Petrina Branch, Chair
Human Relations Commission
Dear Chair Branch:
I received your letter regarding the Human Relations Commission’s (HRC) role in receiving quarterly
Automated License Plate Reader Program (ALPR) updates from the Chula Vista Police Department (CVPD).
As mentioned in your letter, in April of 2021, City Council approved the continuation of the ALPR Program

broadly, the role and responsibilities of the Commission, are set forth and amended by the City Council who
after receipt of your letter, will be discussing the matter at their meeting on January 25, 2022.
While the data collected by the ALPR is confidential and not available for vetting or public review, the Police
Department is happy to provide quarterly updates of publicly available data and appreciates the feedback this
Commission and members of the public provide regarding their efforts. All input is given careful consideration
and helps inform the work of the Department.
I would like to share that in response to a referral made by City Council, a report will be coming back with a

and advise them on community police matters. We anticipate this body will be composed of members with
expertise in fields such as technology and will provide review of Police Department programs and policies
including, but not limited to, the ALPR Program. This could provide an opportunity to address the HRC’s role as
it relates to ALPR updates once the new commission is established and seated.
Additionally, the City is planning to hire a consultant to update the City Council on our Smart City efforts and
assist us in developing a data privacy policy that will guide our work in relation to the use of technology in
various city departments including the Chula Vista Police Department. The development of this policy will be
comprehensive and thorough with opportunities for community input and engagement. I look forward to the
HRC participating in this process.
Thank you for your work on the Human Relations Commission and your dedication to Chula Vista.
