HomeMy WebLinkAboutcc min 1958/04/15 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF Chula Vista, California Held Tuesday April ~_~9~5~ The Council met in the Council Chambers at the City Hall on the above date at 7:00 P.M. with the following Councilmen present: Councilmen Smith, DeGraaf, Menzel, DeWolfe Absent: Councilman Rader Also present: City Finance Officer Grant, City Administrator Fulwiler, City Engineer Floyd, Principal Engineer Harshman, Planning Secretary Stonehouse, City Attorney Kugler M~yor DeGraaf led the salute to the Flago ~ANVASS OF VOTES The Council proceeded with the canvass of votes cast at the General Municipal Election held Tuesday April 8, 1958, according to the procedure set forth in the Statutes. RESOLUTION No. 2046 - Declaring results of election. Offered by Councilman DeWolfe, read in full, passed, adopted and approved by the following vote, to-wit: AYES: Cuuncilmen DeWolfe, Smith, DeGraaf, Menzel, Noes: None sent: Councilman Rader ATE~ENT OF CITY CLERK I, KENNETH P. DO HEREBY CERTIFY that the City Council of the City of Chula Vista, at an Adjourned Regular Meeting duly held on April ~, 1958, has duly and regularly canvassed the returns of the General Municipal Election, held in the City of Chula Vista and Chula Vista City School District on April 8, 1958, and has declared the results as follows: That the whole number of votes cast in the City and the Chula Vista City School District was 4288° That the following persons were voted for to fill two offices (Full Term) on the City Council: Robert Re McAllister for Councilman Standlee McMains for Councilman Kyle Stewart for Councilman That the following persons were voted for to fill one office (Short Term) on the City Council: Keith W. Menzel for Councilman Harold Rader for Councilman That the following persons were voted for to fill two offices on the Board of Education Chula Vista City School District: W. Vaughan (Bud) Benson for member Board of Education Wilson R. Seacord for member Board of Education Harold H. (Pat) Walsh for member Board of Education That the following measures were voted upon at said election: Proposition A. Amend Article XI, Section l106(b) of the Charter of the City of Chula Vista° This amendment authorizes the City to levy an additional tax sufficient to meet all obligations of the City incurred by virtue of the City's participation in the Federal Old Age and Survivors' Fund. That attached hereto and made a part hereof is a list of persons voted for and the proposals voted on, together with the number of votes received in each precinct and the total votes received in the election° I CERTIFY that the foregoing statement of result is a full, true and correct statement of the facts of said canvass and of the results of said election, and that as soon as the result was declared, the aforesaid state- ment was duly entered by me, the City Clerk of the City of Chula Vista, on the records of said City Council° DATED: April 15, 1958 ~~~~ K~nne~P. Campbell, City Clerk City of Chula Vista, California Mayor DeGraaf gave praise to Councilman DeWolfe for his outstanding efforts while serving on the City Council, and welcomed him to continue an active part in civic affairs. Councilman DeWolfe spoke on the tremendous growth of the City during t~e last decade, and offered words of wisdom to the incoming Councilmen. ~ADMINISTRATION OF OATH At this time the oath of office was administered by the City Clerk to the members elected to the City Council and the Chula Vista Board of Educa- tion. Each newly elected officer was handed his certificate of election. ~EATING OF NEW COUNCII21~N Councilman DeWolfe retired, and Councilmen McAllister, McMains, and Menzel took their places at the Council table. APPOINTMENT OF MAYOR Councilman McMains nominated Councilman Menzel for Mayor. There being no other nominations, Mayor DeGraaf declared the nominations closed. It was moved by Councilman Smith, and carried, that the Clerk be instructed to cast a unanimous ballot for Councilman Menzel for Mayor. Councilman DeGraaf thereupon relinquished the gavel to Mayor Menzel who expressed appreciation for the confidence placed in him, and asked for a m~ment of silent prayer. .~POINTMEI~T OF MAYOR Pro-tempore Councilman Smith nominated Councilman McMains for Mayor pro-rem. Councilman McMains declined the nomination until he has been on the Council for a while and is more familiar with procedure. Councilman McMains nominated Councilman DeGraaf for Mayor pro-rem. There being no other nominations, Mayor Menzel declared the nominations closed. A ballot was taken with Councilman DeGraaf receiving three of the five votes. Councilman DeGraaf was thereupon appointed Mayor pro-tem. ~EGO MANOR - Final map It was moved by Councilman DeGraaf, seconded by Councilman Smith, and carried, that the final map and improvement plans of Rego Manor Subdivision be accepted upon the execution by the owner of a contract with the City of Chula Vista for the installation of improvements and the posting of a bond guaranteeing the performance thereof, which contract shall be first approved ,by the City Attorney as to form and legality. /HiLL~P GLEN SUBDIVISION - Final map It was moved by Councilman Smith, seconded by Councilman DeGraaf, and carried, that the final map and improvement plans of Hilltop Glen Subdivision be accepted upon the execution by the owner of a contract with the City of Chula Vista for the installation of improvements and the posting of a bond guaranteeing the performance thereof, which contract shall be first approved by the City Attorney as to form and legality. ~SEWER FROM '*J" STREET PLANT, South to "L" Street Principal Engineer Harshman presented a plat and explained in detail ways and cost estimates of extending a sewer main down the west side of Montgomery Freeway from the J. Street sewage plant to L. Street and on further down south if the Council so desired, for the purpose of serving properties planning to annex to the City. George DeWolfe reviewed, for the benefit pf the new Cuuncilmen, proposed plans for annexation and industrial development to the South of the City which will necessitate the installation of sewer mains to serve the area. Mr. DeWolfe asked for an expression from the Council as to their feelings toward installing an outfall line from the J. Street Plant to L. Street° It was moved by Councilman McAllister, seconded by Councilman Smith, and carried, that all in the power of the Council will be done to facilitate the installation of a sewer line from the Jo Street sewage plant to "L" Street on the West side of the Freeway. The motion carried by the following vote, to-wit: AYES: Councilmen McAllister, Smith,Menzel,DeGraaf,McMains Noes: None Absent: None ~QUEST FOR TAXI-CAB LICENSE City Administrator Fulwiler reviewed a report from the Chief of Police on a request from Mr. Lewis L. Martin to operate taxicabs in the City of Chula Vista. The matter was held over until the meeting of May 13th. RESOLUTION- Approving agreement for disposition of Vista Square Housing Held over until the meeting of May 13th. It was suggested that the Council meet with the Housing Liquidation Committee for further study ~f the matter. b/CIVIL SERVICE RECOMMENDATIONS - Salaries - 1958-1959 Recommendations of the Civil Service Commission on salaries for positions in the Classified service ~r the fiscal year 1958-1959 were submitted to the Council. The matter was held over for study at the coming budget sessions. ~LTRusA CLUB LETTER A letter was read from the Altrusa Club urging that the qualifications of education and experience be the only ones considered when making appointments. No action taken. ~QUEST FOR FUNDS - Flower Show A letter was read from the Chula Vista Garden Club requesting $200. for their annual Flower Show. The matter was held Fu er until May 13th. NDS AUTHORIZED FOR PLANNING CONSULTANT It was moved by Councilman Smith, seconded by Councilman DeGraaf, and carried, that $2010. be appropriated from the unappropriated surplus of the Planning Fund for payment to Glenn A. Rick, consultant on disposition and planning of Vista Square Housing Project area. The motion carried by the following vote, to-wit: AYES: Councilmen Smith, Menzel, DeGraaf, McMains, McAllister Noes: None Absent: None %~/~UNDS AUTHORIZED FOR COOK CASE It was moved by Councilman Smith, seconded by Councilman DeGraaf, and carried, that $2000 be appropriated from the unappropriated surplus of the General Fund .for payment to Albert Boyer, Attorney-at-Law for appearing on behalf of the/City in the Harley Cook case° The motion carried by the following vote, to-wit: AYES: Councilmen Smith, Menzel, DeGraaf, McMains, ~cAllister Noes: None ~ Absent: None ~ FUNDS AUTHORIZED FOR ATTENDANCE OF ATTORNEY AT CONVENTION It was moved by Councilman McAllister, seconded by Councilman Smith, and carried, that City Attorney Kugler be authorized to attend the Attorneys~ Conference at Palo Alto, and that he be advanced $150. expense money. ADJOURNMENT Mayor Menzel adjourned the meeting at 10:05 P.M. until April 22, 1958 at 7:00 P.M.
