Held Tuesday
July 5, 1966
A regular meeting of the City Council of the City of Chula Vista was
held in the Council Chambers on the above date at 7:00 P.M. with the following
Councilmen present:
Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling
Absent: None
Also present: City Engineer Cole, City Attorney Lindberg, Administrative Officer
Ross, Planning Director Warren, Assistant Administrative Officer
Stenberg
Mayor McAllister led the pledge of allegiance to the Flag, followed by a moment
of silent prayer.
STATEMENT:
The City Clerk hereby states that he did post within twenty-four
hours of adjournment, as provided by law, the order of adjourn-
ment of the regular meeting of July 5, 1966.
APPROVAL OF MINUTES
It was moved by Councilman Sparling, seconded by Councilman Anderson,
and carried that the minutes for the meeting of June 28, be approved, copies
having been sent to each Councilman.
~/~RESENTATION OF SERVICE AWARD PIN
Mayor McAllister introduced Fire Chief George Lee who, in turn, presented
a service award pin to Louis W. Cook, Assistant Fire Chief, for his twenty-five
years of service with the Fire Department.
~/PUBLIC HEARING - Rates Collection of Rubbish and within the
Garbage
on
City
This being the time and place, as advertised, for a public hearing on
rates charged by the Chula Vista Sanitary Service for collection of rubbish and
garbage, Mayor McAllister declared the hearing open. Mr. Dick Chase of the
Chula Vista Sanitary Service stated that since the last hearing held in Novem-
ber, 1964, his company has fulfilled all requests made upon them by the City
Council. He requested that the Council consider retaining the same rates es-
tablished at the hearing in November, 1964.
There being no others wishing to be heard and the Clerk having received
no written corm~unicatiQns, the Mayor declared the hearing closed.
It was moved by Councilman Sparling, seconded by Councilman Anderson,
and carried that the rates for rubbish and garbage collection remain the same
as are currently in effect.
ORDINANCE - Establishing new housing permit fees
It was moved by Councilman Sparling, seconded by Councilman Sylvester,
and carried that action on this ordinance be held over one week pending further
study.
ORDINANCE NO. 989 - Approving First Avenue Annexation No. 3 - Second reading
It was moved by Councilman Sparling~ seconded by Councilman Anderson,
and carried that Ordinance No. 989 be placed on its second reading, that read-
ing of the text be waived and the ordinance adopted. The motion carried by the
following vote, to-wit:

RESOLUTION NO. 4140 - Accepting, dedicating and naming four properties for

RESOLUTION NO. 4141 - Accepting lien on property owned by the Calvary Baptist
Church for deferral of installation of public improve-
ments at 2703 Bonita Road

IMPROVEMENT OF MELROSE AVENUE
City Attorney Lindberg reported that Princess Park Estates, Inc., have
submitted to the City a letter of credit in the amount of $20,000 to insure
the improvement of Melrose Avenue between East Rienstra Street and East Quin-
tard Street. Also that Princess Park Estates, Inc., now has all easements and
slope rights necessary to allow them access to the property through which Mel-
rose Avenue is to pass. Mr. Lindberg suggested that the Council adopt a Reso-
lution of Default at this time.

~/REQUEST FOR CONSULTANT FOR CLASSIFICATION AND COMPENSATION PLAN STUDY
A letter was read from the Civil Service Cormnission urging the Council
to provide funds for a special Classification and Compensation Plan study by
a private consultant during the fiscal year 1966-1967. Referred to Administra-
tive Officer Ross.
~ LETTER OF RESIGNATION
A letter was read from V. D. Stevenson, tendering his resignation as a
member of the Planning Commission, effective July 1, 1966. It was moved by
Councilman Sparling, seconded by Councilman Anderson, and carried that the
resignation be accepted with regret and the Administrative Officer directed to
write a letter of appreciation for his service on the Commission.
~/LETTER FROM POST OFFICE DEPARTMENT ON CURBSIDE DELIVERY OF MAIL
A letter was read from M. L. Stover, Director of Distribution and Deliv-
ery Division of the Post Office Department, regarding the nation-wide policy
of providing city mail delivery service on a curbside basis wherever practicable.
It was stated in the letter that it would not be possible to grant an exception
to national policy on curbside delivery of mail. It was suggested by Council-
man Sparling that the letter be referred to the Planning Cormnission.
~,~ CONDITIONAL USE PERMIT FOR CONVALESCENT FACILITY
Mr. Frank Ferreira, 2715 Putter Drive, Bonita, requested that the
Council consider at this time a resolution approving the Planning Commission
action in granting a conditional use permit to Harris-Turner/Kromschroeder &
Associates for a convalescent facility. It was moved by Councilman Sparling~
seconded by Councilman Anderson, and unanimously carried that the resolution
be considered at this time.

~,REQUEST FOR NEWS ON NOISE ORDINANCE AND SAFETY SIGNAL AT BROADWAY AND "C" STREET
Mr. B. J. Boatright, 538 Oaklawn Avenue, requested that the anti-noise
ordinance be publicized in the Civic Center News in order to curb some of the
noise from gatherings around swimming pools in the summer time. Also that a
safety or caution sign be erected at Broadway and "C" Street to warn of the
heavy trucks coming on and off Broadway in the process of filling the old Na-
tional City Airport site with dirt. Mayor McAllister told Mr. Boatright we
would do all we can.

~INVITATION TO FIESTA
Mr. Frank Schneemann, Chairman of the 1966 Fiesta de la Luna, invited
citizens and Councilmen to participate in the final week of the Fiesta and
urged Councilmen to attend the ribbon-cutting at 6:00 P.M. Wednesday, July 6
at Fourth and "F" Streets.
CONTRACT FOR TELEVISION ADVERTISING APPROVED
Mr. Niek Slijk, representing the Chamber of Commerce, requested permis-
sion to sign a contract with Television Station KIVA of Yuma, Arizona, in the
amount of $1,068.00 for the purpose of advertising Chula Vista. It was moved
by Councilman Sparling, seconded by Councilman Anderson, and carried that the
request be granted.
STUDY OF INTERSECTION OF EDGEM~RE ROAD AND 30th STREET REQUESTED
It was moved by Councilman McCorquodale, seconded by Councilman Sparling,
and carried that the Engineering Department make a study of the intersection of
Edgemere Road and 30th Street to determine what can be done to make the inter-
section more safe for traffic.
~INVESTIGATION REQUESTED ON MOTORCYCLE NOISE
Councilman Sparling requested that Administrative Officer Ross look into
the problem of noisy motorcycles in the City.
~/IN-VESTIGATION OF DUST NUISANCE REQUESTED
Mayor McAllister requested that Administrative Officer Ross direct the
proper department to see what can be done to alleviate the dust nuisance caused
by unpaved sections of East Oxford Street.
STUDY OF BILL REQUIRING FENCING OF AUTO JUNK YARDS REQUESTED
Mayor McAllister requested that City Attorney Lindberg study the legisla-
tive bill which would enable the City to cause proper fencing of auto junk yards.
ADJOURNMENT
Mayor McAllister adjourned the meeting at 8:05 P.M. until 7:00 P.M.,
July 11, 1966.
