I have worked for the City of Chula Vista for six years. I am a proud member of SEIU Local 221 and am also proud to serve on this year’s Middle-Managers and Professionals (MMPR) Negotiation Team. As you discuss Item 3.1 - Conference with Labor Negotiators Pursuant to Government Code Section 54957.6, I would like to bring up three points and respectfully have three requests for Council’s consideration. Point #1: The MMPR Negotiation Team and its members have completed its research, analysis and assessments and have brought forward a FAIR CONTRACT. We are asking that the 54% of our members currently being paid under median be brought to median and a 12% raise across our membership over three years. We are also asking for an Essential Worker/Wellness stipend of $6000 for work completed during the height of the COVID pandemic. Please note, the recently approved Chula Vista Police Association (POA) contract includes an $8,000 stipend. The City of Imperial Beach approved a $5,000 Essential Worker stipend and the City of National City approved a $10,000 Essential Worker stipend. The MMPR bargaining group are your middle-managers and professionals that as a profession, we research, analyze, identify risks, create and manage budgets and most importantly, we regularly bring forward our professional recommendations to Executive Management of our respective Departments, the City Manager’s office as well as before Council for their consideration. Our Negotiation Team has worked hard on our FAIR PROPOSAL and have had the same mindset as if we were reviewing a complex project for the City. We have met with the Finance Department multiple times during negotiations, we have done our homework by reviewing policies and budget reports and have kept current with Agenda Items brought forward to Council. Based on our research and analysis, our proposal, over a three-year contract term is less than $100,000 a part per year from the City’s current proposal. Point #2: Our wage proposal is spread as 4% in the first year, 4% in the second year and 4% in the last year of the contract. As we all know, and as indicated in the City’s Long-Term Financial Plan, inflation is over 6% and is estimated to remain at 6% in 2022. Our proposal does not ask to keep up with inflation. With the citizen’s of Chula Vista in mind and MMPR’s acknowledgement that the City has many priorities, MMPR is asking for raises at 4% each year ; 2% below the current inflation rate. We are very thankful that we had an opportunity to meet with individual Council offices. In those meetings, it was acknowledged by multiple councilmembers that City employees are its biggest asset. When long-time employees leave because compensation packages are no longer competitive, the brain drain of institutional knowledge is a hit to the organization. There is also a cost to recruit and train new employees in hopes that they stay with the organ ization for longer than the cost to recruit and train them was. City Council’s Compensation Policy, Policy #303, states, “If fiscally prudent, it is the City Council’s objective to compensate employees at rates above the middle of the labor market as measured by the median.” It does not say keep wages at or below median. The policy goes on to say, “The City’s compensation program is designed to ensure that the City has the ability to attract and retain the quality of employees the City needs to implement the City Council’s policies, goals, objectives and priorities and to ensure the City is run effectively and efficiently.” The City’s Strategic Plan posted on its website, states Goal 1 is Operational Excellence with strategies to continuously improve and an initiative to retain and attract quality employees. The Strategic Plan also has a strategy to ensure interaction with the City is a positive experience and an initiative to provide quality customer service. The City can achieve those goals by filling the current vacancies and by attracting the best and brightest with a competitive compensation package. The City’s Long-Term Financial Plan identifies multiple revenue streams and mid-year budget adjustments brought forward to City Council historically identify unanticipated revenues, i.e. higher than anticipated revenues for Measure A and Measure P. Approving MMPR’s FAIR PROPOSAL is consistent with City Council policy and is in line with the City’s own Strategic Plan. I respectively have three requests for Council: Request #1 – As you review MMPR’s proposal, please keep in mind that the analysis put into the proposal is on par with how we bring forward recommendations for any complex project assigned to us. If you trust our professional recommendations as they relate to City projects, trust that we put in the same effort in our FAIR PROPOSAL. Request #2 – As you review MMPR’s proposal, please keep in mind that our annual proposed wage increase is 2% BELOW current inflation rates and over all, over a three-year contract Request #3 – I respectfully request that you encourage the City to wrap up these negotiations. We are in month 8. MMPR extended its last contract because we acknowledged that there were many unknowns associated with COVID, so we went without wage increases even when inflation continued to rise. By reviewing the Long-Term Financial Plan, and the anticipated revenues, we come to the conclusion that the City is able to fund our FAIR PROPOSAL. As a part of the City’s biggest asset, we ask, when will we receive fair compensation? If not now, then when? Thank you for your time and consideration.
