HomeMy WebLinkAboutcc min 1966/12/13Held Tuesday MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA December 13, 1966 A regular meeting of the City Council of the City of Chula Vista was held in the Council Chambers on the above date at 7:00 P.M. with the following Coun- cilmen present: Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling Absent: None Also present: City Engineer Cole, Administrative Officer Ross, Planning Director Warren, Finance Officer Grant, Assistant Administrative Officer Stenberg, Administrative Assistant Sullins Mayor McAllister led the pledge of allegiance to the Flag. The invocation was given by Rev. Edgar Zimmerman of the First Methodist Church. APPROVAL OF COUNCIL MINUTES It was moved by Councilman Sparling, seconded by Councilman McCorquodale, and carried that the minutes for the meeting of December 6, 1966, be approved, copies having been sent to each Councilman. PUBLIC HEARING (continued) - Appeal by Bollenbacher and Kelton, Inc., of Planning Commission action denying variance for reduction in house size in Southwestern College Estates No. 1 This being the time and place, as designated, for the continuation of a hearing on the appeal of Bollenbacher and Kelton to action of the Planning Com- mission denying them a variance for reduction in house size in Southwestern Col- lege Estates No. 1, Mayor McAllister declared the hearing open. Mr. Richard Kelton and Mr. Louis Kelton spoke in favor of their appeal and urged that the variance be granted. Mr. Wilbur Enderud, 5848 Gotham Street~ spoke in opposition to the variance. Mrs. Wetzel, 6047 Harvard Street, urged that the Council grant the variance. No others wishing to be heard, the Mayor declared the hearing closed. It was moved by Councilman McCorquodate, seconded by Councilman Sylvester, and carried that the action of the Planning Commission be sustained and the ap- peal denied. v'PUBLIC HEARING (continued) - Prezoning of property on the north side of Quintard Street between Hilltop Drive and Tobias Drive A letter was read from Mr. Nicholas J. Besker, requesting that this hear- ing be continued until January 10, 1967. It was moved by Councilman Sparling, seconded by Councilman Anderson, and carried that the request be granted. PUBLIC HEARING - Proposed annexation of Mahy's Sweetwater Valley Annexation This being the time and place, as'advertised, for a hearing on the pro- posed Mahy's Sweetwater Valley Annexation, Mayor McAllister declared the hearing open. No one wishing to be heard and the Clerk having received no written com- munications, the Mayor declared the hearing closed. ORDINANCE NO. 1031 - Approving annexation of Mahy's Sweetwater Valley Annexation - First reading It was moved by Councilman Sparling, seconded by Councilman McCorquodale, and carried that Ordinance No. 1031 be placed on its first reading and that read- ing of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale Noes: None Absent: None ORDINANCE NO. 1032 - Amending the City Code relative to the control of drainage area and water courses - First reading It was moved by Councilman Sparling, seconded by Councilman Sylvester, and carried that Ordinance No. 1032 be placed on its first reading, amended by adding the word "Registered" before the words "civil engineer" in the last sen- tence of Section 26.105, and that reading of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale Noes: None Absent: None ORDINANCE NO. 1030 - Amending Article I, Chapter 4, of the City Code relating to bee-keeping - First reading It was moved by Councilman Sylvester, seconded by Councilman M¢Corquodale, and carried that Ordinance No. 1030 be placed on its first reading and that read- ing of the text be waived. The motion carried by the following vote, to-wit: AYES: Councilmen Sylvester, Anderson, McAllister, McCorquodale, Sparling Noes: None Absent: None ORDINANCE NO. 1033 - Enacting interim R-1-D zoning for the Elks Club Annexation - First reading and adoption as an mmergency ordinance It was moved by Councilman Sparling, seconded by Councilman McCorquodale, and carried that Ordinance No. 1033 be placed on its first reading, that reading of the text be waived and the ordinance adopted as an emergency ordinance. The motion carried by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale Noes: None Absent: None RESOLUTION NO. 4265 - Giving notice of intention to annex Poggi Canyon Annexation~ No. 2 and setting December 27 as date for hearing Offered by Councilman Sparling, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale Noes: None Absent: None RESOLUTION NO. 4266 - Authorizing Administrative Officer to execute applications and documents for the City to obtain financial assistance under the Federal Civil Defense Act of 1950 Offered by Councilman McCorquodale, passed and adopted by the following vote, to-wit: AYES: Councilmen McCorquodale, Sparling~ Sylvester, Anderson, McAllister Noes: None Absent: None RESOLUTION NO. 4267 - Accepting, naming and dedicating one-foot lots in Weather- stone Subdivision, Units No. 1 and No. 2 Offered by Councilman Sparling, passed and adopted by the following vote, to-wit: AYES: Councilmen Sparling, Sylvester, Anderson, McAllister, McCorquodale Noes: None Absent: None RESOLUTION NO. 4268 - Amending Schedule II of the Traffic Code to include three additional boulevard stops Offered by Councilman Anderson, passed and adopted by the following vote, to-wit: AYES: Councilmen Anderson, McAllister, McCorquodale, Sparling, Sylvester Noes: None Absent: None RESOLUTION NO. 4269 - Approving bids and awarding contract for modification to signals on Broadway at "E" and "H" Streets Offered by Councilman McCorquodale, passed and adopted by the following vote, to-wit: AYES: Councilmen McCorquodale, Sparling, Sylvester, Anderson, McAllister Noes: None Absent: None RESOLUTION NO. 4270 - Authorizing the filing of application for a Federal grant to acquire and develop open-space land Offered by Councilman Anderson, passed and adopted by the following vote, to-wit: AYES: Councilmen Anderson, McAllister, McCorquodale, Sperling, Sylvester Noes: None Absent: None /REPORT ON OPERATION OF GOLF COURSE Parks and Recreation Director Jasinek gave a report on the financial con- dition of the Municipal Golf Course. Mr. Jasinek indicated that under present operating policy, a defiait in the golf course operation is anticipated. Because of this anticipated deficit, the Parks and Recreation Commission is recon~ending that the 18-hole greens fees be increased by 25 cents, the monthly adult ticket be increased from $13.50 to $15.00 and that five-year cards be made available for members of the Ments and Ladiest Clubs for $25.00 each, which would allow them to play at reduced greens fees. It was moved by Councilman Sperling, seconded by Councilman Anderson, and carried that the five-year card program be inaugurated, as recon~nended, and that an up-to-date report be brought back to the Council by May 1, 1967 as to the financial condition of the Golf Course at that time. Mr. Otto Vollmer and Mr. Glen Grout commended those responsible for a job well done in improving the Municipal Golf Course in the short time it has been under City control, Mr. Jim Newman, President of the Men's Club, was of the opinion the five- year card plan would draw at least 400 to 500 members. A letter from Mr. Emery Fryer, 555 James Street, was read praising those responsible for the operation of the golf course. b/"DIESATISFACTION EXPRESSED WITH RATE STRUCTURE OF CHULA VISTA SANITARY SERVICE A letter was read from Mr. Jack Lowell expressing dissatisfaction with rates charged businesses for trash pick-up by the Chula Vista Sanitary Service. Referred to Mr. Ross. ~/REQUEST FOR CHANGE IN ORDINANCE A letter was read from Arlington Smith, 309 Twin Oaks Avenue, suggesting that the Council take action to amend the ordinance requiring that residents not deposit their trash for pick-up prior to 6:00 P.M. on the day preceding the day for regular pick-up. Me suggested that the time be changed to 4:00 P.M. in order that the job could be done in the daylight during the winter months. Re- ferred to Administrative Officer Ross. .REQUEST FOR VARIANCE FROM REQUIREMENTS OF SWIMMING POOL ORDINANCE NO. 670 A letter was read from the Houghton Construction Company requesting ex- emption from requirements of Ordinance No. 670 which require him to have a gate to his swirmning pool at 483 "F" Street. Referred to Building Inspector Grady and Safety Council for recommendations. NOTICE OF MEETING OF LOCAL AGENCY FORMATION COb~IISSIONS A letter was read from the San Diego Local Agency Formation Commission. giving notice of the third state-wide meeting of Local Agency Formation Commis- sions to be held at the Kona Kai Club on December 15 and 16, 1966, and inviting attendance. LEAGUE OF CALIFORNIA CITIES GOLF TOURNAMENT A letter was read from the League of California Cities giving notice of a golf tournament to be held at the E1 Camino Inn, Oceanside, on the weekend of January 14, 1967. Mayors, Councilmen, Department Heads and guests were invited to attend. ~z~EQUEST FOR ONE-WAY STREET DURING CHRISTMAS SEASON A letter was read from Mrs. Werner Schurig, 255 San Miguel Drive, request- ing a one-way street for the Christmas season on San Miguel Drive and Sierra Way, traffic to enter on San Miguel Drive and exit on Sierra Way. It was moved by Councilman Sparling, seconded by Councilman McCorquodale, and carried that the ~equest be granted. 9:05 P.M. - Council adjourned to executive session to select member of Plamning Con~nission 9:25 P.M. - Council reconvened APPOINTMENT OF MEMBER TO PLANNING CC~MISSION Mayor McAllister announced that Mr. Will T. Hyde, 803 Vista Way, was ap- pointed unanimously to fill the unexpired term of Mr. Bruce Johnson on the Plan- ning Commission, said term to expire June 30, 1967. TRAFFIC SURVEY ON ALLEY REQUESTED ~ Councilman Anderson requested a survey of traffic on the alley between ~and Garrett Avenues at Davidson Street because of the hazard caused by heavy trucks leaving the alley. LUNCH FOR LEGISLATORS Councilman Sparling annoumced that there would be a lunch at the Municipal Golf Club at noon on December 15, with all County legislators who are able to attend in attendamce. ADJOUILNMENT Mayor McAllister adjourned the meeting at 9:30 P.M. sine die. City Clerk
