MINUTES OF A REGULAR MEETING
OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA, CALIFORNIA
November 8, 1966
A regular meeting of the City Council of the City of Chula Vista was held
at 7:00 P.M. on the above date in the Council Chambers with the following Coun-
cilmen present: Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling
Absent: None
Also present: City Engineer Cole, City Attorney Lindberg, Administrative Offi-
cer Ross, Associate Planner Manganetli, Assistant Administrative
Officer Stenberg, Administrative Assistant Sullins
Mayo~ McAllister led the pledge of allegiance to the Flag. The invocation was
given by Rev. John Woolheather, Harbor Missionary Church.
APPROVAL OF COUNCIL MINUTES
It was moved by Councilman Sparling, seconded by Councilman Sylvester, and
carried that the minutes for the meeting of November 1, 1966, be approved, copies
having been sent to each Councilman.
ORDINANCE NO. 1026 - Adopting Traffic Code Schedules Nos. IX and X as amended -
First reading
It was moved by Councilman Sparling, seconded by Councilman Anderson, and
carried that Ordinance No. 1026 be placed on its first reading and that reading
of the text be waived. The motion carried by the following vote, to-wit:
AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale
Noes: None
Absant: None
RESOLUTION NO. 4233 - Appropriating funds for repayment of sewer service charges
to Chula Vista ~ity School District
Offered by Councilman Sylvester, passed and adopted by the following vote,
to-wit:
AYES: Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling
Noes: None
Absent: None
RESOLUTION NO. 4234 - Approving tentative map of Flair Annex Subdivision
Offered by Councilman Sparling, passed and adopted by the following vote,
to-wit:
AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale
Noes: None
Absent: None
Mr. Denny Wittman, one of the developers of Flair Annex Subdivision,
stated he was in accord with all of the recommendations of the Planning and
Engineering departments.
INITIATION OF CONDEMNATION PROCEEDINGS AUTHORIZED
Administrative Officer Ross stated that Mr. Denny Wittman, one of the
developers of Flair Annex Subdivision, has requested that the City initiate con-
demnation proceedings against Princess Park Estates, Inc., in order to acquire
the right-of-way needed for six of the lots in the subdivision to face on East
Rienstra Street.
It was moved by Councilman Sparling, seconded by Councilman Sylvester,
and carried that the City Attorney be directed to prepare the necessary docu-
ments for presentation to the Council at the earliest possible meeting.
~CLAIMFOR DAMAGES DENIED
Administrative Officer Ross stated he has received a claim for damages
from Mr. Jon E. Roberson, 4577 Brighton Avenue, San Diego, in the amount of
$1,550.00, for damages alleged to have been received when arrested by Chula
Vista Police. It was moved by Councilman McCorquodale, seconded by Councilman
Sparling, and carried that the claim be denied.
~%TY OF EL CAJON URGES OPPDMITION TO PROPOSAL TO ESTABLISH FEDERAL OR STATE
BUILDING CODES
A letter was read from the City of E1 Cajon urging that the Council
join them in opposing the proposal for the establishment of State or Federal
Building Codes. Referred to Administrative Officer Ross.
DR. ASKEW LETTER ON BURNING AT COUNTY DUMPS
A letter was read from Dr. J. B. Askew, Director of Public Health, stat-
ing that the County Board of Supervisors and the Department of Public Works have
developed a program to gradually convert burning dumps in the metropolitan areas
to sanitary land fills.
DOWNTOWN ASSOCIATION DONATION OF FLOWER BOXES AND BRACKETS TO CITY ACCEPTED
A letter was read from the Chula Vista Downtown Association donating all
one hundred and eighty-two flower boxes and brackets hanging in the downtown
area to the City of Chula Vista.
It was moved by Councilman Anderson, seconded by Councilman Sparling,
and carried that the boxes and brackets be accepted, that a letter of apprecia-
tion be written to the Association and that a City spray truck be used to keep
the baskets of plastic flowers clean.
DEDICATION OF RRED H. ROHR PARK SUGGESTED
Councilman Sylvester suggested that the Council initiate proceedings to
dedicate the property purchased from the Rohr Corporation for the Fred H. Rohr
Park. After discussion, it was moved by Councilman Sylvester, seconded by
Councilman Sparling, and carried that the staff be directed to look into all
the ramifications involved in dedicating the Rohr property for park purposes
and report back to the Council as soon as possible.
COUNCIL CONFERENCE SET
Upon the recommendation of Administrative Officer Ross, a Council Confer-
ence was set for Monday, November 14, at 3:30 P.M., for the purpose of discuss-
ing the new police facility.
ADJOURNMENT
Mayor McAllister adjourned the meeting at 7:30 P.M. sine die.
