I amwriting this letter on behalf of Chula Vista Safe and the 4,000 people who signed a petition noting an objection to Acadia
health building a 120 bed mental hospital in their residential community. On May 13, 2019 the San Diego Uniondribune wrote
an article about the Acadia Healthcare facility In which it noted that on May 6, 2019 Acadia Healthcare entered Into a $17
million dollar Medicaid fraud settlement with the United States Attorney's Office, the largest healthcare fraud settlementin the
history of West Virginia. Nonetheless on May 17, 2019 the City of Chula Vista
accepted an application from Acadia Healthcare In which they failed to complete their Disclosure Statement . Appendix 8 to the
Condition Use Permit application filed by the Eastlake Behavior Health , LLC CUP, and in the Disclosure Statement In questions 3
and 4 require If any person listed In question 1 is a corporation , the applicant is required to list the names of individuals with an
Investment of over $2000. The purpose of the disclosure statement is to provide transparency In the process. Eastlake Behavior
Health , LLC; , Acadia San Diego 1V Holdings , LLC and Scripps Behavior
Health Venture, LLC are all listed as corporate entitles with an Interest In the project and the disclosure statement requires
them to list any person who has an Investment In these entities of $2,000 or more dollars. The City should not be processing
any project that has an Incomplete disclosure statement and we are asking you to direct the planning staff to stop any work on
the project until the Disclosure Statement is properly filled out and made available to the public, including the undersigned. I
also understand the Issues list has not been completed yet the project Is still being processed.
Recently over 50 peopie from our community attended an HDA meeting in which our District Councllmember was supposed to
attend to address new projects in our neighborhood. His council aid appeared on his behalf and knew almost nothing about the
projector how It was being processed by the City. After our meeting we received an email from her announcing a community
meeting on September 26.1 do not see how the City can have a community meeting without consulting the community about
the format,
date, and who will be allowed to address the meeting and If the will be subject matter experts to answer questions. Is this just
a check the box requirement or do you really want to hear from the community ?Is this just a meeting In which Acadia
Healthcare and Scripps Is thereto lecture us on how we do not know anything about what they are proposing? If you are truly
Interested In the health and welfare of our community you should cancel this meeting until the application is complete and
then consult us on a date that is not a school holiday when many of the parents who are concerned cannot make it.
Please respect your constituents who pay the taxes for the salaries of the people who are thereto serve Chula Vista and our
community and respect our concerns and do not give speclaI treatment to a corporation that commits welfare fraud and has a
track record like Acadia Healthcare that you are not willing to extend to us.

Email I am writing you regarding the proposed Eastlake Psychiatric Hospital. I have been actively
researching facilities such as these and am concerned about the currently proposed location.
Psychiatric hospitals are needed In San Diego but it is of utmost Importance that the proper site be selected to
ensure the preservation of current neighborhood character, patient safety, community safety and facility
success.
Building a regional hospital far from mass transit, most easily accessible by toll road needs better vetting. As
you know it's nestled within a neighborhood and surrounded by a vulnerable population comprised of
families with children. My concerns are directly connected to the fact that elopements (escapes) are an
expected event within hospitals. Both for involuntary patients and voluntary. Because of the wide range of
mental illnesses being treated at this facility, elopement in a heavily concentrated area with vulnerable
populations significantly Increases the chances of a dangerous event occurring. Can Acadia please share
the number of elopements they had per facility from 2016 - 2018?
Having 24 hour security will not completely guarantee the surrounding communities the safety we deserve, In fact
Acadia Healthcare Division President Jeffrey Woods guarantees that it will happen, which is one of the reasons
the Acadia Louisville facility is going to be moved to a more remote part of town.

I oppose the proposed location of the Eastlake Psychiatric Hospital. There are better locations for a
county hospital that will make the services more accessible to all. I support the idea of a mental health
facility but not In the proposed location. Would a spot along Main Street near the car dealerships better
serve the community for the proposed site? I am concerned about some of the problems on my street
(Esperanza Place) having the hospital very close to our homes. I am also concerned about the kids In the
neighboring schools and the history of incidences of similar facilities. The street this hospital Is being
proposed on is on a street that Is mostly made up of business geared for children. You are drastically
increasing the possibility of a dangerous event happening by approving this facility in such close proximity
to children's schools/activities and residential homes. This site is basically just on the other side of
backyards where families on our street have watched fireworks on the 4th of July for many years. It would
be nice to a have a facility/business that would bring us together rather than us be scared of what might be
or what might happen. Just because the operator is touting this as a lock down facility does not mean
patients won't escape or be released onto the neighborhood streets. Patients can decline care once they
are stable and walk out into the neighborhood, Please do not approve the permits for this hospital at this

repercussions of allowing a Regional Hospital that will service high acuity patients in close
proximity to vulnerable populations comprised of elderly and families with children.
Make no mistakes about it, this is not a neighborhood hospital it is a Regional Psychiatric Hub 20 miles from many
of the patients it currently services. The Issue with having this Regional Hospital so far from Scripps Mercy
Hillcrest is that continued coordinated care will be more difficult. Most of these patients will have an ongoing
struggle with mental illness thatrequire an additional support infrastructure that Eastlake floes not have.
If this for-profit hospital is truly meant to help people aixl nertjust make money from their suffering, why not build
it in a more easily accessible location and in close proximity to the main hospital hub'? Most people with mental
illness are not homeless but many homeless are mentally ill. They should not have to struggle to get to their
Outpatient appointments because of
the poorly selected location. A bus ride from La Mesa to the proposed site is 3 has and a I mile
walk up -hill. Is this facility only meant for those who can afford a tort road and a vehicle?
Although this facility is For-profit, they accept medicaid and Scripps has a charitable ctause.

My name is Amy Rodriguez. I have been a resident of the peaceful community of Rolling Hills Ranch for 16
years. With three school -aged children, we settled here 16 years ago because it is a femily-oriented, safe and
serene community where the children can safely play outside and walk home from school without any worries. We
now have a grandson who attends Thurgood Marshall Elementary. The school bus stop is only steps away from
the proposed site for the psychiatric facility. With the construction of the psychiatric facility on Showroom Place,
you will strip us of our sense of safety for our children and community.
This proposed location is less than a half mile away from Thurgood Marshall Elementary, Eastlake Middle School,
preschools, community parks, kids -oriented businesses, and STEPS from the school bus stop. Showroom Place
is is not easily accessible to traffic or public transportation. It is six miles away from the 805 freeway, 14 miles
from Scripps Mercy Hillcrest, and 8 miles from Scripps Mercy Chula Vista. There are other sites much more
conducive to accommodate a psychiatric facility without putting children and families in harm's way.
The Chula Vista City Council and Mayor were elected by the people to serve and protect the Interests of its
residents. We, the quiet community of Rolling Hills Ranch, ask the City of Chula Vista to deny Acadia Healthcare
to construct a 120 -bed psychiatric hospital on Showroom Place.

became a homeowner. I used my lite savings as a down payment and am just so disheartened to hear
about this proposed construction. It is one thing to build a small outpatient facility to help individuals with PTSD,
eating disorders and depression and quite another to build a large 120 bed facility with a lockdown ward housing
violent and dangerous individuals near schools and families,

to the location of the proposed psychiatric facility.
The currently proposed site is lacking major characteristics of a Regional Hospital site. It's most easily accessible via
a for pay toll road, the nearest bus stop is 1 mile from the facility and the facility Itself will take 30mins (without
traffic) to transfer patients via ambulance. In addition to the accessibility and proximity issues, the currently
proposed site on Showroom PI is surrounded by children's activities, schools and single family residences, including
my own. This Regional Hospital will not only change the character of the neighborhood but it also poses a danger
to this community. The risks of Elopement (leaving premises without permission) are very real and unfortunately
"It has been identified as a significant issue by the psychiatric nursing community (MuirCochrane, Mosel, Gerace,
Esterman, & Bowers, 2011)" .,."Psychiatric patients who elope are more likely to engage in suicidal and homicidal
behavior. Elopements can have serious consequences, with one study reporting a 2G-30% suicide rate, as well as
harm to others "Bowers, L., Jarrett, M., Clark, M., Kiylmba, F., & McFarlane, L, (2000). Determinants of absconding
by patients on acute psychiatric wards. Journal of Advanced Nursing, 32(3),644-649.

A segment of patients who will be treated are more likely to be violent. "The National Institute of Mental Health
(NIMH) estimates that people with serious mental illness are three times more likely to be violent than the general
population. When substance abuse, a previous history ofviolence or nonadherence to medication is involved, the

will have policies in place the negligence the Applicant (Acadia) has displayed at other facilities Is well documented,
alarming and does not instill any confidence that they will run this facility with proper attention to following

(we have a box full of major violations from a few of their facilities). If the City Council approves the Conditional
Use Permit for the applicant, knowing that elopements occur and violence is prevalent In facilities like these, the
city will knowingly be allowing a business that will endanger a vulnerable population comprised of families with
children to be built. To grant a Conditional Use Permit ALL municipal code sections withlnl9.40.080 must be met.
This business does not meet municipal codes 19.40.080 (A)(B).A. That the proposed use at the particular location

is necessary or desirable to provide aservlce or facility which will contribute to the general well-being of the
neighborhood or thecommunity; B. That such use will not, under the circumstances of the particular case,
bedetrimental to the health, safety or general welfare of persons residing or working In the vicinity,or injurious to
property or improvements In the vicinity; On March 26, 2019 the SD Board voted in favor of changing the land use
to create a "Regional Behavioral Health Services Hub" on 4307 Third Ave. It is a 7.24 acre parcel of land, less than
a mile North of Scripps Mercy Hillcrest. According to Nathan Fletcher's office, County staff are currently doing an
analysis to determine what the need is in the Central Region area and what the mix of services should be. This land
Is available now and the county is "looking for partners." I can't imagine a better situated parcel of land exists In
the county. It would alleviate the need for long distance transfers, improve the success of coordinated care and is
centrally located with access to mass transit. This Psychiatric hospital will serve a segment of patients that need
the most acute care but the proposed location for this compromises the safety of our community. The community
implores you to deny the permits being requested.

how patients with a mental health diagnosis, substance abuse disorder, or a combination of the
two, can elope swiftly from a facility even with a safety observer present 24/7 for the patient,
Patients can also decline care and walk out into the neighborhood. Please do not approve the
permits for this hospital at this location,

asking whether they had considered other sites or not so I wanted to send this along...
Here's an excerpt from the article quoting Luke Bergmann (see article linked below and attached):
"Luke Bergmann, director of behavioral health for San Diego County, applauded the deal for its ability to increase
inpatient capacity. However, he said he is concerned when a stand-alone facility, is built many miles away from it
hospital, that such a facility be connected to the "integrated" system of care that includes outpatient re_souices.
The county, he noted, believes that many hospitalizations can be prevented if residents with mental health needs
receive coordinated treatment and regular contact with care coordinators in a more proactive fashion than [ins
been used in the past.."
He goes on to say: ""We need a service that can stay connected to people regardless of where they're seen,"
Bergmann said. "Ultimately, the goal is to care for folks in their neighborhoods, i ndwe are eager to partner with
Scripps in creating this kind of model" The thing to remember is that this is NOT a neighborhood hospital. It's a
regional hospital that will service the county so If patient care Is supposed to be moving In the direction of
neighborhood care this facility (due to it's location) does the complete opposite of that. It will be in an area with
limited public transportation, most quickly accessible via loll road in one of the counties most southern
neighborhoods.

Scripps has said Scripps Mercy Hospital in Hillcrest Is one of
several hospitals in the region that nyus[_hg replaced in
coming years to comply with state seismic regulations.
Rather than committo another 36 -bed psychiatric unit In
Hillcrest, Scripps announced in February that it would partner
with Acadia to build a larger 120 -bed facility In an Eastlake cul-
de-sac flanked by a business center that houses a Montessori
academy and a trampoline park. Scripps and Acadia hope to
open their new facility in 2023 and plan to serve teens, adults
and seniors.
Acadia, which is poised to hold an 80 percent share in the
partnership, Is now under contract to purchase the 10.5 -acre
plot in Chula Vista and the partnership group known as
Eastlake Behavioral Health LLC has submitted a permit
application to the city.
Scripps has described the arrangement as a win for the region
and South Bay.
"It adds capacity to the San Diego region that has a 1111111f-ld

But when nearby residents learned about the project, they
immediately pushed back.
"I think it's well -Intentioned and poorly planned," Eastlake

the proposed Eastlake hospital.
They have also seized on county behavioral health director

options is not ideal.
"It's not accessible. There's not continuing care. It's not co -
located," Burgar said. 'There's not police presence a facility
like this will probably require and (Acadia) is a nightmare."
Gold said Scripps opted to pursue the partnership due to
Acadia's experience operating hundreds of other behavioral
health facilities across the world, and its work with other
providers.
"Scripps took the Initiative to Investigate the concerns and felt
they were a partner with the expertise that would make It a
positive partnership," Gold said.
Gold said Scripps' 20 percent stake ensures it will have
oversight over the facility's operations and that the hospital
will collaborate with other health care providers- in the region.
In a statement, Acadia defended Its track record, noting that
Its "aggregate rate of grave and serious Incidents is extremely
small" and that Its Facilities strictly adhere to federal and
accreditation standards.
The company said it is planning to incorporate a number of
security measures In the Chula Vista project, Including 24-hour
security and perimeter fencing and landscaping to provide an
additional barrier between the facility and the neighborhood.

Acadia said It may also consider minor adjustments to the
project as it gathers Input from residents and city offldals.
Chula Vista City Councilman John McCann, who represents the
Eastlake area, said he encouraged Acadia and Scripps to host
the community meeting later this month to explain their plans
and get residents' Input.
"I'm hoping that we can all work together to find solutions that
the community can be in favor of," McCann said.

I oppose the proposed location of the Eastlake Psychiatric Hospital. There are better
locations for a county hospital that will make the services more accessible to all. This
hospital may increase response times for neighbors. I am also concerned about the kids in
the neighboring schools. The street this hospital is being proposed on is on a street that is
mostly made up of businesses geared for children. You are drastically increasing the
possibility of a dangerous event happening by approving this facility in such close proximity
to children's schools/activities. Just because the operator is touting this as a lock down
facility does not mean patients won't escape or be released onto the neighborhood street.
Patients can decline care once they are stable and walk out into the neighborhood. Please
do not approve the permits for this hospital at this location.

I think a good spot might be near the prison. Others have suggested elsewhere closer to other medical facilities that can be
better suited when the patient Is released.
If we get this hospital and there ends up a population of damaged souls wandering our East Chula Vista neighborhood,
there will be big problems from nonstop calls to police, and Vat forbid anything happens to our children, the mob of
vigilante justice will pale in comparison to calls at the ballot box to replace everyone who did not stop this.

We are residents of Rolling Hills Ranch and we oppose the building of the Psychiatric Hospital at the currently
proposed site 830 & 831 Showroom Place. We would like the following questions answered:
1. Does this hospital plan on verifying whether employees and patients are registered sex offenders?
2. Was a feasibility study conducted on 830 & 831 Showroom Place to understand what services would be
needed? If so, please send it so we can review it. If not, why not?
3. Can Acadia provide a document showing the number of elopements per facility in 2018?
4. Why isn't Scripps/Acadia moving forward with the parcel of (and on 4307 Third Avenue that Is 0.5 miles away
from Scripps Mercy and has been designated by the city to be used as a behavioral health facility?
S. Why did they select a site 20 miles from Scripps Mercy Hillcrest and at the southern edge of San Diego County
as a location for a regional psychiatric hospital?
6. Will they have ambulances transporting patients to or from the facility? If so, will the sirens be on?
7. How will outpatients without vehicles or a social worker get to their appointment at Showroom Place? The
closest bus stop is 1 mile away.
8. Will Scripps/Acadia fund the additional Police, Firefighters and First Responders necessary to deal with an
influx of calls to the facility that will take away resources from our community? Police reports from other San
Diego County psychiatric facilities suggest a high call number and your proposed hospital will be almost double
other county facilities.
It must be noted that adding a new facility of this scale will cause an increase in call volume resulting In an
increase in response time from ambulances, fire, and police. Chula Vista currently does not have enough police
and Eastlake has the fewest patrols assigned to handle Issues arising from the proposed facility or from those
released, How will this be addressed? Police reports related to similar facilities in San Diego County indicate a
high volume of calls to those facilities. Given that this facility will have a substantially larger bed count, data
shows that the police call volume will likely also increase significantly.
Asa result, If this deal were to move forward, any plans should Include the construction of a fully fun ctlonal
police substation in eastern Chula Vista which has already been sorely needed. The costs for this facility should be
funded solely by Acadla/Scripps to illustrate their investment in Chula Vista public safety. The ideal location for
this substation would be on a portion of the Showroom Place site. If not, it should be in immediate proximity
(within a mile).of this hospital facility as a maximum accepted radius. Acadia/Scripps should also be required to
fully fund (at their sole expense) an additional 5.10 police officers and staff annually for an indefinite period of
time until local safety concerns have stabilized post -opening of the facility.
Finally, an application for this facility at 830 & 831 Showroom Place was officially submitted by Acadia on
5/20/19. Apparently, the city will only be notifying residents that live 500 feet or less from the proposed site's
property line unless you contact the city with your physical address. This email serves as my request to be
notified in the future on this project by email (preferred) or mail. I would like to firmly state that the 500 foot
threshold is unacceptable and should be expanded to a 3 mile radius since this facility can and will have a
significant impact on the safety of area residents well outside 500 feet.

regarding the Psychiatric Hospital Proposed for 830 & 831 Showroom Place.
This facility will be 20 miles away from Scripps Mercy Hospital in Hillcrest, far removed from much of the population it
currently serves. How will patients get to this location with limited public transportation and quick accessibility only
available via toll road?
What will happen to patients when they are released and refuse help from a social worker? What happens when
patients lack housing, access to additional medical care, or a family/support system to assist them?
Patients who refuse treatment and walk out of the facility and those who are discharged without a ride pose risks for the
many schools, parks, and daycares centers that are in the neighborhoods surrounding the facility. How will this be
addressed? What about Jessica's Law? This hospital may violate Jessica's Law given the close proximity to the Montessori
Preschool. Does this hospital plan on verifying whether employees and patients are registered sex offenders?

I read a recent article where a Louisville Acadia run facility decided to relocate to a more remote part
of town due to the assaults and neighborhood concerns.
When a neighbor stated "Acadia should strive for zero patient elopements, and that anything else was
unacceptable."
Acadia Healthcare Division President Jeffrey Woods replied: "This is the real world and the reality is it's going to
happen on any campus"
So, why is this campus being built surrounded by residences, 400 feet away from a preschool, 700 feet away from
a K-12 school and 1 mile from Eastlake Middle School and Salt Creek Elementary School?
We are all living in the real world and you have a division president telling people on record that elopement is an
expected event. All these issues happened at a low to mid acuity facility. What possible events could happen In a
facility for high acuity patients? Does Scripps really feel 100% confident that a sentinel event won't occur?
Knowing that elopements are expected, why build this hospital at a site where the likelihood for a harmful event to
occur for both patients and community members Is hlgh?

people Into the west Chula Vista area since the social service facility opened on West oxford street. The crime has

16. Will Scripps/Acadia fund the additional Police, Firefighters and First Responders necessary to deal with an influx of
calls to the facility that will take away resources from our community? Police reports from other San Diego County
psychiatric facilities suggest a high call number and your proposed hospital will be almost double other county
facilities.
17. What Is the detailed evacuation plan should an earthquake or fire occur?
It must be noted that adding a new facility of this scale will cause an increase in call volume resulting in an Increase in
response time from ambulances, fire, and police, Chula Vista currently does not have enough police and Eastlake has the
fewest patrols assigned to handle issues arising from the proposed facility or from those released, How will this be
addressed? Police reports related to similar facilities in San Diego County indicate a high volume of calls to those facilities.
Given that this facility will have a substantially larger bed count, data shows that the police call volume will likely also
Increase significantly.
Asa result, If this deal were to move forward, any plans should include the construction of a fully functlonaI police
substation in eastern Chula Vlsta which has already been sorely needed. The costs for this facilltyshould be funded solely
by Acadla/Scripps to Illustrate their investment in Chula Vista public safety. The ideal location for this substation would be
on a portion of the Showroom Place site, If not, it should be in Immediate proximlty (within a mlle) of this hospital facility as
a maximum accepted radius. Acadla/Scripps should also be required to fully fund (at their sole expense) an additional 5-30
police officers and staff annually for an indefinite period of time until local safety concerns have stabilized posbopening of
the facility.
Finally, an application for this facility at 830 & 831 Showroom Place was officially submitted by Acadia on 5/20/19,
Apparently, the city will only be notifying residents that live 500 feet or less from the proposed site's property line unless
you contact the city with your physical address. This email serves as my request to be notified in the future on this project
by email (preferred) or mall. I would like to firmly state that the 500 foot threshold Is unacceptable and should be expanded
to a 3 mile radius since this facility can and will have a significant impact on the safety of area residents well outside 500
feet.

I'm a Chula Vista resident concerned of how disproportionate and disorganized our city is growing on the east side lately.
We are growing but the needed Infrastructure Is lacking. Not enough police to attend the city's needs, no libraries for the
new areas and not enough schools.
And even though the schools are not the city's responsibility, the city of Chula Vista is not doing anything to make sure our
kids have access to a quality education. It's been already ten years that we should've had anew middle and high schools.
But the Sweetwater District has proven this Job is too big for them, they have a financial crisis and they will not be able to
comply with the needs of the City in the years to come.
The City of Chula Vista has the duty of providing their citizens what is needed to live with dignity and schools are a key in a
well rounded society. But, It's been a while we are lacking of enough middle and high schools. Schools are already well
Impacted for the huge growth In the east side of Chula Vista.

My name is Kim Lepre, and I am a resident in the Eastlake/Otay Ranch area. I'm also a parent and teacher in the
Sweetwater Union High School District.
I'm writing about my concern regarding the proposed psychiatric hospital In Showroom Place. I and other
concerned residents have been actively researching facilities such as these and am concerned about the
currently proposed location.
Psychiatric hospitals are needed in San Diego, but it is of utmost importance that the proper site Is selected to
ensure the preservation of current neighborhood character, patient safely, community safety and facility success.
Building a regional hospital far from mass transit, most easily accessible by toll road needs better vetting. As you
know it's nestled within a neighborhood and surrounded by a vulnerable population comprised of families with
children. In fact, right outside Its doorstep is a large taekwondo facility, a swimming pool for private lessons for
young children, Skyzona, and two indoor play canter for kids - Kldventures and Ninla Factor, which obviously
have large numbers of children.
My concerns are directly connected to the fact that elopements (escapes) are an expected event within hospitals.
Both for involuntary patients and voluntary. Because of the wide range of mental illnesses being treated at this
facility, elopement in a heavily concentrated area with vulnerable populations significantly increases the chances
of a dangerous event occurring. Can you imagine one of these patients wandering in or hiding in a facility full of
children and their parents? It's unthinkable.
Can Acadia please share the number of elopements they had per facility in 2018?
I'd like to share this article with you regarding elopement:

Having 24-hour security will not completely guarantee the surrounding communities the safety we deserve.
I definitely think that we need more space and compassion for the types of patients admitted to these hospitals.
However, the location Itself Is impractical, It would be 20 miles away from Scripps Mercy Hospital in Hillcrest.
Luke Bergmann, director of behavioral health for San Diego County, stated "he is concerned when a stand-alone
facility is built many miles away from a hospital, that such a facility be connected to the "integrated" system of
care that includes outpatient resources." Such an inaccessible location could not be successful in fully treating
patients.
I understand that having such a hospital in Eastlake would provide more jobs and revenue for the city. But with
this area expanding at such a rapid rate and the growing population of families, it's unconscionable to put such a
facility in a community such as this. There HAS to be a better location that benefits all parties at stake.

As you may already know on March 26, 2019 the SD Board voted in favor of changing the land use to create a
"Regional Behavioral Health Services Hub" on 4307 Third Ave.. It is a 7.24 acre parcel of land, less than a
mile North of Scripps Mercy Hillcrest. [map attached]
According to Nathan Fletcher's office, County staff are currently doing an analysis to determine what the need is
in the Central Region area and what the mix of services should be. (see attached approved proposal from
Nathan Fletcher's Office)
This land is available now and the county is "looking for partners." Do you know if there has been any
communication with Scripps about partnering with the county? I can't imagine a better situated parcel of land
exists in the county. It would alleviate the need for long distance transfers, improve the success of coordinated
care and is centrally located with access to mass transit.
The currently proposed site has none of those things. It's most easily accessible via a for pay tall road, The
nearest bus stop is 1 mile from the facility, the facility Itself will take 3Qrnms (without traffic) to transfer patients
via ambulance. How much will that end up costing the city for those who are uninsured? [map attached]
In addition to the accessibility and proximity issues, the currently proposed site on Showroom PI Is surrounded
by children's activities, schools and single family residences. This Regional Hospital will not only change the
character of the neighborhood but Italso poses a danger to this community. The risks of Elopement (leaving
premiss without permission) are very real and unfortunately "It has been identified as a significant Issue by the
psychiatric nursing community (MulrCochrane, Mosel, Gerace, Esterman, & Bowers, 2011)" ..."Psychiatric
patients who elope are more likely to engage in suicidal and homicidal behavior. Elopements can have
serious consequences, with one study reporting a 20-30% suicide rate, as well as harm to

facilities is well documented, alarming and does not instill any confidence that they will run this facility with proper

If the city approves the Conditional Use Permit for the applicant, knowing that elopements occur and violence is
prevalent in facilities like these, the city will knowingly be allowing a business that will endanger a vulnerable
population comprised of families with children to be built. To grant a Condition Use Permit ALL municipal code
sections within 19.40.080 must be met. This business does not meet municipal codes 19.40.080 (A)(B).
A. That the proposed use at the particular location is necessary or desirable to provide a service or facility which
will contribute to the general well-being of the neighborhood or the community;
B. That such use will not under the circumstances of the particular case, be detrimental to the health, safety or
general welfare of persons residing or working in the vicinity, or injurious to Propert or improvements in the
vicinity;
This Psychiatric hospital will serve a segment of patients that need the most acute care and the proposed
location for their care compromises the safety of our community. Our neighbors have sent countless smalls to

I'm writing to you in regards of the proposed location for the psychiatric hospital from Scripps/Acadia. I'm a resident of Rolling
Hills in Chula Vista, as well I'm a mental health provider. I have concerns of the location of this proposed hospital as a
resident but also as a provider.
1 live in close proximity to the proposed location, as a resident from the area, I'm concern due to the proximity to several
businesses geared towards children and families. Within walking distance we have about 4 dance studios, play city, sky
zone, mala factory, aqua tots, floaties, pride martial arts, speed circuit and many other more. We also have elementary
schools and middle schools within walking distance from the proposed location. As a resident I am concern due to the
population this hospital is going to serve and about the safety and possible risks children in this community could be
exposed. Patients at a psychiatric hospital are usually there due to "imminent" danger to themselves or others and/or due to
complex psychiatric needs. Reading about Acadia, seems is not suitable to guarantee to maintain a safe community due to
the amount of irregularities and violations.
As a mental health provider, this is one of the worst locations I've seen proposed for a psychiatric hospital for multiple
reasons. I often work with patients that have to be transported in a 5150 (Involuntary hold) and others voluntary. When family
members are contacted one of their major challenge Is their transportation, financial hardships and very little family support.
Having this hospital at a location where there is no easy city transportation (bus, Volley) where the closest freeway access is
a toll road could make It difficult for families to get there and be able to pick up family members when getting
discharged. There's no other hospital or mental health agencies to provide the acute services nearby oncethe patients are
discharge. My other concern as a provider Is how often a patient has learn to say in order to get discharge before they are
actually stable. What this means is that patients who are not mentally stable but refused to remain at a hospital learned to
deny any thoughts/feelings or action plans to hurt themselves or others and get released too early possessing a danger to
themselves and/or others. This Is concerning due to the proximity to many children's businesses, schools and the walking
distance of a gun practice/shooting business in where they can have access to guns (less than 1 mile from proposed
location). My other concern as a provider and resident is the limited police personnel that Is in the east side of Chula Vista.
There is no police station nearby and their presence Is very limited.
I understand the need for such services in our county and city, however I'm asking you to really reconsider if this is the only
and best location for this proposed hospital. I'm asking you to please reconsider the relocation of this hospital and may be
considering a location such as the current available location on 450 41n Avenue Chula Vista, 91910. The Chula Vista Medical
Arts 11 is currently available with a building size of 36,586 sq. feel, 4 stories, walking distance to their own Scripps hospital
and centrally located in Chula Vista. This location is already set up as a hospital with easy access (2 freeways), parking,
many public transportation (busses and trolley) and close to our police station for emergencies.

have no doubt that these facilities and services are needed, however, the location is worrisome. It Is close proximity to

I am writing to you regarding the proposed Eastlake Psychiatric Hospital. I oppose the building of this hospital In the
currently proposed location and ask that the city critically consider the repercussions of allowing a Regional Hospital that
will service high acuity patients in close proximity to vulnerable populations comprised of elderly and families with children.
Make no mistakes about it, this is not a neighborhood hospital It Is a Regional Psychiatric Hub 20 miles from many of the
patients it currently services. The issue with having this Regional Hospital so far from Scripps Mercy Hillcrest is that
continued coordinated care will be more difficult. Most of these patients will have an ongoing struggle with mental illness
that require an additional support infrastructure that Eastlake does not have.
If this for profit hospital is truly meant to help people and not just make money from their suffering, why not build it in a
more easily accessible location and in close proximity to the main hospital hub? Most people with mental illness are not
homeless but many homeless are mentally B. They should not have to struggle to get to their outpatient appointments
because of the poorly selected location. A bus ride from La Mesa to the proposed site is 3 ms and a 1 mile walk up hill. Is
this facility only meant forthose who can afford a toll road and a vehicle? Although this facility is for profit, they accept
medicaid and Scripps has a charitable clause.
Speaking of Medicaid, In early May 2019 Acadia reached a "$17 million settlement in a fraud scheme, the largest health
care fraud settlement In West Virginia's history, U.S. Attorney Mike Stuart announced.." .re-pays-million-to-settle-

Additionally, according to researcheate.net "On discharge, 27% of the homeless patients were discharged to no fixed abode
status..." [Article: Homelessness and the Length of Stay In Psychiatric Wards, August 20171 By approving the Conditional
Use Permit you will be allowing a business to be built that will increase homeless in the area and with it the risk of homeless
related crines in an area predominantly inhabited by families with children. Which is not in the best interest of the
community that you presently serve.
For all the reason mentioned above and all the ones you will be emailed about by other community members, I ask you to
deny the Conditional Use Permit.

hospital, here in Rolling Hills, As you are familiar with our neighborhood, Rolling Hills is one of the "new"
communities In Chula Vista established in the east side of our city. All of the communities established in the
east side of Chula Vista were developed for family housing/residential communities, Schools and parks
were built within walking distances and beautiful paths for easy access. Establishments in the Rolling Hills
Ranch area have been catering to families and their children.
As a resident from this community I'm extremely concern and oppose to the construction of the
Scripps/Acadia psychiatric hospital. The proposed location is extremely close to establishments geared
towards children such as: swim schools, dance studios, play city, ninja factory, speed circuit, flyers, Christian
school, Montessori Preschools, and so on. Houses are right next to the proposed location. In addition, we
have a middle school and elementary school at walking distance, Many of those trails next to the proposed
psychiatric hospital are used by children who are walking alone after school to get home. Both of my
children have used those trails to walk home. Also, trails in Montevalle Park, right next to Eastlake Middle
School, which are at a close proximity to the proposed location, are used by the students of Eastlake Middle
School for their physical education class and do their mile runs. So, is this really the best AND only location
that this Scripps could locate to build a psychiatric hospital? Why not building it right next to their actual
location in Hillcrest? If the purpose is to bring this acute service of mental health to the southbay, why not
building it next to their already existing location on Broadway by 4th avenue? The Chula Vista Medical
Center site has been available. Did they even considered this location? It doesn't make sense to establish a
psychiatric hospital in a residential area in where there's not sufficient public transportation, not enough
first responder personnel, and the only freeway closes is a toll road! Why not establishing in a location that
already has existing bus routes, close to a trolley station, with easy freeway access? What is going to
happen when patients get discharge or refuse treatment? Where are they going to go if they do not have
the financial needs to navigate public transportation?
According to the chy's 2018 Annual Residential Growth Forecast, it states that "the forecast period
(September 2018 through December 2023) the total number of units to be permitted citywide Is estimated
at 7,780." "The majority of permit activity is projected in eastern Chula Vista with approximately 7,349
housing permitted." It also states about the development of hotel rooms In the area. In fact, one of those
hotels will be right next to the propose psychiatric hospital location. According to this document, the east
side of Chula Vista is projected to continue to grow with housing and hotels, One out the three assumptions
predicated in this report is "housing market remain stable." Well, how Is this psychiatric hospital will impact
the sells on all these housing? Are you aware that these type of hospitals (psychiatric/behavioral health)
bring a decrease on home values? Who would like to buy a house next or near a psychiatric hospital were
dual diagnosis people will be release to the community? How is that going to impact to the growth of that
hotel been built near this proposed site? Once again, who would like to stay at a hotel next to a psychiatric
hospital? People will opt out for other locations. If the city of Chula Vista is projecting such a housing
growth and more development in the east side of Chula Vista, why would you agree to establish a
psychiatric hospital in a community that has been developed mostly for housing and that It will continue to
be developed with the same purpose; Family Housing. How is this psychiatric hospital going to impact the
development that the city has projected to the east side of Chula Vista? Can someone please provide me
with an answer?
I am a licensed mental health provider and I have worked in this field for more than 15 years. If I wouldn't
have first-hand experience with people with mental health illness, with psychiatric hospitals, discharges and
clients refusing services; I don't think I would be opposing to this construction. However, that is not the
case. I have worked with people been suicidal, attempting to kill themselves on site/at schools, been
transported to psychiatric hospitals and then refusing services or denying incidents. What happens next?
They don't get admitted. They are released posing a danger to themselves in the same community in where
they are released as they try to run into incoming traffic orjumping out from the closest bridge. According
to application submitted by Scripps, ECT, also known as Electro -shock therapy will be offered in this
hospital. This form of therapy is for the severely mentally III that are no longer responding to conventional
therapy or psychotropic medication. So, this hospital Is not only treating people who feels extremely
depressed and suicidal. This hospital will be serving severely mentally iii people with dual diagnosis who
could be not only a danger to themselves but also to others, Also, let's be realistic, not all the people with
mental health needs that need to be hospitalized are coming from a very supportive, financially well
establish family that would be there to support the patient and pick them up when released. unfortunately,
this Is not the case for all the adults and the elderly. Some of these people don't have a support system that
will be there during the discharge time. These people are left out in the community with no support. Also, it
is the reality that human error happens in any Jab, including psychiatric hospitals. Do you know how many
times I had clients return to me or been early discharge because the person who did It was new? Or -
bemuse the clinician was an Intern with not that much clinical experience? Or just simply by
miscommunication? Well it does happen and patients are wrongfully discharged exposing a danger to
themselves and to the people in that community. Not only that, Scripps has partner with one of the worst
managements for behavioral health services, Acadia. There are plenty of articles in regards of their
wrongful managements including the most recent in May for Medicaid fraud. Are you telling me that this
type of management would not have errors while discharging patients?
As a resident from this community, I urged to really examine this proposed location for the psychiatric
hospital. Is this type of establishment really is what the community from Rolling Hills are needing? Will this
type of hospital have an impact with the projected developments for east Chula Vista? Is this psychiatric
hospital will be able to maintain the safety among ALL the children who are been raised in this community?

I am pan of a growing group of people that object to the building of the planned construction of a Psychiatric hospital at
Showroom PI in Eastlake. We have now gathered over 3100 signatures In opposition. The explosive growth of our petition has garnered
media attention from major news outlets, Including Fox, ABC, NBC, KUSI, and the Union Tribune.
While we understood and fully agree with the need for such a facility, after examining all the facts, this seems to be one of the poorest
choices to place the facility. It does not At at all with the surrounding businesses and community. Several houses will literally share a
property line with the facility. The front of the facility would literally open out to businesses that entirely eater to families and
children. The risk of effects to the community from discharged patients and patient elopements (escape, leave without discharge) is far
loo great. The location is inconvenient for the patients that the facility is meant to serve, taking an average of 2-3 bra each way by
mass transit to most parts of the city and tolls by freeway. If this Is meant to serve all of San Diego and you want to encourage people
of all means to seek help, it needs to be in a lowtlan that is convenient to everyone, similar to the one it replaces, especially those that only
have mass transit as a means to get there or leave. Seeking help is difficult enough without having a 4-6 hr round trip travel time as
a potential obstacle.
High on the list of our concerns, is that while there have been claims and promises of a safe environment for the patients and surrounding
community, the partner chosen, Acadia, understood to be 8D% owner of the facility, does not appear to have a good enough track
record to give us confidence in the credibility of these claims. It Is well known amongst Eastlake residents that law enforcement
patrols in the surrounding area are Insufficient to mitigate that risk. Public records show that Chula Vista police have not been meeting
response time standards for many years, an Issue that is worse on the East side because of the time to traverse the large area, and this
will only worsen that problem. Even recent efforbObilis to improve law enforcement have been not been fulfilled due to budget and
workforce skill gaps as has been reported on in recent news.
We understand that the building of the facility will bring lobs and much needed Income to the city of Chula Vista, but surely you could find a
more suitable location within the city that Is:
• more central, closer to a major freeway that doesn't require a tall
• In a region with stronger law enforcement and emergency services presenw/response
• more accessible by public transportation, especially the trolley system
`closer to the main Scripps hospital and other supporting serviceslfacililies
"In an area away from famlly-orarned businesses and residences
Our concerns are not just speculation and have been validated and confirmed by people with personal experience such as EMTs, people
that have lived around such facilities, samples of public reports on Acadia facilities, and people that have worked In these kinds of facilities,
Including the Scripps Mercy that this will replace. In speaking with residents and businesses, many have expressed plans to relocate
should this came to pass. Surely such negative pressure on many of the most highly appraised properties in Chula Vista would not be to
the benefit of the city. Eastlake and Rolling Hills 1s the gem of Chula Vista, do we really want to risk Irreversibly changing that?
We have collected references for our research and posted them to our petition next to each of our concerns. Please take the time to look
at them and you'll see why our concerns are founded in facts and not just baseless paranoia.

I'm writing to you in regards to the proposed psychiatric hospital, This is not an appropriate location for a regional hospital
and I oppose it being built in Showroom PI.
This facility is being built within a residential neighborhood and immediately adjacent to a commercial center with many
businesses oriented toward children. Personally, we often take our children to both Play City and Skyzone trampoline
park. Escapes/discharges Into the community are a major cause for concern.
The proposed facility Is also 20 miles away from Scripps Mercy Hospital In Hillcrest, far removed from much of the population
It currently serves, with limited access to public transportation and only quickly accessible via toll road, which equates to
limited access for patients. Luke Bergmann, director of behavioral health for San Diego County, stated "he is concerned
when a stand-alone facility is built many miles away from a hospital, that such a facility be connected to the "Integrated"
system of care that includes outpatient resources."
Such an inaccessible location will not be successful in properly treating patients.

I'm writing to you regarding my concerns about how Chula Vista's police shortage will impact the city if this
proposed hospital is granted a conditional use permit.
It is well documented that the City of Chula Vista's Police Department has the lowest sworn officer -to -population ratio in
the county at .87 sworn officers per 1,000 residents, [Source: Public Safety Staffing Report City of Chula Vista. 20171 The
understaffing contributes to slower than optimal response times.
"...Eastern [police response territories in Chula Vista) are very large, have increasing public safety demands and take longer
times to traverse." Eastlake In particular has the fewest patrols assigned to handle issues arising from the facility or from
those released.
In 2017,The Indianapolis Metropolitan Police Department received almost 100 phone calls regarding run away patients
from one of Acadia's Residential Treatment Facilities, many of which lead to burglaries and home break-ins In the
surrounding neighborhood.
Does the city have an updated plan to prevent home break ins In our community when patients at the proposed facility
escape? Does the city have a plan to address the additional Increase of police needed? If so, what is it?

I am writing to you to express my opposition to the proposed location for the psychiatric hospital. While it is very close to
several residential areas, my biggest concerns are that Is right across the streetfrom an area that Is known to be "family
friendly" and I am also concerned about the negative Impact twill have on ourcommunity.
My husband and I moved to Eastlake because of itsgreat schools and because it was a fairly safe area. Since the rapid
transit has opened crime and graffiti have increased and I don't feel as safe as I once did. The opening of this facility would
only increase these insecurities, especially since my children have activities they attend in Showroom Place.
I am speaking to you as a parent, would you ever want your children to be in danger? Would you ever willingly expose them
to danger? By opening this facility in the chosen location you are asking me to purposefully risk my children's safety simply
because they go to art class, or because they have a birthday party at Play City.
While I value the Importance of offering more mental health services, there are more appropriate locations to place this
hospital. There has been mention of a facility that Is already available in downtown Chula Vista where it could be placed.
Recently, a homeless woman with mental health issues attacked a man at a drive through here in San Diego. I am sure you
heard this story, She stuck him with a needle and now his life is filled with uncertainty as to what the future may hold for
him. He has an Infant son, and not his future Is uncertain. These are the types of people that these hospitals try to help and
cater to. Do you feel it appropriate to risk having one of them wander into Showroom Place and suffer a psychotic episode?
To become volatile and attack someone? Worst yet, to attack a child? You have now opened the city and yourself to a slew
of lawsuits for knowingly placing and supporting the building of this facility.
I ask you again, please do not allow this to go through. I ask you as a citizen, but most Importantly I ask you from one parent
to another.

If the City Council approves the Conditional Use Permit for the applicant, knowing that elopements occur and violence is
prevalent in facilities like these, the city will knowingly be allowing a business that will endanger a vulnerable population
comprised of families with children to be built. To grant a Conditional Use Permit ALL municipal code sections within
19.40.080 must be met. This business does not meet municipal codes 19.40080 (A)(B).
A. That the proposed use at particular location is necessary or desirable to provide a service or facility which will
contribute to the general well-being of the neighborhood or the community; B. That such use will not, under the
circumstances of the particular case, be detrimental to the health, safety or general welfare of persons residing or working
in the vicinity, or injurious to property or improvements In the vicinity;
On March 26, 2019 the SO Board voted in favor of changing the land use to create a "Regional Behavioral Health Services
Hub" on 4307 Third Ave. It is a 7.24 acre parcel of land, less than a mile North of Scripps Mercy Hillcrest.
According to Nathan fletcher's office, County staff are currently doing an anatysis to determine what the need is in the
Central Region area and what the mix of services should be. (see attached approved proposal from Nathan Fletcher's
office)
This land is available now and the county is "looking for partners." I can't imagine abetter situated parcel of land exists in
the county. It would allevlate the need for long distance transfers, improve the success of coordinated care and is centrally
located with access to mass transit.
This Psychiatric hospital will serve a segment of patients that need the most acute care but the proposed location forth Is
compromises the safety of our community, The community implores you to deny the permits being requested.

analysis to determine what the need Is In the Central Region area and what the mix of services should be. This land
Is available now and the county is "looking for partners." I can't Imagine a better situated parcel of land exists in
the county. it would alleviate the need for long distance transfers, improve the success of coordinated care and is
centrally located with access to mass transit. This Psychiatric hospital will serve a segment of patients that need
the most acute care but the proposed location for this compromises the safety of our community. The community

H I I I would like to thank you first for your service to our community. I am one of the many residents of Eastlake area who
are very concerned aboutthe planned construction of the 120 -bed Psychiatric Hospital here in Eastlake. I think that I can
speak for the many who believe that this specialty hospital is very much needed BUT also believe that it needs to be built in
an appropriate location. As from what I have read, this facility serves as part of the relocation and expansion of the 36
bed behavioral health facility of Scripps in Hillcrest. I was also told that this would be the 2"°largest mental facility in San
Diego. If I understand It right, this hospital then should serve the central and north areas as well. I do find it hard to believe
that they find the middle of Eastlake accessible for patients coming from central and north areas. Also, 1 know that this is a
specialty hospital that will be designed to address the mild and the extreme cases of mental Illness and drug dependence. I
think that we all realize the obvious and known dangers that may come from such a facility. As a mother I would like to
appeal to the City planning committee to please make a VERY RESPONSIBLE decision on this. As for any matter, I think
that SAFETY should always be priority. I think that the neighborhood's safety Is much more Important than the 100
jobs that this facility will create. And far more Important than the profit that the company or owner will make from it.
I think that In many eases, there are risks that may be avoidable and there are those that are not. I believe that the
potential risk of danger from having this facility in Eastlake or in any family community is one that may be avoidable. I
would hate for anyone to have to say" I knew it, I knew this would happen." It is not hard at all to foresee the
consequences and imminent dangers of having such facility in any community of growing families with children. It is
hard to believe that they have even considered that location. Please do not sub'e t our families our children o these
avoidable dangers. Please do not approve the bulliding of this favolity and lust assist with finding a more suitable
location for this facility
Also if I may share. The moment my family learned about this, we were all very shocked. My 12 year old daughter's
reaction was, "Mommy, you know I don't like moving but if they build the hospital I think we need to move." I wanted to
share my daughter's reaction because I am sure that you have heard mostly from adults or parents. I think that kids know
more than what we think they do. I just think that If a 12 year old child can immediately realize the potential risks from
this facility, then I could expect more from the City Planning Committee, a Council Memeber and from the Mayor. As a
mother, I have taught my children to never exclude and I would never want to add to the stigma on mental illness. It is real
and it needs to be addressed, BUT I also would like to be true to myself, speak out my concerns and do what I can do to
keep my family and my community safe. Again. I am not against the building of this facility, but like many I would Just like
for It to be built in a place where it would yield the least risk for both the patients and the people around it.

I am an Eastlake resident . I am writing to you to respectfully oppose the building of a Psychiatric hospital in Eastlake Chula
Vista. I am a Registered Nurse who work first hand with these type of patients. This location In Eastlake is one of the worse
locations you can put this hospital in. It will be about a mile away from many schools, about 0.9 miles away from Salt Creek
Elementary school. The release of patients and risk of elopement will pose risk to the children. I have seen patients
discharged on the streets or leave against medical advice because they are refusing proper discharge placement and
treatment. I have seen them refuse transportation and seek to live on the streets and continue the very harmful addictions
that have brought them to the hospital. This Includes abuse of alcohol, drugs and other harmful addictions. This potentially
risks the safety of children nearby in homes, schools, parks, businesses that are for chlldrens activities where you are
planning to build this hospital. Please ask yourself if you have children, grandchildren, nieces or nephews, would you want a
pyschiatric hospital less than a mile of their school) There are many alternatives to this location that would be more
appropriate. Alternatives that are away from schools, parks and homes. Alternatives that have better public transportation
to discharge these patients. We have seen the detrimental actions of mental disease on people, including children. Please
do not risk their safety by building this hospital in this location. Please consider different location.

continued coordinated care will be more difficult. Most of these patients will have an ongoing struggle with mental Illness
that require an additional support infrastructure that Eastlake does not have.
If this for-profit hospital is truly meant to help people and not just make money from their suffering, why not build it in a
more easily accessible location and In close proximity to the main hospital hub? Most people with mental illness are not
homeless but many homeless are mentally ill. They should not have to struggle to get to their outpatlent appointments
because of the poorly selected location. A bus ride from La Mesa to the proposed site is 3 ms and a 1 mile
walk up -hill. Is this facility only meant for those who can afford a toll road and a vehicle?
Although this facility is for-profit, they accept medicaid and Scripps has a charitable clause.
Speaking of Medicaid, In early May 2019 Acadia reached a "$17 million settlement in a fraud scheme, the largest

Additionally, according to researchgate.net "On discharge, 27% of the homeless patients were

business to be built that will increase homeless In the area and with It the risk of homeless
related crimes in an area predominantly inhabited by families with children. Thisis not In the

over the proposal to build a psychiatric healthcare facility operated by Acadia in our
neighborhood.
The currently proposed site is lacking major characteristics of a Regional Hospital site. It is
not near the freeway. The closest highway is a toll road. Additionally it is not easily accessible
to public transport; the nearest bus stop is I mile from the facility. The facility will be working
closely with a hospital in Hillcrest, but it will take 30mins (without traffic) to transfer patients
via ambulance.
In addition to the accessibility and proximity issues, the currently proposed site on Showroom
PI is surroundedby children's activities, schools and single family residences. This Regional
Hospital will not only change the character of the neighborhood but it also poses a danger to
this community. The risks of Elopement (leaving premises without permission) are very real
and unfortunately "it has been identified as a significant issue by the psychiatric nursing
community (MuirCochrane, Mosel, Gerace, Esterman, & Bowers, 2011)° ..."Psychiatric
patients who elope are more likely to engage in suicidal and homicidal behavior. Elopements

slower than optimal response times. "...Eastern [police response territories In Chula Vista] are very large, have increasing public
safety demands and take longer times to traverse." Eastlake in particular has the fewest patrols assigned to handle Issues arising
from the facility or from those released.
In 2017, the Indianapolis Metropolitan Police Department received almost 100 phone calls regarding run away patients from one of
Acadia's Residential Treatment Facilities, many of which lead to burglaries and home th eak4ns In the surrounding neighborhood.
Does the city have an updated plan to prevent home break-ins in our community when patients at the proposed facility escape?
Does the city have a plan to address the additional Increase of police needed? If so, what is it?

My name Is Marinelli Jarina, 1 am an Eastlake resident, particularly in Rolling Hills Ranch.
Father of a 13yr old girl who goes to Eastlake Middle School & a 9yr old boy who goes to Thurgood Marshall Elementary school.
I have a number of safely concerns (hat I would like to have addressed regarding the Psychiatric Hospital Proposed for 350 Showroom PI
First, relating to safety of our kids is the proximity to elementary schools, middle school & High school.
Looking up the distance from schools:
Thurgood Marshall Elementary -4 mins - 1.3 miles
Salt creek Elementary- 3 mins -.9 miles
Arroyo Vista Charter school - 5 mins - 1,5 miles
Eastlake Middle School- 5 min 1.4 miles
Eastlake High School - 6 mins -1.6 miles
Isn'tihere a particular distanoe/radius that Is required for the patients that this faculty, will cater should be away from kids?
Kids from these schools walk to & from school to their homes & relating to this kind offacility's release policies, I dont think It will be a safe
environment for the kids.
Considering that the location of the proposed facility is not easily accessible not having any close bus stops & It Is as well for from the
freeway.
In addition to the accessibility and proximity Issues, the currently proposed site on Showroom PI is surrounded by children's activities,
schools and single family residences. This Regional Hospital will not only change the character of the neighborhood but it also poses a
danger to this community. The risks of Elopement (leaving premises without ponnesion) are very real and unfortunately "It has been

What will happen to patients when they are released and refuse help from a social worker?
What happens to patients who lack housing, access to additional medical care, or a family/support system to assist them?
The currently proposed site Is lacking major characonatics of a Regional Hospital site. The closest freeway access Is via the 125 pay toll
road, The nearest boa stop Is i mile from the facility and the facility Itself will take 30mins (without traffic) to transfer patients via
ambulance.
This facility will be 20 miles away from Scripps Mercy Hospital in Hillcrest, far removed from much of the population It currently serves, How
will patients get to this location with limited public transportation and quick accessibility only available via toll road?
Also, with limited Police & Resources Is a fact here In our area, adding a new facility of this scale wl11 likely cause an Increase In call volume
resulting in an Increase In response time from ambulances,. 11re, and police. Chula Vista currently does not have enough police and
Eastlake has the fewest patrols assigned to handle issues arising from the facility or from these released. CVPD has the lowest swom
officer-to-populalion ratio in the county at less than 1 sworn officers per 1,000 residents. How will this be addressed?
The facility will be directly located in our neighborhood and we are all conoemed regazding the safety of our kids
& our own safety & the safety of our wmmunity,

I am writing to you regarding the proposed Eastlake Psychiatric Hospital, I oppose the buildingof this hospital
in the currently proposed location and ask that the city critically consider the repercussions of allowing a
Regional Hospital that will service high acuity patients In close proximity to vulnerable populations comprised of elderly and
families with children.
Make no mistakes about it, this Is not a neighborhood hospital it is a Regional Psychiatric Hub 20 miles from many of the
patients It currently services. The issue with having this Regional Hospital so far from Scripps Mercy Hillcrest Is that
continued coordinated care will be more difficult. Most of these patients will have an ongoing struggle with mental Illness
that require an additional support infrastructure that Eastlake does not have,
If this for-profit hospital is truly meant to help people and notiust make money from their suffering, why not build it in a
more easily accessible location and in close proximity to the main hospital hub? Most people with mental illness are not
homeless but many homeless are mentally ill. They should not have to struggle to get to their outpatient appointments
because of the poorly selected location. A bus ride from la Mesa to the proposed site is 3 hrs and a 1 mile
walk up -hill. Is this facility only meant for those who can afford a toll road and a vehicle?
Although this facility is for-profit, they accept medicaid and Scripps has a charitable clause.
Speaking of Medicaid, In early May 2019 Acadia reached a "$17 million settlement in a fraud scheme, the largest
health care fraud settlement in West Virginia's history, U.S. Attorney Mike Stuart announced.. ".re -pays -million -to -settle.

Additionally, according to researchgate.net "On discharge, 27% of the homeless patients were

business to be built that will Increase homeless in the area and with it the risk of homeless
related crimes In an area predominantly inhabited by families with children. This is not in the
best interest of the community that you presently serve.

particular location is necessary or desirable to provide a service or facility which will contribute to the general well-being of

On March 26, 2019 the SD Board voted In favor of changing the land use to create a "Regional Behavioral Health Services
Hub" on 4307 Third Ave, It is a 7.24 acre parcel of land, less than am Ile North of Scripps Mercy Hillcrest. According to
Nathan Fletcher's office, County staff are currently doing an analysis to determine what the need is in the Central Region
area and what the mix of services should be. (see attached approved proposal from Nathan Fletcher's Office)
This land is available now and the county is "looking for partners." I can't imagine abetter situated parcel of land exists in
the county. It would alleviate the need for long distance transfers, improve the success of coordinated care and is centrally
located with access to mass transit. This Psych latric hospital will serve a segment of patients that need the most acute care
but the pro posed.locatlon forth Is compromises the safety of our community, The community Implores you to deny the
permits being requested.

have considered and addressed before this project is supported or approved.
Although I believe that increased Psychiatric services are in fact necessary to address the healthcare
needs of San Diego, I also believe that the location in which the facilities are built and located must
provide adequate access to the majority of those who need it and should ultimately be integrated with
other related healthcare services/ providers that support the needs of physicians, nurses and other
healthcare personnel. Building a facility far away and isolated from those who provide healthcare
services or the mass of its users would be counterproductive for both healthcare providers and users of
these Psychiatric services, not to mention the impact this will have in the existing highly residential area.
Residential Community: The proposed location Is In close proximity to a residential area that Includes
primary, middle and secondary Schools, passive recreational parks, secluded walking trails, limited
private transportation (no mass transportation facilities), children daycare facilities, children dance
classes, children religlous/ecumenical classes and overall passive environmental facilities for the
enjoyment of the community. This community was designed and developed with resident safety and
security in mind. The construction of the Psychiatric hospital will definitely increase risks by adding a
high amount of unknown individuals pouring into the community
Distance from Integrated Healthcare and limited accessibility: This facility will be 20 miles away
from Scripps Mercy Hospital in Hillcrest, far removed from much of the population it currently serves.
How will patients get to this location with limited public transportation and quick accessibility only
available via toll road? Also, how will Emergency situations be addressed when the nearest emergency
room is several miles away? Currently the facility for these patients is located right next to a major
hospital with emergency capabilities.
Release Concerns and Escape Risk: What will happen to patients when they are released and refuse
help from a social worker? What happens when patients lack housing, access to additional medical
care, or a family/support system to assist them? Also, the reputation of the managing company (Acadia)
that will be managing this facility, is extremely poor and they have many lawsuits pending against them
In multiple states. There Is a significant amount of evidence of Acadla's lack of controls in the public
domain and press releases.
Proximity to Children: Increase in traffic, loitering, and potentially affected individuals have the
potential to create safety concerns for the many schools, parks, and day care centers that are in the
neighborhoods immediately adjacent. Although some controls could be implemented, there is no
question that the community's risks with be increased, as anything can go wrong that puts the
population at risk.
Limited Police & Resources: Adding a new facility of this scale will likely cause an increase in call
volume resulting in an increase in response time from ambulances, fire, and police. Chula Vista currently
does not have enough police and Eastlake has the fewest patrols assigned to handle issues arising from

I am writing to express my concern regarding the proposed land sale to Acadia Healthcare to build
a psychiatric hospital. My research finds that Acadia Healthcare has a poor reputation and your
support of this sale is appalling to me.
Please do not support this sale in our area. Besides being in a residential area, any building
servicing psychiatric in -patients should be located at a hospital. Scripps Mercy should be
including a psychiatric ward in their new hospital plans.
I hope that you are willing to reconsider your approval of this sale. Your support of current

Hello. I am writing regarding the proposed inpatient psych facility in Eastlake,
Chula Vista. I am a social worker with 25 years of experience with discharge planning,
Including discharge of inpatient psychiatric patients. I worked at Bayview Hospital for 2
years and on occasion at Scripps Mercy San Diego's behavioral health unit. I have
worked at Scripps Chula Vista for 11 years.
Here are my concerns:
Community Concerns: Community members (including some who actively work with
psychiatric patients) have the following concerns:
1. Poor Partner: Acadia, who will be an 80% owner of this facility, is riddled with lawsuits
and allegations regarding fraud, elder abuse, and child abuse.
2. Poor Release policy: Patients driven in will be released with limited options to get back
home. Residents are concerned with loitering and an increase in homelessness. The idea
that careful discharge planning will mitigate the community's concerns is naive. There is a
dire lack of resources for the mentally ill, dually diagnosed, homeless population. We
struggle with this every day at the hospital.
3. Location: This hospital would service a large region but is planned for an area with very
limited public transportation. It is miles away from the Scripps Hillcrest hospital and only
quickly accessible via toll road, which equates to limited access for patients. Luke
Bergmann, director of behavioral health for San Diego County stated "he is concerned
when a stand-alone facility is built many miles away from a hospital, that such a facility be
connected to the "integrated" system of care that includes outpatient resources." - San

4. Proximity to Children: Increase in traffic, loitering, and homelessness create safety
concerns for the many schools, parks, and children in the area.

the 905. There is.:a lot of open land/commercial development in this area that is not as
close to neighborhoods.

Hello,
My name is Kyle Meaux and I'm a home owner in the Rolling Hills Ranch community of Chula
Vista. I'm writing you to notify you of my severe opposition to the new proposed
Behavioral Health Center in the District at Eastlake commercial area, This is an absolutely
improper location for this facility: It is close to many kid friendly business and schools. The
Communities of Eastlake and Rolling Hills are known as family oriented
communities. It's safe to say, most people in these communities moved here for this reason.
I'm one of those people. I have two small children and the main reason I moved to Rolling Hills
Ranch is to raise my children in a family oriented community surrounded
by good schools and family friendly atmosphere. This new proposed facility will attract the
exact opposite of why I moved here.
The release of patients near my neighborhood, potential escape of patients, lack of mass transit,
response times for fire and police to the area, and potentially lowered property
values are all significant concerns I would like to raise to you as my Council Member that I
voted for. I hope you will strongly oppose this proposed facility and keep the Rolling Hills
Ranch and Eastlake Communities the great family oriented communities
they are.

only 10-12 homes away from my residence. I have lived here since 2004 and had I known the possibility

swim school, Kid Ventures, and other family friendly businesses.
There are a plethora of concerns that should be obvious about why such a facility should not be in this
area: Namely, proximity to children, increase in sirens with police drop-offs at all hours of the night;
traffic, loitering and homelessness as patients driven in will be released with limited options to get back
home. Residents are concerned with the mental state of these patients... many of whom could pose a
threat to themselves or others.
Why would the City of Chula Vista city Council and Planning Commission even consider such a terrible
proposal?
I hope and pray that you will use all of your political power and energy to put stop to this proposal,
and help to keep our neighborhood safe for all of it's residents; young and old. There must be other,
more suitable areas that are away from schools and residential neighborhoods for this kind of facility. I
am In support of a hospital, and the Jobs It brings, but this Is simply not the appropriate location for a

I am a resident, and home -owner in Roiling Hills Ranch, Eastlake, Chula Vista, CA, 91914. it has come to my attention in
recent news stories about a proposed psychiatric hospital being brought to a residential area. -namely MY residential area
where I live with my husband and young son._In Rolling Hills Ranch.
I am vehemently against such a facility In the center of a residential neighborhood, near schools and parks -and
especially a school bus stop)
IRE Development is the land owner, Acadia Healthcare (a for-profit company based out of Tennessee), the Chula Vista
Planning Commission and the Chula Vista City Council are all involved in bringing the Scripps Psychiatric Ward to Showroom
Place, at the end of the cul -de -sac -from a martial arts school, swim school, Kid Ventures, and other family friendly
businesses.
There are a plethora of concerns that should be obvious about why such a facility should not be in this area: Namely,
proximity to children, Increase In sirens with police drop-offs at all hours of the night; traffic, loitering and homelessness as
patients driven in will be released with limited options to get back home. Residents are concerned with the mental state of
these patients...many of whom could pose a threat to themselves or others.
Why would the City of Chula Vista city Council and Planning Commission even consider such a terrible proposal?
I hope and pray that you will use all of your political power and energy to put a stop to this proposal, and help to keep
our neighborhood safe for all of it's residents; young and old. There must be other, more suitable areas that areaway
from schools and residential neighborhoods for this kind of facility. I am in support of a hospital, and the jobs it brings,
but this is simply not the appropriate location for a facility like this.

I'm writing to express my great concerns over the proposed building of an inpatient psychiatric hospital at Showroom Place
In the Eastlake Design District. From what I've read in news stories, Scripps is planning to place a 120 bed facility, including
a "lockdown" unit for holding patients who are a danger to themselves or others. This area is Immediately adjacent to large
residential neighborhoods and extremely close to elementary schools, ajunior high school as well as a high school. Allowing
such a facility to be built in this area would be Irresponsible. I am requesting you oppose this project at this location. I am

We are not tyrants, or anti -mental health. We are a simple collection of families who moved into this area with the
idea that massive hospitals such as this were NOT in our backyards; that our children could play safely oa their
streets and in their parks. The primary partner, Acadia Healthcare, has it laundry list of complaints against them,
and have been involved in some extremely concerning lawsuits. ']'has is not the type of company our community
would trust to be associated with a 120 bed psychiatric facility. The facility is being built directly in the middle of
our neighborhood, a few feet away from a community park, a school has stop, multiple schools, and businesses

from the proposed site. We have done a walk through of the businesses in Showroom Place, and have been ill

long history of safety violations, law suits, allegations of rape, sexual misconduct, child endangerment, and elder

I Just learned of this today and read an article that states the facility will house "involuntary holds for patients deemed to be a
danger to themselves or others." I am a retired police officer (32 years) and I know the danger posed by those placed on 72 hr
holds (5150 WI). This facility will also bring unfathomable numbers of homeless to the area either seeking mental health
assistance or by just letting them walk out the door upon their release from the facility. (Have you seen the Sports Arena area
near the County Mental Health facility?)
The back of that property sits on River Rock Rd, a residential area, right where an elementary school bus stop sits. Reside the
safety aspect, the building of this facility will gravely affect our property resale values.
I hope that as our representative you are highly opposed to and strongly fighting against the building of this facility in this area

I'm writing regarding recent news of a Psychiatric Hospital to be built on Showroom PI. 1 am a resident that
live 150 yards from where this hospital is planned and I am against it.
This is a multi-dimenaional issue that has nothing to do with being pro -mental healthcare or anti -mental
healthcare. Building a psychiatric hospital in a residential neighborhood will impact. residents in the
following ways:
1. Increase in traffic: increase in sirens, disturbing residences
2. Poor release policy: patients driven in will be released with limited options to get back home. Residents
concerned with loitering and increase In homelessness
3. Location; hospital servicing a large region planned for an area with very limited public transportation,
miles away from Hillcrest hospital hub, only quickly accessible via toll road which equates to limited access
for outpatients.
4. Limited police in the area: people loitering etc may not get addressed simply because of lack of officers
assigned to Eastlake
5. Proximity to children: increase in traffic, loitering and homeless create safety concerns for the many
schools and children in the area.
6. Failure to coordinate care: Luke Bergmann, director of behavioral health for San Diego County stated
°...he is concerned when a standalone facility is built many miles away from a hospital, that such a facility
be connected to the "integrated" system of care that includes outpatient resources." (San Diego union -

7. Decrease in home values: due to items outlined in points 1 & 2
8. Poor partnership choice: Acadia who will be 80% owner of this facility is riddled with lawsuits and
allegations regarding fraud, elder abuse and child abuse.
I moved to Eastlake specifically because it was a bedroom community. I would have never intentionally
moved into a neighborhood with a large inpatient capacity hospital in the middle of it. The concerns the
neighborhood has are valid.
There is a petition already circulating to oppose this. We hope that you will stand with the community.

I heard that this facility will be steps away from Rolling Hills Ranch, where I live. I am attaching a map that one of
my neighbors sent me. This Is where I understand is the facility.
I am all for mental health but I am also for safety of our neighborhood. I have concerns about this facility. My
concern is If patients are going to be discharged and wonder in the neighborhood as often happen with mental
health hospitals. My daughter arrives from school at the bus stop on river rock and N Valley Dr. Many kids walk
alone there. This facility will be steps away from the bus stop. I am concerned about my kid safety.
I go several times a day for walks on the trail next to the border patrol office, this trail is very alone. I worry about
my safety if people who are discharged wonder there.
In addition there is already lots of traffic and noise on lane ave. Our house back faces lane ave and there is
always noise from cars and trucks all day. I worry about more ambulances in the middle of the night.
I am not the only person concerned in my neighborhood. Could we enlist your help to give voice to our concerns?

Email I've recently learned that there will possibly be a Psychiatric hospital built at the end of Showroom Place in
Chula Vista.
As a resident of Rolling Hills Ranch, and as somebody who lives roughly 100 yards away from this location, I am extremely
concerned about this project. I have two small children, and bought my home in this area to raise them in a safe
environment, away from hospitals that have frequent police transports.
Not only am I concerned about the safety of our community, I'm also concerned about the detrimental impact this will have
on my property value.
I'd like to get involved in anyway possible towards fighting against the building of this hospital, if this hospital does indeed
get built, I will have no choice but to sell my home and move elsewhere, which is something I'd like to avoid.
