HomeMy WebLinkAboutcc min 1966/03/15 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday March 15, 1966 A regular meeting of the City Council was held in the Council Chambers on the above date at 7:00 P.M. with the following Councilmen present: Councilmen McAllister, Anderson, McCorquodale, Sparling Absent: Councilman McMains Also present: City Engineer Cole, City Attorney Lindberg, Administrative Officer Ross, Director of Planning Warren, Assistant Adminis- tratiue Officer Stenberg Mayor Anderson led the pledge of allegiance to the Flag. Invocation was given by Rev. Robert L. Jones of the First Christian Church. ~/~HESENTATION OF UNITED COMMUNITY SERVICE CITATIONS Mayor Anderson presented certificates to representatives of the Fire Department, Planning Department, City Attorney's Office and the Admin- istrative Office for having participated 100% in the 1966 United Community Services fund drive. APPROVAL OF COUNCIL MINUTES It was moved by Councilman Sparling, seconded by Councilman McCor- quodale, and carried that the minutes for the Council meeting of March 8, be approved, copies having been sent to each Councilman. RESOLUTION NO. 4015 - Approving tentative dividing line for Planning purposes concerning future annexations Offered by Councilman Sparling, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, McAllister, Anderson, McCorquodale Noes: None Absent: Councilman McMains RESOLUTION NO. 4016 - Approving extension of time on Conditional Use Permit- North Park Mortgage Company, 122 Oxford Street Offered by Councilman McCorquodale, passed and adopted by the fol- lowing vote, to-wit: AYES: Councilmen McCorquodale, Sparling, McAllister, Anderson Noes: None Absent: Councilman McMains ~/'TENTATIVE MAP OF LOMAVERDE SUBDIVISION It was moved by Councilman Sparling, seconded by Councilman McCor- quodale, and carried that action on this item be held over one week for fur- ther study by the staff on the alignment of Orange Avenue and report to the Council. b/MODIFICATION OF GOLF COURSE CLUBHOUSE AUTHORIZED Administrative Officer Ross reviewed the written report, submitted to the Council by the Director of Parks and Recreation dated March 10, 1966, recommending certain modifications be made to the clubhouse building at the Municipal Golf Course. It was moved by Councilman Sparling, seconded by Councilman McAllis- ter, and carried that the City Attorney be directed to prepare for the next meeting, the necessary resolution for the appropriation of $10,000 to cover cost of remodeling the clubhouse, said amount to be repaid to the general fund from revenues derived from the restaurant and bar. ~/LETTER OF RESIGNATION A letter was read from Richard McElligott tendering his resigna- tion from the Safety Council. It was moved by Councilman Sparling, seconded by Councilman McCorquodale, and carried that the resignation be accepted with regret and a letter written thanking him for his service on the Safety Council. REQUEST FOR ZONING OF FLOODWAY FOR THE SWEETWATER RIVER FLOOD CONTROL PROJECT A letter was read from the County Board of Supervisors requesting that the City cooperate and coordinate with the Department of Special District Services to take steps to zone the floodway for the Sweetwater River Flood Control Project with the incorporated area of the flood channel. Referred to Administrative Officer Ross. DATE SET FOR COUNCIL CONFERENCE Mayor Anderson set Monday, March 21 at 3:30 P.M., as the time for a Council Conference to discuss architectural control. ~?DISAPPROVAL EXPRESSED TO COUNCIL'S ADOPTION OF RESOLUTION NO. 4015 Mr. Robert Henschel, President of Sweetwater Valley Civic Associa- tion, expressed disapproval to Council action adopting Resolution No. 4015. The resolution approved the recommendations of representatives of National City and Chula Vista pertaining to future annexation boundaries of both cities and directs that the Planning Commission appoint two of its members to serve with two members from National City on a joint advisory conm~ittee to assist in planning for future annexations by both cities. Mr. Henschel was of the opinion the Sweetwater Valley area should have representation on the committee. Administrative Officer Ross suggested that whenever a meeting is to be held by the Advisory Committee, Planning Director Warren contact the Planning Director in National City and see if there is any objection to in- viting a representative from the valley area to the meeting. MISS CHULA VISTA PAGEANT Mr. Jack Sylvester, President of the Junior Chamber of Commerce, announced that the Miss Chula Vista pageant will be held at Southwestern College on Friday, March 18, at 8:00 P.M. and invited all to attend. Uo S, MARINE CORPS BAND CONCERT Mayor Anderson announced that a concert by the U. S. Marine Corps Band would be held next Tuesday night from 7;00 P.M. to 8:00 P.M. at Castle Park and urged all citizens to attend. ACTION OF LOCAL AGENCY FORMATION COMMISSION DISAPPROVED Councilman McCorquodale expressed concern over action taken by the Local Agency Formation Commission whereby they approved the annexation to National City of all the old National City Airport site to National City even though both cities, at a joint meeting, had indicated the proposed Flood Control Channel should be the logical boundary between the two cities. Disapproval was expressed over the high-handed way the Co~nission ignores staff and City recommendations and desires. Councilman McCorquodale asked if some legislation could be enacted to curtail the power of the Commission. It was moved by Councilman McAllister, seconded by Councilman Mc- Corquodale, and carried that a letter be written in the name of the Council to the LoSal Agency Formation Commission stating the Council's disapproval of the action the Commission has taken on the National City Airport Annexa- tion, and that copies of the letter be sent to our State Legislators. ADJOURNMENT Mayor Anderson adjourned the meeting at 7:55 P.M. sine die. City Clerk
