CONSENT CALENDAR (items 3.1 through 3.2) The Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Commissioner, member of the public, or staff requests that an item be removed for discussion. APPROVAL OF SPECIAL MEETING MINUTES OF DECEMBER 8, 2021 Recommended Action: Commission approve minutes 3.2. WRITTEN COMMUNICATIONS Communication from Commissioner Hoyos requesting an excused absence from the December 8, 2021 Housing Advisory Commission meeting. Recommended Action: Commission approve absence 4. PUBLIC COMMENTS Persons may address the Commission on any subject matter within the Commission's jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Commission may schedule the topic for future discussion or refer the matter to staff. CONSIDERATION OF RECOMMENDING ADDING A PROPOSED TENANT PROTECTION ORDINANCE TO THE CHULA VISTA MUNICIPAL CODE In response to a 10126121 Council referral and stakeholder input, staff has drafted an ordinance to address additional tenant protections related to just cause terminations, removal from the rental market and anti-harassment in Chula Vista. Recommended Action: Commission review Attachment 2, hear the presentation and provide an advisory recommendation to City Council. 2022-01-19 HAC Agenda Page 2 of 3 5.2. CONSIDERATION OF RECOMMENDING PROPOSED "THE RESIDENCES AT ESCAYA!'AND "CASALAGO EASTLAKE"WORKFORCE HOUSING PROJECTS Commission will consider joining the CMFA Joint Powers Authority to enable financing the existing 239-unit The Residences at Escaya apartment complex at 1925 Avenida Escaya (91913) and the CSCDA Joint Powers Authority to enable financing the existing 427-unit CasaLago Eastlake apartment complex at 2816 Cielo Circulo (91915) to convert to a moderate-income rental community.
