HomeMy WebLinkAboutcc min 1966/05/31 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday May 31, 1966 An adjourned regular meeting of the City Council was held in the Council Chambers on the above date at 7:00 P.M. with the following Councilmen present: Councilmen Sylvester, Anderson, McAllister, Sparling Absent: Councilman McCorquodale Also present: City Engineer Cole, City Attorney Lindberg, Administrative Officer Ross, Planning Director Warren, Assistant Administrative Officer Stenberg Mayor McAllister led the pledge of allegiance to the Flag. Invocation was given by Rev. Charles A. Miller of the First Church of God. APPROVAL OF COUNCIL MINUTES It was moved by Councilman Sparling, seconded by Councilman Anderson, and carried that the minutes for the Council meeting of May 17, be approved, copies having been sent to each Councilman. ~/.-PUBLIC HEARING (continued) - Amending Resolution No. 3471 relative to rates for ambulance service This being the time and place, as designated, for the continuation of a public hearing on a request from Bay Cities Ambulance Service and Crawford Ambulance Service for approval to increase ambulance rates in the City~ Mayor McAllister declared the hearing open. Mr. Steve Ballard~ owner of Bay Cities Ambulance Service, stated he would like to have the hearing continued for one more week due to the fact that a meeting of the Ambulance Association of Amer- ica is to be held in San Francisco this coming week end at which time discuss- ion will be held relative to ambulance rates and he would have more information for the Council in time for the next meeting. Mr. Earl Crawford, former owner of Acme Ambulance Service, stated he had received a letter from Congressman Lionel Van Deerlin in which he pointed out at this time there were no allevia- tions from the new ruling regarding ambulances and that it was in force. He was requested to have copies of this letter made for the Council. Mr. Lowell Crawford, c~ner of Crawford Ambulance Service, stated likewise, he was aware of the meeting in San Francisco this week end but would like to know as soon as possible the Council's decision on rates. He also said he had received in lengthy book form from Congressman Bob Wilson the new ruling regarding ambu- lances. Mr. Sanferd Michelson, Senior Investigator of the Wage and Hour Divi- sion, U. S. Department of Labor, was questioned about the new ruling. He stated the law would be enforced in this area until they hear otherwise, as the ambulance business is definitely classified interstate con~erce and not considered a local business. It was moved by Councilman Sparling, seconded by Councilman Anderson, and carried that this hearing be continued for one more week. ORDINANCE NO. 984 - Approving Poggi Canyon Annexation - Second reading It was moved by Councilman Anderson, seconded by Councilman Sparling, and carried that Ordinance No. 984 be placed on its second reading, that reading of the text be waived and the ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen Anderson, McAllister, Sparling, Sylvester Noes: None Absent: Councilman McCorquodale ORDINANCE - Amending Chapter 30 of the City Code imposing a tax on distributing cigarettes within the City of Chula Vista and providing for collec- tion thereof - First reading It was moved by Councilman Sparling, and seconded by Councilman Sylvester to place this ordinance on its first reading and that reading of the text be waived, but failed to carry by the following vote to-wit: AYES: Councilmen Sparling, Sylvester Noes: Councilmen Anderson, McAllister Absent: Councilman McCorquodale Councilman McAllister spoke against any extra taxes at this time as he feels there is a question of need for these revenues now. Councilman Sparling spoke in favor of this tax as extra space will be needed in various departments of the City in a very few years and would like to see a building fund started. Councilman Sylvester spoke in favor of the tax as he feels recreational facili- ties are somewhat inadequate, especially in the southeastern section of the City. It was moved by Councilman Sparling, seconded by Councilman Sylvester and carried that this item be placed on the Council agenda for next week's meeting, when a full Council is in attendance. ORDINANCE - Amending Chapter 30 of the City Code imposing a Hotel-Motel tax within the City of Chula Vista and providing for collection thereof First reading It was moved by Councilman Sparling, seconded by Councilman Anderson and carried that this item likewise be held over for one week. PUBLIC HEARING SET ON APPEAL BY AYE GEE CORPORATION - Denying portion of variance request at B J Ranchmart on Third Avenue It was moved by Councilman Sparling, seconded by Councilman Anderson, and carried to grant the request for a public hearing on June 21 relative to a vari- ance request by Aye Gee Corporation. ~wz~IEQUEST TO MOVE BUILDING TO 720 BROADWAY It was moved by Councilman Sparling, seconded by Councilman Sylvester, and carried that approval be given to Mr. R. Daily to move a building from storage lot to 720 Broadway, subject to the conditions specified by the Build- ing Department. i/APPOINTMENT OF COUNCIL MEMBER TO PARK-SCHOOL COI~ITTEE It was moved by Councilman Sparling, seconded by Councilman Anderson, and carried that Councilman Sylvester be appointed to the Park-School Committee to fill the vacancy created by former Councilman McMains. p~REPORT FROM SISTER CITY COMMISSION - Flood Relief funds for General Roca Mrs. Ruth Hyde, Chairman of the Sister City Commission, read a letter from Mr. Snowden Chambers, Program Advisor, Offices of Private Cooperations, United States Information Agency, expressing his thoughts and appreciation for the fine work done in Chula Vista towards aid for the flood victims of General Roca. It was moved by Councilman Sparling, seconded by Councilman Anderson and carried that a letter of cormnendation from the Council be written to the Sister City Cormmission as a result of this project. DISCUSSION ON PLANTING OF GRASS AT HARBORSIDE SCHOOL The Chief Administrative Officer stated that the Parks and Recreation Commission had voted unanimously to carry out the turfing project at Harborside School. This can be accomplished at a minimal cost without additional appropria- tion of funds. It was moved by Councilman Anderson, seconded by Councilman Sparling and carried that this project be completed as recommended. RESOLUTION NO. 4104 - Amending Resolution No. 1135-A relating to establishment of holidays for City Personnel Signatures having been received of all Council memberB present giving unanimous consent to placing this resolution on the agenda, Councilman Sparling offered the resolution. It was passed, and adopted by the following vote, to- wit: AyES: Councilmen Sparling, Sylvester, Anderson, McAllister N~es: None Absent: Councilman McCorquodale SAFETY COUNCIL RECOMMENDATIONS A letter was read from the Safety Council requesting the County be contacted with regard to repairs in the area of Telegraph Canyon Road from "L" Street to Otay Lakes Road and that the matter of high shrubs in the vicinity of Vista and Bonita Roads be investigated. Referred to Administrative Officer ROSS. LETTER OF RESIGNATION A letter was read from John R. Hallman submitting his resignation from the Library Board, effective July 31, 1966. It was moved by Councilman Anderson, seconded by Councilman Sparling and carried that a letter of regret and an ex- pression of appreciation be written from the Council for his past service to the Library Board. LETTERS IN FAVOR OF SERRA REGIONAL LIBRARY SYSTEM Letters ~ere read from the League of Women Voters of Chula Vista and the Chula Vista Library Board of Trustees urging the Council to participate in the Serra Regional Library System. Mayor McAllister reported that the Administra- tive Officer is presently preparing a report on this system, which will be presented to the Council in a few weeks. LETTER OF APPRECIATION A letter of appreciation was read from the Hilltop High School Band Boosters Club for the plaque presented to the band on winning the sweepstakes at the recent Maytime Band Review. LETTER ON SIDEWALK CONDITIONS A letter was read from Mr. C. F. Wright, 242 East "J" Street, stating the bad condition of the sidewalk area near his residence. Administrative Officer Ross stated he is asking the City Engineer to investigate the situation in this area. ~' CHAMBER OF COMMERCE POINTING OUT PROBLEMS AT "E" and "H" STREET WITH INTERSTATE 5 Two letters were read from the Board of Directors of the Chamber of Comerce, urging the Council to take immediate action on the traffic problems created at '~¥ and "H" Streets near the Interstate 5 freeway. The Administrative Officer stated'the staff is presently working on this problem and will report to the Council in two weeks. -PERMISSION FOR SIDEWALK SALE REQUESTED A letter was read from the Downtown Association requesting permission to hold a Fiesta Sidewalk Sale on July 7, 8, and 9 in connection with the Fiesta ' de la Luna. It was moved by Councilman Sylvester, seconded by Councilman Anderson, and carried that permission be gram[ed. 4~COMPLIMENTS TO PARKS AND RECREATION DEPARTMENT A letter was read from the Downtown Association expressing their compli- ments to all members of the Parks and Recreation Department for the landscaping of the "E" Street Extension. RESOLUTION REQUESTED URGING REOPENING OF NAVAL REPAIR FACILITY It was moved by Councilman Sparling, seconded by Councilman Sylvester, and carried that the City Attorney be directed to prepare a resolution urging the reopening of the Naval Repair Facility; copies to be forwarded to our three congressmen, two senators and Defense Secretary Robert McNamara. CLASSES RECOGNIZED Members of the Hilltop High School Civics Class and of the Grossmont College Political Science class were recognized and welcomed by Mayor McAllister. MONTH OF JUNE PROCLAIMED AS JOBS FOR YOUTH MONTH Mayor McAllister, as requested by President Johnson, proclaimed the month of June as Jobs for Youth month. ~.~R~ORTS HEARD ON MAYORS' AND COUNCILMEN'S INSTITUTE Mayor McAllist~r gave a short oral report on the conference held in San Francisco which he attended last week, as did Councilman Sparling and Councilman Sylvester. ADJOURNMENT Mayor McAllister adjourned the meeting at 8:20 P.M. sine die.
