HomeMy WebLinkAboutcc min 1966/11/15Held Tuesday MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHUIA VISTA, CALIFOKNIA November 15, 1966 A regular meeting of the City Council of the City of Chula Vista was held at 7:00 P.M. on the above date in the Council Chambers with the following Council- men present: Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling Absent: None Also present: Principal Civil Engineer Harshman, City Attorney Lindberg, Admin- istrative Officer Ross, Associate Planner Manganelli, Assistant Administrative Officer Stenberg, Administrative Assistant Sullins Mayor McAllister led the pledge of allegiance to the Flag. The invocation was given by Rev. Earl Kernahan, First Methodist Church. APPROVAL OF COUNCIL MINUTES It was moved by Councilman Sparling, seconded by Councilman Anderson, and carried that the minutes for the meeting of November 8, 1966, be approved, copies having been sent to each Councilman. PUBLIC HEARING - Proposed ordinance amending procedural portion of Zoning Ordinance This being the time and place, as advertised, for a hearing on a proposed ordinance relating to regulations and procedures for zoning and the issuance of conditional use permits and variances, Mayor McAllister declared the hearing open. No one wishing to be heard either for or against the proposed ordinance and the Clerk having received no written communications, the Mayor declared the hearing closed. ORDINANCE NO. 1027 - Amending procedural portion of ~oning Ordinance - First reading It was moved by Councilman Sparling, seconded by Councilman McCorquodale, and carried that Ordinance No. 1027 be placed on its first reading and that reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale Noes: None Absent: None ~/'PUBLIC to annex proposed Elks-Telegraph Canyon HEARING Intention Road Annexation This being the time and place, as advertised, for a hearing on the pro- posed Elks-Telegraph Canyon Road Annexation to the City, Mayor McAllister de- clared the hearing open. No on~ wishing to be heard either for or against the proposed annexation and the Clerk having received no written communications, the Mayor declared the hearing closed. ORDINANCE NO. 1028 - Approving annexation of Elks-Telegraph Canyon Road Annexa- tion - First reading It was moved by Councilman Anderson, seconded by Councilman Sparling, and carried that Ordinance No. 1028 be placed on its first reading and that reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen Anderson, McAllister, McCorquodale, Sparling, Sylvester Noes: None Absent: None ORDINANCE NO. 1026 - Adopting Traffic Code Schedules No. IX and X - Second reading It was moved by Councilman Sparling, seconded by Councilman Anderson, and carried that Ordinance No. 1026 be placed on its second reading, that read- ing of the text be waived and the ordinance adopted. The motion carried by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale Noes: None Absent: None ORDINANCE NO. 1029 - Amending Section 4.20 of City Code relating to disturbing the peace and the commission of nuisances by dogs - First reading It was moved by Councilman Sparling, seconded by Councilman Sylvester, and carried that Ordinance No. 1029 be placed on its first reading and that reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen Sparling, Anderson, Sylvester, McAllister, McCorquodale Noes: None Absent: None ORDINANCE NO. 1030 - Amending Chapter 4 of City Code relating to the regulation of bee-keeping - First reading It was moved by Councilman Sparling, seconded by Councilman McCorquodale, and carried that Ordinance No. 1030 be placed on its first reading and that reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale Noes: None Absent: None RESOLUTION NO. Offered to-wit: AYES: Noes: Absent: 4235 - Opposing recommendations for the creation of State or Federal Building Codes and their related activities by Councilman Sparling, passed and adopted by the following vote, Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale None None RESOLUTION NO, 4236 - Amending Resolution No. 4137 which adopted the City's personnel complement for the fiscal year 1966-67 (Rohr traffic control officers) Offered by Councilman Sparling, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale Noes: None Absent: None ~,/REQUEST FOR DRIVEWAY VARIANCE AT 795 FOURTH AVENUE Administrative Officer Ross explained that a request has been received from Mrs. Vera Poyner, 795 Fourth Avenue, for a driveway width variance for her property in order to provide for one additional off-street parking space. The City Engineer was of the opinion that her plan to build an additional driveway on her south property line would create a traffic hazard as cars using the drive would have to back out onto heavily traveled Fourth Avenue. The Engineering Department suggested that Mrs. Poyner build a circular driveway but she did not agree. Councilman McCorquodale suggested that her present driveway on the north property line might be widened to allow for one parking area. It was moved by Councilman Sparling, seconded by Councilman McCorquodale, and carried that action be held over one week while the engineers determine if the suggested alternate is workable. ~/CALL FOR BIDS AUTHORIZED FOR TRAFFIC SIGNAL WORK It was moved by Councilman Sparling, seconded by Councilman Anderson, and carried that the City Engineer be authorized to call for bids at the pre- vailing minimum wage scale for augmenting existing traffic signal system at Broadway and "E" Street and at Broadway and "H" Street. REQUEST FOR HEARING - Appeal by Bollenbacher and Kelton of Planning Commission action It was moved by Councilman McCorquodale, seconded by Councilman Sylves- ter, and carried that December 6, 1966, at 7:00 P.M., be set as the time for a public hearing on the appeal by Bollenbacher and Kelton of Planning Commission action denying them a varianhe for reduction in house size in Southwestern College Estates, Unit No. 1. ~/LETTER OF RESIGNATION A letter was read from Bruce A. Johnson tendering his resignation from the Planning Commission. It was moved by Councilman McCorquodale, seconded by Councilman Sparling, and carried that the resignation be accepted with regret and a letter written in appreciation of his service with the City. ~NOTIFICATION THAT NATIONAL CONGRESS OF CITIES WILL MEET IN SAN DIEGO IN 1968 A letter was read from the National League of Cities giving notice that the League has approved the City of San Diego as its host city for the 1968 Congress of Cities scheduled for the month of November, 1968. L/ZREQUEST FOR WIDENING OF "H" STREET EAST OF THIRD AVENUE A letter was read from Ray Stinnett, 492 Minot Avenue, urging that the Council take Action to widen "H" Street east of Third Avenue at least as far as First Avenue. ~,.z'NOTICE OF T]21E LIMIT TO ADOPT FLOOD PLAIN REGULATIONS FOR SWEETWATER RIVER FLOOD CONTE~L PROJECT A letter was read from Warren A. Barney, ~irector of Department of Special District Services, County of San Diego, advising that no time limit is now in effect to adopt flood plain regulations for the proposed Sweetwater River Flood Control project. FOR NEW CITY SEAL QUESTIONED A letter was read from Standlee McMains questioning the need for a new City Seal and stating that experts in the advertising and allied arts field have expressed that the fee ~f $750.00 for the design of a new City Seal is exorbitant. ~.~LETTER OF APPRECIATION A letter was read from Mrs. Marjorie Crawford, 126 East Fortuna Street, commending police officers who took care of her son when he had a bicycle acci- dent recently. INVITATION TO MOTHER GOOSE PARADE Mr. Bud Wilson, president of the Junior Chamber of Cor~nerce, extended an invitation to the Council and all citizens to attend the Mother Goose Parade in E1 Cajon on Sunday, November 20. CITY SEAL Mr. Standlee McMains stated that a reputable firm in the advertising and allied arts field has given him a figure of $50.00 as being ample for a com- mercial artist to design a City Seal. In his opinion a determination should be made as to what is wanted in a seal prior to assigning someone No work on one. MOTORCYCLE NOISE Mr. Standlee McMains asked what is being done about the nuisance of noise made by motorcycles. City Attorney Lindberg informed him of action taken to date and of proposed action. REPORT ON PRE-TRIAL HEARING - Melrose Avenue City Attorney Lindberg gave a brief report on the pre-trial hearing in regard to the Melrose Avenue improvement problem. ADJOURNMENT Mayor McAllister adjourned the meeting at 7:55 P.M. sine die. '~ City Clerk
