I have heard there Is a vote pending for an acute psychiatric hospital within our neighborhood, only one block away from our
house and 100 feet from my children's school bus stop. I have lived here for years with satisfaction that my children are safe. I
am reaching out to others, signing petitions and also reaching out to you that I am part of the many residents that are against
THIS. If this goes through, you are putting our security in our neighborhood at risk. Please put into account the security of
families and children. I know there is a need but that place within the residential area is not the only option. PLEASE do not go
through this.

Mayor Sales, Council member McCann, and Chula Vista City members,
It has recently come to my attention that there has been a formal application submitted on behalf of
Acadia, a for-profit healthcare provider, to build a 120 -bed psychiatric hospital at 350 Showroom Place. As a
resident of East Chula Vista, I urge you to stop this development before it leaves the community my family loves
so dearly in shambles.
As a concerned citizen, I do not see any benefit to this facility. Why is this facility being placed in close
proximity to schools, extracurricular programs, and entertainment centers geared towards children? If the
patients of Scripps/Acadia are violent offenders, sexual or otherwise, why are we bedding them In our backyard?
If they have no home at the end of treatment, where will they go? What will happen to our resources such as
police and firefighters, who are already stretched beyond their limits?
What are you, as members of our city, sacrificing for profit? How much is the safety of my family worth to
you?
I would like to be informed of all public meetings regarding this atrocity moving forward. This must be
stopped, and I will not be voting for anyone in favor of this facility in our backyards. Anyone In support of Acadia
and this failed for-profit scheme Is not acting in the best interest of the citizens they serve.

I am an Eastlake resident since 1991. 1 have a number of safety concerns that I
would like to have addressed regarding the Psychiatric Hospital Proposed for
350 Showroom PI.
My family moved from Paradise Hills to Eastlake when they could barely afford
it, but did so due to the crime we were surrounded by. My preschool, Head
Start, had an emergency evacuation because of gang related shooting nearby,
that was the last strawl I moved my own family here, from Sunbow after a
year, as an adult because I prefer the quiet suburb life here and the safety that
Eastlake provides! Background ... I am a Registered Nurse Case Manager in the
Emergency Department, so please don't think I don't have a heart for the
mental health population, I see it first hand day in and day out, there is a HUGE
need to help this population. BUT the location of this inpatient psych hospital is
totally WRONG!!! My brother works in a county psych hospital off of Rosecrans
and he also agrees that the location of this facility is terrible and too close to
where our children are supposed to hang out freely in safety! We choose to
pay the high mortgage and property taxes for the SAFETY and why should we be
forced to live in fear AGAIN when we left that life behind ... so we
thought! Please help us not let the government fail us with another thoughtless
development for their convenience and profit!
Distance from Integrated Healthcare and limited accessibility: This facility will
be 20 miles away from Scripps Mercy Hospital in Hillcrest, far removed from
much of the population it currently serves. How will patients get to this
location with limited public transportation and quick accessibility only available
via toll road?
Release Concerns and Escape Risk: What will happen to patients when they are
released and refuse help from a social worker? What happens when patients
lack housing, access to additional medical care, or a family/support system to
assist them?
Proximity to Children: Increase in traffic, loitering, and homelessness create
safety concerns for the many schools, parks, and day care centers that are in
the neighborhoods immediately adjacent. How will this be addressed?
Limited Police & Resources: Adding a new facility of this scale will likely cause
an increase in call volume resulting in an increase in response time from
ambulances, fire, and police. Chula Vista currently does not have enough police
and Eastlake has the fewest patrols assigned to handle issues arising from the
facility or from those released. CVPD has the lowest sworn officer -to -population
ratio in the county at less than 1 sworn officers per 1,000 residents. How will
this be addressed?

I am writing to you regarding the proposed Eastlake Psychiatric Hospital. I oppose the building of this
hospital In the currently proposed location and ask that the city critically consider the repercussions of
allowing a Regional Hospital that will service high acuity patients in close proximity to vulnerable
populations comprised of elderly and families with children.
Make no mistakes about it, this is not a neighborhood hospital it is a Regional Psychiatric Hub 20 miles from
many of the patients It currently services. The Issue with having this Regional Hospital so far from Scripps
Mercy Hillcrest Is that continued coordinated care will be more difficult. Most of these patients will have an
ongoing struggle with mental illness that require an additional support infrastructure that Eastlake does not
have.
If this for profit hospital 1s truly meant to help people and not just make money from their suffering, why
not build it in a more easily accessible location and in close proximity to the main hospital hub? Most
people with mental illness are not homeless but many homeless are mentally III. They should not have to
struggle to get to their outpatient appointments because of the poorly selected location. A bus ride from La
Mesa to the proposed site is 3 hrs and a 1 mile walk up hill. Is this facility only meant for those who can
afford a toll road and a vehicle? Although this facility Is for profit, they accept medicaid and Scripps has a
charitable clause.
Speaking of Medicaid, In early May 2019 Acadia reached a "$17 million settlement in a fraud scheme, the
largest health care fraud settlement in West Virginia's history, U.S. Attorney Mike Stuart announced ..... .re-

Additionally, according to researchaate net "On discharge, 27% of the homeless patients were discharged

2017] By approving the Conditional Use Permit you will be allowing a business to be bulk that will Increase
homeless In the area and with it the risk of homeless related crimes in an area predominantly Inhabited by
families with children. Which is not In the best interest of the community that you presently serve.

My name is Kim Lepre, and I am a resident In the Eastlake/Otay Ranch area. I'm also a parent and teacher in the
Sweetwater Union High School District.
I'm writing about my concern regarding the proposed psychiatric hospital in Showroom Place, I and other
concerned residents have been actively researching facilities such as these and am concerned about the
currently proposed location.
Psychiatric hospitals are needed in San Diego, but it is of utmost importance that the proper site is selected to
ensure the preservation of current neighborhood character, patient safety, community safety and facility success.
Building a regional hospital far from mass transit, most easily accessible by toll road needs better vetting, As you
know it's nestled within a neighborhood and surrounded by a vulnerable population comprised of families with
children. In fact, right outside its doorstep Is a large taekwondo facility, a swimming pool for private lessons for
young children, Skyzone, and two Indoor play canter for kids - Kidventures and Niri Factor, which obviously
have large numbers of children.
My concerns are directly connected to the fact that elopements (escapes) are an expected event within hospitals.
Both for involuntary patients and voluntary. Because of the wide range of mental illnesses being treated at this
facility, elopement in a heavily concentrated area with vulnerable populations significantly increases the chances
of a dangerous event occurring, Can you imagine one of these patients wandering in or hiding In a facility full of
children and their parents? It's unthinkable.
Can Acadia please share the number of elopements they had per facility In 2018?

Having 24-hour security will not completely guarantee the surrounding communities the safely we deserve.
I definitely think that we need more space and compassion for the types of patients admitted to these hospitals.
However, the location itself Is impractical. It would be 20 miles away from Scripps Mercy Hospital in Hillcrest.
Luke Bergmann, director of behavioral health for San Diego County, stated "he Is concerned when a stand-alone
facility is built many miles away from a hospital, that such a facility be connected to the "integrated" system of
care that includes outpatient resources." Such an inaccessible location could not be successful in fully treating
patients.
I understand that having such a hospital in Eastlake would provide more Jobs and revenue for the city. But with
this area expanding at such a rapid rate and the growing population of families, it's unconscionable to put such a
facility in a community such as this. There HAS to be a better location that benefits all parties at stake.

to be a psychiatric facility directly behind my house. I found this out on social media. I am told that I should
have been notified of this by you. I was not. Can I please receive whatever formal notification that I was Intended to get as

I cannot stress enough how bad of a start this Is to the "community relationship." It is literally In my backyard. I want that.
formal notification right away please.
Also, be aware, we will fight this. strenuously. While we are advocates for mental health care, this is the worst possible
location for such a facility. It backs up to back yards. There are children and schools very close by. We will have more to

I am a first generation immigrant. I came to Chula Vista in 2012 and rented a small converted garage
with one window and one door. I lived here for over 6 years, cooking on a electric griddle and washing
dishes in the bathroom sink. All the while, I was saving for my future home.
In fact, ever since I first started working, I have been saving, hoping to one day buy a home. While working in
California, I often worked 9 hour shifts not including the 2 hour commute into work and 2 hours home everyday. I
looked at houses in Fairfield, Walnut Creek, San Francisco, Sacramento, Roseville, Reno, and San Diego -
Mission Hills, North and South Park, and Downtown. Nothing felt right.
Finally, after 12 years of looking, I decided it was time to buy. From living in Chula Vista for many years, I knew
they had some of the best schools in the southbay. I looked at everything: location to the dump, earthquake risk,
location of power lines, tsunami risk, location of cellular towers etc. The Rolling Hills Ranch community meet
every requirementl
I absolutely loved the open space, the trees, hills, the peacefulness of the area and the family friendly
atmosphere. The community movie night under the stars, the Easter Bunny and Santa Claus events with arts and
crafts, snacks and fake snow. This area was perfect for me to settle down and start a family.
I found the perfect home and fell in love. I dug deep and used my life's savings to put down in order to have a
mortgage payment I could barely afford.
Now, I am hearing about the proposed psychiatric facility being built nearby and my heart is completely broken. I
moved to Rolling Hills because it was the only area that made me feel complete - family friendly, safe, and quite.
If I had known that the second largest psychiatric facility was going to be built In this quiet, peaceful
neighborhood, I never would have bought here.
Now, I know my story may not be unique as the prices In California are so high that many families need to pinch
pennies and sacrifice dally. Many families rent or live with relatives just to afford a home and would surely be
disheartened when they see the results of this facility - the added vehicles in the community, smog, individuals
loitering, begging for money, needles, and no enforcementl
Rest assured this facility Is not a small 20-30 bed facility run by a reputable company there to serve the Chula Vista
community. It's size and setup will transplant homeless, criminals, and other individuals to an area with little to no public
transportation; isolating these individuals from their homes and communities.
I challenge you to spend a week in Eastlake, hear the kids playing at the park, the joggers running through the trails, the
bicycles and dogs and you will see this facility Is not a good fitl

- I am part of a growing group of people that object to the building of the planned construction of a Psychiatric hospital at
Showroom PI In Eastlake. We have now gathered over 3100 signatures In opposition. The explosive growth of our petition has garnered
media attention from major news outlets, Including Fox, ABC,NBC, KUSI, and the Union Tribune.
While we understand and fully agree with the need for such a facility, after examining all the facts, this seems to be one of the poorest
choices to place the facility. It does not fit at all with the surrounding businesses and community. Several houses will literally share a
property line with the facility. The front of the facility would literally open out to businesses that entirely cater to families and
children. The risk of effects to the community from dlschargad patients and patient elopements(escape, leavewithout discharge) is far
too great. The location is Inconvenient for the patients that the facility Is meant to serve, taking an average of 2-3 has each way by
mass transit to most parts of the city and tolls by freeway. If this is meant to serve all of San Diego and you want to encourage people
of all means to seek help, it needs to be in a location that is convenient to everyone, similar to the one it replaces, especially those that only
have mase transit as a means to get there or leave. Seeking help Is difficult enough without having a 4-6 hr round trip travel time as
a potential obstacle.
High on the list of our concerns, Is that while there have been claims and promises of a safe environment for the patients and surrounding
community, the partner chosen, Acadia, understood to be 80% owner of the facility, does not appear to have a good enough track
record to give us confidence In the credibility of these claims. it is well known amongst Eastlake residents that law enforcement
patrols in the surrounding area are Insufficient to nor gam that risk. Public records show that Chula Vista police have not been meeting
response time standards for many years, an Issue that is worse on the East side because of the time to traverse the large area, and this
Wit only worsen that problem. Even recent effortsibills to Improve law enforcement have been not been fulfilled due to budget and
workforce skill gaps as has been reported on In recent news.
We understand that the building of the facility will bring jobs and much needed Income to the city of Chula Vista, but surely you could find a
more suitable location within the city that is:
more central, closer to a major freeway that doesn't require a toll
in a region with stronger law enfomement and emergency services prowncelresponse
more accessible by public transportation, especially the trolley system
`closer to the main Scripps hospital and other supporting serviceslfaclOw
In an area away from family-odented businesses and residences
Our concerns are not just speculation and have been validated and confirmed by people win parsonal experience such as EMTs, people
that have lived around such facilities, samples of public reports on Acadia facilities, and people that have worked In these kinds of facilities,
Including the Scripps Mercy that this wIII replace. In speaking with residents and businesses, many have expressed plans to relocate
should this come to pass. Surely such nagstive pressure on many of the most highly appraised propedles In Chula Vista would not be to
the benefit of the city.

I'm writing to you In regards of the proposed location for the psychiatric hospital from Scripps/Acadia. I'm a resident of Rolling
Hills in Chula Vista, as well I'm a mental health provider. I have concerns of the location of this proposed hospital as a
resident but also as a provider.
I live in close proximity to the proposed location, as a resident from the area, I'm concern due to the proximity to several
businesses geared towards children and families. Within walking distance we have about 4 dance studios, play city, sky
zone, ninja factory, aqua tots, floaties, pride martial arts, speed circuit and many other more. We also have elementary
schools and middle schools within walking distance from the proposed location. As a residents am concern due to the
population thishospital is going to serve and about the safety and possible risks children in this community could be
exposed. Patients at a psychiatric hospital are usually there due to "imminent" danger to themselves or others and/or due to
complex psychiatric needs. Reading about Acadia, seems is not suitable to guarantee to maintain a safe community due to
the amount of irregularities and violations.
As a mental health provider, this is one of the worst locations I've seen proposed for a psychiatric hospital for multiple
reasons. I often work with patients that have to be transported In a 6150 (Involuntary hold) and others voluntary. When family
members are contacted one of their major challenge Is their transportation, financial hardships and very little family support.
Having this hospital at a location where there is no easy city transportation (bus, trolley) where the closest freeway access is
a loll road could make it difficult for families to get there and be able to pick up family members when getting
discharged. There's no other hospital or mental health agencies to provide the acute services nearby once the patients are
discharge. My other concern as a provider is how often a patient has learn to say in order to get discharge before they are
actually stable, What this means Is that patients who are not mentally stable but refused to remain at a hospital learned to
deny any thoughts/feelings or action plans 10 hurt themselves or others and get released loo early possessing a danger to
themselves andlor others. This is concerning due to the proximity to many children's businesses, schools and the walking
distance of a gun practice/shooting business in where they can have access to guns (less than 1 mile from proposed
location). My other concern as a provider and resident is the limited police personnel that is in the east side of Chula Vista,
There is no police station nearby and their presence Is very limited.
I understand the need for such services in our county and city, however I'm asking you to really reconsider If this is the only
and best location for this proposed hospital. I'm asking you to please reconsider the relocation of this hospital and may be
considering a location such as the current available location on 450 4th Avenue Chula Vista, 91910, The Chula Vista Medical
Arts It is currently available with a building size of 30,568 sq. feet, 4 stories, walking distance to their own Scripps hospital
and centrally located In Chula Vista. This location Is already set up as a hospital with easy access (2 freeways), parking,
many public transportation (busses and trolley) and close to our police station for emergencies.

hospital in the currently proposed location and ask that the city critically consider the repercussions of allowing a
Regional Hospital that will service high acuity patients in close proximity to vulnerable populations comprised of
elderly and families with children. I am a long-time resident of Rolling Hills Ranch with two children still In high
school. Due to the location of the community schools and our home, this is not a logical location for such a
hospital.
Make no mistakes about it, this is not a neighborhood hospital it is a Regional Psychiatric Hub 20 miles from
many of the patients it currently services, The Issue with having this Regional Hospital so far from Scripps Mercy
Hillcrest is that continued coordinated care will be more difficult. Most of these patients will have an ongoing
struggle with mental Illness that require an additional support infrastructure that Eastlake does not have.
If this for profit hospital is truly meant to help people and notJust make money from their suffering, why not build it
In a more easily accessible location and in close proximity to the main hospital hub? Most people with mental
Illness are not homeless but many homeless are mentally ill. They should not have to struggle to get to their
outpatient appointments because of the poorly selected location. A bus ride from La Mesa to the proposed site is
3 hrs. and a 1 mile walk up hill. Is this facility only meant for those who can afford a toll road and a vehicle?
Although this facility is for profit, they accept Medicaid and Scripps has a charitable clause,
Speaking of Medicaid, In early May 2019 Acadia reached a " $17 million settlement in a fraud scheme, the
largest health care fraud settlement in West Virginia's history, U.S. Attorney Mike Stuart announced.,."

Additionally, according to researchgate.net "On discharge, 27% of the homeless patients were discharged to no

approving the Conditional Use Permit you will be allowing a business to be built that will increase homeless in the
area and with it the risk of homeless related crimes in an area predominantly inhabited by families with children.
Which is not in the best interest of the community that you presently serve.

This area of Chula Vista/Eastlake is multi -generational as well. Many of my friends and neighbors have grown up In the same area and
chose to raise their own families, some even In their own original childhood homes.
This is not an area for a psychiatric hospital that will not only put our children In danger, but entire neighborhood communities. These
communities that have grown up In these developments from their beginnings in the 1960's to the wonderful hew and growing housing
developments that call East Chula Vista their home today.
I am In complete support of my fellow neighbors and close friends that are also opposed to this preposterous Idea of building this
facility. It will endanger all community members, visitors, and most Important—our CHILDREN I

There Is one study that was conducted in Baltimore about violent crimes and rehab centers that shows that rehab
centers have no more violent crime than comer stores / liquor stores. The thing about Eastlake is that (unless I'm
mistaken) we don't have corner store / liquor stores which means for us violent crime will increase. I'm not counting Bev
Mo because the study mentions It should be mom and pops owned.
Additionally, there has been no study about petty crimes. Costa Mesa, "one of the most recovery -heavy cities in California"
has seen an increase in violent crime and property crimes. "While violentand property crimes in California rose about 5
percentsince2011, they rose 34 percent in Costa Mesa and 7.4 percent in Malibu, according to statistics from the California
Department of Justice and the Costa Mesa Police and Los Angeles County Sheriff's departments.'

nearly 60 percent of the vote In 2014, The measure downgraded nonviolent
drug cdmes from felon les to misdemeanors, and sent thousands of offenders
to rehabs rather than to prisons.
When addicts can't stay sober in treatment -which Is often, according to
research studies -they frequently end up back on the street, homeless and
relapsing, scrounging for money to buy their drugs, some officials say.
With a stubborn opioid epidemic raging across the nation, the result may be a
rise in petty crimes and falling quality of life In neighborhoods, particularly
where addiction treatment facilities are concentrated, they say.
"We're starting to understand It Is directly related to the increase in the
recovery homes in our city," said Katrina Foley, mayor of Costa Mesa, one of
the most recovery -heavy cities in California,
A recent study by Debra Furr•Hokten, then an associate professor in thej ohns
Hopkins Bloomberg School of Public Health, analyzed violent crime near drug
treatment centers and other establishments in Baltimore. People should be
more concerned about liquor stores In their neighborhoods than drug
treatment centers, she found, concluding that drug treatment centers do not
Impact communities any more than other commercial businesses.
Recent research on possible links between treatment facilities and petty
crime, rather than violent crime, is harder to come by.
"There Is no statistical crime data gathered that traces back a crime to a sober
living facility to show how these facilities Impact crime," said Roxl Fyad,
spokesperson for the Costa Mesa Police Department
And while no single phenomenon can be blamed for rising crime rates,

In Costa Mesa, drug abuse violations rose from 288 to 1,328 between 2011
and 2016, up 361 percent; motor vehicle thefts went from 267 to 545, up 104
percent; prostitution/vice reports rose from 25 to 122, a 388 percent increase;
and robberies and aggravated assaults were up 73 percent each.
In Malibu, Incidents of people drunk or high on drugs rose from 69 to 120
between 2011 and 2015, or 74 percent. Narcotics Incidents rose from 225 to
314, up 40 percent; forcible rape went from 6 to 26, up 333 percent; robbery
went from 11 to 32, up 191 percent; and miscellaneous misdemeanors rose
from 69 to 167, up 142 percent.
None of that's a surprise to Bernard Parks, the former Los Angeles police
chief and city councilman, who opposed Prop. 47 and predicted as much. As
drug-related arrests go down, thefts and property crimes go up, he said.
Addicts and well -paying lobs don't usually go together, and addicts have to
pay for their drugs somehow; we're reaping what we've sown, he said.
"The forces behind Prop.47 led the charge in dismantling the penal Cade, and
now everyone says, 'Hey, crime is up," Parks said. "It appears to me that state
legislators have gotten tired of the reduction of crime statewide for the past
decade, so theyre dismantling a number of tools that cause crime to go
down"
Realignment - moving state prisoners to counties to ease overcrowding, Is
part of the equation, as Is Proposition 57, which Increases parole and good
behavior opportunities for felons convicted of nonviolent crimes. Prop. 57
passed in November with more than 64 percent of the vote.
'Theyve been talking about all of these preventive programs that were going
to be funded on the savings of all the money out of the state prison system,"
Parks said. "Find one dollar retrieved from the state prison system and
Invested In one of these preventive programs, Its been a farce from the
beginning."

I read an article recently where a Louisville Acadia run facility decided to relocate to a more remote part of town
due to the assaults and neighborhood concerns.
When a neighbor stated "Acadia should strive for zero patient elopements, and that anything else was
unacceptable."
Acadia Healthcare Division President Jeffrey Woods replied "This Is the real world and the reality Is it's going to
happen on any campus"
So, why is this campus being built surrounded by residences, 400ft away from a preschool, 700ft away from a k-
12 school, 1 miles from Eastlake middle school and Salt Creek Elementary School?
We are all living in the real world and Acadia has a division president telling people on record that Elopement is
an expected event. All these issues happened at a low to mid acuity facility. What possible events could happen
in a facility for high acuity patients? Does the city feel 100% confident that a sentinel event won't occur? Knowing
that elopements are expected, and the applicants proposal is for a population of high acuity patients to be served
at Showroom PI, how can the city approve a hospital at a site where the likelihood for a dangerous event to occur
for both patients and community members is high?

which is an Indoor
Trampoline Park for Kids
(also on Showroom
Place), and multiple
schools for children such

It is not a matter of if, it is
a matter of when
someone is going to be
hurt by an individual who
is discharge from the
facility. With the
abundance of children in
the area; you will not be
able to claim that it was
unforeseeable that a child
would be injured or killed
-- -- - - as a result of the passing
of this proposal. Although
this may seem like a
lucrative opportunity for
the City of Chula Vista
you can be certain that
lawsuits will ensue as a
result of this decision on
the basis that harm to
citizens was foreseeable,
and on the grounds that
you were placed on legal
notice that this would
occur. This may also lead
to a loss of tax payer
funds as the likelihood of
a decrease in property
values in -the area of the
facility is inevitable. Many
people are already
considering fleeing the
area to move to a safer,
community. Unless you
want Chula Vista's prized
family communities to go
down the drain; I strongly .
suggest you reconsider
your position. It doesn't
make sense for Chula
Vista:
Additionally, the project
requires this City to grant
it a conditional use
permit. According to the
Chula Vista Municipal
Code section 19.14.080,
the Planning Commission
may grant a conditional
use permit when ALL of
the conditions are met
under that section. In this
case, granting the permit
would violate section
19.14.080(A), (B) in that
the facility will not
contribute to the general
well-being of the
neighborhood or the
community, and it will be
detrimental to the safety,
and general, welfare of
persons residing in the
vicinity as specified below
as well as Via the petition,
and other letters to this
Planning Commission.
Additionally, section
19.14.080 (D) will be
violated in that it affects
the general plan of the
City of Chula Vista which
touts its "strong and safe
neighborhoods" "taking
input from residents" and

My name is Andreas, I am 10 and I live In Rolling Hills Ranch with my mom, dad and dog, Roxy, lam
from Albuquerque, NM. We had to move hereto getaway from all of the crime, end scary things that were happening
back home. We lived close to a hospital for mentally ill people and I witnessed so many awful things, like mentally ill
people who were wondering around, talking to themselves, lost, or begging. I saw a man lying on the ground on the
comer in front of my school... passed away from a drug overdose, I saw a mentally ill man In my backyard threatening
to hurt us. Every day I would see mentally III people walking around my nelghborhood...breaking into homes, even
into my school..
I am just a child, but I saw things that no one should ever see. My parents said it was time to leave Albuquerque for a
better life where I could have a safe childhood. That is how we came here to Rolling Hills, Chula Vista, CA. I love the
peace and quiet here, I never feel unsafe. I have never once seen a mentally ill person on the streets of my
neighborhood. I have never once felt scared.
I am so worded about a hospital for mentally III people to be in my neighborhood again. It actually makes me feel like
crying because I remember all of the suffering people I saw back home. My busstop is right by where the hospital Is
supposed to be, I am praying that you will find abetter location for this hospital. It isn't that I don't feel that mentally III
people need services. Of course I know that they dol It is that I don't feel this location is the best fit. I want to grow up

Ertulf I am writing you regarding the proposed Eastlake Psychiatric Hospital. I have been actively researching
facilities such as these and am concerned about the currently proposed location. Psychiatric hospitals are
needed in San Diego but it is of utmost importance that the proper site be selected to ensure the preservation of current
neighborhood character, patient safety, community safety and facility success.
Building a regional hospital far from mass transit, most easily accessible by toll road needs better vetting. As you know It's
nestled within a neighborhood and surrounded by a vulnerable population comprised of families with children. My
concerns are directly connected to the fact that elopements (escapes) are an expected event within hospitals. Both for
Involuntary patients and voluntary. Because of the wide range of mental Illnesses being treated at this facility, elopement in
a heavily concentrated area with vulnerable populations significantly increases thechances of a dangerous event occurring.

My understanding is that you are both the city planning commission board chair and work as a Policy Advisor for
Nathan Fletcher.
I wanted to reach out to you regarding the proposed Eastlake Psychiatric Hospital. According to the union
tribune Chief Executive Officer Chris Van Golder said "We would have loved to do it (build the psychiatric
hospital) in the downtown area, but there just Isn't land to do it there."

As you may already know on March 26, 2019 the SD Board voted in favor of changing the land use to create a
"Regional Behavioral Health Services Hub" on 4307 Third Ave. It is a 7.24 acre parcel of land, less than a
mile North of Scripps Mercy Hillcrest. [map attached]
According to Nathan Fletcher's office, County staff are currently doing an analysis to determine what the need is
in the Central Region area and what the mix of services should be. (see attached approved proposal from Nathan
Fletcher's Office)
This land is available now and the county is "looking for partners," Do you know if there has been any
communication with Scripps about partnering with the county? I can't imagine a better situated parcel of land
exists in the county. It would alleviate the need for long distance transfers, improve the success of coordinated
care and is centrally located with access to mass transit.
The currently proposed site has none of those things. It's most easily accessible via a for pay toll road, The
nearest bus stop is 1 mile from the facility, the facility itself will take 30mins (without tragic) to transfer patients via
ambulance. How much will that end up costing the city for those who are uninsured? [map attached]
In addition to the accessibility and proximity issues, the currently proposed site on Showroom PI Is surrounded by
children's activities, schools and single family residences. This Regional Hospital will not only change the
character of the neighborhood but it also poses a danger to this community. The risks of Elopement (leaving
premiss without permission) are very real and unfortunately "It has been identified as a significant issue by the
psychiatric nursing community (MuirCochrane, Mosel, Gerace, Esterman, & Bowers, 2011)" ..."Psychiatric
patients who elope are more likely to engage In suicidal and homicidal behavior. Elopements can have
serious consequences, with one study reporting a 20-30% suicide rate, as well as harm to others" Bowers,

A segment of patients who will be treated are more likely to be violent. "The National Institute of Mental Health
(NIMH) estimates that people with serious mental illness are three times more likely to be violent than the
general population. When substance abuse, a previous history of violence or nonadherence to

Although the hospital will have policies in place the negligence the Applicant (Acadia) has displayed at other
facilities is well documented, alarming and does not Instill any confidence that they will run this facility with proper

If the city approves the Conditional Use Permit for the applicant, knowing that elopements occur and violence is
prevalent in facilities like these, the city will knowingly be allowing a business that will endanger a vulnerable
population comprised of families with children to be built. To grant a Condition Use Permit ALL municipal code
sections within 19.40.080 must be met. This business does not meet municipal codes 19.40.080 1
A. That the proposed use at the particular location is necessary or desirable to provide a service or facility which
will contribute to the general well-being of the neighborhood or the community;
B. That such use will „not, under the circumstances of the particular case, be detrimental to the health, safety or
general welfare of ersonms,.l residing or working in the vicinity, or Injurious to t ro ert or improvements in the
vicinity;
This Psychiatric hospital will serve a segment of patients that need the most acute care and the proposed location
for their care compromises the safety of our community. Our neighbors have sent countless emails to

It is my understanding that an application for the building of the behavioral hospital by Acadia/Scripps has
now been submitted to the City of Chula Vista.
I would like to express my opposition to this location for said psychiatric hospital.
I am a resident and homeowner in Rolling Hills Ranch.
We moved to Chula Vista from downtown Albuaueraue New Mexico, 30 months ago. We left Albuquerque
because of all of the criminal activity that was a result of our proximity to a psychiatric hospital.
There were many instances In which my son was witness to mentally ill, drug addicted, psychiatric patients
wondering the neighborhoods, lost, looking for help, or worse... breaking into homes out of desperation.
It was a total nightmare and caused my family great trauma and was actually terrifying as a parent. Day
and night, we had to see and encounter the effects of living so close to a psychiatric hospital. (which one
can come to expect when living in a downtown area.[
We moved to the suburbs of Chula Vista for a peaceful life ... for a safe and quiet life.
Nationally ranked as one of the safest.
Rolling Hills Ranch is the safe haven we needed so desperately to heal from all that we witnessed back in
Albuquerque.
If this psychiatric hospital goes to plan, it will devastate this area in ways that are inconceivable and
irreparable ... nainly, in the psyche of our most vulnerable residents... our children.
I have a number of safety concerns that I would like to have addressed regarding the Psychiatric Hospital
Proposed for 350 Showroom PI.
Distance from Integrated Healthcare and limited accessibility: This facility will be 20 miles away from
Scripps Mercy Hospital In Hillcrest, far removed from much of the population It currently serves. How will
patients get to this location with limited public transportation and quick accessibility only available via toll
road?
Release concerns and Escape Risk: What will happen to patients when they are released and refuse help
from a social worker? What happens when patients lack housing, access to additional medical care, ora
family/support system to assist them?
Proximity to Children: Increase in traffic, tottering, and homelessness create safety concerns for the many
schools, parks, and day care centers that are In the neighborhoods immediately adjacent. How will this be
addressed?
Limited Police & Resources: Adding new facility of this scale will likely cause an increase in call volume
resulting In an increase In response time from ambulances, fire, and police. Chula Vista currently does not
have enough police and Eastlake has the fewest patrols assigned to handle Issues arising from the facility or
from those released. CVPD has the lowest sworn officer-to-populatlon ratio In the county at less than 1
sworn officers per 1,000 residents. How will this be addressed?

f I am writing to express my concerns and objection over the planned construction of a new Behavioral Health
Hospital at Showroom Place in Chula Vista. I am part of a growing community that has gathered over 2000
signatures protesting the build and location of the hospital.
Approval of a Behavioral Health facliity at this location is not good for our neighboring community and conflicts with
Chula Vista's Visions and Themes as stated In the Master Plan.
Acadia, is reported to have 80% ownership of this new facility. Acadia has not demonstrated the proven
excellence with managing behavioral health facilities needed to earn my trust and to allow me and my
family to feel safe. We have collected dozens of articles showing Acadia's mismanagement. The documentation we
have compiled are filled with lawsuits, County Mental health violations, elopements, Federal investigations, incident
reports of death, rape, abuses, negligence and fraud. This is not a partner we trust and want in our community, let
alone our neighborhood.
There are natural risks that are associated to a community where a behavioral health facility is located, from
"elopement" and "wandering" of patients to release policies that allow for patients to enter in to the neighboring
community. There are concerns with safety with an Increase in homelessness, loitering and even possible escape of
patients who pose a threat to others. This proposed facility backs up to a neighborhood and walking paths. It is
practically across the street from parks and two schools to which children walk, and where they should feel safe to be.
My understanding is that you are only required to notify people within 500ft of the site. This plan will affect many
families even outside that minimum distance, as we all take our children to the nearby family -focuses businesses and
parks. I ask that you please notify the Eastlake community at large of your plans.

Monahan, in reviewing many of these stud les: The data that have recently become available, fairly read,
suggest the one conclusion I did not want to reach: Whether the measure is the prevalence of violence
among the disordered or the prevalence of disorder among the violent, whether the sample is people who
are selected for treatment as Inmates or patients in Institutions or people randomly chosen from the open
community, and no matter how many social and demographic factors are statistically taken Into account,
there appears to be a relationship between mental disorder and violent behavior. Additionally, In
reviewing early studies on discharged psychiatric patients, Dr. Judith Rabkin, PhD, concluded: "Arrest and
conviction rates for the subcategory of violent crimes were found to exceed general population rates in
every study In which they were measured." Rabkin, J. (1979). Criminal behavior of discharged mental
patients; A critical appraisal of the research. Psychological Bulletin, 86,1-27.
1 have attached further research at the end of this email, All of the studies reach the same conclusion. In
many of the cases, the researchers Indicated that they found an Increased rate of violence In the mentally
Ill population despite their prior belief that there was no correlation. This demonstrates that there Is a
clear denia l of reality as to the potential for violence in the minds of researchers. Unfortunately, this belief
may also fog your decision making skills. Whether you want to believe it or not, patients at Acadia Scripps
Behavioral Health Facility will have a propensity toward violence.
Unfortunately, the location of the facility is in a family friendly zone, It Is not a controlled
environment, Rather, it is located On the same street as a school bus stop for children, a strip mall which is
labelled as a "Family Friendly" (and which is also located on Showroom Place) containing an indoor
playground for children called the Ninja FactOry,Play City which Is an amusement center for children, the
Skyzone, which Is an Indoor Trampoline park for Kids (also on Showroom place), and multiple schools for
children such as KldVentures Montessori School (on Showroom Place), Floaties Swim School, and Pride
Martial Arts (again located on Showroom Place). Moreover, additional locations in close proximity to the
planned Acadia Scripps Behavioral Health Facility which were designed for use by children Include
yet another school which Is Neisha's Dance and Music Academy. The YMCA Eastlake is also closely situated
nearby the planned facility, Certainly there Is a more suitable locatlon where the mentally Ill can be more
safely discharged Into a community. As you know, Eastlake, Rolling Hills Ranch, and Otay Ranch were
communities designed around families with pools and parks for children to feel safe in exploring the world
around them. This facility hardly fits in with the community.
You should also be concerned with respect to the 5150 72 hour hold, I am not sure if these individuals will
be held at the new facility or not. However, 5150 refers to the mentally III who are apprehended and
detained by the police for temporary, involuntary psychiatric commitment of individuals who
present a danger to themselves or others due to signs of mental illness. These individuals are
sent to a facility for 72 hours and then released into the community with little to no mental health care, and
they have already proven to be dangerous. They must be released into the community by the facility
regardless of their levet of danger within 72 hours.
It is not a matter of If, It Is a matter of when someone is going to be hurt by an individual who is discharge
from the facility. With the abundance of children in the area, you will not be able to claim that it was
unforeseeable that a child would be injured or killed as a result of the passing of this proposal. Although
this may seem like a lucrative opportunity for the City of Chula Vista you can be certain that lawsuits will
ensue as a result of this decision on the basis that harm to citizens was foreseeable, and on the grounds
that you were placed on legal notice that this would occur. This may also lead to a loss of tax payerfunds
asthe likelihood of a decrease in property values In the area of the facility is inevitable. Many people are
already considering fleeing the area to move to a safer community. Unless you want Chula Vista's prized
family communities to go down the drains, I strongly suggest you reconsider your position. It doesn'tmake
sense for Chula Vista.

In a follow-up of patients released from a psychiatric hospital, Dr. Henry Steadman and Dr. John Monahan
reported that "27% of released male and female patients report at least one violent act within a means of
four months after discharge." Monahan, J., Steadman, H.J. (1996). Violence and Mental disorder:
Developments In Risk Assessment. Chicago: The University of Chicago Press.
In a carefully controlled study comparing Individuals with severe mental illness living in the community in
New York with other community residents, the former group was found to be three times more likely to
commit violent acts such as weapons use or "hurting someone badly." The sicker the Individual, the more
likely he or she had been violent. Link, B.G., Andrews, H., Cullen, F.T. (1992). The violent and Illegal behavior

After reviewing the psychiatric literature from 1970 to 2007, Taylor concluded that "sound epidemiologic

accounting for little of society's violence' The author also noted that "when violence Is a problem,
individuals in the immediate social circle of an individual suffering from psychosis are most at risk." Taylor,

A study of 961 young adults in New Zealand reported that Individuals with schizophrenia and associated
disorders were 2.5 times more likely then controls to have been violent in the past year. If the person was
also a substance abuser, the Incidence of violent behaviorwas even higher. Arseneault, L, Moffitt, T,E.,
Casp1, A., Taylor, P.J., Silva, P.A. (2000). Mental disorders and violence in a total birth cohort. Archives of

A meta-analysis of 20 studies on the relationship between schizophrenia and violence, including 18,423
patients with schizophrenia and related psychoses, reported that individuals with these diagnoses "are
associated with violence and violent offending, particularly homicide," and this was true for those with or

In a study In Finland, an unselected birth cohort of 11,017 individuals was followed for 26 years. Men with
schizophrenia without alcoholism were 3.6 times more likely to commit a violent crime than men without a

The best study used the Danish psychiatric case register, covering the whole country, and convictions for
criminal offenses. Between 1978 and 19%,6.7% of males and 0.9% of females with "major mental
disorders" (psychoses) were convicted of a violent crime ("all offenses involving interpersonal aggression or
a threat thereof") compared with 1.5% of males and 0.1% of females among Individuals with no psychiatric
diagnosis. This analysis only used convictions; thus it can be assumed that another unknown percentage

Good day Patricia,
It is my understanding that an application for the building of the behavioral hospital by
Acadia/Scripps has now been submitted to the City of Chula Vista.
I would like to express my opposition to this location for said psychiatric hospital.
I am a resident and homeowner in Rolling Hills Ranch.
We moved to Chula Vista from downtown Albuquerque New Mexico, 30 months ago, We
left Albuquerque because of all of the criminal activity that was a result of our proximity to
a psychiatric hospital.
There were many Instances In which my son was witness to mentally III, drug addicted,
psychiatric patients wondering the neighborhoods, lost, looking for help, or
worse... breaking into homes out of desperation.
It was a total nightmare and caused my family great trauma and was actually terrifying as a
parent. Day and night, we had to see and encounter the effects of living so close to a
psychiatric hospital. (which one can come to expect when living in a downtown area.)
We moved to the suburbs of Chula Vista for a peaceful life—for a safe and quiet life.
Nationally ranked as one of the safest.
Rolling Hills Re rich is the safe haven we needed so desperately to heal from all that we
witnessed back in Albuquerque.
If this psychiatric hospital goes to plan, it will devastate this area in ways that are
Inconceivable and Irreparable... mainly, In the psyche of our most vulnerable residents... our
children.
I have a number of safety concerns that I would like to have addressed regarding the
Psychiatric Hospital Proposed for 350 Showroom PI.
Distance from Integrated Healthcare and limited accessibility: This facility will be 20 miles
away from Scripps Mercy Hospital in Hillcrest, far removed from much of the population it
currently serves. How will patients get to this location with limited public transportation
and quick accessibility only available via toll road?
Release Concerns and Escape Risk: What will happen to patients when they are released
and refuse help from a social worker? What happens when patients lack housing, access to
additional medical care, or a family/support system to assist them?
Proximity to Children: Increase in traffic, loitering, and homelessness create safety concerns
for the many schools, parks, and day care centers that are In the neighborhoods
Immediately adjacent. How will this be addressed?
Limited Police & Resources: Adding a new facility of this scale will likely cause an Increase in
call volume resulting In an increase in response time from ambulances, fire, and police.
Chula Vista currently does not have enough police and Eastlake has the fewest patrols
assigned to handle Issues arising from the facility or from those released. CVPD has the
lowest sworn officer -to -population ratio in the county at less than 1 sworn officers per
1,000 residents, How will this be addressed?
My understanding is that you are only required to notify people within 500ft of the site
please make sure to Include me In the notification sent by the city.

He conceded that Acadia's priorities remain patients first, staff second and communitythird
Acadia's priority of putting a community third is not taking care of the "well being" of Its people and therefore does not
align with the Chula Vista General Plan (19.14.080 D). Especially when one considers many of these patients will be
transferred here and are not members of the community.
Further the article clearly illustrates it will be detrimental to the safety and general welfare of persons residing in the
vicinity (19.14080 A and B)

On Jan. 29, Acadia Healthcare Division President Jeffrey Woods held a meeting with
members of the public to discuss the company's plan to move the facility and address
neighborhood concerns.
In a recording of the meeting provided to The Daily Times by a neighborhood resident,
Woods said Acadia will move over the next 18-24 months to a more fit location in Knox
County.
"We recognize that it would be beneficial to these patients and even to our business
interests and to your community that we move this facility to a new location," Woods told
an audience of around 10. "All in all, it'llbe about an 18 -month turnaround."
Woods said the companywas investing $35 million to purchase property and build a new
facility rather than investing in the property they currently lease from Covenant
Healthcare on Jones Bend Road because, as a clinician, he does not think the Louisville
location is viable.
"My assessment was almost immediately'this has to change,'" Woods said. "Anybody who
preceded me with respects to corporate leadership, their point of view may have been
different ... It would be in our interest to build there if it made sense to build there,
because we already have the land, but it's just not appropriate."

The current facility, at the end of Jones Bend Road, is a residential behavioral center for
low- to mid -acuity juvenile patients and is composed of a series of cabins and small
buildings on the shore of Fort Loudon Late, neighboring a residential community,
With no fencing or discernable border between the cabins and the community, many
neighbors have been victims of or irritated by juvenile runaways and related crimes over
the years.
The long-standing concern resurfaced in September 2018, when three teenage boys fled
the facility and were charged with vehicle theft and aggravated assault and kidnapping of a
facility employee.
In the recording, Woods seemed to try and soften the incident, saying that the oldest of the
boys felt he had to "rescue" his girlfriend who had recently been discharged from the
facility, adding later that "you're always going to have the 17 -year-old boy who does
something stupid" and that every facility has patients who flee secretly.
On several occasions throughout the meeting, Woods said the facility had experienced a
significant decrease in incidents over the past year and a half because of staffing changes
and selective acceptance of applicants due to the facility's inability to serve patients of a
certain acuity.
Call records provided to The Daily Times by the Blount County E-911 Center confirmed
this claim of a significant decrease in call quantity to the facility from August 2017 to last
month, with 6o calls compared to the 18 months prior (February 2016 to July 2017), with
96 calls.
One unidentified resident at the meeting told Woods that Acadia should chive for zero
patient elopements, and that anything else was unacceptable.

Phis is the real world and the reality is ifs going to happen on any campus," Woods said.
"We, have had a dramatic, sharp decrease of incidents on this facility over the last year and
a half, and we want to work to a zero (elopements) point.... But I'm not gonna stand here
and tell you that between now and 18-24 months from now there will no longer be a
problem on our campus•"
The same call data, however, seemed to emphasize the severity of facility incidents.

Among the 160 incidents listed in the log (Jan. 3, 2016 to Feb. 7, 2019), many are follow-
ups, probation and other innocuous calls, but the most common call is for missing
juveniles, with 43 such incidents in the three-year range. There were also 10 assaults, five
disturbances and four thefts reported.

Woods attempted to downplay the negatives, citing a committee of "sone number" of
neighbors who have had "strong feelings of opposition" and some that had "very strong
support" toward the facility.
The resident rebutted Wood's idea there was a measure of support for the property, saying
that neighbors not directly impacted would "obviously" care less.
"If (my property) wasn't directly Joining your property, I wouldn't be directly impacted and
I'd be like `what are these people complaining about," he said. "The fact is The Village is
set up for a summer camp, not an inpatient facility."
"There are a number of facilities that look exactly like this in terms of their structure,"
Woods responded. "But they tend to be, for sure, more wilderness."

"The thing is we don't have peninsula hospital patients running around our
neighborhood," the resident said.
Woods said that he would have facility management regularly meet with the community
for the duration of the center's Louisville stay and that staffing changes such as shorter
shifts should help cut down on issues. He conceded that AcadWs priorities remain patients

Woods said the new facility near Riverbend in Knox County would not face the same kinds
of problems because of a scarcity of neighbors.
"It's currently zoned (as an) agricultural area, so there's not a lot around," Woods said. "It
keeps us out of residential areas or even areas that are likely to become residential in the
future."
Woods touts a nearby nature reserve and proximity to the highway as additional perks of
the new location, which will begin to accept a wider range of patients.
"When there are kids, and they are kids under 18, put in your care, you have to have
control and responsibility, and they can't be roaming freely, whether they're out in the
country or in the middle of town," the resident added.
"We don't disagree," Woods responded.
When asked by a neighbor what would become of the current facility, Woods speculated.
"I think it's probably safe for me to say that Covenant does not have an appetite to
reinvigorate that campus for that same purpose," Woods said. "I don't think that there
probably is any health care provider who would look at that property and think it is viable
without doing a complete rebuild."
Woods declined to be interviewed for this story, but provided a written statement on the
relocation saying it "will allow Villages to continue its mission and to expand services for
patients with varying levels of care intensity requirements.
"When completed, the new facility is expected to improve access to desperately needed
care and treatment," the statement reads. "Village Behavioral Health is committed to
providing care that meets the needs of its patients and community. We are proud of our to
year history and the thousands of lives that have been improved by that care and
treatment."

According to the Chula Vista Municipal Code section 19.14.080, the Planning Commission may grant a
conditional use permit when ALL of the conditions are met under that section. In this case, granting the
permit would violate section 19.14.080(A), (B) in that the facility will not contribute to the general well-
being of the neighborhood or the community, and it will be detrimental to the safety, and general welfare
of persons residing in the vicinity as specified below as well as via the petition, and other letters to this
Planning Commission, Additionally, section 19.14.080 (D) will be violated In that It affects the general plan
of the City of Chula Vista which touts its "strong and safe neighborhoods" "taking input from residents" and
taking care of the "well being" of its people who are "proud to" call Chula Vista their "home."
In the event that this Commission grants the conditional use permit, the citizens will appeal the decision on

The purpose of this email is to respectfully request that you deny the proposal regarding
the Acadia Scripps Behavioral Health Facility in Rolling Hills Ranch/Eastlake Commercial
area at 830/831 Showroom Place on the grounds that the mentally ill patients are
predisposed to violence and should not be intentionally placed in the path of children.
I have been a resident of Cockatoo Grove located in East Chula Vista since 1975, which was
prior to the development. of Otay Ranch, Eastlake, and the Rolling Hills Ranch Areas, The
Chula Vista City Planning Commission has made many positive decisions which have proven
to be beneficlal to Chula Vista residents since then. However, this will not be the case with
respect to the proposed Acadia Scripps Behavioral Health Facility, On the contrary, this
facility poses a danger to our local community. You have already been placed on legal
notice of these dangers via emails, letters, petitions, and news broadcasts. All of which
indicate that the threat is real.
Furthermore, peer reviewed research studies likewise point to the factthat the presence of
danger is not one simply conjured up by hysterical NIMBY middle class community
members. According to Dr. John Monahan, In reviewing many of these studies: The data
that have recently become available, fairly read, suggest the ane oondusion 1 did not
want to reach: Whether the measure is the prevalence of violence among the disordered
or the prevalence of disorder among the violent, whether the sample is people who are
selected for treatment as Inmates or patients in Institutions or people randomly chosen
from the open community, and no matter how many social and demographic factors are
statistically taken Into account, there appears to be a relationship between mental
disorder and violent behavior. Additionally, in reviewing early studies on discharged
psychiatric patients, Dr. Judith Rabkin, PhD, concluded: "Arrest and conviction rates for the
subcategory of violent crimes were found to exceed general population rates in every study
In which they were measured" Rahkin, J. (1979), Criminal behavior of discharged mental
patients: Acritical appraisal of the research. psychological Bulletin, 86,1-27.
I have attached further research at the end of this emall. All of the studies reach the same
conclusion. In many of the cases, the researchers Indicated thatthey found an increased
rate of violence in the mentally ill population despite their prior belief that there was no
correlation. This demonstrates that there is a clear denial of reality as to the potential for
violence In the minds of researchers. Unfortunately, this belief may also fog your decision
making skills. Whether you want to believe it or not, patients at Acadia Scripps Behavioral
Health Facility will have a propensity toward violence.
Unfortunately, the location of the facility is in a family friendly zone. It Is not a controlled
environment. Rather, it is located on the same street as a school bus stop for children, a
strip mall which is labelled as a "Family Friendly" (and which is also located on Showroom
Place) containing an indoor playground for children called the Ninja Factory,Play City which
is an amusement center for children, the Skyzone, which Is an Indoor Trampoline Park for
Kids (also on Showroom Place), and multiple schools for children such as KidVentures
Montessori School (an Showroom Place), Floatles Swim School, and Pride Martial Arts
(again located on Showroom Place). Moreover, additional locations in close proximity to
the planned Acadia Scripps Behavioral Health Facility which were designed for use
by children Include yet another school which is Neisha's Dance and Music Academy, The
YMCA Eastlake is also closely situated nearby the planned facility. Certainly there is a more
suitable location where the mentally ill can be more safely discharged Into a
community. As you know, Eastlake, Rolling Hills Ranch, and Olay Ranch were communities
designed around families with pools and parks for children to feel safe In exploring the
world around them. This facility hardly fits in with the community.
You should also be concerned with respect to the 5150 72 hour hold. I am not sure If these
Individuals will be held at the new facility or not. However, 5150 refers to the mentally III
who are apprehended and detained by the police for temporary, Involuntary
psychiatric commitment of individuals who present a danger to themselves or
others dile to signs of mental illness. These individuals are sentto a facility for72
hours and then released into the community with little to no mental health care, and they
have already proven to be dangerous. They must be released into the community by the
facility regardless of their level of danger within 72 hours.
It is not a matter of If, It is a matter of when someone Is going to be hurt by an individual
who is discharge from the facility. With the abundance of children in the area, you will not
be able to claim that it was unforeseeable that a child would be Injured or killed as a result
of the passing of this proposal. Although this may seem like a lucrative opportunity for the
City of Chula Vista you can be certain that lawsuits will ensue as a result of this decision on
the basis that harm to citizens was foreseeable, and on the grounds thatyou were placed
on legal notice that this would occur. This may also lead to a loss of tar payer funds as the
likelihood of a decrease In property values In the area of the facility is inevitable. Many
people are already considering Fleeing the area to move to a safer community. Unless you
want Chula Vista's prized family communities to go down the drains, I strongly suggest you
reconsider your position. B doesn't make sense for Chula Vista.

violence:
In a follow-up of patients released from a psychiatric hospital, Dr. Henry Steadman and Dr.
John Monahan reported that "27% of released male and female patients report at least one
violent act within a means of four months after discharge." Monahan, J., Steadman, H.J.
(1996). Violence and Mental disorder: Developments in Risk Assessment, Chicago: The
University of Chicago Press.
In a carefully controlled study comparing individuals with severe mental illness living In the
community in New York with other community residents, the former group was found to
be three times more likely to commit violent acts such as weapons use or "hurting
someone badly." The sickerthe individual, the more likely he or she had been violent. Link,
B.G., Andrews, H„ Cullen, F.T. (1994. The violent and illegal behavlorof mental patients
reconsidered. American Sociological Review, 51, 275-292.
After reviewing the psychiatric literature from 1970to 2007, Taylor concluded that "sound
epidemiologic research has left no doubt about a significant relation between psychosis
and violence, although one accounting for little of soclety'sviolence." The author also
noted that "when violence is a problem, Individuals in the immediate social circle of an
Individual suffering from psychosis are most at risk." Taylor, P.J. (2008). Psychosis and

A study of 961 young adults In New Zealand reported that individuals with schizophrenia
and associated disorders were 2.5 times more likely than controls to have been violent In
the past year. If the person was also a substance abuser, the incidence of violent behavior

A meta-analysis of 20 studies on the relationship between schizophrenia and valence,
Including 18,423 patients with schizophrenia and related psychoses, reported that
individuals with these diagnoses "are associated with violence and violent offending,
particularly homicide," and this was true for those with or without comorbid substance

In a study In Finland, an unselected birth cohort of 11,017 individuals wasfollowed for 26
years. Men with schizophrenia without alcoholism were 3.6 times more likely to commit a

Distance from Integrated Healthcare and limited accessibility:
This facility will be 20 miles away from Scripps Mercy Hospital in Hillcrest, far removed from much of the population it
currently serves.
Far away from any supporting modalities as well. How will patients get to this location with limited public transportation
and quick accessibility only available via toll road? The bus route from La Mesa would take someone 31

What will happen to patients when they are released and refuse help from a social worker? What happens when patients
lack housing, access to additional medical care, or a family/support system to assist them?
How many times will the schools have to go into lockdown because of someone escaping?
Proximity to Children:
Increase In traffic, loitering, crime and homelessness create safety concerns for the many schools, parks, and day care
centers that are in the neighborhoods immediately adjacent. How will this be addressed?
Limited Police & Resources:
Adding a new facility of this scale will likely cause an Increase in call volume resulting in an Increase In response time from
ambulances, fire, and police, Chula Vista currently does not have enough police and Eastlake has the fewest patrols
assigned to handle issues arising from the facility orfrom those released. CVPD has the lowest sworn officer -to -population
ratio in the county at less than 1 sworn officers per 1,000 residents. How will this be addressed especially given the long
wait for calls already being an Issue?

I am writing you regarding the proposed Eastlake Psychiatric Hospital, I have been actively
researching facilities such as these and am concerned about the currently proposed location.
Psychiatric hospitals are needed in San Diego but It is of utmost importance that the proper site
be selected to ensure the preservation of current neighborhood character, patient safety,
community safety and facility success.
Building a regional hospital far from mass transit, most easily accessible by toll road needs
better vetting. As you know It's nestled within a neighborhood and surrounded by a vulnerable
population comprised of families with children. My concerns are directly connected to the fact
that elopements (escapes) are an expected event within hospitals. Both for involuntary patients
and voluntary. Because of the wide range of mental Illnesses being treated at this facility,
elopement In a heavily concentrated area with vulnerable populations significantly Increases the
chances of a dangerous event occurring, Can Acadia please share the number of elopements
they had per facility In 2018?

Such an Inaccessible location will not be successful in successfully treating patients.

as well - Thurgood Marshall Elementary, Sall creek Elementary, Arroyo Vista Charter school, Eastlake Middle
School, Eastlake High School. This location does not seem appropriate in the middle of a residential
neighborhood.

Health Hospital at Showroom Place in Chula Vista. I am part of a growing community that has gathered
over 2900 signatures protesting the build and location of the hospital.
Approval of a Behavioral Health facility at this location is not good for our neighboring community and conflicts with
Chula Vista's Visions and Themes as stated in the Master Plan.
Acadia, Is reported to have 80% ownership of this new facility. Acadia has not demonstrated the proven
excellence with managing behavioral health facilities needed to earn my trust and to allow me and my
family to feel safe. We have collected dozens of articles showing Acadia's mismanagement. The documentation we
have compiled are filled with lawsuits, County Mental health violations, elopements, Federal investigations, Incident
reports of death, rape, abuses, negligence and fraud. This is not a partner we trust and want in our community, let
alone our neighborhood.
There are natural risks that are associated to a community where a behavioral health facility Is located, from
"elopement" and "wandering" of patients to release policies that allow for patients to enter in to the neighboring
community. There are concerns with safety with an increase in homelessness, loitering and even possible escape of
patients who pose a threat to others. This proposed facility backs up to a neighborhood, walking paths and parks all
where children should feel safe to play and walk to neighboring schools. In the picture below, taken from Acadia's
proposed plan, I have starred several of these areas, such as neighborhoods, walking paths, parks, schools and
businesses where children and families
frequent. This is not a safe location for a behavioral health facility in which the very nature of Its business
requires 24 hour security.

I am a criminal Investigator and my fiance is a peace officer in a neighboring city. We both reside In the area
and are both opposed to the building of a psychiatric facliity in the area currently proposed.
As law enforcement officers, we deal with criminals on a dally bases and based on our experiences can attest to
what others have stated. Many recidivists are familiar with the loopholes in the criminal justice system and will
claim to be suicidal and/or chemically dependent knowing these claims will keep them from being booked into
jail. Therefore this type of facility will bring a large criminal population into the area; an area where currently
thousands of children play, learn, and grow in their family -friendly neighborhoods. Neighborhoods that are literally
100 feet away from the proposed psychiatric facilitys property line.
I wrote my thesis for my masters degree on the murder rate among marginalized populations. As a result, I have
read numerous studies on the homeless population, many of whom are mentally III, chemically dependent and/or
both. Many also lack the social ties that are necessary to help facilitate recovery.
As law enforcement officers, we have first hand knowledge that many individuals held on 5150 holds are
generally homeless and therefore have no family or friends that can help support them once they are released
from psychiatric facilities such as these.
In addition, once an individual is determined by the facility to be eligible for release, those individuals have the
right to refuse any and all other programs, medications and/or transportation offered.
Often these individuals linger around the area and Chula Vista does not have the law enforcement resources to handle the
Issues that will arise from this type of facility being built In this neighborhood. Chula Vista has the lowest officer to
population ratio in all of San Diego county with the call times often longer on the east side due to Its vastness.
I urge you to deny the building of this Facility in this location. Please consider choosing another location that Is better
suited for this type of facility away from family -friendly business, schools, and residential communities.

Registered Nurse who work first hand with these type of patients. This location in Eastlake is one of the worse locations you
can put this hospital in. It will be about a mile away from many schools, about 0.9 miles away from Salt Creek Elementary
school. The release of patients and risk of elopement will pose risk to the children. I have seen patients discharged on the
streets or leave against medical advice because they are refusing proper discharge placement and treatment. I have seen
them refuse transportation and seek to live on the streets and continue the very harmful addictions that have brought
them to the hospital. This Includes abuse of alcohol, drugs and other harmful addictions. This potentially risks the safety of
children nearby in homes, schools, parks, businesses that are for childrens activities where you are planning to build this
hospital. Please ask yourself if you have children, grandchildren, nieces or nephews, would you want a pyschiatric hospital
less than a mile of their school? There are many alternatives to this location that would be more appropriate. Alternatives
that are away from schools, parks and homes. Alternatives that have better public transportation to discharge these
patients. We have seen the detrimental actions of mental disease on people, including children Please do not risk their
safety by building this hospital in this location. Please consider a different location.

I am writing to express my concerns and objection over the planned
construction of a new Behavioral Health Hospital at Showroom Place in Chula
Vista. I am part of a growing community that has gathered over 2600 signatures
protesting the build and location of the hospital.
Approvalofa Behavioral Health facility at this location is not good for our
neighboring community and conflicts with Chula Vista's Visions and Themes as
stated in the Master Plan.
Acadia, is reported to have 80% ownership of this new facility. Acadia has not
demonstrated the proven excellence with managing behavioral health facilities
needed toearn my trust and to allow me and my family to feel safe. We have
collected dozens of articles showing Acadia's mismanagement. The documentation
we have compiled are filled with lawsuits, County Mental health violations,
elopements, Federal Investigations, incident reports of death, rape, abuses,
negligence and fraud. This isnot a partner we trust and want in our community, let
alone our neighborhood.
There are natural risks that are associated to a community where a behavioral
health facility is located, from "elopement" and "wandering" of patients to release
policies that allow for patients to enter in to the neighboring community. There are
concerns with safety with an increase in homelessness, loitering and even possible
escape of patients who pose a threat to others. This proposed facility backs up to a
neighborhood, walking paths and parks all where children should feel safe to play
and walk to neighboring schools. In the picture below, taken from Acadia's
proposed plan, I have starred several of these areas, such as neighborhoods,
walking paths, parks, schools and businesses where children and families frequent.
This is not a safe location for a behavioral health facility in which the very nature of
its business requires 24 hour security.
The location of the proposed facility is poorly designed in that it is situated at the
and of a cul-de-sac with only a toll road freeway as its closest route in and out of
the area. This massive 120 patient facility cannot easily accommodate the traffic
from visitors, patients and emergency responders needing to get in and out of this
location without it causing a nuisance to the neighboring community, or far worse,
the ability to respond to an emergency situation. A behavioral hospital would be
better located next to more accessible modes of transportation, away from family
oriented businesses and neighborhoods and near a community that has the
supportive systems in place to accommodate outpatient care.
To round out my list of concerns are those having to do ;with noise pollution and a
decrease in home value. We live in a quiet neighborhood where the only sounds
we hear -are those of kids laughing and playing in the neighborhood and nearby
parks. I am concerned that our neighborhood will be inundated from the noise from
the additional traffic in to the area and the sounds of sirens as ambulance and
police are transporting patients or responding to hospital needs. In addition, is the
concern of a decrease to my home's value being in proximity to this location. In a
research.study in Virginia titled, "Not in My Backyard": The Effect of Substance
Abuse Treatment Centers on Property Values" it was found that a "treatment center
is associated with an 8% -reduction in nearby home prices, and that this discount is
magnified for treatment. centers that specifically treat opiate addiction (as much as
17%)". One could imagine what the reduction of home values would be on a home
in close proximity to a behavioral health facility that not only treats substance abuse
but also services patients who are deemed a threat to others.
In conclusion, I want to.point out how a proposed behavioral health hospital has
elicited a strong concern with regard to safety in our community. Over 2500
neighboring community members have responded by signing the petition against
the location of a behavioral health hospital at this location for these reasons. We
feel that approval of this project would conflict with Chula Vista's Visions and
Themes and Land Useand Transportation provisions that have been outlined in the
Master Plan. Most specifically regarding the following:
Theme 3: Strong and Safe Neighborhoods and Theme 5: Healthy and Sustainable
Community Each neighborhood in Chula Vista continues to express its individuality
and character; is safe and attractive, with good access to necessary facilities and
services; and provides convenient transportation options. Citizens feel safe to walk
within and among neighborhoods and allow their children to do the same, Chula
Vista also takes a leadership and collaborative role in ensuring the safety of its
citizens on a citywide and regional level. The theme of strong and safe
neighborhoods is highlighted in several elements of this General Plan, including the
Land Use and Transportation Element, the Housing Element and the Public
Facilities and Services Element, The theme is developed through a land use plan
providing sufficient and varied housing opportunities, and through the provision of
excellent public services; including police and fire protection; quality schools; and
convenient parks and recreation facilities,
Land Use and Transportation Pedestrian Sidewalks, Paths and Trails Pedestrian
sidewalks, paths, and trails are important for several reasons, including: mobility
and access; connectivity between land uses; safety; health; and community
interaction. Not all people get to their destination by automobile, including those too
young to drive, the elderly, or those who prefer to walk. Even for people who do
drive or take transit, all trips begin and end by walking. Sidewalks and other
pedestrian pathways are important for providing connections to schools; parks;
shopping; jobs; and between neighborhoods. Children, in particular, should be able
to walk safely to school.Increased numbers of people walking along streets
creates a safer environment, and, thereby, encourages others to walk also. Vibrant
urban areas always have high levels of pedestrians.
We ask that you carefully consider our concerns and deny the application for the
proposed new behavioral health facility at this location.

had to move here to get away from all of the crime, and sorry things that were happening back home. We lived dose to a
hospital for mentally ill people and l witnessed so many awful things, like mentally 111 people who were wondering around,

have a number of safety concerns that I would like to have addressed regarding the
Psychiatric Hospital Proposed for 350 Showroom PI.
Distance from Integrated Healthcare and limited accessibility: This facility will be 20
miles :away from Scripps Mercy Hospital in Hillcrest, far removed from much of the
population it currently serves. How will patients get to this location with limited
public transportation and quick accessibility only available via toll road?
Release Concerns and Escape Risk: What will happen to patients when they are
released and refuse help from asocial worker? What happens when patients lack
housing, access to additional medical care, or a family/support system to assist
them?
Proximity to Children: Increase in traffic, loitering, and homelessness create safety
concerns for the many schools, parks, and day care centers that are in the
neighborhoods immediately adjacent. How will this be addressed?
Limited Police& Resources: Adding a new facility of this scale will likely cause an
increase in call volume resulting in an increase in response time from ambulances,
fire, and police, Chula Vista currently does not have enough police and Eastlake
has the fewest patrols assigned to handle issues arising from the facility or from
those released. CVPD has the lowest sworn officer -to -population ratio in the county
at less than 1 sworn officers per 1,000 residents. How will this be addressed?

Luke Bergmann, director of behavioral health for San Diego County, stated "he is concerned when a stand-alone facility is
bullt many miles away from a hospital, that such a facility be connected to the "integrated" system of care that Includes
outpatient resources."
Such aninaccessible location will not be successful In successfully treating patients.

I am writing you regarding the proposed Eastlake Psychiatric Hospital. I have been actively
researching facilities such as these and am concerned about the currently proposed location,
Psychiatric hospitals are needed in San Diego but it is of utmost importance that the proper site be
selected to ensure the preservation of current neighborhood character, patient safety, community
safety and facility success.
Building a regional hospital far from mass transit, most easily accessible by toll road needs better
vetting. As you know it's nestled within a neighborhood and surrounded by a vulnerable
population comprised of families with children. My concerns are directly connected to the fact that
elopements (escapes) are an expected event within hospitals. Both for involuntary patients and
voluntary. Because of the wide range of mental illnesses being treated at this facility, elopement in
a heavily concentrated area with vulnerable populations significantly increases the chances of
dangerous event occurring. Can Acadia please share the number of elopements they had per
facility in 20187

I am a resident of Rolling Hills Ranch (and one of five community leaders in charge of fighting the location of this
facility). I live approximately one -hundred yards away from Showroom Place, the proposed location for a new
psychiatric hospital. I am just one of many local residents who have learned of the proposed building of this
facility, Our community is extremely concerned regarding the building of this hospital. Our community is
comprised of journalists, paramedics, police officers, firefighters, teachers, nurses, and lawyers, all actively
involved in fighting the construction of this facility, many of whom have first hand knowledge of the impact these
facilities can have on a neighborhood. The overwhelmingly majority of community members I have spoken with
are highly against the building of this facility. Our online petition has received over 2500 signatures. Our efforts
have attrauted the attention of local television, radio, and newspaper.
We are not tyrants, or anti -mental health. We are a simple collection of families who moved into this area with the
idea that massive hospitals such as this were NOT in our backyards; that our children could play safely on their
streets and in their parks. The primary partner, Acadia Healthcare, has a laundry list of complaints against them,
and have been involved in some extremely concerning lawsuits. This is not the type of company our community
would trust to be associated with a 120 bed psychiatric facility. 'the facility is being built directly in the middle of
our neighborhood, a few feet away from a community park, a school bus stop, multiple schools, and businesses
that cater to young families and children. Our backyards, where our children play are located less than 100 yards
from the proposed site. We have done a walk through of the businesses in Showroom Place, and have been in
contact with owners, and regional managers of the businesses and churches located in that area. Every single
person we spoke to has expressed deep concern over the location of this facility and many have vowed to move
their businesses if this facility is built in the proposed location.. They have become active members in our fight.
Our numbers continue to grow daily.
The irresponsible partnership with Acadia Healthcare is something that our community can not tolerate, The
proximity of Showroom Place to our neighborhood and local businesses is extremely unsettling to our community
members and local business owners. There are other available locations, sonic outside of Chula Vista altogether.
Nathan Fletcher has even proposed a location at 4307 Third Ave in the Hillcrest area (a county owned property
that is within close proximity to USC San Diego Medical Center) that is slated to become luxury condominiums. A
t
company such as Acadia, who has a long history of patient elopement, safely violations, law suits, allegations of
rape, sexual misconduct, child endangerment, fraud, elder abuse, and patient death does not seem like the type of
company we want in the middle of our neighborhood, directly next to where our children play. The history of this
company, and the potential dangers a psychiatric hospital could pose to our community will be brought to light,
and is a primary focus of this community. The history of ibis company is well documented, and it doesn't take
much research to identify that this company is dangerous for our community.
Not only do the aforementioned concems, play a role in our concerns, but the site location seems like a poor
choice. The Community plan has spoken for itself with the creation of family friendly businesses in the
area. Most Industrial companies like large furniture stores has all gone out of business and replaced
with family friendly business that have fostered the creation of a large community hub. The majority
of land use designations in the surrounding area are not identified as similar land use designations.The
population density of the area consists of single family homes and business that cater to children and
families, Potential issues that could arrive are dangers to public safety due to elopement, possible
increase in homelessness in the area, traffic increase raising safety concerns for children in the area.
There are absolutely no related facilities in the immediate vicinity that provide necessary or related
services to support the building of this facility in this location. It is well documented in public record
that Chula Vista police and emergency response times have not met standards for many years, a
problem that is even worse on the east side due to the size of the service regions and time it takes to
traverse them. The influx of people from outside of the city with possibly limited resources to return
will only exacerbate that further.This facility is approximately 1 mile from the nearest bus stop. Our
neighborhood consists of single family homes, community parks, and family friendly businesses and
churches. Having a large hospital where patients are transported by police and ambulance goes against
the neighborhood character. Traffic in the area is already bad enough, and the facility is being built in
a location far away from major access roads and freeways. It is also located in a Cul de Sac and has
only one exitlentrance. Easily accessible patient transport to and from this facility remains a concern
(There is toll road, and access to to a highway is almost 10 miles away, meaning patient transport will
occur on neighborhood streets). Public transportation system in the area remains a concern (it is a 2
hour bus ride from Hillcrest) and the closest bus stop to this facility is a mile away.
We will be attending city council meetings, city planning commission meetings, doing neighborhood
walks, and distributing informational fliers to all of Rolling Hills Ranch and Eastlake. We are an
active, educated, and extremely organized movement. We have made tremendous progress over the
past three weeks and as our movement grows we will only become stronger. We are asking for your ..
assistance in preventing the building of this hospital on its currently proposed location, Your
participation in this movement, and any assistance that you could give us would be greatly
appreciated.
