HomeMy WebLinkAboutcc min 1958/03/18 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF Chula Vista, California Held Tuesday March 18, 1958 The Council met in the Council Chambers at the City Hall on the above date at 7:30 P.M. with the following Councilmen present: Councilmen Rader, Smith, DeGraaf, Menzel, DeWolfe Absent: None Also present: City Engineer Floyd, City Administrator Fulwiler, City Attorney Kugler, A1Boyer, Attorney-at-Law REPo or ~eGraaf led the salute to the Flag RT ON SHOULDER PAVING AT SCHf~)L_~ Reporting on the request of the School District that the City install shoulder paving at the Junior and Senior High Schools, City Engineer Floyd stated that the cost to pave the shoulder on G. Street at the Junior High School would be $1745.70 and the cost for paving the shoulder on Fourth Avenue at the Chula Vista High School would be $1207.09. After discussion, it was moved by Councilman Smith, seconded by Councilman Rader, and carried, that the Street Department be directed to proceed with paving the shoulders from existing funds, as requested, and that the School Board be informed that the Council is of the opinion that it is an obligation of the School District to provide shoulder paving for their schools, but due to its emergency nature, the City is granting this one request. .!~/REQUEST TO LOCATE WAREHOUSE ON TIDELANDS APPROVED( ,~ ~ ........ Jr. - : ~ ''' In answer to the request of Sro James Morgan to float ~ warehouse building onto private property at the foot of F. Street, it was moved by Councilman Smith, seconded by Councilman DeWolfe, and carried, that Mr. Morgan be granted the permission providing he elevate the building to the minimum level of the anticipated fill of tidelands, and enter into an agreement with the City in which the City will not be held liable for damages when and if the City fills the tidelands; also that the channel used to float the building onto the property be refilled and all require- ments of the Building Inspector complied with.  I~ARING ON APPLICATION FOR RATE INCREASE ~ SAN DIEGO TRANSIT SYSTEM z City Administrator Fulwiler recommended that the Council direct the City Attorney to represent the City at a hearing to be held by the Public Utilities Commission on an application by the San Diego Transit System for a rate increase° It was moved by Councilman Rader, seconded by Councilman DeWolfe and carried, that the City be represented at the hearing, and that City Administrator Fulwiler and City Attorney Kugler be directed to confer with representatives of other surrounding cities to determine if they would care to participate with Chula Vista in protesting the proposed rate increase, and that Mr. Fulwiler be allowed a maximum expenditure of $200. .toward such a cooperative plan. /IREPORT ON TIDELANDS BOND ISSUE City Administrator Fulwiler made a report, and general discus- sion followed, on a conference held March 12th with Mr. James Beebe of O'Melveny and Myers, pertaining to Chula Vista's proposed harbor develop- ment program and bond election. It was suggested that all the available information on the City's tideland grants be gathered together for study prior to entering into any agreement with O'Melveny and Myers. A letter was read from Wesley Mohr of Mohr-Adams-Plourde Co. Development Consultants, suggesting that the City defer payment on their contract with this firm after April 15, 1958 until it is determined by the Council that continuation of this contract is necessary. It was moved by Councilman DeWolfe, seconded by Councilman Rader, and carried, that the suggestion of Mr. Mohr be accepted. ! JUNIOR CLERK AUTHORIZED FOR PLANNING DEPARTMENT City Administrator Fulwiler, in reporting on the City's unsuccessful attempts to obtain a Planning Director, requested that a temporary Junior Clerk be hired for the Planning Department to assist Mrs. Stonehouse in routine detail work for the remainder of the fiscal year. It was moved by Councilman Menzel, seconded by Councilman Rader, an~ carried, that a temporary Junior Clerk be hired for the Planning cHPartment as requested. AMBER OF COMMERCE SITE Mr. Elmer Sorensen, Secty. of the Chamber of Commerce, stated that Mr. Henry Algert, Civil Engineer, was preparing a plot plan showing the area needed to locate a Chamber of Commerce building, and in the meam time, Postmaster Stahlheber had suggested they might use the site at the corner of Fourth Avenue and Fo Street, now being used for postal employees' parking lot, if the City was willing. No action taken. ITY ATTORNEYS' CONFERENCE City Attorney Kugler asked if the Council wished him to attend the City Attorneys' conference in Palo Alto on April 23, 24, and 25. Decision was held over until the April 8th meeting. RECOMMENDATIONS OF SAFETY COUNCIL FOR ONE WAY STREET ON ROOSEVELT ST. Councilman Rader asked that recommendations of the Safety Council pertaining to making Roosevelt St. between Third Avenue and Fourth Avenue EQU e way street, be placed on the agenda for the next meeting. EST FOR REfUND ON SEWER APPROVED City Engineer Floyd stated Mr. Harold Starkey has requested that the sewer be extended east on F. Street, the cost to be shared by himself and other proper$~ owners. Mr. Starkey requested a refund of $200. paid for installation of sewer in front of his property at 49 F. Street in 1952, which installation was never made. He will apply the $200. on the extension of the sewer at this time. It was moved by Councilman Smith, seconded by Councilman Rader, and carried, that the $200. be refunded from the sewer income fund, upon completion of the proposed sewer project. ADJOURNMENT Mayor DeGraaf adjourned the meeting at 10:10 P.M. sine die° Chula Vista, California
