OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA, CALIFORNIA
Held Thursday May 26, 1966
An adjourned regular meeting of the City Council of the City of Chula
Vista was held at 9:00 A.M. on the above date with the following Councilmen
present: Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling
Absent: None
Also present: Chief Administrative Officer Ross, Assistant Administrative
Officer Stenberg, Finance Officer grant
BUDGET SESSION - Salary Recommendations
The Council began its review of the proposed salary recommendations for
the 1966-67 budget and minute action was taken in the following sequence:
(1) It was moved by Councilman McCorquodale, seconded by Councilman
Anderson, and carried that a feasibility study be initiated by the Administra-
tive Officer during the next fiscal year on the possibility of adding Social
Security to the retirement program for miscellaneous employees.
(2) It was moved by Councilman Sparling, seconded by Councilman Sylves-
ter, and carried that a complete review be made of possible alternate medical
plans and evaluation of the City's full payment of such a medical plan at the
termination of the City's present contract for medical insurance coverage.
(3) It was moved by Councilman Sparling, seconded by Councilman McCor-
quodale, and carried that the Council accept and approve the recoranendation of
the Chief of Police for a two and one-half per cent (2~7o) pay differential for
Patrolmen and Sergeants in the Investigative Division of the Police Department.
(4) It was moved by Councilman McCorquodale, seconded by Coumcilman
Sparling, and carried that the following action be approved:
a. Retitle "Laborer" classification to '~aintenance Man".
b. Retitle "Skilled Laborer" classification to "Senior Main-
tenance Man".
c. Delete the class of "Rod and Chainman". The classification
of "Rod and Chainman" is no longer being used. The e~ployee
who held the one position of this class has transferred to
another position several months ago and, therefore, deleting
this class will not affect any existing employee.
(5) It was moved by Councilman Sparling, seconded by Councilman Sylves-
ter, and carried that the Council adopt the Civil Service Commission recommen-
dations as they relate to the City's Compensation and Classification Plan, and
as amended by the Chief Administrative Officer.
(6) It was moved by Councilman McCorquodale, seconded by Councilman
Sparling, and carried that the following percentage pay increases be approved
for four of the City's non-classified positions:
a. Executive Secretary - 5%
b. City Librarian - 7~7o
c. Finance Officer - 10%
d. City Attorney - 10%
(7) It was moved by Councilman Sparling, seconded by Councilman Sylves-
ter, and carried that the Council approve a ten per cent (10%) salary increase
for the Chief Administrative Officer for the 1966-67 fiscal year.
(8) It was moved by Councilman Sparling, seconded by Councilman ~ylves-
ter, and carried that the Council set Tuesday, June 14, 1966, as the date for
the public hearing on the proposed 1966-67 budget.
(9) It was moved by Councilman Sparling, seconded by Councilman McCor-
quodale, and carried that the Council accept and approve the Clerical Classi-
fication Survey as recormnended by the Civil Service Commission.
Mayor McAllister adjourned the meeting at 11:00 A.M. until 7:00 P.M.,
Tuesday, May 31, 1966.
