PLEASE NOTE THAT PURSUANT TO THE GOVERNOR OF THE STATE OF CALIFORNIA'S
EXECUTIVE ORDER N-29-20, AND IN THE INTEREST OF THE PUBLIC HEALTH AND SAFETY,
MEMBERS OF THE HUMAN RELATIONS COMMISSION AND STAFF MAY PARTICIPATE IN THIS
MEETING VIA TELECONFERENCE. IN ACCORDANCE WITH THE EXECUTIVE ORDER, THE

Pursuant to the Governor of the State of California's Executive Order N-29-20, and in
the interest of public health and safety during the COVID-19 pandemic, members of the
Human Relations Commission and staff participated in this meeting via teleconference.
All votes were taken by roll call.

A regular meeting of the Human Relations Commission of the City of Chula Vista
was called to order at 6:01 p.m. via teleconference.

4.1 OVERVIEW OF CHULA VISTA SMART CITY PROGRAMS
Chief Sustainability Officer Gakunga presented an overview of the Smart
City Programs within the City.
Chair Martinez-Montes called for a two-minute pause to allow members of
the public to submit electronic comments on the item. Secretary Ladron de
Guevara announced that 1 electronic comment had been received and 0
comments had been received via email.
• Margaret Baker, Chula Vista resident, submitted an electronic
comment voicing concerns about the lack of independent, community-
led oversight & privacy policy protections regarding surveillance
technology.

4.2 QUALITY OF LIFE INDICATORS FOR THE CITY OF CHULA VISTA
Facilities Financing Manager Elliott presented an overview of the history of
the Growth Management Oversight Committee and a review of quality of
life indicators.

• Margaret Baker submitted a comment asking how much money (if any)
is received from US DHS.

6. ACTION ITEMS
6.1 CONSIDERATION AND POSSIBLE ACTION REGARDING AREAS OF
FOCUS/WORK PROGRAM FOR THE HUMAN RELATIONS
COMMISSION FOR CALENDAR YEAR 2021
Commission discussed and added items to the list of future agenda items
to include:
• Information on the naming of Discovery Elementary
• Land acknowledgement
• Presentation from South Bay Community Services on Youth Services
• Quarterly update on Welcoming City
• Qualified electorate
• Housing policies
• Supporting AAPI community
• Anti-hate stance and ways to engage
• Update on Know Your Rights
• If stopped by police; DA's office, ACLU or other similar groups invite to
discuss
• Improving communication and public engagement
• Revisiting the calendar of events for the commission to participate in
• Continuing the engagement with the immigrant community

• Capacity to review the ALPR quarterly
Chair Martinez-Montes called for a two-minute pause to allow members of
the public to submit any final electronic public comments. Secretary
Ladron de Guevara announced that 2 electronic comments had been
received and 1 comment had been received via email.
• Kathy Hardy submitted an electronic comment in support of this Item.
• Margaret Baker submitted both an electronic comment and an e-mail
in support of this item.
OTHER BUSINESS
7. STAFF COMMENTS
7.1 Columbus Statue
Deputy City Attorney Silva stated that the City Attorney's office is looking
into if there are any deed restrictions or contractual obligations when the
park was taken over and ensured compliance with the Visual Artists
Rights Act. He also discussed that the item related to the statue includes
three other actions involved in the resolution that the Commission made.
7.2 COVID-19 Updates
Director of Human Resources/Risk Management Chase presented on this
item.
There was a discussion around the lowered COVID-19 positive tests in the
City. ICU capacity numbers are looking good as well. South Orange
Library Testing Site is demobilizing. City is in discussions with a company
that is interested in doing rapid tests. San Diego county is in the orange
tier, however, Chula Vista is still in the red tier. City Fire Department has
partnered with Sharp and has delivered 8,000+ vaccinations in the
community.
8. CHAIR'S COMMENTS
Chair Martinez-Montes wanted to share her gratitude to everyone for their
continued work throughout the COVID-19 pandemic. She also wanted to thank
the members of the public that continue to engage via electronic comments and
e-mail and wanted to reassure that their voices are being heard.

Commissioner Felix wanted to thank everyone for their work through the COVID-
19 pandemic. He also wanted to thank Commissioner Medina for his continued
work with the ALPR.
Commissioner Kean-Ayub wanted to thank everyone for their continued work and
wished everyone a Happy Earth Day. She shared how wonderful it was learning
how the Parks & Recreation department delivered food to seniors and invited
everyone to a support rally for Carlsbad City Councilmember Cori Schumacher to
support of the LGBTQ+ community. She also invited all to support and attend
South Bay Pride
