CITY OF CHULA VISTA~ CALIFORNIA
Held Tuesday
May 10, 1966
A regular meeting of the City Council was held in the Council Chambers
on the above date at 7:00 P.M. with the following Councilmen present:
Councilmen Sylvester, Anderson, McAllister, McCorquod~le, Sparling
Absent: None
Also present: City Engineer Cole, City Attorney Lindberg, Administrative
Officer Ross, Planning Director Warren, Assistant Administrative
Officer Stenberg
Mayor McAllister led the pledge of allegiance to the Flag, followed by a
moment of silent prayer.
APPROVAL OF COUNCIL MINUTES
It was moved by Councilman Sparling, seconded by Councilman McCorquo-
dale, and carried that the minutes for the Council meeting of May 3, be approved,
copies having been sent to each Councilman.
~/CERTIFICATES PRESENTED FOR HONORS RECEIVED IN MAYTIME BAND REVIEW
Certificates of recognition to Senior High School and Junior High School
bands and marching units for honors received in the 1966 Maytime Band Review
were presented to the following band directors by Mayor McAllister: William
Padelford, Hilltop High School; Charles Harris, Chula Vista High School; Victor
Daluiso, Castle Park High School; David Greeno, Hilltop Junior High School;
Floyd Grant, Chula Vista Junior High School, and John Cusack, Castle Park Junior
High School.
PUBLIC HEARING - Proposed Annexation of Sweetwater Valley Annexation No. 2
This being the time and place, as advertised, for a public hearing on
the proposed Sweetwater Valley Annexation No. 2, Mayor McAllister declared
the hearing open. No one wishing to be heard either for or against ~he annex-
ation and the Clerk having received no written cormnunications, the Mayor de-
clared the hearing closed.
ORDINANCE NO. 983 - Approving Annexation of Sweetwater Valley Annexation No. 2 - First reading
It was moved by Councilman Sparling, seconded by Councilman Anderson,
and carried that Ordinance No. 983 be placed on its first reading and that
reading of the text be waived. The motion carried by the following vote,
to-wit:

ORDINANCE NO. 980 - Approving proposed rezoning of certain properties from R-1
~C-1-D to C-N - Second reading
It was moved by Councilman Anderson, seconded by Councilman Sparling,
and carried that Ordinance No. 980 be placed on its second reading, that read-
ing of the text be waived and the ordinance adopted. The motion carried by
the following vote, to-wit:

ORDINANCE NO. 981 - Amending City Code relating to control of display of
political signs - Second reading
It was moved by Councilman Sparling, seconded by Councilman Sylvester,
and carried that Ordinance No. 981 be placed on its second reading, that read-
ing of the text be waived and the ordinance adopted. The motion carried by
the f~llowing vote, to-wit:

LETTER OF APPRECIATION
A letter was read from F. Ishimine, teacher, expressing appreciation
for hospitality extemded om BE-EB Day.
~/~'PROTEST TO PROPOSED HOTEL-MOTEL ROOM AND CIGARETTE TAX
A letter was read from Mr. Edgar B. Culnan expressing opposition to
the proposed levy of a tax on hotel and motel rooms and also on cigarettes.
REQUEST FOR CLARIFICATION OF PARKING SITUATION ON FOURTH AVENUE AT YMCA
BUILDING
A letter was read from Gerald L. Nutter, Executive Secretary of the
South Bay YMCA urging that the Council take action to clarify the parking
situation southbound on Fourth Avenue irmmediately in front of and adjacent
to the South Bay YMCA building in General Roca Park. Referred to Administra-
tive Officer Ross.
TURFING OF ONE LITTLE LEAGUE BALLFIELD AT HARBOREIDE RECOMMENDED
A letter was read from the Park and Recreation Commission recommend-
ing that the City undertake the turfing of one Little League ballfield at
Harborside Elementary School playground. Mayor McAllister suggested that
the matter be brought back to the Council on a later agenda.
COUNCIL CONFERENCE SET
Mayor McAllister set Monday,~May 16 at 3:30 P.M. as the time for a
Council Conference to discuss the proposed hotel-motel room tax and cigarette
tax.
DATES ANNOUNCED FOR BUDGET SESSIONS
It was decided that the Council would meet in budget session on Tues-
day, Wednesday and Thursday, May 17 through the 19, from 9:00 A.M. to noon
and from 2:00 P.M. until 5:00 P.M. each of the days.
~."METHOD FOR SETTING UP BOARD OF APPEALS REQUESTED
Mayor McAllister requested that the Administrative Officer and City
Attorney bring back at a future date the method by which a Board of Appeals
is set up, as is authorized in Section 204 of the Uniform Building Code.
ADJOURNMENT
Mayor McAllister adjourned the meeting at 7:40 P.M., sine die.
