords are trying to do what's
right, following the laws, and want
good tenants that will take good
care of their homes.

new rules will have on property
owners. There is already sufficient
avenues for tenants to file
complaints against property
owners. Tenants are protected
much more then property owners.
A large percentage of rental
property owners are Mum and
Dad investors not huge investment
companies and these new rules
will push those people out of the
market. The control of property
owned by landlords should always
be controlled by the owners not
the tenants. If a landlord wants to
upgrade a property or sell it why
are we taking away those rights or

few bad owners. Chula Vista will
punish everyone.
‐ Makes removing homes from the
rental market or demolishing a

I am speaking for homeowners of
4 properties or less, because many
families have more than 1 child.
How many of the calls reflect a win
in court? It has become popular to
gaslight homeowners or cry wolf.
This ordinance is not only unjust, it
is bias and discriminatory against
homeowners. To have a house and
allow strangers to live in it,
thousands were paid as down
payment, very good credit score
had to be provided, and
documentation that the income
from the property will not risk
defaulting on the loan. It feels as if
homeowners are being punished
for doing all that to lower the
payments to an affordable
amount. That investment is not
recuperated. A rental house is a
never ending work in progress.
Each time a tenant leaves repairs,
upgrades, and loss of rent takes
place. Cost of materials and labor
are through the roof. But it's not
enough, this ordinance expects

will create substandard living

Chula Vista has no data or research

responsible, fair and considerate.
This sledgehammer approach to
regulation is an attack on private
property rights and the dignity of
tenants and their neighbors.
The TPO makes upgrading older

impossible. Chula Vista has old
housing, improving property which
needs regular and at times

experiencing an increasing
numbers of evictions and
homelessness in our community.
We need stronger tenant

not stop landlords from evicting
tenants. Landlords have always

and was the staff Housing
Coordinator for the City of Chula
Vista a number of years ago. I also
worked for the County's Housing
Authority for over ten years and
built the several public housing
projects still being operated in the
Chula Vista. I have financed or
developed many housing projects
in Chula Vista. I spent my whole
career in affordable housing and in
the development of affordable
housing in the San Diego area and
throughout California. I continue
to act as a financial and
development consultant to local
affordable housing non‐profits and
serve on the Board of Directors of
a local non‐profit housing
management organization. I

I have a rental house with long‐
term tenants. Their rent is
significantly below market because
they have been good tenants and I
don't believe in jacking up the rent
every year. The tenants and I are
both happy.
So why do we need more
regulations? What's broke? This
proposal appears to be a political
response to a special interest
group. In my opinion, the proposal
will result in even fewer available
rentals because property owners
will be less anxious to convert their
homes into rentals. Knowing the
increased restrictions, investors
will look elsewhere to invest in
rental property.

cause the blighting of our city. A
property owner has no motivation
to maintain and improve their
property when the community
continues to strip them of their
private property rights. Tenants in
the state of CA have plenty of
protections in place without the

be an honor and a sense of pride.
Each year it become more
onerous, especially for

required this provision for these
same sets of housing providers. As
a provider of over 200 residential
units in Chula Vista, there are so
many protections for tenants in
place. Many tenants have
experienced ill effects from
problem tenants abusing local
ordinances to avoid being
removed from a property. The

and more. It was on a 3bed/2ba
house that would probably cost
$350k to build new, possibly more.
Using *any* percentage of a new

Oppose for the following reason:
‐‐.This whole effort sadly
distracts the City, the Housing
Advisory Committee and the City
Council from addressing "the
elephant in the Housing Room".
You should be laser‐focused on the
problem of inadequate rental
housing supply and the burgeoning
demand for more housing. The
City needs to identify each and
every way it can help the
development community bring on
more rental housing units to meet
demand. This is the only way to
truly protect tenants in Chula
Vista. More regulations means
less housing and the people you
most want to help will be hurt the
worst over the long run. The City
needs some staff, the HousingTask
Force and a City Council
Committee to be exclusively
dedicated and charged with the
task ofto coming up with each and
every technique possible tocreate
more housing. No amount of

In response to the new ordinances.
I am a single person who could not
afford to live in my home in 1999.
Instead of selling I 1031 exchanged
into 3 small rentals. I have never
had a good cash flow and still
don't. This is my only job and my
only income.
The costs of keeping the rentals in
good condition has skyrocketed;
i.e. taxes, supplies, roofs,
landcaping, plumbing, electrical,
repairs, water, tree trimming. All
of these service costs have
skyrocketed.
I have no more cash flow now than
I did in 1999. I do not have extra
funds for costly lawsuits, or to
place a former tenant in new
housing.
The new ordinances are not in line
with state law.
What incentives will landlords
have to provide clean safe housing.
Restrictive ordindances will force
owners to sell their properties and

Please support the proposed
tenant protections. As the cost of
housing continues to skyrocket,
tenants need more time to
relocate and more money. In order
to move to a new place tenants
need to be able to afford the first
month rent and deposit plus the
cost of moving. Providing them
with more time and money is not
only fair but it is the right thing to
do. The protections against
harassment are also very
important and is you are a good
landlord you should be supporting
this too. This ordinance will make
Chula Vista a safer and more

Due to extended pandemic,
renters need more protection
against unlawful evictions,
harrassment from corrupt
landlords and falsified statements
that end in eviction. I'm self

nearly 20 hours a day just to make

Reasons:
1.The City has not conducted any
real analysis of the issue. You
should NOT adopt an ordinance
without fully identifying the
breadth and depth of the problem‐‐
if one exists. To act before
knowing if there even is a problem
or the extent of a problem is
premature and ill‐advised.
2.Unintended Consequences.
Adding substantial cost on a unit
rehab will make that rehabilitation
less likely to occur. CVs housing is
old and needs repair. The TPO
hurts that effort..
3.Enforcement‐‐Proposing that
landlords be subject to criminal
charges and imprisonment is a
terrible message to send to the
many hundreds of dedicated
housing providers in the City of
Chula Vista. The tone of the
ordinance is objectionable. This
sends a chilling message from City
Hall, not just to owners, but to all
segments of the business

I support this ordinance! My family
was evicted for no fault several
years ago. This caused a huge
hardship for us. We were unable
to find a home in Chula Vista and
had to move to San Ysidro. This
really affected me in school and
had negative impacts on my
parents work. We went from
paying 1350 a month at the home
we lived in for 10 years to 2400 a
month. This forced my mom to get
another job and we had to invite
my uncle to live with us to help pay
the rent. If we had more time and
money to move it would have
made things a lot easier for us. Support

the Senior Attorney at Legal Aid
Society of San Diego. The
pandemic has not affected us all
equally. It has disproportionally
affected lower income households
and those paying the majority of
their income to rent.
If you are committed to preventing
displacement of your most
vulnerable residents, I am urging
the committee to support the
proposed Just Cause tenant
protections and anti‐harassments
ordinance. The projections do not
give more rights to "bad tenants"
or tenants not paying rent. The
protections are aimed at
preventing abuse from bad

Please register my opposition to
this hastily developed and
unnecessary ordinance.
Because of the actions of a few
bad apple housing providers, the
City is creating more red tape and
government busy work. Costly
lawsuits by tenants alleging
harassment will tie up resources
and court cases. Increased noticing
periods and relocation payments
create additional burdens and
operational hurdles for good
intenƟoned housing providers.
The creation of this ordinance has
been hurried and at the request of
City Council hearing from a handful
of residents who do not represent
the majority. Why create broad
brushed government solutions to a
problem that at best, is affecting a
handful of residents.

minimize the number of evictions
happening in our city.

now, even those good tenants

The pandemic cause some issues,
including landlords losing their
monthly income. Where can
landlords go for legal help? free
resources? No where.
Resources were made available to
low income families, some tenants
applied for help but some did not
for whatever reason. Those
tenants could not get evicted but
the landlord could not charge late
fees.
Shelters have their rules, no
drinking alcohol, no drugs, etc.
They are run by cities or
organizations. Why are landlords
being discriminated and punished
for providing long term housing
with more flexibility than shelters?
In most cases tenants are asked to
move, not necessarily though
eviction, because even thought
they paid the rent, they did not
take care of the house or moved in
additional people to the house.
