First Name Magdalena Last Name Pradel Comments I am seriously concerned about the plan to build a behavioral health hospital in the neighborhood of Eastlake and strongly oppose it. The operator Acadia health has a long track record of poor patient care as well as the horrible location. Generally, psych hospitals such as this are much closer to an established hospital in case there are medical issues that need to be addressed. The area it would be situated in is far away from transit, on a dead-end street, near a variety of children's activities and schools. Since apparently, the city does not deem it necessary to have it near a hospital, surely there is a vacant lot without these issues. When we purchased our home we did so with an understanding of what the neighborhood was like and what we could expect. This would fundamentally change where we live. There is no police substation nearby to deal with potential issues that may arise. This plan was poorly thought out and should not continue. My residence is adjacent to the site of the proposed Psychiatric Hospital. I am writing to submit my comments for the Public Hearing by the Planning Commission on Nov 10, 2021. I am opposed to this site for this facility. I support the need for improved mental health facilities and programs for all of California and Chula Vista. But I have several concerns regarding this site. --There is only one way in and out of this site. It is located at the end of a cul-de-sac. This violates the City code. A major safety issue --The infrastructure in this area does not support a facility of this type. The facility will have patients deemed a potential danger to themselves and others. There are no emergency room services near by. There is no MTS available near by for patients upon release. There is insufficient police services for the added requirements of this type of facility. --The 80% owner, Acadia, has a horrible track record. Their business model includes an insufficient staffing plan for their facilities. They are a for profit company and therefore, their business model i s to maximize profit for their share holders as clearly stated in their annual statement to the shareholders. This includes the practice of releasing patients when insurance has been depleted. They have law suits and judgments against them delineating these violations. Their financial viability needs to be reviewed. --Acadia and Scripps have a higher than standard record of escapes from their facilities. This effects the safety and quality of life for the residents, schools, businesses in the area. T his site will be one of the largest facilities of its type. Prisoners from nearby Donavon State prison will be brought there for treatment and possible admission. These patients will be an escape risk. There is insufficient police support and response for this type of facility. From the City of Chula Vista's Growth Management Program Implementation Manual adopted, Feb. 2015: "The city’s Growth Management Oversight Commission (GMOC) annually measures the city’s quality of life by measuring the effects of growth against established performance threshold standards that reflect desired levels of services for eleven issues, and evaluates the city’s ability to meet quality of life objectives at the buildout of its General Plan. While the focus is on the effects of new development, other factors not entirely related to new development can influence threshold compliance and/or quality of life. For instance, response times for Police and Fire/EMS encompass all calls for service citywide, not just those related to new development, and thereby may be impacted by circumstances unrelated to growth. In addition to the GMOC, other city boards and commissions or Warning: External Email 2 city departments may take the lead in addressing issues related to the city’s quality of life. In essence, the Growth Management Program has three primary objectives in managing quality of life:  To assure the concurrency of new infrastructure and public service delivery capacity to maintain or improve levels of public service for the residents and businesses of Chula Vista as new growth occurs;  To maintain the city’s fiscal well-being by assuring that new development pays its proportional share of infrastructure and service costs while it strengthens the city’s ability to sustain high-quality municipal services; and 6  To assure that growth does not negatively affect the public health, safety and welfare or diminish the city’s ability to achieve its urban development goals as expressed in the General Plan." The highlighted statements above identify the objective of the GMOC to assure quality of life for residents of Chula Vista. This has not been done and is urgently needed in the case of this project. The city has failed to carry out due process or even its own directives in evaluating this project. Barreto My name is Richard Barreto, retired US Navy, resident of Chula Vista Rolling Hills for about 20 years. I am married to Alba Barreto,Psychiatric RN, who works at Bayview Hospital in Chula Vista for the last 25 years. My comments will mostly be based on talks with her about this project and the reality of Psychiatric Health Care. I just came from the Planning Commision meeting and heard all the arguments from the builders and representatives of Scripps Reflecting on what I heard, I predict the approval of this project to be nothing short of a complete disaster for the community. The treatment of short term patients only (7 to 10 days stay), with admittance of anyone from anywhere without geographic boundaries, and the closure of the Hillcrest Hospital, translates to a simple invasion of homeless people into our community, and with that crimes, drugs, and diseases. I do agree that there is a need for more beds to take care of psych patients, but this is the wrong location. This type of hospital is because all that they can provide - if the patients are willing to help themselves - is to stabilize their condition with medications and therapy, but they get healed, like it is the case of other medical conditions. The reality is that some of those patients do not want to help themselves. They prefer to be homeless so as not to follow of our community for sure. Some of them are predatory sex offenders, drug addicts, and violent crimin als, and will be at a walk distance from our schools, like Eastlake HS, Eastlake Middle and Salt Creek Elementary. The slogan "The project is for all of us" is simply not true. I believe that they are interested most of all to get a prime p money from public insurance, before there is any concern for the environment, the patients and the community. I hope the Commision disaproves this destructive project, because once the hospital is built, it will be too late, and the he and Rolling Hills will become just a memory of the history of Chula Vista. I understand the planning commission is reviewing whether or not to assign a conditional use permit for the proposed Psychiatric hospital, known as the Eastlake Behavioral Health Hospital. I strongly urge you and the commission to NOT approve a permit for this hospital. It sits at the dead end of our residential neighborhood and is near businesses that kids frequent often. This location is not conducive to a mental hospital. It is not close to hospitals, it's next to a residential area, close to a park and family businesses. Being that it would back up to a residential area with a walking trail directly behind does concern me and other citizens. It should be located closer to downtown where there is commercial space and more centrally located to various hospitals. The noise pollution it would bring with alarms and different bells going off would not be an added benefit to our community either. We finally have nice hotels for people to stay at and I believe, it would persuade people not to stay in those hotels because of the close proximity to this behavioral center. Please, please here our concerns and vote NO on allowing this psychiatric hospital to be built here. If revenue is why you are even thinking of saying yes, I would argue there are other revenue producing businesses you could put there and continue to move our neighborhood in an upward spiral. I have witnessed the shortage of facilities for the mentally ill. I held the hand of a loved one who waited in a hospital emergency room for hours to be admitted into a mental health facility. Unfortunately, on that sad night, there were no available beds in the entire region. She waited in ER and then was moved to a regular hospital room waiting for someone to get well enough to go home, or worse, so a bed and mental health services would become available. This is unacceptable and Chula Vista has the opportunity to change this dynamic. For those who would say they don't want this type of facility in their backyard, let me tell you about my loved one. She was a nurse. She may have taken care of you.. She was a mother. She may have helped in your child's classroom, sat next to you at a school play or applauded your child and hers as they received an honor at school. She was a member of the community. You might have been behind her in the grocery store check-out line, crossed paths on a walking trail, or sat next to her at a concert. She might have passed you on the freeway or made casual conversation at a sporting event. She needed help and on that night there was none to be had,. I have been a homeowner in this area for 16 years and can attest, without doubt, that the RESIDENTS of this community DO NOT want to see this proposal approved. We are a very family-friendly community who have been slowly pushed out of or strongly considering vacating our once desirable neighborhoods. East Chula Vista (East of Hwy125) has seen rapid growth in infrastructure over the past 10 years. With the influx of hotels, high-density living, and low-income housing, we have seen a degradation in our safety with no additional support from our thin, undermanned police department. I strongly urge you to deny this effort as the proposed location further strains our community that is fighting to preserve our once thriving community. The location identified sits near family-friendly businesses that serve our community well and for some time. There are many services for children offered such as dance, martial arts, recreation, dining, and religious worship that would be impacted by the systemic issues that comes with an outpatient psychiatric center such as this. We have been very patient and accepting of the lack of public safety support from our city, the least the city can do is not add to our needs when there is an opportunity such as this to simply deny a new element rather than redirect them to a more suitable location. The immediate community is not in need of their services relative to other parts of the city. If anything, services should be more easily accessible to the community members in need. In fact, public transportation access would require these patients to walk through the aforementioned businesses that mainly serve our children. This would not be an appropriate site for this facility. Jessica’s Law was passed by California voters on Nov. 7, 2006 and increased the penalties for sex offenders, broadened the definition of certain sexual offenses, eliminated good time credits for early release of certain offenders, prohibited probation for certain crimes, extended parole for some offenses, increased court-imposed fees on sex offenders and provided for lifelong GPS monitoring of high risk sex offenders. The law also prohibited sex offender parolees released from prison on or after Nov. 8, 2006 from residing within 2,000 feet of any school and park where children congregate. (c) If on January 1, 1983, a person who has been convicted of a sex offense against a minor is residing in a community care facility that is within one mile of a school, the operator shall notify the appropriate placement agency. Continued residence in the facility shall extend no longer than six months. (d) Prior to placement in a community care facility which is located within one mile of an elementary school, the placement agency shall obtain, from the client to be placed, a signed statement that he or she has never been convicted of a sex offense against a minor. Any placement agent who knowingly places a person who has been convicted of a sex offense 3 against a minor in a facility which is located within one mile of an elementary school shall be guilty of a misdemeanor.Where there is no placement agency involved, the community care facility shall obtain from any applicant a signed statement that he or she has never been convicted of a sex offense against a minor. (e) Any resident or applicant for residence who makes a false statement as to a conviction for a prior sex offense against a minor is guilty of a misdemeanor. (f) For purposes of this section, “sex offense” means any one or more of the following offenses: (1) Any offense defined in Section 220, 261, 261.5, 266, 266e, 266f, 266i, 266j, 267, 273f as it pertains to houses of prostitution, 273g, 285, 286, 288, 288a, 289, 290, 311, 311.2, 311.4, 313.1, 318, subdivision (a) or (d) of Section 647, 647a, 650 12 as it relates to lewd or lascivious behavior, 653f, or 653m of the Penal Code. (3) Any offense defined in Section 314 of the Penal Code committed on or after September 15, 1961. Let me start by saying the mental health services at all levels create healthier communities. As an advocate to reduce stigma surrounding mental illness as well as increase access to mental health services this project is so important to the community. 1 in 3 Americans have identified as having a mental health concern in the past 20 months which is up from 1 in 5 over previous years. Access to treatment is typically 10-13 years from onset of symptoms due to stigma, fear, and lack of adequate and quality community resources. The sooner we can assist individuals experiencing mental health challenges access to quality mental health services early we can reduce and eliminate community issues such as criminal justice involvement, homelessness, and unemployment. A community based psychiatric hospital is nothing to fear. It is a community asset. Within this hospital project is embedded wrap around services to walk the journey to mental wellness with each patient as he/she graduates to lower levels of mental health care. This supportive model allows for greater assisted treatment services performed in a collaborative and human-centered approach. In our own families, we have all experienced mental health challenges with family members that just were not talked about in the past. Now is the time to change the mindset about mental illness. It is a brain disorder that is treatable just like treating diabetes or high blood pressure. It is time to embrace the uniqueness of every individual with mental health concerns with community compassion and care. There is no health without mental health. There were hundreds of pages of emails attached to report, some of which were from residents who work or have worked as psychiatric care providers or in facilities, warning of the safety risks inherent in the proposed facility. The proposed facility operator’s promises and intentions in terms of safety and security ring hollow. It takes only one incident or breach of whatever protocols might be in place for specific and irreparable harm to befall the community, especially our children who are within walking distance at schools, child-oriented businesses (dance classes, swim classes, martial arts classes, adventure centers), and churches. One incident is one too many. Why must we insert that incalculable risk into our community and our children’s lives? The balancing of the factors, including common sense, safety, and the empirical track record of this operator, does not justify the location of this proposed hospital. The City of Chula Vista derives substantial property tax revenue from its East Chula Vista residents. In fact, people who live further east and whose kids like to use facilities on that street and/or drive by on their way to Eastlake Village Marketplace and the Kohl’s shopping center are very concerned about an inordinate number of psychiatric patients potentially wandering about in the community. This is especially true given the track record of the proposed operator of the facility. While I share those concerns, especially since I donate so much of my time on behalf of our local kids, I also have other concerns about the placement of “Sharp’s” psychiatric hospital at that location. First, that’s not the highest and best use of that property. (Wasn’t it supposed to be a hotel?) Not even close. Now that the economy has recovered, I’m sure that there are other uses to which that property can be put, and for which developers of such properties can afford to build. For example, an affordable housing apartment complex. Second, Chula Vista will be the dumping ground for Sharp’s psychiatric patients from all over the county. It’s current facility is geographically in the correct location for all concerned, both for patients and their families. And they have room on their Kearny Mesa campus to build such a facility, at least they did when I was there today getting a broken finger checked out (yes, a soccer injury). And Kearny Mesa would be perfect given the location of the Mesa Vista facility. Even thinking of building a psychiatric hospital that makes no sense at that location over affordable housing that does is an insult to the collective intelligence of our community. I would urge you to let the property owner know that any attempt to follow through upon gaining city approval to build such a hospital in Chula Vista is a non-starter/DOA idea. I am opposed to this site for this facility. I support the need for improved mental health facilities and programs for all of California and Chula Vista. But I have several concerns regarding this site. --There is only one way in and out of this site. It is located at the end of a cul-de-sac. This violates the City code. A major safety issue --The infrastructure in this area does not support a facility of this type. The facility will have patients deemed a potential danger to themselves and others. There are no emergency room services near by. There is no MTS available near by for patients upon release. There is insufficient police services for the added requirements of this type of facility. --The 80% owner, Acadia, has a horrible track record. Their business model includes an insufficient staffing plan for their facilities. They are a for profit company and therefore, their business model is to maximize profit for their share holders as clearly stated in their annual statement to the shareholders. This includes the practice of releasing patients when insurance has been depleted. They have law suits and judgments against them delineating these violations. Their financial viability needs to be reviewed. --Acadia and Scripps have a higher than standard record of escapes from their facilities. This effects the safety and quality of life for the residents, schools, businesses in the area. This site will be one of the largest facilities of its type. Prisoners from nearby Donavon State prison will be brought there for treatment and possible admission. These patients will be an escape risk. There is insufficient police support and response for this type of facility. From the City of Chula Vista's Growth Management Program Implementation Manual adopted, Feb. 2015: "The city’s Growth Management Oversight Commission (GMOC) annually measures the city’s quality of life by measuring the effects of growth against established performance threshold standards that reflect desired levels of services for eleven issues, and evaluates the city’s ability to meet quality of life objectives at the buildout of its General Plan. While the focus is on the effects of new Warning: External Email 2 development, other factors not entirely related to new development can influence threshold compliance and/or quality of life. For instance, response times for Police and Fire/EMS encompass all calls for service citywide, not just those related to new development, and thereby may be impacted by circumstances unrelated to growth. In addition to the GMOC, other city boards and commissions or city departments may take the lead in addressing issues related to the city’s quality of life. For example, the Police Department annually provides response time data to the Public Safety Subcommittee and the Chief’s Advisory Committee, the Board of Library Trustees and the Parks and Recreation Commission advise on subjects such as facilities and master plans, and the Resource Conservation Commission makes recommendations on topics such as climate change and energy efficiency. The eleven quality of life issues that are measured annually by the GMOC have been integrated into the day-to-day workings of city business and that of involved agencies for the 25-plus years since growth management was instituted. Preservation of quality of life lies at the heart of the city’s Growth Management Program and, as Chula Vista continues to grow, it will remain a vital component of the growth management process. In essence, the Growth Management Program has three primary objectives in managing quality of life:  To assure the concurrency of new infrastructure and public service delivery capacity to maintain or improve levels of public service for the residents and businesses of Chula Vista as new growth occurs;  To maintain the city’s fiscal well-being by assuring that new development pays its proportional share of infrastructure and service costs while it strengthens the city’s ability to sustain high-quality municipal services; and 6  To assure that growth does not negatively affect the public health, safety and welfare or diminish the city’s ability to achieve its urban development goals as expressed in the General Plan." We never anticipated our council considering placing this type of facility near a residential area. When we purchased our home NEVER was there a notification or consideration of placing such a facility in our area. It does NOT belong there.
