HomeMy WebLinkAboutReso 2022-004RESOLUTION NO. 2022-004 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING GRANT FUNDS IN THE AMOUNT OF $74,957 FROM THE STATE OF CALIFORNIA DEPARTMENT OF JUSTICE, OFFICE OF THE ATTORNEY GENERAL, TOBACCO GRANT PROGRAM, APPROVING MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND CALIFORNIA DEPARTMENT OF JUSTICE, AND APPROPRIATING SAID FUNDS TO THE POLICE GRANTS SECTION OF THE STATE GRANTS FUND WHEREAS, the City of Chula Vista (City) is interested in participating in the Tobacco Grant Program, which is made available through the California Healthcare, Research and Prevention Tobacco Tax Act of 2016 (Proposition 56) and administered by the California Department of Justice (DOJ) to support local efforts to reduce the illegal sale of tobacco products to minors in the City; and WHEREAS, following the City’s submittal of a proposal to the Program, the State of California DOJ offered to award $74,957 for the grant term beginning December 1, 2021, and ending on June 30, 2025; and WHEREAS, grants funds from the California Department of Justice Tobacco Grant Program will be used for overtime costs related to tobacco enforcement operations, supplies that will assist with the operations, pamphlets/handouts for diversion and retailers, and administrative fees to cover overhead costs; and WHEREAS, the City Manager is hereby authorized, on behalf of the City, to accept grant funding in the amount of $74,957 from the State of California Department of Justice and is authorized to execute the grant documents relating to the Tobacco Grant Program; and WHEREAS, grant funds received hereunder shall not be used to supplant ongoing law enforcement expenditures. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it accepts $74,957 from the State of California Department of Justice, Office of the Attorney General, Tobacco Grant Program and appropriates $68,388 to personnel services, $3,000 to supplies and services and $3,569 to the Other Expenses category of the Police Grants Section of the State Grants Fund. BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it approves the Memorandum of Understanding between the City and California Department of Justice for the Tobacco Grant Program, in the form presented, with such minor modifications as may be required or approved by the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk, and authorizes and directs the City Manager and Chief of Police to execute same.
