HomeMy WebLinkAboutcc min 1966/04/12 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday April 12, 1966 A regular meeting of the City Council was held in the Council Chambers on the above date at 7:00 P.M. with the following Councilmen present: Councilmen McMains, McAllister, Anderson, McGorquodale, Sparling Absent: None Also present: City Engineer Cole, City Attorney Lindberg, Administrative Offi- cer Ross, Director of Planning Warren, Assistant Administrative Officer Stenberg Mayor Anderson led the pledge of allegiance to the Flag, followed by a moment of silent prayer. APPROVAL OF COUNCIL MINUTES It was moved by Councilman Sparling, seconded by Councilman McMains~ and carried that the minutes for the Council meeting of April 5, be approved, copies having been sent to each Councilman. PUBLIC HEARING (continued) - Appeal of Simon and Rose Aardema to Planning Com- mission action denying rezoning from R-1 (single-family residence) ~ to R-3 (multiple-family residence) property located at the north- ~/ west corner of Second Avenue and Palomar Street This being the time and place, as specified, for the continuation of a public hearing on the appeal by Simon and Rose Aardema to Planning Commission denial of rezoning from R-3 to R-1 on property located at the northwest corner of Second Avenue and Palomar Street, Mayor Anderson declared the hearing open. Since no one was in attendance at this time to speak for the appeal, it was moved by Councilman McMains, seconded by Councilman Sparling, and carried that the hearing be held open and continued as the last item on this agenda. ORDINANCE NO. 975 - Amending the City Code relating to electrical and plumbing installation by property owners - First reading After some discussion, it was moved by Councilman Sparling, seconded by Councilman McAllister, and carried that Section 12.8(a) of the City Code be amended to read "upon his place of residence (single-family dwelling only)", and that the ordinance, as amended, be placed on its first reading, with read- ing of the text waived. The motion carried by the following vote, to-wit: AYES: Councilmen Sparling, McMains, McAllister, Anderson, McCorquodale Noes: None Absent: None ORDINANCE NO. 973 - Amending Chapter 19 of the City Code relating to regulation of motor vehicle traffic - Second reading and adoption It was moved by Councilman McAllister, seconded by Councilman McCorquo- dale, and carried that Ordinance No. 973 be placed on its second reading, that reading of the text be waived and the ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen McAllister, Anderson, McCorquodale, Sparling, McMains Noes: None Absent: None ORDINANCE NO. ~4 - Regulating traffic on public streets and highways in the City and providing for designation of certain areas as per- mit parking areas - Second reading and adoption It was moved by Councilman McMains, seconded by Councilman Sparling, and carried that Ordinance No. 974 be placed on its second reading, that reading of the text be waived and the ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen McMains, McAllister, Anderson, McCorquodale, Sparling Noes: None Absent: None RESOLUTION NO. 4038 - Authorizing Business License Inspector to represent the City in Small Claims Court actions Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Anderson, McCorquodale, Sparling, McMains Noes: None Absent: None RESOLUTION NO. 4039 - Endorsing Propositions "V" and '~" (water issues) on June primary ballot Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Anderson, McCorquodale, Sparling, McMains Noes: None Absent: None RESOLUTION NO. 4040 - Accepting grant deed of easement for drainage purposes from San Diego Trust and Savings Bank Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Anderson, McCorquodale, Sparling, McMains Noes: None Absent: None RESOLUTION NO. 4041 - Accepting bids, awarding contract and appropriating funds Offered voter to-wit: AYES: Noes: Absent: for the Chula Vista Recreation Center gymnasium floor replacement by Councilman Sparling, passed and adopted by the following Councilmen Sparling, McMains, McAllister, Anderson, McCorquodale None None RESOLUTION NO. Offered vote, to-wit: AYES: Noes: Absent: 4042 - Proclaiming week of April 18-23, 1966, as National Library Week by Councilman McCorquodale, passed and adopted by the following Councilmen McCorquodale, Sparling, McMains, McAllister, Anderson None None P. ESOLUTION NO. 4043 - Appropriating funds for Chief of Police to attend National Institute on Police and Community Relations - Michigan State University Offered by Councilman McAllister, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Anderson, McCorquodale, Sparling, McMains Noes: None Absent: None REPORT ON APPLICATION FOR ON-SALE, GENERAL LIQUOR LICENSE - Premises at 674 "H" Street Administrative Officer Ross stated that he had received a report from the Police Department in which they recommended that a protest be made to the transfer of an on-sale, general liquor license from a Poway location to premises at 674 "H" Street. Mr. Stacey Sullivan, Attorney representing Mr. Gale R. Traver, owner of the property and proposed restaurant, spoke in favor of the transfer, pointing out it was for an on-sale general bona fide public eating place license. After further discussion with assurance given there would be ample parking facilities, it was moved by Councilman Sparling, seconded by Councilman McAllister, and carried that no further action be taken. /PORT ON USE OF COURT OVERTIME BY POLICE DEPARTMENT Administrative Officer Ross reported that due to the drastic increase in court overtime used by the Police Department since the transfer of much of the court activities to San Diego, the court overtime payroll account has been depleted. It was moved by Councilman McAllister, seconded by Councilman Spar- ling, and carried that the amount of $2,400.00 be transferred from the salary account to the court overtime account to cover the cost of court overtime pay- ment for the balance of the fiscal year. PUBLIC HEARING (continued) - Appeal of Simon and Rose Aardema to Planning Com- mission action - Carried and held open from the first part of this agenda Mayor Anderson stated that the hearing was still open on the appeal by Simon and Rose Aardema to Planning denial of rezoning from R-3 to R-1 on prop- erty located at the northwest corner of Second Avenue and Palomar Street. There still being no one in attendance to speak for the appeal, it was moved by Coun- cilman McAllister, seconded by Councilman McMains, and carried that this hear- ing be continued one week. ,REPORT ON STORM IN GENERAL ROCA, ARGENTINA Mrs. Ruth Hyde, Chairman of the Sister City Commission, reported she had received word that Chula Vista's Sister City, General Hoca, Argentina, had suf- fered a recent severe storm with extensive damage due to flooding and mud slides. At a special meeting of the Commission, it was voted to take $100.00 from the Sister City budget and send to the people of General Roaca to help where most needed. She stated any help either Council-wise or community-wise that can be given would be most appreciated. Mrs. Hyde or Commission Treasurer Ted Goff may be contacted if help can be given, and anyone wishing to donate funds, these may be brought to the Civic Center. It was moved by Councilman McCorquodale, seconded by Councilman McAllister, and carried to take whatever official action is appropriate to notify the local service clubs of this problem and that any help which can be given will be appreciated. It was moved by Councilman Mc. Al- lister, seconded by Councilman Sparling, and carried that the Administrative Officer bring recommendations to the Council next week as to what the City can do in the way of providing funds for the General Roca ~itizens. INVITATION TO CHAMBER OF COMMERCE BOARD OF DIRECTORS MEETING Dick Brown, President of the Chula Vista Chamber of Commerce, extended an invitation to all Councilmen to the Board of Directors meeting Thursday, April 14, at 12 noon, honoring Councilman McMains who is retiring from the City Council. Mayor Anderson adjourned the meeting at 8:10 P.M. sine die. Clerk
