Public Comments: Public comments may be submitted to the Housing Advisory Commission in the following ways: • In-Person comments during the meeting. CALL TO ORDER 2. ROLL CALL Commissioners Bustamante, Cabral, Hoyos, Lisama, Merino, and Paddock 3. CONSENT CALENDAR (Items 3.1 through 3.2) The Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Commissioner, member of the public, or staff requests that an item be removed for discussion. APPROVAL OF SPECIAL MEETING MINUTES OF AUGUST 11, 2021 Recommended Action: Commission approve minutes 3.2. WRITTEN COMMUNICATIONS Communication from Commissioner Lisama and Commissioner Paddock requesting an excused absence from the August 11, 2021 Housing Advisory Commission meeting. Recommended Action: Commission approve absences 4. PUBLIC COMMENTS Persons may address the Commission on any subject matter within the Commission's jurisdiction that is not listed as an item on the agenda. INTRODUCTION TO TENANT EVICTION PROTECTION POLICY Staff will provide an overview of various tenant eviction and anti-harassment protection policies that the City could consider Recommended Action: Commission review Attachment 1 and participate in discussion to provide staff with guidance for further refinement of the policies 5.2. STATUS OF HOMELESSNESS IN CHULA VISTA Members of the Homeless Outreach,,Team (HOT) will provide a summary of the 2021 point in time count (CVCounts2021), update on the emergency shelter efforts and request for Commission participation in the shelter operator selection process 2021-12-08 HAC Agenda Page 2 of 3 Recommended Action: Commission hear the presentation and nominate one or two commissioners to participate on the shelter operator request for proposal(RFP) selection panel 6. PRESENTATIONS The following item(s) will be presentations given to the Commission. Action on these items(s) is typically limited to the Commission receiving the presentation and providing direction or feedback to staff, as appropriate. 6.1. INTRODUCTION TO THE CITY'S WORKFORCE HOUSING POLICY Housing staff will provide an overview of the recently adopted Council Policy to guide the application process for a new financing tool to create moderate income rental opportunities 6.2. EMERGENCY RENTAL ASSISTANCE PROGRAM (ERAP) UPDATES Housing staff will provide a summary of the funding received to date and households assisted under the ERAP, as well as upcoming opportunities OTHER BUSINESS 7.
