OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA, CALIFORNIA
Held Tuesday July 19, 1966
A regular meeting of the City Council of the City of Chuta Vista was
held in the Council Chambers on the above date at 7:00 P.M. with the following
Councilmen present:
Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling
Absent: None
Also present: City Engineer Cole~ City Attorney Lindberg, Administrative Officer
Ross, Assistant Planner Manganelli, Assistant Administrative
Officer Stenberg
Mayor McAllister led the pledge of allegiance to the Flag. Invocation was given
by Rev. Robert L. Jones of the First Christian Church.
APPROVAL OF COUNCIL MINUTES
It was moved by Councilman Sparling, seconded by Councilman McCorquodale,
and carried that the minutes for the meeting of July 12, be approved, copies
having been sent to each Councilman.
ORDINANCE NO. 1005 - Amending Section 16-A.6 of Code establishing new housing
permit fees - First reading
It was moved by Councilman Anderson, seconded by Councilman Sylvester,
and carried that Ordinance No. 1005 be placed on its first reading and that
reading of the text be waived. The motion carried by the following vote, to-wit:

ORDINANCE NO. 1003 - Establishing permanent zoning of the Sweetwater Valley
Annexation No. 2 - Second reading
It was moved by Councilman Sparling, seconded by Councilman Anderson,
and carried that Ordinance No. 1003 be placed on its second reading, that read-
ing of the text be waived and the ordinance adopted. The motion carried by the
following vote, to-wit:

ORDINANCE NO. 1004 - Amending code relating to "T" zone regulations - Second
reading
It was moved by Councilman Anderson, seconded by Councilman Sparling,
and carried that Ordinance No. 1004 be placed on its second reading, that read-
ing of the text be waived and the ordinance adopted. The motion carried by the
following vote, to-wit:

RESOLUTION NO. 4153 - Accepting grant deed from Ivan and Bertha Ilko for proposed

RESOLUTION NO. 4154 - Approving Planning Commission action granting conditional
use permit to Union Oil Company for reconstruction of
service station in C-1 zone at 201 Third Avenue
Offered by Councilman McCorquodale with the amendment that landscapimg
would be required in accordance with plans to be approved by the Planning commis-
sion, passed and adopted by the following vote, to-wit:

REPORT ON SAFETY COUNCIL RECCMMENDATIONS
Administrative Officer Ross reported that the staff has recommended that
the pepper tree on the northeast corner of Halsey Street and Fifth Avenue be
removed to eliminate a traffic hazard and that the County Road Conmaissioner be
contacted and advised of the hazardous visibility situation which exists on Bo-
nita Road, west of Glen Abbey Boulevard, which endangers motorists traveling
eastward on Bonita Road and exiting from Glen Abbey Boulevard. Both of these
recommendations had been previously recommended by the Safety Council.
Administrative Officer Ross stated that the Manager of the Heavenly
Doughnut Shop at Third Avenue and "H" Street has asked that action be held over
one week while he studies the recommendations of the staff on a means of elimi-
nating the traffic hazard at that intersection.
It was moved by Councilman McCorquodale, seconded by Councilman Sparling,
and carried that the recon~nendations of the staff be approved with action on
the item pertaining to the intersection of "H" and Third Avenue being held over
one week, and with the stipulation that a tree will be planted somewhere in the
City to replace the one removed.
Councilman Anderson requested that the Council be supplied with copies
of the proposed plan for the intersection of Third Avenue and "H" Street prior
to the next Council meeting.
LOAN AUTHORIZED TO SOUTH BAY GUIDANCE CENTER
Administrative Officer Ross reported that the City Attorney, in his writ-
ten report to the Council, has indicated that the Council may legally appropriate
tax monies to support activities such as the South Bay Guidance Center. It was
the recommendation of Mr. Ross that the Center be assisted by the City by way of
a loan in the amount of $3,000.00 to be repaid in three years.
It was moved by Councilman McCorquodale, seconded by Councilman Sparling,
and carried that the staff be directed to draw up an agreement between the South
Bay Guidance Center and the City for a loan of 93,000.00 on a three-year basis.
Dr. Milton Grossman, school psychologist, stated that the Cities of Na-
tional City and Imperial Beach are also being contacted for funds and that there
was no doubt about the Center being able to repay the money to the City.
~,~POINTMENT OF MEMBER TO SAFETY COUNCIL
Mayor McAllister submitted the name of James Brady for appointment to
the Safety Council. There being no other names submitted, it was moved by
Councilman McCorquodale, seconded by Councilman Sylvester, and carried that Mr.
James Brady be appointed a member of the Safety Council for a term of four years,
said term to expire June 30, 1970.
~REQUEST FOR PARTICIPATIUN IN CONSTRUCTION OF BOX CULVERT
A letter was read from William S. Krooskos and Associates, requesting
that the City consider participating in the construction of the extension of a
concrete box culvert from the center line to the south right-of-way line of
Palomar Street, at an estimated cost of $4,000.00. Referred to Administrative
Officer Ross.
.REQUEST FOR NEGOTIATIONS WITH SPRING VALLEY SANITATION DISTRICT TO ALLOW SEWER
HOOK-UP
A letter was read from Vincent DeLucia requesting that negotiations be
instituted with the Spring Valley Sanitation District to permit him to connect
his property at 3008 Edgemere Road to a proposed sewer in Edgemere Road. Re-
ferred to Administrative Officer Ross.
~REQUEST FOR STUDY ON UNDERGROUNDING OF UTILITIES
Councilman McCorquodale suggested that in the future when certain streets
are being considered for widening, such as Fourth Avenue, the possibility of
undergrounding the utilities be considered at that time.
ACTION ON MOTORCYCLE NOISE REQUESTED
Councilman Sparling suggested that the City Attorney and the City Ad-
ministrator look into some type of legislation which can be recommended to the
Legislature in the spring for action regarding the noise made by motorcycles.
Councilman Anderson recommended that this be in the form of a resolution to
the Resolutions Cormmittee of the League of California Cities. Councilman Spar-
ling concurred.
REQUEST TO BE PLACED ON CALL FOR CITY TOWING SERVICE
Mr. Anthony Charlton, 300 "E" Street, requested that he be placed on
call for City towing service until the proposed ordinance on the matter is
adopted. Administrative Officer Ross recomended that no others be placed on
City call pending adoption of the ordinance.
COUNCIL CONFERENCE SET
It was moved by Councilman Sparling, seconded by Councilman McCorquodale,
and carried that a Council Conference be set for Monday, July 25, 1966, at 3:30
P.M. to discuss the proposed towing service and ambulance ordinances.
CONSIDERATION REQUESTED ON LIBRARY ITEMS
Mr. John Hallman, member of the Library Board, asked that the Council
consider favorably the joining of the Serra System of the Library group in the
San Diego area and the building of a new library building.
Councilman Sparling asked that the Administrator place on the Council
agenda in the near future the matter of hiring a library consultant. Mayor
McAllister asked that the staff bring in a recommendation as to whether the
City should or should not join the Serra System. Administrative Officer Ross
stated that a report will be ready in the very near future.
/-'z~EPORT FROM SOUTH BAY IRRIGATION DISTRICT
Mrs. Barbara Single, Director of the South Bay Irrigation District, read
a motion regarding the municipal ownership of the Water Company and favoring a
joint agreement with the City of National City for purchase of the Sweetwater
Division of the California-American Water Company. Copies of the motion were
to be forwarded to the Council.
REPORT ON CENSUS
Mr. Paul Manganelli reported a phone call had been received from the
State Division of Highways, giving the information that the Census of the City
of Chula Vista has been set at 58,400 as of June 1, 1966.
NOTICE OF POSSIBLE MEETING WITH TIJUANA COUNCIL
Mayor McAllister stated he is making an effort to arrange a joint meet-
ing with the Tijuana City Council and department heads and Chula Vista City
Council and department heads for August 30, 1966, at 6:00 P.M.
ADJOURNMENT
Mayor McAllister adjourned the meeting at 8:10 P.M. sine die.
