As mentioned in your letter, in April of 2021, City Council approved the continuation of the ALPR Program along with severalrecommendedchangesincluding that,The \[Police\] Department will provide quarterly updates to the Human Relations Commission on the ALPR program.The recommendations, and more broadly, the role and responsibilities of the Commission, are set forthand amendedby the City Councilwho after receipt of your letter, will be discussing the matter at their meeting on January 25, 2022. While the data collected by the ALPR is confidential and not available for vetting or public review, the Police Department is happy to provide quarterly updatesof publicly available dataand appreciates the feedback this Commission and members of the public provide regarding their efforts. All input is given careful consideration and helps inform the work of the Department. I would like to share thatin response to a referral made by City Council, a reportwill be coming back with a framework to establish a Police Community Advisory Commissionthat will report directly to the City Council and advise them on community police matters.We anticipate this body will be composedof members with expertise in fields such as technology and will provide review of Police Department programs and policies including, but not limited to, the ALPR Program. it relates to ALPR updates oncethe new commission is established and seated. Additionally, the City is planning to hirea consultant to updatethe City Council on our Smart City efforts and assist us in developing a data privacy policy that will guide our work in relation to the use oftechnology in various city departments including the Chula Vista Police Department. COMMISSIONERS' COMMENTS Commissioner Baber expressed concern regarding ethics of technology and sought feedback on the Commission's role and contributions to the topic. Commissioner Medina expressed a desire to have the Commission meet with the consultant involved in the Citywide Data Privacy Initiative and to distribute the ALPR letter to consultant. 1/27/2022 HRC Agenda Page 6 of 14 3 Commissioner Felix spoke regarding the Brew Bar incident and would like to discuss what the Commission could do to create safe spaces and perhaps invite the Manager of Brew Bar to the January meeting to listen to his concerns. Commissioner Ratner would like to follow up on a press conference at Bonita Vista High School regarding anti-Semitic graffiti. She would like to know what actions were taken and if the Police Department found the perpetrators. Vice Chair Kean-Ayub would like to know what the Police Department is doing regarding the 415- Disturbing the Peace violations at Brew Bar and how CVPD is documenting the incident. Commissioner Olaoye would like to address concerns regarding traffic issues in her neighborhood and staff will connect her with the City's Engineering Department. Marketing and Communications Manager, Steinberger will provide an update in January regarding city efforts during Black History Month. 9.
